Halcrow has maintained a continuous presence in the Middle East for over 50 years and currently employs over 2,000 staff in the region. The United Arab Emirates is the centre of our operations with regional offices in Abu Dhabi, Dubai, Sharjah, Muscat, Doha, Manama, Tehran, Damascus, Tripoli, and Islamabad and Karachi in Pakistan.

Analysing strength and opportunitiesDevelopment Planning & Design commissions in more than 80 countries have given Halcrow the opportunity to develop and evaluate a variety of strategies for successful projects. While each project is unique, there is much to be learned from the experience of comparable places and projects in different parts of the region and world.

An essential element of our process involves a thorough inventory of existing strengths and opportunities.

Creating a quality environmentA quality environment, which makes our projects more lively, convenient and enjoyable, also makes them attractive to private investment and thus able to sustain long term economic growth.

A plan with a positive self image can be a major attraction for visitors. Given the strength of the world tourism market, this can provide important economic benefits to the entire community.

The vision

The planning and design process begins with the formulation of a shared vision, shaped by all those parties, public and private, who have a stake in its outcome. This approach does not depend on the scale or type of project and can be built through consensus and commitment using the following broad objectives:

Develop a vision of what can be - explore, illustrate, quantify and design, involving all stakeholders in the visionary process.Define the potential, not just for today, but well into the future – stretch beyond existing markets to find and develop new ones.Draw out the full cost/benefit equation – create a plan that can, and will, be implemented.Produce an implementation mechanism that ensures high quality incremental development of over time.

Assuring economic value

Broadly speaking, planning and design projects should also be viewed as economic development. Because of this, development economics and urban design must be linked throughout the development planning, design and implementation process to ensure specific, realistic and inventive solutions.

Our Development Planning & Design team directs the preparation of market research, financial assessment, project programming, tourism development, funding and implementation strategies in order to assist clients in the integrated planning process.

A�master�plan�for�a�desert�site.�The�vision�for�the�site�is�for�a�very�different�kind�of�real�estate�development�situated�in�a�desert�environment,�targeted�towards�the�2nd�home/weekend�home�market�in�the�UAE.�The�key�objectives,�besides�being�commercially�viable,�will�be�to�both�maintain�the�integrity�of�the�desert�environment,�while�offering�a�quality�experience�to�owners�and�visitors.

The�work�was�completed�in�four�stages:

The site is in a relatively mountainous terrain. The intention of the client is to develop a 250 room 4 star mountain resort hotel with related level of facilities and services, while the residential development will consist of primary and secondary single family residential units within a secure gated environment.

Halcrow was commissioned to prepare a master plan and conceptual architectural design for this project.

The�development�comprised�of�residential�(30%)�and�office�(70%)�with�limited�retail�at�ground�floor�in�selected�areas.�The�average�size�of�plots�is�120�m2.

The�development�comprised�of�retail,�entertainment,�offices,�apartments,�golf�course�and�amenities,�and��gated�communities�of�villas�along�the�golf�course.�

The�master�plan�is�based�around�a�large�central�open�space�with�maximum�development�at�the�boundary�of�the�site.��The�central�open�space�will�be�utilised�as�a�18�hole�golf�course�which�symbolises�a�large�courtyard�for�all�residents.�The�villas�are�further�grouped�around�courtyards�and�semi�public�spaces.�

Our Development Planning & Design team’s role in this process is to offer our clients our collective experience and ideas, and just as important, our ability to listen carefully, look with a fresh eye, and discover what makes the particular area, site, project unique. Our designers serve as a bridge between the clients’ ideas and visions and a realistic plan through the use of creative problem solving.

Achieving the vision

Implementation is the most critical element in the development process. Because plans, designs and development proposals are ultimately judged by their results, priority action plans and funding strategies are essential components of the planning process.

Halcrow’s involvement in the project can progress from design development through to implementation. Our desire for continuity of involvement reflects our commitment to implementation and has proven to be a rewarding experience for all concerned.
