Hale Road Elementary School is a three (3) story structure totaling 52,375 s.f. The complex is constructed on a sloping site providing a multi-height split level floor arrangement.The original facility of 22,156 s.f. was constructed in 1925. The f irst classroom wing addition of 19,180 s.f. was constructed in 1949. The second classroom wing addition of 10,4s.f. was constructed in 1965. The facility contains one (1) gymnasium of 3,902 s.f., which also serves as student dining, one (1) kitchen of 662 s.f. and one (1) media center of1014 s.f. Hale Road Elementary currently provides space for grades K-5. The majority of the complex is not accessible and does not conform to the provisions of the Americanswith Disabilities Act Guidelines. Typical classrooms throughout the complex are undersized and do not conform to the current standards established by the State of Ohio. The

school facility is located on a 32 acre site in a residential area. School buses load/unload along a separated drive at the main entry to the school. The existing structure isconstructed with load bearing masonry walls with supported deck and slab on grade construction. The structure is outfitted with a motion sensor security system and a fi re alarmsystem with manual pull stations. The complex does not contain a suppression system and the majority of the complex is not air conditioned.

Description: The existing system for the entire complex is a gas-fired steam boiler system. The boilers were updated in 1998. Typical classrooms areequipped with unit ventilators. Radiators remain in service in a few areas. The majority of the complex is not equipped with air conditioning.

G. Structure: Foundation

Description: The existing complex contains a masonry/concrete foundation. There were a few areas of deterioration. An exterior stair assembly, retaining walland adjoining foundation structure display evidence of deterioration at the 1925 buildling. A portion of the 1949 building has several prominatecracks in the walls of the structure with an area of displaced masonry. The apparent damage extends through several floor levels. The damagemay be the result of settlement or additional building movement. District officials noted the conditioning has been progressing over several yearsand is increasing in severity. The exterior grade adjacent to the wall structure was covered with stock piled snow from plowed pavement areasthus hendering assessment of the grade condition at the areas of damage. The grade appeared to slope slightly toward the wall structure. Theground floor (basement) wall structures displayed evidence of water infiltration in several areas.

Rating:2 Needs Repair

Recommendations: Provide a waterproof membrane system at the exterior wall structures of the habital and classroom areas of the ground f loor to prevent belowgrade water infiltration at the perimeter of the structure. Replace the deteriorated stair and retaining wall assembly and repair adjoining foundationstructures. Refer to Plate H for additional provisions.

H. Structure: Walls and Chimneys

Description: The existing structure is constructed with masonry bearing wall assemblies with brick exteriors. District officials noted the structure underwentextensive masonry restoration in 1999 but there are several areas of new deterioration, especially at the north and east fascade of the structure.A portion of the 1949 building contains several prominate cracks in the walls and adjoining floor structure. The noted area of deterioration extendsthrough multiple floor levels and a portion of the masonry structures are displaced from building movement. District officials reported the severityof deterioration has been progressing over several years despite attempts to repair. The cracks in the floor structures were covered with t rimplates due to the progression of cracking at these areas. Several of the masonry l intels display evidence of corrosion.


Recommendations: Provide masonry cleaning, replace deteriorated lintels, copmlete masonry repairs, and provide masonry sealing. Provide for structure analysisand field invesigation at area of deterioration at the 1949 building and complete all recommended repairs.

P. Site Condition

Description: Buses load/unload along a separated drive at the main entry to the school complex. The parking areas were updated in 2000. Portions of theasphalt pavements display signs of deterioration, especially at areas adjacent to the existing playground. Sidewalks are deteriorated in limitedareas. An existing walkway ramp was constructed with a plywood assembly. Playground equipment was recently updated. A limited quantity ofthe equipment displays evidence of deterioration, a portion of the equipment are wood structures. Soft surface play areas do not contain acontainment barrier. Portions of the site were covered with snow at time of site visit, hindering full assessment of site conditions.


Recommendations: Replace deteriorated walks, curbing and pavement. Provide for replacement of deteriorated playground and/or wood play structures. Provide asoft surface containment barrier at all play structures. Replace the plywood walk assembly with a permanent walkway ramp, provision identified inPlate O.
