    Hale Road Elementary School is a three (3) story structure totaling 52,375 s.f. The complex is constructed on a sloping site providing a multi-height split level floor arrangement.The original facility of 22,156 s.f. was constructed in 1925. The f irst classroom wing addition of 19,180 s.f. was constructed in 1949. The second classroom wing addition of 10,4s.f. was constructed in 1965. The facility contains one (1) gymnasium of 3,902 s.f., which also serves as student dining, one (1) kitchen of 662 s.f. and one (1) media center of1014 s.f. Hale Road Elementary currently provides space for grades K-5. The majority of the complex is not accessible and does not conform to the provisions of the Americanswith Disabilities Act Guidelines. Typical classrooms throughout the complex are undersized and do not conform to the current standards established by the State of Ohio. The

    school facility is located on a 32 acre site in a residential area. School buses load/unload along a separated drive at the main entry to the school. The existing structure isconstructed with load bearing masonry walls with supported deck and slab on grade construction. The structure is outfitted with a motion sensor security system and a fi re alarmsystem with manual pull stations. The complex does not contain a suppression system and the majority of the complex is not air conditioned.

    A. Heating System

    Description: The existing system for the entire complex is a gas-fired steam boiler system. The boilers were updated in 1998. Typical classrooms areequipped with unit ventilators. Radiators remain in service in a few areas. The majority of the complex is not equipped with air conditioning.

    Rating: 3 Needs Replacement

    Recommendations: Provide for complete replacement of the entire heating, ventilation and cooling system throughout the entire complex due to condition, use ofdated equipment, and lack of proper ventilation and air conditioning. Convert to fully ducted system to conform to OSDM standards and currentventilation requirements.

    Description: The electrical system for the entire complex is a 208/120 volt, 3-phase, 800 amp service. The main electrical service and the distribution systemwere replaced in 2001. District officials noted the system was satisfactory.

    E. Plumbing and Fixtures

    Description: The school facility contains 8 group restrooms (4 girls, 4 boys) and 2 single occupancy toilet rooms. Fixtures are a combination of newer andolder equipment. Water closets/toilets are typically floor mounted. The majority of the toilet facilities are not accessible and do not conform to theprovisions of the ADA. A portion of urinals are equipped with a continual flush system. Domestic supply piping is copper. District officials notedthat system leaks for both supply and drainage systems have been an ongoing issue of concern.

    G. Structure: Foundation

    Description: The existing complex contains a masonry/concrete foundation. There were a few areas of deterioration. An exterior stair assembly, retaining walland adjoining foundation structure display evidence of deterioration at the 1925 buildling. A portion of the 1949 building has several prominatecracks in the walls of the structure with an area of displaced masonry. The apparent damage extends through several floor levels. The damagemay be the result of settlement or additional building movement. District officials noted the conditioning has been progressing over several yearsand is increasing in severity. The exterior grade adjacent to the wall structure was covered with stock piled snow from plowed pavement areasthus hendering assessment of the grade condition at the areas of damage. The grade appeared to slope slightly toward the wall structure. Theground floor (basement) wall structures displayed evidence of water infiltration in several areas.

    Description: The existing structure is constructed with masonry bearing wall assemblies with brick exteriors. District officials noted the structure underwentextensive masonry restoration in 1999 but there are several areas of new deterioration, especially at the north and east fascade of the structure.A portion of the 1949 building contains several prominate cracks in the walls and adjoining floor structure.
