Message from Karate Nova Scotia ToallAthletes,Coaches,Officials,Technicians,Families,Friends,andSpecialGuests:AsPresidentofKarateNovaScotia,itisindeedanhonourforme to welcome you all ‐ to the 2018 National KarateChampionships in beautiful Halifax, Nova Scotia. NATIONAL CHAMPIONSHIP CITIZENSHIP REQUIREMENTS AND ELIGIBILITY POLICY 

KarateCanadawishestoremindallregistrantsofitscurrent“NationalChampionships CitizenshipRequirementsandEligibilityPolicy”,asstatedbelow:

2.1 DEFINITIONS 

ThefollowingtermshavethesemeaningsinthisPolicy:a) “Days”–Daysirrespectiveofweekendandholidays.b) “Participant”‐Anyindividualwhoisregisteredasanathletewithaprovincial

or territorial karate association that is a member in good standing ofKarate Canada.

2.2 PURPOSE 

ThepurposeofthisPolicyistodetermineParticipanteligibilityforparticipationinKarate Canada’sNationalChampionships

2.3 APPLICATION OF THIS POLICY 

ThisPolicyappliestoallParticipantsdefinedintheDefinitions.ThisPolicyonlyappliestoeligibilitymattersthatmayarisebeforetheNationalChampionships.Eligibilitymattersarisingwithinthecompetitionoreventsorganizedbyentitiesother than Karate, including its member associations, will be dealt withpursuant to the policiesofthoseotherentitiesunlessrequestedandacceptedbyKarateCanadaat itssolediscretion.

2.4 ELIGIBILITY 

ParticipantsmayonlyparticipateinNationalChampionshipsiftheymeetthefollowing requirement:TheParticipantisaCanadiancitizenorapermanentresidentofCanada.

2.5 PROVIDING PROOF OF ELIGIBILITY 

AllParticipantswillberequiredtoprovideproofoftheeligibilityrequirementlistedin Section6at theNationalChampionships’on‐siteaccreditation (IDPick‐up),on the daysprecedingthestartofcompetition.Suchproofwill consist ineitheroneof the following:

a) ValidCanadianpassportb) Canadiancitizenshipcertificatec) Canadiancitizenshipcardd) BirthcertificatefromaCanadianprovinceorterritory,e) CanadianPermanentResidentcard

After reviewing all applicable evidence, the Executive Director, or designate,will determinewhetherornottheParticipantisdeemedeligibleinaccordancewiththis Policy. If the Participant is deemednon‐ eligible, he /shemaynot takepart in the competition.ParticipantswhogiveincorrectormisleadinginformationmaybedisciplinedinaccordancewithKarateCanada’sDisciplineandComplaintsPolicy.

2.6 APPEALS PROCEDURE 

ThedecisionoftheExecutiveDirector,ordesignate,maybeappealedinaccordancewithKarateCanada’sAppealPolicy.

AUTOMATIC INVITATIONS TO THE 2018 NATIONAL CHAMPIONSHIPS 

PleasenotethatKarateCanadawillautomaticallyinvitethefollowingtothe2018NationalChampionships:

1. Allgoldandsilvermedalistsfromtheprevious(2017)NationalChampionships(includingYouthdivisionathletes),regardlessofanychangeinageorweightdivisionswithinJuniordivisions(Youth,Cadet,JuniorandU21)and;

2. Thetwo(2)top‐rankedJuniorNationalTeamRosterathletesineachdivision(atendofthe2017season),regardlessofanychangeinageorweightdivisionswithinJuniordivisions(Youth,Cadet,JuniorandU21)and;

3. AllSeniorathletesholdingstatus(InternationalA,BorCorNationalA),regardlessofanychangeinweightdivisionswithinSeniorkumitedivisions.

AllautomaticallyinvitedathletesmuststillmeetteameligibilityrequirementssetbytheirrespectivePTSO(intermsofparticipationinprovincialselectiontournamentsand/ortrainingsessions,etc.).AnathletemaynotbeautomaticallyinvitedinaSeniordivisiononthebasisoftheirtop2rankinginJuniordivisions(Cadet,Juniorand/orU21)orthebasisofgoldandsilvermedalresultsfromJuniordivisions(Cadet,Junior,U21)fromtheprevious(2017)NationalChampionships.Additionally,allautomaticallyinvitedathletes(exceptYouthdivisionathletes)must,atthetimeofregistrationtothe2018NationalChampionships,beactiveandcurrentmembersingoodstandingoftheNationalTeamRoster,asperKarateCanada’sNationalTeamHeadCoaches,inaccordancewithpublishedNationalTeamCriteria.Automaticallyinvitedathletesmayregister(withtheirPTSOapproval)inanyandalldivisionsforwhichtheyareageandweight‐eligibleatthetimeofregistration,withthefollowingexceptions:

AthletesautomaticallyinvitedbasedonmedalsorrankingpointsearnedinCadet(kata)and/orJuniorandU21kataandkumitedivisionswillnotbeautomaticallyinvitedtocompeteinSeniordivisions(age16+forkata,18+forkumite).

Athletesautomaticallyinvitedbasedonmedalsorrankingpointsearnedinonediscipline(eitherkataorkumite)willnotbeautomaticallyinvitedtocompeteintheotherdiscipline(eitherkumiteorkata)byvirtueofthesemedalsorresults.Thatis,athletesautomaticallyinvitedtocompeteinkataarenotautomaticallyinvitedtocompeteinkumite,andviceversa).Obviously,athletesthatqualifyinbothkataandkumitewillbeautomaticallyinvitedtocompeteinbothdivisions.

Note:Aprovisionarylistofathleteswhoareexpectedtobeautomaticallyinvited(pendingstatusasmembersongoodstandingoftheNationalTeamRosteratthetimeofregistration,exceptforYouthdivisionfinalistsfromthe2017NationalChampionships)willbemadeavailableonKarateCanada’swebsiteatalaterdate.

  COMPETITOR ELIGIBILITY GUIDELINES 

Allparticipantsmustbemembersof theirprovincialor territorialkarateAssociationsandTeams,andparticipantsmayonlybepre‐registeredonlinethroughtheirPTSO’sTeamManagerordesignatedrepresentative.

4.1 KUMITE 

4.1.1 Maximum Number of Entrants per Kumite Division 

4.1.1.1 Senior Divisions 

EachProvince/Territoryispermittedtosendamaximumoftwo(2)competitorsperindividualdivision,inadditiontoallNationalandInternationalstatus‐holdingathletes(inallSeniordivisions,thelatterareautomaticallyinvited).*Thesestatus‐holdingathletesmuststillmeetteameligibilityrequirementssetbytheirrespectivePTSO(intermsofparticipationinprovincialselectiontournamentsand/ortrainings,etc.),andmustbemembersingoodstandingoftheSeniorNationalTeamRosterattheendoftheseason.

4.1.1.2 Junior Divisions (Cadet, Junior and U21) 

EachProvince/Territoryispermittedtosendamaximumoftwo(2)competitorsperindividualdivision,inadditiontogoldandsilvermedalistsfromthe2017NationalChampionships,whoareautomaticallyinvited(regardlessofanychangeinageorweightdivisionswithinJuniordivisions(Youth,Cadet,JuniorandU21))andthetop2‐rankedJuniorNationalTeamRosterathletesineachdivision(attheendoftheseason),whoarealsoautomaticallyinvitedregardlessofanychangeinageorweight(withinJuniordivisions).*AllautomaticallyinvitedathletesmuststillmeetteameligibilityrequirementssetbytheirrespectivePTSO(intermsofparticipationinprovincialselectiontournamentsand/ortrainings,etc.)andmustbemembersingoodstandingoftheJuniorNationalTeamRosterattheendoftheseason.

4.1.1.3 Youth Divisions (12‐13‐year‐old) 

EachProvince/Territoryispermittedtosendamaximumoftwo(2)competitorsperindividualdivision,inadditiontogoldandsilvermedalistsfromthe2017NationalChampionships,whoareautomaticallyinvited(regardlessofanychangeinweightand/oragedivision).*TheseathletesmuststillmeetteameligibilityrequirementssetbytheirrespectivePTSO(intermsofparticipationinprovincialselectiontournamentsand/ortrainings,etc.).Additionally,eachProvince/TerritorymayregisterextraathletesineitherkataorkumiteaccordingtotheirWildcardallocation.Pleasenote:AllcurrentJuniorandSeniorNationalTeamRosterkumiteathletesmustparticipateasmembersoftheirrespectiveProvincial/TerritorialTeams,inbothindividualandteamdivisions,andmustbedeemedeligibleforparticipationaccordingtotheirprovincial/ territorialrequirements.

*Additionally,eachProvince/Territorymayregisterextraathletesinallindividual kata orkumitedivisionslistedabove,accordingtotheirWildcardallocation.

4.2 TEAM KUMITE 

EachProvince/Territoryispermittedtosendamaximumofone(1)SeniorTeamintheTeamKumitedivision.Aswas the case the last couple of years, Karate Canadawill continue to acceptregistration and participation of “Regional Teams” in Team Kumite, on top of theProvincial/TerritorialTeams.ThiswillallowforgroupingandgatheringofathletesfromneighboringProvincesforparticipationinTeamKumiteasRegionalTeams.Thebreakdownofeligibleregionswillbeasfollows:

4.2.1 Atlantic Provinces (1 Team) 

Can bemade up of athletes fromNewfoundland / Labrador,Nova Scotia, PrinceEdwardIslandandNewBrunswick.

4.2.2 Western / Central Canada (1 Team) 

Can be made up of athletes from British Columbia, Alberta, Saskatchewan andManitoba(AsOntarioandQuébechistoricallybringlargerpoolsofathletestoNationalChampionships,theydonotseemtoneedtojoinwithanyotherProvincestoassembletheirkumite teams at this time. Every Provincemay of course continue to register kumiteteamsmadeupsimplyofitsownathletesifitchoosesto,ontoporinsteadof RegionalTeams.)AllProvincial/TerritorialTeamKumiteRegistrationmustbedoneonlineviaSportdatabyFebruary23rd,2018.Please note, however, that changes in the composition of teamkumite rosterswillexceptionallybeaccepteduntiltheverystartoftheTeamKumitecompetition,withoutincurringanychangeoradministrativefees(TeamCoachesareaskedtoadviseusof anysuchchangesbyemailuntilMarch8th,2018inclusively,andinpersonattheevent’s HeadTableoncethetournamenthasbegun).

4.2.3 Registration of Regional Teams

4.4 PARA‐KARATE  

4.4.1.1 Senior Divisions

KarateCanadapermitsbothmaleandfemaleathletestowearreligiousheadcoverings.Theheadcoveringmustbeblack,withoutadornmentotherthanWKFHomologation,andwithoutmetalorplasticfasteners.Athleteswhowishtowearsuchheadcoveringsmustweareitherahijab,aspermittedbytheWKFRules,orsuchotherheadcoveringorturbanthatcoversthehair,butnottheneck.AthletesneednotprovideadvancenoticetoKarateCanadaoftheirintentiontowearsuchheadcoverings,buttheKarateCanadaOfficialsCommitteereservestherighttorequireanyathletetochangeormodifytheheadcoveringwornatcompetition.PleasealsonotethatmaleathletesselectedontotheNationalTeammayormaynotbeallowedtowearsuchheadcoveringsatsubsequentinternationaleventsoftheseason,inaccordancewithinternationalfederationrules.FemaleathletesselectedfortheNationalTeamwillbepermittedtowearsuchheadcoveringsatinternationaleventsinaccordancewithWKFrules.Thefollowingisanexampleofanacceptableturban.

COACH ELIGIBILITY GUIDELINES  

AllparticipantsmustbemembersoftheirprovincialorterritorialkarateAssociationsandTeams,andparticipantsmayonlybepre‐registeredonlinethroughtheirPTSO'sTeamManagerordesignatedrepresentative.For2018NationalChampionships,allcoachesmusthaveachievedaminimumofCompetitionIntroduction“Trained”status,50%ofanyprovincialcoachingstaffmusthaveachievedaminimumofCompetitionDevelopment“In‐Training”statusincludingthekaratespecificmodule,3CompDevmultisportmodulesandtheMakingEthicalDecisions(courseorevaluation).AnydesignatedheadcoachesmusthaveachievedCompetitionDevelopment“Certified”status–whichrequiresthecoachsuccessfullycompletestheEvaluationprocessbeforethestartoftheNationals.AnyhigherNCCPleveloftrainingorcertificationwillofcoursealsobeconsideredasvalid.KarateCanadawillverifyallcoachNCCPcredentialsandrecordsvia‘TheLocker”(theCoachingAssociationofCanada'sonlinedatabase)aftertheregistrationdeadline,andpriortothestartofcompetition.ExtenuatingcircumstancesfornotsatisfyingtheestablishedrequirementsmaybeconsideredbyKarateCanada.

b. “Regular”weigh‐inscheduled8:00am‐12pm(noon).

2. TheChiefOfficialisresponsiblefortheoperationoftheweigh‐ins.

ChiefOfficialwillassignorapprovetheofficersinchargeofverificationofweightsatthesiteoftheweigh‐ins.ItisrecommendedthatthisofficerorofficersbeacertifiedprovincialornationalleveltournamentofficialwhomeetswiththeapprovaloftheChiefOfficial.MinimumrequirementwouldbeanofficerinwhomChiefOfficialhasconfidenceeventhoughhe/shemaynotbeacertifiedofficial.

b. EventManagerwillassisttheChiefOfficialisfindingandschedulingtheweigh‐inofficersneeded.

3. Oncetheweigh‐inhasbeenclosedbytheChiefOfficial,furtheraccesswillrequireanappealforexceptionalconsiderationtobemadetotheexecutivedirectorofKC.

4. TheEventManagerisrequiredtoprovideanyassistancerequestedbytheChiefOfficial.

5. TheEventManagerisresponsibleforestablishinganappropriatelocationfortheweigh‐insandforsupplyingatleast3ormorequalityscales.

a. Onequalityscaletothe“male”weigh‐inareaandonequalityscaletothe“female”weigh‐inarea.Bothofthesescalesneededtobecalibratedtogivethesamereadingswithin0.1kg(100grams).

b. Aqualityscalewillbeprovidedat“alltrainingareas”atleast24hourspriortotheopeningofthe“weigh‐inprocedure”(weigh‐inday).Ex–scalesavailableWedmorningifweigh‐intocommenceThursdaymorning.

6. Allathletesaretoinitiallyweigh‐induringtheofficiallypostedtimeperiod.Theamountoftimeallottedforweigh‐insmaybeincreasedduetotheincreasednumberofathletes.
