I think the household rubbish bin should be weekly but the recycling bin should be fortnightly. I don't agree with the food waste bin as it's too small to wheel so will be too heavy for people to lift. Also where do you locate it in your house. I wouldn't want it in the kitchen as it would be smelly and I wouldn't want to have to walk to the garage to put food waste in. We also have animals and they would try to get into it.I think the food one should be optional. We have a waste disposal so we use that.

An efficient recycling system is essential if we are to be a sustainable, clean, green city. (and country!) Wheelie bins mean all waste is contained - black bin liners look ugly and messy on the side of the road and are also magnets for scavenging cats and dogs. If they are not tied properly or sharp objects puncture the bags the rubbish spills out. It is frustrating at the moment that not all plastics are recycled. If recycling is efficient an alternating fortnightly collection is entirely possible. e.g. one week household waste, next week recycling.

I don't need a weekly food waste collection, but I think larger house holds may. Depending on the size of the bin. If families can sort glass from other recyclables, surely this will be one way of reducing costs a little bit.

HCC Wheelie Bins - Rubbish Proposal. My thoughts…. They are a Great idea

Overall I generally agree with the change from Plastic Bags to Wheelie Bins. But I do have several concerns.

General Rubbish. The120L sounds OK (I gather, it being the equivalent of 2x Black Plastic Bags. So collected Weekly). If we are endeavouring to reduce the equivalent of 2x Plastic Bags per Household waste by separation to more Recycling choices, then shouldn’t this container be substantially smaller? Is a 100L Bin an option?

Recycling. Tins Cans, Plastics, Paper Cardboard etc…. The 240L capacity Bin for Recycling) sounds rather large, even if this is on a 2-weekly collection. Why not another 120L or 100L Bin? Surely if both are ‘120L or 100L’ Bins, then this will reduce stock numbers of bin types & sizes & Costs. Possibly identify Bins with a different coloured Lid (so one size bin & bin lids a colour to suit…contents). So minimise Bin Stock #’s.

Green Bin. This existing small Bin will be for Glass Only. (This may lead to confusion for a period). Also one of your web based Questions state choice: Weekly or Fortnightly Collection – OK Cost Factor aside. Unfortunately if its 2-weekly collection the overflow of glass will possibly go into Recycle & or Rubbish Bins….. defeating the initial purpose. So, should the Glass Green Bin be 2x as large & on 2 weekly? This is not practical, weight etc, for some people. So it appears we need to retain the current Green Bin on a Weekly collection bases. & or The Recycling Bin could be a SPLIT Bin into a Bin with a division within it, for Glass & Paper. However separating the glass by colour would not be possible, but what of the Tins & Plastic? So why not a 3

rd Bin (100L or 120L – Green Lid. With split Compartment…. Glass, Tin, Plastic………).

Food Waste. I found it enlightening that approx. 1/3 of the Plastic Bag contents is Food Waste. Education on providing a meal from the Fridge with limited resources could help reduce such wastage. A HUGE Education problem to overcome & SELL this one to the General Public. Is this too much to expect from a Community which already has existing unresolved problems. As in a lack of understanding on how the current Collection works & as to their personal responsibilities towards the community.

It would be great to invest in people having their own Compost Bins in the backyard & having a Garden – So Fresh Produce. OK there many who live in Blocks-Flats/Apartments etc…., so, ‘It’s not a One Size Fits All’.

Will the Food Bin have a sealed Lid? The success will come from within the Property though ‘individual residents’. Unfortunately I cannot see any control measure for this to succeed. Food collection. Possibly a step too far to soon….. Space in some Blocks-Flats/Apartments may be insufficient & then there is lifetime habit’s to overcome. It may end in a Hygiene issue both indoors & outdoors, spillage, Rodents Cats Dogs etc…… Even the issue of Curbside, SOME people are confused as to correct day to put out their existing 1 or 2 Bags of Rubbish. Any container placed out at curbside, several days prior to collection during a week of Summer Heat. Then there is the odd person with an anger management problem – Picture a ‘Kick a Bin’ scenario. Local Rodents, Cats, Dogs, Birds etc…. Say no more.

Wheelie Bins Will ALL Bins be an HCC Asset? If so they need to be identified, as in numbered (ID to be Heat-etched/embossed on container……)? Asset needs to be a Traceable item….. Who pays & or owns the bin? Who is responsible for replacement Bins? Property owners & Tenants especially under any Tenancy Agreement MUST pay a Bond for Bin’s, hence some form of responsibility-ownership. Refund is redeemable based on Bins condition at Termination of one’s Tenancy Agreement.

Property Owner/or Property Manager to be responsible to ensure Tennant knows & understands the HCC Rubbish Regulations. Also that they are aware of HCC Bylaws & Prosecution. (What procedure, process available to resolve issues & Costs). For offenders, then……… look to legislation & enforce it.

Tenancy Agreement’s Responsibility-Accountability Both Owners, Occupiers, Tenants, Leasing, Agents. Tenancy Agreements Bonds need to have an allowance added in to cover, for any HCC claims covering Bin Damage & or charges for Litter offences.

Owners/Occupiers Multi-Unit Dwellings Single Level & High rise. These operated under a Body Corporate, However There are Blocks of Multiple dwellings with Owners/Occupiers having……….. NO Corporate Body CONTROL. Surely this is a ‘RED FLAG territory’ These will be a challenge in themselves. Bin Storage LOCATIONS for Single & Multi level properties. Property Borders /Fence-line & proximity to their Neighbours – Hygiene, Stench, Drainage, Facilities to clean out Bins, Water supply, Drains – Interceptors….. What control measures are currently in place? Are they adequate to protect me from any problematic neighbour? So prior to a Block of Six Flats deciding to possibly place their ‘#24 Bins’ (Receptacles) against our common Fence line? Are there any HCC Rules & or Consultation Process to cover our Rights before any such installation occurs? If there are no Rules & Regulations to cover them, then maybe it’s time to create & enforce, asap. I believe it is time to enforce what we have as I wish to retain our City & its surrounds rather than allow it continue to deteriorate into a 3

rd World Backyard.

Educate our own locals & those that immigrate here from other Countries & possibly know no better. Understanding the need to abide by our Standards & Rules…..

Homework I would have to assume someone at HCC has done their Homework…..? There are obviously Councils which have the Wheelie Bins in use & no doubt have a successful operation. I’m sure we could learn from them to circumnavigate some problems, even so we will still have the odd issue ourselves. However with a bit of research we will be able to study any shortcomings of others, from their insights as to the positives & any negatives relative to & during the interim changeovers of various contracts. How did they sell the idea to the Householders? Public-Community reaction? Known problem areas?

HCC Call Centre. The HCC take the brunt of complaints & this is a Cost to Rate Payers. Call Centre, receive calls, recorded issues, resolve & or transfer on to appropriate department, …. No doubt it is just an ever increasing cycle of resources wasted, & having a group of people employed in these roles.….., …. It is a simple case of a ‘Rework Scenario’. Stop the Cycle. Reallocate these resources-costs to another needy HCC Business area.

It would be interesting to know the wasted hours & obvious $ value placed on this as I see it as a huge ‘Rework’ area. A Repetitive Endless Problem Cycle….. There are members of the Public who have a lack of care & concern for our environment. They are a huge drain on Rate Payers Financial resources. Rework is a Timewaster. Basically the current issue arises from Adults?



Unfortunately there are members of the Public within our Community who fail to understand & comprehend the mammoth task involved by HCC & Management Team & the Contractual Obligations of Collectors. There are many reasons for this whether they are Rate Payers, Renters, Owners, Occupiers, People of various Walks of Life. Whatever…………. Many have no understanding or interest in the Environmental or the Care or Appearance of our City. I would suggest this is an opportune time to address & sort out the Root Cause of lack of concerns for ones surrounds & environment. Repeat offenders whom unfortunately fail to comprehend what the Rubbish Collection is all about & the correct collection day. As to the number of plastic bags allowed per property, what is & is not allowed in the Green re-cycle Bins, Paper & Cardboard (& wrapping/containing it) plus importantly as to the correct day that Rubbish is collected on.

So Houston we have a Problem – How about a Team of People doing a bit of Mind Mapping on the Problem (Problem Solving – Solution). Possibly as below Education. Change or sort the thinking from the Young as they have a more caring understanding of our environment many of the current generation are beyond help.

Education Who is responsible? It’s a Community issue. Loss of Standard’s & Values. Community/Public Awareness Attitudes

Over the NEXT 10 years, invest in the next generation. In the wellness of our Community. Start with the Young …… they have more care than many others. Have a budget & make regular visits to Daycare Centre’s, Kindergartens, Schools Primary & Secondary, Other Education Providers and also Polytechnic plus Universities. Get Business’s on Board – Responsible for their Backyard & Frontage.

COLLECTION DAY IS & if it’s a Statutory Holidays or whatever then it will be on…… Where to look for info….

Fantastic idea to change to bins, as the wild cats in our neighbourhood constantly rip open the rubbish bags during the day when we are at work. Bins are also much easier to take out than carrying heavy black bags. Great idea re food waste collection, it would be good if the public had the ability to buy loads of compost from the food waste composting facility like you can in Palmerston North - if you take a load of rubbish to the dump you can get a free trailer load of compost to take home.

I think that the proposals are too complicated. The model which Christchurch City Council uses for example seems more straight forward. There are three bins - A Green Bin for Organics which includes fruit and vege, meat bones and fish, garden waste, cut flowers, prunings, branches, leaves, bread, pastries, food soiled cardboard containers, paper towels and serviettes etc. This is collected weekly. The second bin is a Yellow Bin for Recycling. This is collected two weekly and can include paper, cardboard, metals, aluminium cans, glass, plastics. The third bin is a Red Bin for rubbish which is collected two weekly. This can include items not accepted in either the Organics or Recycling bins. There are some restrictions on what can be placed in these bins. Further info is available on https://www.ccc.govt.nz/services/rubbish-and-recycling/ One of the flaws I see with the current HCC proposals is that there does not seem to be any bin where garden rubbish can be placed. Does it go in the 240-litre recycling bin or the 120-litre rubbish bin? This is not explained in the information provided.

I really appreciate the council's efforts to reduce the amount of waste we dump in the landfill. I am particularly pleased about the intention of collecting more kinds of plastics, much of which goes to the landfill now. I'm not keen on the waste food collection. I keep a worm farm/composting bin and all my food scraps except bones go in there and I then put the bones in my rubbish bag every few weeks. I would dearly like to know how much of the different recycling schemes operate and how much they cots the city. Do we have a big flash separating machine, or is the separation of different waste materials done by real people? Does everything get recycled, where is it recycled and hat is made from it? Does it cost the city anything to get it recycled? Tell me more!

Another option would be to have recycling banks around town where people could take their recycling in their neighbourhood and then it was collected from that central place instead of at your gate . This would cut the cost because instead of running around every street, recycling trucks would be going to fewer central recycling banks. I'm pretty sure Munich operates recycling this way.

I'd be keen for this service to be provided (really think garden waste too) to save it going in landfill however I also think it would be good to offer residents who use home composting etc a rebate for doing this. I much prefer if efforts are concentrated on ensuring that there are less packaging from suppliers of products so that there is less need for recycling. We are merely attacking the symptom not the problem by having more and larger recycling bins. I agree with the food waste bins as not all of us compose the waste. I prefer to stay with bags but instead of plastic ones why not use paper sacks. I oppose having 4 separate bins.

I think it's really important that we recycle to the best of our abilities. While it may cost more to have more recycling options the benefits of reusing our waste mean there are more than financial savings in the future. Things like ice cream containers and yogurt containers would be great if they could be recycled. The separate glass crate does again mean more work for the household and a cost increase but I think it's worth it to be able to reuse waste that would otherwise just be crushed down. I would be quite happy to have my recycling done fortnightly whereas I think the food waste should be done weekly in order to cut down on pests breaking into waste containers.

Having moved from the Matamata-Piako District, I was appalled at the existing waste management programme in place throughout the City. Not only was plastic recycling poor, in that only 1-2s could be collected, but the absence of efficient paper and cardboard recycling was a significant concern. The Matamata-Piako District undertakes a fortnightly collection of the 240L recycling bin, and this is effective because the bin can hold more than five times more recycling than the existing 45L crates. Separating the glass from the main bin is not a major inconvenience, and the residents of Matamata-Piako took up this transition quite easily; both families and elderly alike. In terms of the food waste, I believe this is a great idea. It is better to isolate that 30% of our generated waste and deal with it separately rather than to trap it inside plastic bags and prevent fast decomposition. Moreover, the capacity to be collected is not changing, and in actual fact more residents will have reduced waste volumes since more items can easily be recycled. Currently three different trucks operate to collect our waste: one for black rubbish bags, one for paper and cardboard, and one for recyclables. While waste and recycling must remain separate, it seems inefficient to have two recycling trucks. By combining paper, cardboard, tins and glass we can reduce the need for that second truck, and in turn save the City more money.

Currently I have a garden bin collected monthly, being an older person living down a drive with quite a steep part on the last 12 metres or so, it is a real struggle to get the bin to the roadside. While I like the principle of bins for rubbish I sam not keen on having to struggle yet more bins up to the road. Currently I can put recycling bin box with paper and a rubbish bag onto my trundler and get them up in one trip, or put them in the back of the car. Neither of those options are practical with bins. I am sure I'm not the only one in this situation. What help would be available for older folk who can'y manage these bins, especially the bigger ones?

I wholeheartedly support the addition of all plastic types, and food waste, to existing recycling options. My preference would be for the 'landfill' wheelie bin to be smaller, to encourage use of the other bins and therefore reducing the amount going to landfill. If the proposed new wheelie bin is the same size as two black bags then people may still fill it. I appreciate the concerns some residents have re storage space for the additional bins, particularly in small properties and high density housing areas. While this is not a concern for me I hope this is considered while still maintaining the end goal of more recycling and less landfill.

Plastic recycling MUST include all plastic types otherwise a large amount of plastic still goes to landfill. Soft plastics also need to be collected eg plastic shopping bags and glad wrap. Collection of dirty recyclables should also be allow. Obviously it is preferable for people to wash out there own containers before putting them in the recycling bin as this reduces the cost. However this means many people will put dirty recyclables straight into the rubbish collection or will still put them in the recycling bin. A washing station should be set up to ensure all recyclable material is cleaned after collection from houses and before recycling. This is a very important issue and everything possible should be done to improve the current situation. It would be amazing to see Hamilton as a National or International leader on this front.

I think this is a great idea. Coming from Sydney and being a family of 7 we struggle with the current rubbish situation. In Sydney we had 3 wheelie bins as the garden waste was collection by council as well. Slightly frustrated by the direction of these questions. They limit further options. I do not agree with the proposed size of the wheelie bins. After separating extra recyclable options and removing food waste - the wheelie bin should be less than half the proposed size. Making the bins so big will result in many people simply filling them up. Making the bins smaller forces people to recycle. I would actually support using pre-paid (small) general rubbish bags - thus encouraging people to recycle and reduce general waste. Although a huge target - we should actually be looking towards a zero waste society. Reducing the collection volume certainly helps towards this - and reduces council cost and thus reduces cost of the actual bins....

If you truly want waste to be reduced the recycling should be collected weekly and the refuse only fortnightly. The proposal as it stands doesn't encourage less waste. We are down a long right of way on a steep hill - while I am confident the wheelie bins are not an issue for us, our neighbours are elderly and live even further down the drive. They currently drive their rubbish to the kerb side which is not practical with wheelie bins. Could you not allow the refuse to be either by bag or wheelie bin, but with a fortnightly ,maximum two bag collection?

Having separate stations in town for organic and non organic waste is insane. They need to be combined and the current pricing of the non organic place and surly staff and the weigh bridge is pretty poor. If, for example I have a trailer load of stuff, some organic, some non organic, why would I drive to 2 separate places and pay twice to empty it? Glad we moving away from black plastic bags - Rotorua has been using paper bags for ages.

There are only two people living in our house. We recycle everything and have very little waste. All kitchen waste except bones are put on the compost heap. Cellophane goes to the supermarket to be recycled. All paper and card goes out for recycling. All tins are washed and recycled, jars are washed and saved for preserves either by the family or are taken to the op shop. Some weeks we do not have enough to put out for the refuse collectors. If we were to have more bins to store I'm not sure where we would keep them. Some parts of England tried food recycling bins but were discontinued as they got smelly and attracted animals and vermin. We are not a typical house hold and I can see the merits of a large rubbish trolley for big families and areas where they have roaming cats and dogs. I would be very keen to see the bins proposed.

I moved from whakatane to hamilton 10 years ago and couldn't understand why there were no wheelie bins here. The streets are strewn with rubbish after rubbish day due to roaming animals tearing open bags. I not only see this as an easier way to sort the rubbish and recycling at the other end, but also a way to make our streets cleaner. The objective to reduce waste reaching landfill is to be applauded. The addition of collecting food waste and more types of plastic, will substantially reduce (assuming compliance), the amount of waste reaching landfill. My only concern with this initiative is retaining the same volume per household over and above the recycled components, which can be landfilled. If the 2 bag equivalent bin volume is maintained then where is the waste minimisation? An possible alternative is reducing the allowable volume of waste to landfill per household. Given that households range in size, there could be some variation in how that amount is calculated.

I would be happy with the existing arrangements, but consider that more should be made of the collection of soft plastics at present being run (apparently quite reluctantly) through one or two supermarkets. Since we started collecting our soft plastics, the volume of waste in our weekly rubbish bag has reduced by at least 25%. Supermarket bags are blamed, but they make up less than half the total soft plastic collected - and they can be re-used.

When we lived in the UK, we had weekly rubbish collection, recycling, garden waste and food waste collections as part of the Council service and commitment to the environment. I look forward to service of a similar standard in a 'green' country like New Zealand and hope the commitment on the Council's part ensures it is free to access. I might not have paid for that service at first, but now I have had it, seen the difference it has made to our lifestyle, I wouldn't have it any other way. I now compost, sort my rubbish into 4 levels of reusuability (junk modelling at the local school, plastic bags for recycling, etc) and our bin doesn't stink or attract flies in summer. All good. But if you want to roll it out to folk who cannot or may not want to pay at the moment, it has to be free.

As I am a 72 year old I do not wish to take out 2 wheely bins (1 rubbish and 1 plastics etc) together with a food bin and a bottle bin. I also don't want a stinking food bin hanging around for a week attracting flys and vermin then have to carry it out to the kerbside I also have a house in Tauranga and believe the system they use is far better than what you intend. I've seen wheelie bins used in the UK and after collection the bins are just left on the footpath untilthe next collection, this looks unsightly and narrows the footpath making it very dangerous for theelderly, sight impaired people and mothers with prams and small children. I think all the suggestions made by the Council to upgrade the recycling service are fantastic- having also lived in Christchurch and Dunedin (who have more or less the the same system as that being suggested), it's been disheartening and frustrating to see how far Hamilton lags behind. In particular, the ability to recycle more forms of plastic is helpful, as is the 'green' bin- an invaluable addition for those who don't want or have the ability to have personal compost bins. I support this change. We currently put all out food scraps into the freezer then transfer to the black bag on rubbish day. Doing this keeps the flues and little bugs away and no smell either. I like the wheelie bin idea, I lived in Auckland and it was easy to wheel bins out to kerb, kept rubbish outside and free from bugs, rodents etc. Also its a lot easier on the body and back. One suggestion is to have a smaller bin for green waste, grass clippings, weeds etc maybe people could pay extra for this service if they want it and it could be a fortnightly, monthly service and then those that don't want it - don't have to use it.

Please hurry up and do this - re recycling bins. I have been to CHCH many times since the Feb 2011 earthquake. Did that deter them from their recycling - NO! I saw bins out - as per usual - very soon after...... and they were collected too. It is a mind set - this recycling ...and the sooner the bins are up and running - the sooner Hamiltons streets will be cleaner (no torn bags!), and people will adjust to the 'new' way of putting out the rubbish. It currently takes our household 3 weeks to fill a rubbish bag with no food waste, it would take us 9 weeks to fill a bin. The elderly will not be able to take their bins out are you going help them? With long driveways there are many homes, How much of the footpath will be avaiable for people to walk past? It will take rubbish collectors twice as long to do their job, this means more costs in more staff. All your trucks will have to be upgraded, also more costs. Wheelie bins are ugly and I have no space to put one. Are the bins going to be made from recycled plastic or will you use fresh plastic? The wheelie bin idea should be voluntary if it is to go ahead.

I understand why glass is suggested to be collected separately but that's a pain to put out 2 containers for recycling alone. Currently they are collected together and sorted. I know Tauranga collects them altogether, but don't know if it's helping. If there was a food waste collection, I wouldn't be doing it. I'd have to clean out the bins every week, where in a bag, that's all taken away. Plus in my neighbourhood, small containers like that will disappear. Current recycle bins disappear as they are easily portable. And why just look at food waste - why not make it green waste, so garden waste and lawn clippings could be collected too. I'm all for reducing the landfill but I don't have time to constantly clean out 4 different bins. I also get my bins collected on a Friday (Saturday after public holidays), which means if I go away for the weekend (which I often do), the bins now sit outside my house all weekend - making it pretty clear that I'm not home. That's my main downside to the bin solution. Currently the bags get collected and are then gone from sight. I only put my recycle bin out if I'm home for the weekend, as I don't use much in a single person household.

Why put rubbish in a wheelie bin when you are encouraging people recycle and have less rubbish? A wheelie bin just makes it easy to throw it in the bin rather than recycle it. We recycle, have our own compost, garden waste collection and put out 1 (3/4 full) bag each week. More needs to be done with recycling and keeping it weekly. Any longer than weekly then people will throw it in the rubbish so it's not hanging around.

Experience with kerbside recycling and refuse collection in Australia was extremely successful. Rubbish was collected weekly, recycling (combined) was collected fortnightly. I think food scraps collection will only attract vermin and unwanted animals to the roadside.

I definitely think being able to recycle more plastics is brilliant and long overdue. I'm not so keen on a seperate food waste collection as I think having 1 bin for recycling, 1 for glass, paper seperate and then a bag or bin for other household rubbish is already enough. As it is for people with small yards it might be a struggle to find room for all the bins. Personally we put all our paper out for recycling, recycle all our 1's & 2's plastics, glass and tins, gift all our 5 & 7 plastics to friends under Waikato Council who can recycle them for us, and put all our fruit and vegetable scraps into our garden bin. We personally don't have room in our kitchen to have a rubbish bin for general rubbish and another for meat scraps etc, which ideally would be best kept in the fridge until rubbish day so it didn't stink but our fridge isn't big enough to accomodate this option.

The cost of this is going to be a huge burden on ratepayers. Just as our financially irresponsible council start to get debt under control they want to lump more on. The wording of the brochure is plainly ambiguous to try hide this fact. I definitely support the change to the wheeled bin service as opposed to the current system. Where we live now it is not so much a problem, but at a previous address we had a problem with animals getting into trash bags and making a mess. Currently my partner and I put one black bag out about every 2 to 3 weeks, recycling about fortnightly. This may not be typical use but it's possible. It's a shame that we aren't adopting an approach that is typical in cities around Europe, where you can find bins with multiple waste types. Having lived abroad it's easy to have a laugh at our clean green Kiwi ideals being a bit of a myth. Collection points for glass at supermarkets or other sites we visit on a regular basis would surely prove to be a better idea than providing separate glass containers for the thousands of households in Hamilton. I have lived in Adelaide that does a lot of recycling, the system of two large bins - one for daily rubbish and another for recycling works well and the simpler the system ie. no separate crate for glass assists in encouraging people to recycle more.

I greatly support this initiative. A rubbish collection system is part of an expending growing city. Especially having a large bin to collect recyclables, I fear that at present people are not recycling 100% because the current bin is minuscule and having to sort your own paper box for paper recyclables is just a hassle at times. Also, in our neighbourhood rubbish collection day always sees the streets fill up with rubbish that has flown out of the paper pile or plastic bottles from the green bin, not good. Lastly, I am sure the rubbish collection team would appreciate not having to lift black bags anymore. I have seen the work it is for them, lifting the bag, having to swing it above shoulder hight for it to make it to the truck. I cannot imagine the state of their backs at the end of a work day. I sincerely hope this project gets to completion, Hamilton is growing so quickly, it would be nice to know that we are headed in the right direction with modern systems and an emphasis on recycling. Well done on the initiative!

The use of bins are a better option, why do you want seperate containers for glass Talk a look at other councils and how they operate ie Invercargill, even the way they collect bins What about polystyrene ? Ali foil ? Garden waste. You do need to give the rate payers more info instead of stupid ideas in this survey,which looks like the descission has all ready be made.

i live in a culdesac and there is no room for bins,all the drives are all on the bend,seven in total and another private lane with another six houses,what a mess that would be.also im on a hill and cant fit bins into car to take them to the road.i recycle everything,even toilet paper inner cardboard rolls,I have no food scraps.Bins make house sections look ugly,people have no pride in some areas.

I too think this would be a wonderful step for the Hamilton area. I like the idea that animals will no longer be tearing at the rubbish bags and I am also happy that recycling is a better systemated collection. I recently have moved up from New Plymouth and they have this very thing. I found it to be easier and a fun thing for the whole family for the recycling bins.

Recyle and wheely bins are a good idea .There will be a lot of people that will not use it .Some use there recycle bins for there weeds ,not for recycling in .There are alot of people that will not like the change.
