Formation of Rescue volunteers4-H Clubat Fender

(From Page Ten)

The Fender Islands now have a4-H Qub established with 37members aged from nine to 15years. The club was formed at ameeting on May 9 when Mrs. AnneForbes was named co-ordinator.She will be assisted by her husbandEric, and by Helena Turner, who isin charge of the goat project.

A great deal of interest wasshown in the cooking projects andthe leaders are Nancy Ross-Smith,Judy Neil, Wendy Brown and AnneOrlaw. Martha Nance is in chargeof sewing and Donna Lang will lookafter arts and crafts and leather-craft. Roberta Sutherland will be incharge of photography and LynFearn, the sheep project.

Some of the children are pre-clubbers, under the age of nine, and they can't participate in theprojects or the Fall Fair. However, they can help and become interest-ed at an early age. The 4-H Club isopen to all young people ages nineto 19.

It is a family affair whereparents give assistance as either aclub leader or in supporting thechild at home with his projects. Theprimary aim of 4-H is the growthand development of youth throughmeetings, various projects andcommunity service.

Although this is the first yearand the club is just getting started, they hope the older members of thecommunity will have a chance tosee their first efforts at this year'sFall Fair.

"Have no intention of comply-ing with letter," he responded,"Will use any frequency as situa-tion warrants. If not satisfactory, either be more specific or prose-cute, or advise what limitations areon using channel 19A duringdistress or incidents."

Joyce Klein claims Channel22A is frequently used by 'scram-bler' traffic, communications whichare bleeped out for privacy. Shesays it would be impossible tomonitor round the clock simplybecause of the terrible noise.

Channel 16 is a distress chann-el. Though they could monitor that,Joyce feels that their briefestresponses, position reports, etc.,would clutter the channel intoler-ably.

Klein feels his actions complywith International Telecommunica-tions Union regulations.

In this he has the support of astaff member of Vancouver CoastGuard Radio, who has indicatedcompliance, "as usual, with ITUregulations, and that the safety oflife at sea will remain paramount''.

Klein has had a reply from theDepartment of Communications. He can use channel 19A, they say, providing the Coast Guard author-izes it. Klein is not optimistic.

If they instigated the move inthe first place, he says, they'rehardly likely to give him carteblanche now. Obviously, furthernegotiations are in order.

Hydro warning to 'Sunday loggers'"Sunday loggers" are making

their annual spring assault onpower lines, according to B.C.Hydro.

In the most serious incident thisyear to date, a tall tree was felledagainst a half-million volt trans-mission line near Langley.

There was a spectacular flashas the current shorted through thetree to the ground and startedsmall fires in dry grass and shrubs.A circuit breaker tripped immed-iately and shut off the power beforeit could either burn through thewire or set the whole tree ablaze,

said a Hydro spokesman. The logger and his helper were

alerted by the first crackling soundand jumped clear. They could havebeen electrocuted. In this instanceservice to Hydro customers was notinterrupted as other transmissionlines took over the load, and thetree was removed by Hydro line-men later in the day.

But in other incidents amateurwoodsmen have been injured andpower outages have affected largenumbers of customers.

Sunday loggers are usuallytaking down unwanted trees ontheir own property, and either failto consider the proximity of powerwires, or feel competent to do thejob safely, Driftwood was told.

ASSISTANCEHydro will provide professional

assistance, normally at no charge.

"For their own safety, we askpeople not to take down treesaround power lines by them-selves," advises district managerJ.R. Thomson.

These are Hydro's policies re-garding trees near power lines:

• If, in Hydro's opinion, a treeappears in danger of falling orbeing blown on to a power line,Hydro will take it down at nocharge.

• If an owner wishes to takedown a healthy tree near a powerline Hydro will provide a linemanto stand by if reasonable notice isgiven. There will be no chargeduring normal working hours, but acharge will be made if this serviceis required outside regular workinghours.

• Disposal of felled trees is theresponsibility of owners.

The policies apply to trees nearthe wires between Hydro's polesand a customer's house as well asto the lines on roads, streets andlanes.

"These procedures are provid-ed primarily for the safety of thepublic, as well as to protectsecurity of service to customers,"said Thompson. "If they were fullyobserved, much sorrow and incon-venience would be avoided.

rich and one for the poor". Oursociety is founded on the unequalright to accumulate wealth. Such asociety "gives rise to the legal andillegal desire to accumulate proper-ty as rapidly as possible" accord-ing to the authors of CriticalCriminology. Those who cheat byacquiring easy money offend ag-ainst all of us. Unfortunately, themost significant cheating - thecrimes of the affluent - are the leastpublicized, investigated and pun-ished.

It will be interesting to see theultimate result of the dredgingfraud cases recently tried in east-ern Canada.DISORDER

The New Internationalist fea-ture on crime says:

"The law does not provide social justice. Itdoes not ensure a fair and just protection lorthe rewards of hard work and the due punish-ment of offenders. The judicial system, through loaded judgements of the severity ofa crime, and through differing punishments, assures not order, but disorder and a grosslyunfair society.

The point could be no better put than byRichard Nixon, who as president remarked:

'The organised criminal relies on physicalterror and psychological in t imidat ion, oneconimic retaliation and political bribery, oncitizens' indifference and government ac-quiescence. He corrupts our governing ins t i -tutions and subverts our democratic pro-cesses.1

The New York Supreme Court in 1976for-mally ruled that Nixon was guil ty ofobstructing justice by impeding investigationof burglary, interfering with legal defence ina court case, concealing evidence of crimescommitted by his staff and approving hughmoney payments to conspirators. He wasnever ever sentenced."

The American Friends ServiceCommittee said:

"Actions that clearly ought to be labelledcriminal, because they bring the greatestharm to the greatest number, are in fact, accomplished officially by agencies ofgovernment. The overwhelming number ofmurders in this century have been committedby governments in wartime. Hundreds ofunlawful killings by police go unprosecutedeach year. The largest forceful acquisitions ofproperty in the U.S. have been the thefts ofland guaranteed by treaty to Indian tribes;thefts sponsored by the government...Civilrights demonstrators, struggling to exercisetheir constitutional rights, have been repeat-edly beaten and harassed by police and she-riffs. And in the Vietnam War, Americaviolated its own constitution and interna-tional law."

WHAT LAW, WHOSE ORDER?So next time you hear political

candidates or anyone else boastingthat they stand for law and order, ask them, "What law and whoseorder?"

When people claim to respectauthority, remember Dr. StanleyMilgram of Yale University and hisshocking discovery that two-thirdsof the people will inflict pain on theother third if told to do so by anauthoritative figure.

In Canada, the top 20% of thepopulation enjoys 42% of theannual income, while the bottom20% has to make do with fourpercent.

And in the world at large,one-third of us live at the expenseof the other two-thirds.

Perhaps we should stop talkingabout law and order, and concen-trate on justice.

Salt Spring Island Power Squadron

Highest percentage of membersto have taken advanced courses

Presenting certificates

A buffet banquet at the Har-bour House Hotel highlighted thesixth annual Graduation andChange-of-Watch ceremony of theSalt Spring Power Squadron onWednesday last week.

Following dinner. DistrictTraining Officer District Lt.-Cmdr.John Wood was kept busy present-ing certificates and letters ofqualification to successful grad-uates of the 1978-79 boating class,of which there were 17. Of these, seven took the membership pledgeadministered by Wood.

In his remarks to the graduateshe pointed out that the training sofar received equipped boaters tocope with conditions most likely tobe met in local waters and thatfurther training through PowerSquadron courses would enablethem to navigate with confidenceanywhere in the world.

The training staff was thankedby Training Officer Peter Binghamand they, with other members, were presented with merit marksby John Wood.

The basic boating course, whichtakes 26 weeks to complete, mustbe taken before a prospectivemember may join the PowerSquadron.

John Wood, who is also DistrictTraining Officer, observed that49% of the local Power Squadron'smembership had taken advancedcourses. That percentage is thehighest of any squadron in theVancouver Island district, he not-ed.

Spokesman for the graduates ofthe basic course, Scott Bergstrom, said that he goes commercialfishing every summer. The comingseason, he said, would be the firsttime in four years of gillnetting thathe would know what the chartsmeant.

The evening closed with theinstallation of the new bridge for1979-80, under the guidance ofCommander James Napper, assist-ed by executive officer EdwardCoombes, training officer PeterBingham, assistant training officerDave Hoskin, secretary Joe Stew-

inspector. Her original impressionhad been that Reynolds was goingto start a shale pit and keep onmining.

Robinson said that after hespoke with the neighbour on theother side of the quarry andexplained the situation, that neigh-bour too was "perfectly satisfied".

Following new complaintsabout the pit this year, Robinsonsaid, he made another visit to theisland May 11. He spoke withHarvey Reynolds, who told himthat he had seen the Trust repre-sentatives that same day and they"were now quite happy with whatis being done at the pit".RECLAMATION

Reclamation has alreadybeen started at the pit, .he contin-ued.

"Two areas have been sloped, covered with topsoil and plantedwith daffodils, hyacinth, iris andother flowers. Topsoil has beenpiled and sloped at another area asrequired by the Inspector of Mines.Three apple trees have been plant-ed at another area.

"Mr. Reynolds has operatedthis shale pit in accordance withthe agreement made with him bythe Ministry of Mines," concludedRobinson. "There is no reason tobelieve that he will not continue todo so."

However, two days before Rob-inson wrote the letter, the IslandsTrust wrote to Harvey Reynoldsadvising him to continue his opera-tion, but bring it to a halt "as soonas is reasonably practical, with arestoration of the site so that noappreciable erosion occurs thatwould affect the water quality ofCusheon Lake".

By Tuesday, the local trusteeshad not received a copy of the letterfrom the Inspector of Mines.

SeekinginjunctionThe Islands Trust decided

last Wednesday to seek aninjunction against constructionof a dock at Mayne Island byPinchin Holdings Ltd.

Construction of the dockbegan last week despite thefact that the Trust has indicat-ed it would contravene zoningregulations on the island.

A press release from theTrust said the Capital RegionalDistrict is being advised of theproceedings being taken sothat "they may evaluate thesituation in relation to theirbuilding bylaw".

Slowed downin a cloud

If some of the type in thisweek's issue looks odd, that'sprobably because it is.

The electronic typesetting ma-chine in the Driftwood plant wasout of commission at the lastminute. Other equipment wasbrought into use and the type facesare different.

The machine is a new one. It is,however, associating closely withan older machine and has alreadypicked up its tendency to slowdown in a cloud of offensive smokeas soon as the pressure is on. Alltypesetting for Driftwood is by thecold-type process until it gets hot.
