NOTIFICATION

New Delhi; the 17th June,2008- ., _. - W'_ . _G.S.R.468(E).-1n exercise of the powers conferred by clause (b) of

sub-sectwi1(2) of seCtion 156 of the Indo-Tibetan Border Police Force Act, 1992(35 of 1992), the Central Government hereby makes the following rules to amendthe Indo-Tibetan Border Police Force, Animal Transport Cadre (Non-gazetted)Recruitment Rules, 1999, namely:-

1. (1) These rules may be called the Indo-Tibetan Border Police Force,Animal Transport Cadre (Non-gazetted) Recruitment AmendmentRules, 2008.

(2) They shall come into force on the date of their publication in theOfficial Gazette.

2. In the Schedule to the Indo-Tibetan Border Police Force, Animal TransportCadre (Non-gazetted) Recruitment Rules, 1999,-

(A) against serial number 1, relating to the post of Inspector (AnimalTransport), -

(i) in column (5), for the existing heading and entries, the followingheading and entries shall be substituted namely : -~er Se~ion post or non-selection post.

Note: Where juniors who have completed their qualifying oreligibility s~rvice are being considered for promotion their seniorwould also be considered provided they are not short of the requisitequalifying or eligibility service by more than half of such qualifying

. "By promotion failing which by deputation inclusive of deputationfollowed by re-emploYment of Armed Forces personnel.";

(iv) in column (12), for the existing entries, the following entries shalt besubstituted, namely: -"By promotion:(a) from amongst Head Constable (Animal Transport) of Indo

Tibetan Border Police Force who have rendered ten yearsservice in the grade; or

(b) five years regular service in the grade of Head Constable(Animal Transport) who had rendered atleast eighteen yearsof combined regular service in that grade and any other gradein the Indo-Tibetan Border Police Force, and being in themedical category SHAPE-I as specified in the Indo-TibetanBorder Police Force Manual, Medical Manual Volume-Ill andwho have successfully completed pre-promotional coursesand qualified the Departmental Test.

Note: Where juniors who have completed their qualifying oreligibility service are being considered for promotion, theirsenior would also be considered provided they are not short ofthe requisite.qualifying or eligibility service by more than halfof such qualifying or eligibility service or two years,whichever is less, and have successfully completed theirprobation period for promotion to the next higher gradealongwith their juniors who have already completed suchqualifying or eligibility service.

By deputation:From amongst Sub Inspector (Animal Transport) in analogousscale of pay of Rs.5500-175-9000/- or Head Constable(Animal Transport) with ten years regular service in the scaleof pay of Rs.3200-85-4900/- in the Central Government orState Government organisations on functional requirementbasis.

Note: The period of deputation including the period ofdeputation in another ex-cadre post held immediatelypreceding this appointment in same or some otherOrganisation or dep~ent of the Central Government shallordinarily not exceed three years. The maximum age-limit forappointment by deputation shall not. be exceeding fifty-twoyears as on the closing date of receipt of application.

Deputation. followed by re-employment of Armed Forcespersonnel: :The Armed Forces personnel due to retire or .who are to betransferred to reserve within a period of one year and havingqualifications and experience prescribed above, shall also beconsidered. Such persons shall be given deputation terms uptothe date on which they are due to release from the ArmedForces, thereafter they may be continued on re-employmentbasis.";

(v) in Column (13), for rhe existing entries, the following entries shallbe substituted, namely : -

"Group 'c' Departmental Promotion Committee (forpromotion) consisting of: -1. Deputy Inspector General

Indo-Tibetan Border Police Force -Chairman,2. Chief Veterinary Officer (Selection Grade) or

Note: The period of deputation-including the periOd ofdeputation in another ex-cadre post held immediatelypreceding this appointment in same or some otherOrganisation or department of the Central Government shallordinarily not exceed three years. The maximum age-limit forappointment by deputation shall ..not be exceeding fifty-twoyears as on the closing date of receipt of application.

Deputation followed by re-employment of Armed Forcespersonnel :. .The Armed Forces personnel due to retire or who are to betransferred to reserve within a period of one year and havingqualifications and experience prescribed above, shall also beconsidered. Such persons shall be given deputation terms uptothe date on which they are due to release from the ArmedForces, thereafter they may be continued on re-employmentbasis.";
