Operational achievements of ITBP in ANORecovery of Arms, Ammn &

misc. items On 13.12.16, E-30 (CGP) launched operation

in general area Katema and had an encounter with naxal general area Naktighati. An ambush was laid by additional party of 46th Bn ITBP and CGP from Gattapar COB near Ghaghara (Probable escaping route of naxals). During search, E-30 (CGP) recovered following items from encounter site:-

Due to mounting pressure on naxals by continuous operations by Security Forces and rehabilitation policy of the Government, 04 naxals surrendered without Arms in SP office, Narayanpur (Chhattisgarh) on 09.12.2016.

These surrendered naxalities were working for last 07-08 years and were in contact with Bayanar LOS Maoist Ramdhar, Urmila, Suresh, Pandaru as militia member and Jantana Sarkar member.

Recovery of misc. items On 14.12.16 a joint ADP cum search

Operations of 40th Bn ITBP and CGP conducted in general area Devracha, Lawatra, Dandutola and Sukthatara jungle (approx 13 km away from COB), party found suspicious ditch and recovered 500 Ltr Syntex with 07/08 Kgs rice bag and 02 kg sugar which was concealed in said ditch approx 10 feet deep. Subsequently, the party also searched the entire surrounding area thoroughly.

SurrenderDue to mounting pressure on naxals by Security

Forces and rehabilitation policy of Government, one naxal in the AOR of police station Benur surrendered in Narayanpur on 19.12.2016 without arms. The surrendered naxal was working for last 12 years and involved in various naxal activities such as providing food materials, organizing meeting with villagers during visit of Cdr Negi Raut, Ramdher and his party to village.

Busting of naxal hideout & recovery of misc items by 27th

Bn ITBP On 21.12.2016, a joint ADP was launched from

Aundhi COB of 27th Bn, ITBP and CGP in general area Mardgota -Engaon-Rengatiola- Markatola distt Rajnandgaon (Chhattisgarh). At 1430 hrs, while crossing the jungle between Mardgota and Engaon, the party came under fire from a distance on its left flank. Troops retaliated immediately, however, taking advantage of the dense forest and poor visibility, naxals ran away from the encounter site. Subsequently, extensive search of area carried out in which a naxal hideout was busted and following items recovered-

Narcotics recovered by 29th BnParty from Visharampuri COB of 29th Bn ITBP

and 01 rep of CGP placed a MCP on State highway No-27 (approx 500 mtr away from the COB) from 0720 hrs to 1900 hrs.

During checking of vehicles, the MCP party recovered 42 bundle of Ganja weighing 90.167 Kgs with two persons. The vehicle is registered in the name of Vinish Gaji R/O Sheelampur, Delhi.

Both persons were moving from Jaipur to Odisha to Delhi with above narcotics. Both persons have been arrested by CGP, Visharampuri.

Recovery of misc. items40th Bn of ITBP, launched ADP cum search Ops

from Budhanbhat COB on 12.01.2017 in Tingipur village, Distt Rajnandgaon, Chhattisgarh.

During Ops, ADP cum search team searched an isolated house of Sukrajee and recovered items placed to help the naxals.

During interrogation, house owner admitted that the Maoists had visited his house and left those items. Naxals also threatened him not to inform about their arrival to any one. Items recovered are as under:-

An ADP launched by 45th Bn ITBP from Dhanora COB on 14.01.17 and recovered naxal banner-01 No and naxal pamphlets-25 Nos from Pingunda Nallah. Subsequent to recovery of banner and pamphlets, the party searched the area thoroughly and found 03 Nos suspected IEDs planted at the centre of the road. The party immediately cordoned the area and informed the BDDS. After detailed search, BDDS team tried to neutralize the IEDs and confirmed that these were dummy IEDs.

Joint Ops ADP cum search was launched by 44th Bn ITBP and CGP from Khadgaon COB in general area of Bodra, Kopendadka, Kattapar distt Rajnandgaon Chhattisgarh on 14.01.17.

It was reported earlier on 22.12.16 that a special operation was launched by CGP in same area and they had encounter with naxals. However, naxal managed to escape taking advantage of darkness and dense forest.

Later on, CGP received information that dead body of uniformed lady naxal has been burnt by naxal in dense forest of Kopenkadaka and Kattapar forest and signs of burnt lady naxal was lying there.

On this input, a joint ops was conducted on 14.01.17 and during thorough search of area ashes and bones of lady naxal, AK 47 fired bullets, 01 needle, 01 Belt Buckle,01 Knife, 01 hair Clip was recovered by ops party.

Recovery of misc. items40th Bn ITBP placed a ROP on way from Timri

to Karelagarh, Distt Rajnandgaon, Chhattisgarh on 18.01.17. During the search, few items were recovered.

A joint ADP cum search operation conducted by Khadgaon COB of 44th Bn ITBP & CGP in general

area Naragsur and Angara, Rajnandgaon and Balod border on 10.02.2017. An encounter with naxals took place and during operation,following items recovered during search after encounter.

195 naxals surrenderedIn view of killing of civilians by naxals a Jan Aakrosh Rally was organized by all community of Narayanpur on 29.01.2017 to protest against naxals. During the rally, 195 naxals surrendered in front Chhattisgarh Police. Commandant & Dy. Comdt of 45th Bn ITBP and other ITBP officials were also present on the occasion.

Out of 195 naxals, 04 naxals surrendered with weapon (Bharmar Rifles).

RTC Shivgangai:- In a colorful Passing out Parade held on 30th January, 17 at Recruits Training Centre at Illupaikudi in Sivagangai. 37 non GD constables after almost 24 Weeks of rigorous training dedicated themselves to the service of the nation. The passing out parade has been reviewed by Shri Austine Eapen, Deputy Inspector General (RTC).

The function was attended by a large gathering of guests from Madurai and Sivagangai. Addressing the gathering, Shri Eapen said that the ITBP is an elite Central Armed Police Force raised in 1962 after Chinese aggression to guard the Indo – China border of the Nation. Apart from border guarding, ITBP is also involved with anti-naxal operation, guarding sensitive installations like Rashtrapati Bhawan, Vice President’s House, Rumtek Monastery (Sikkim), Raj

Bhawan and Secretariat of Arunachal Pradesh and many more. The Force provides security to Indian Embassy and four consulates in Afghanistan too. The performance of ITBP in UN Peace Keeping and Disaster Response are also well recognized.

Shri Austine Eapen urged the newly passed out trainees to live up to the expectations, the nation has entrusted upon them. They should uphold the high tradition, professional standards and the name and fame of the ITBP, to which they became a combatised member now.

Rescue operation in Ladakh

On 30.12.16 at 2000 Hrs, DIG (Ladakh), ITBP received an information from SHO, Nyoma of JKP that some Indian tourists including 03 female travelling in 01 tempo traveller with 02 vehicle handler are trapped between Chushul & Tsaga La due to heavy snowfall in the region. Immediate rescue of the tourist was a must as freezing weather was prevailing in the area during night time. ITBP Post Commanders of Chushul & Tara Posts were immediately directed to plan for the said rescue operation without losing any time.

After assessing the route of the area of that day, it was found that the area is more accessible from Tara post of ITBP. Accordingly, 02 Sub Ordinate Officers and 07 Other Ranks including 01 Medical Staff & 01 Dvr along with one 5X ton vehicle with all necessary rescue equipment, medicine, refreshment as well as other contingency stores left for rescue mission at 2030 Hrs. As it was snowing, the vehicle movement

was difficult. Despite all odds, the party crossed Tsaga La and moved 03 kms. Beyond this point, vehicle movement was not possible due to heavy snow, the party left the vehicle there and moved ahead on foot at 2130 Hrs.

The rescue party further negotiated 06 kms of 03 feet snow in (-) 30º C to reach the reported area at 2250 Hrs and found one tempo traveller with 02 vehicle handler and 15 tourist including 03 females from South India who had been to Leh for Chaddar Trekking on Zanskar river. Since the Chaddar Trekking was officially closed till 31.01.17, they were on their way to visit Pangong Tso From Tsaga La.The ITBP rescue team provided immediate medical assistance to 04 tourists and refreshment to all trapped personnel as the party was stranded since 1330 Hrs on the spot.

The rescue team made best efforts to get the vehicle out of snow, but continuous snowfall made the task very difficult.

By 0000 Hrs, the party rescued all the trapped personals for which stretchers were also used as some tourists were unable to walk. After covering 06 kms in snowing conditions, the rescue party reached vehicle point at around 0200 hrs on 31.01.17 from where the tourists were brought to ITBP's Tara post at 0300 hrs. All the tourists were provided food, accommodation, bedding with heating and further medical assistance. They were given breakfast and lunch. At 1600 hrs on

The rescue team braved the extreme cold climate of (-) 30º C and on 03 feet snow. All trapped tourists were timely rescued without any loss of human life or any injury. ITBP has always rendered assistance to civil population in the times of crisis and the Himveers has

always stood to its Motto of ‘Shaurya, Dridhata, Karam Nishta'. The Chief Executive Councilor, LAHDC (Ladakh Autonomous Hill Development Council) Dr. Sonam Dawa Lonpo and Deputy Commissioner of District Leh also appreciated the rescue work of ITBP team and it was announced by CEC, LAHDC that all the members of ITBP rescue team will be honoured on the occasion of Republic Day 2017.

OM No. S. 12020/4/97-CGHS (P), dated 27.12.2006 and its clarification issued vide OM No. S. 11011/20/2014-CGHS (P), dated 20.06.2014, wherein financial powers were delegated to the Heads of Departments/Ministries to settle all such cases where there is no relaxation of rules involved and admissibility of claim was worked out with reference to the CGHS approved rate list and guidelines.

The matter regarding enhancement of delegation of financial powers to the Heads of Departments/Ministries has been examined, and it has been decided with the approval of the competent authority

Enhancement of ceiling rate from Rs. 2 Lakhs to Rs. 5 Lakhs (CGHS)

to enhance the existing limit of Rs. 2 Lakhs to Rs. 5 Lakhs to settle all cases where there is no relaxation of rules and the entitlement was worked out with reference to the rate list prescribed.

In respect of cases involving payment exceeding Rs. 5,00,000/- (Rupees 5 Lakhs only) but as per the prescribed rate list, the concerned Departments/Ministries may settle such cases in consultation with their respective Internal Finance Division. Only in those cases where the settled scheme/rules are required to be relaxed, should the case be referred to the Ministry of Health and Family Welfare.

Subsequent to the implementation of the 6th CPC, the income limit for dependency for the purpose of extending CGHS coverage to "family" members of the CGHS covered Central Government employees was enhanced to Rs. 3500/- per month plus the amount of dearness relief on the basic pension of Rs. 3500/- as on the date of consideration.

With the implementation of the recommendations of the 7th Central Pay Commission, the issue of revision of income limit for dependency for the purpose of providing CGHS coverage to family members of the CGHS covered Central Government employees and pensioner CGHS beneficiaries was under consideration keeping in view the amount of minimum pension/family pension fixed by the 7th

Central Pay Commission.On the basis of the recommendations of the 7th

CPC, the Department of Pension and Pensioners' Welfare vide OM No. 38/37/2016-P@PW (A) (i) dated 4/8/2016, has fixed the amount of minimum pension as Rs. 9,000/- per month and under para 7.1 of this OM the amount of family pension has been fixed as 30% of the basic pay in revised pay structure and shall be subject to a minimum of Rs. 9,000/- per month and maximum of 30% of the highest pay in the Government. Vide Para 7.3 of the aforesaid O.M, it has been mentioned that there

will be no other change in the provisions regulating family pension.

It has been decided, in consultation with the Department of Expenditure, to revise the income limit for the purpose of providing CGHS coverage to the family members of the CGHS covered Central Government employees to Rs. 9,000/- plus the amount of dearness relief on basic pension of Rs. 9,000/- as on the date of consideration."

As such, all the orders related to the CGHS Rules stand amended to the extent that the income limit for Rs. 3500/- per month from all sources including pension/and family pension stands amended to an income of Rs. 9000/- as on the date of consideration.

The amount of dearness relief, as indicated in the income limit stands for the amount of dearness relief drawn by a pensioner/family pensioner on the date of consideration and not the amount of dearness relief due on the date of consideration. The income limit for dependency of "Rs. 9000/- plus amount of the dearness relief on the basic pension of Rs. 9000/- as on the date of consideration" shall also be applicable for the case covered under CS(MA) Rules, 1944 for the purpose of examining of family members of the Central Government employee for medical facilities under the Rules.

In such scenario, it will be difficult for Pass Cell to manage the huge rush of applicants for validation

In view of bulk deployment of CPMFs in very difficult conditions and terrain where basic education facilities are meager and not up to the mark and given the statistics that maximum of the SOs, ORs hail from rural or semi rural India where education system is not of level which can give a competitive edge to the wards of these personnel. For a middle class or lower middle class family to which maximum of CPMFs personnel belongs, education is the easiest way to make a career for their children but the same has become a distant dream due to very high cost of good education in constantly evolving society.

Given this backdrop and today’s stressful service condition where in a constant and permanent motivation a subordinates has been a challenging task to the commanders at all levels, the Ardh Sainik Welfare Trust (ASWT) has come up with a project last year and successfully provided admission to the wards of CPMFs personnel in the following schools for the academic session 2016-2017 with discounted fee structure with hostel facilities.

The last SOP on the subject cited above was issued on 03.12.13, hence a need has been felt to revisit the SOP with a view to take proactive measures to ensure that genuine problems projected by personnel are addressed in a time bound manner.

It is necessary that the grievance redressal mechanism at each level must be unbiased, organized, transparent and speedy to ensure that personnel and officers do not approach Dte. Gen directly for redressal of their grievances without exhausting the available and prescribed channels.

2) With the above objective in view, the standing orders on grievances redressal mechanism have been amended for implementation, in supersession of previous standing orders on the matter.

A similar course of action should be followed by all other offices of the Force i.e, Training Centre /BH/CH etc. Frontier Level

On receipt of the application from the Sector DIG, the same will be entered in the register kept in the IG’s office giving a fresh Grievance No. and Date.

A Column for the Unit/ Sector level Grievance No. be also kept in the register. The Frontier IG will examine the case thoroughly and try to settle the same at the earliest and in any case not later than 10 days from the date of receipt of application in his office. If required the concerned individual may be asked to appear in the Request Room personally for early settlement of his/her grievance(s).

DG's Interview1. If personnel have exhausted redressal mechanism in the chain of command or the urgency of the situation requires immediate attention of DG, in such cases, personnel as well as their families may meet DG on every Friday from 1530 Hrs to 1630 Hrs in his office. He/She will have to show the receipt of his/her application given in the unit which will have the grievance number and date. This grievance machinery will run as per the schedule mentioned below.

a. 1st Friday - NW Ftr

b. 2nd Friday - Northern Ftr

c. 3rd Friday - Eastern Ftr +Central Ftr

d. 4th Friday - NE Ftr + Dte. Genl., All training institutions, Medical Dte. Genl. including all hospitals, CRO, L&C, NDRFs and all officers & staff on deputation to other organizations. L&C Zone Director Medical (BH/GHs)

2. However, to regulate better functioning of the system, following instructions are issued:

a) Personnel coming for DG’s interview will not be treated as on duty. As such no TA/DA is permissible under this provision.

b) The Personnel appearing before DG should be in uniform.

c) If any personnel is on leave he/ she may appear on the coming Friday, even if his/her Frontier is not scheduled that week in case of extreme exigencies. The family members may also appear before DG during this period in case of extreme exigencies.

d) The personnel/ family planning to meet with DG will first give intimation to Grievance & Welfare Cell at Dte Gen so that their requests are examined and comments of concerned branch are obtained to enable DG to have a holistic view on the matter. Once the request for interview is approved by DG, the applicant will report to Assistant Welfare Officer who will get the details entered in the register specifically made for this purpose as per the

following proforma:

i. Name/ Regt. No.

ii. Nature of the grievances.

iii. Date of personal appearance before DG

iv. Remarks of DG- Action to be taken by concerned formation/ HOO.

e) The compliance on directions issued on such grievances should be submitted with all necessary details within two weeks of such appearances of personnel before DG.

f) If DG is not available at Dte. General on a particular Friday on account of Tour/Leave/GH etc. then the turn of that Ftr. will come in the next cycle i.e. after completion of Frontiers / formations mentioned at Para (i) above.

g) The officers posted in Dte. General are requested to be available during this period . If any reason they are unavailable the next junior officer should be available.

h) Besides above, personnel may also SMS/Whatsapp their grievances in brief on the DG’s Mobile no. 09968079997 along with their Name, Regt. No and Unit. This facility should be used if available grievance redressal measures in the chain of command have been exhausted or in case of emergency. All HOOs may also circulate their whatsapp/SMS numbers to personnel under their command for redressal of grievances.

i) Personnel may also project their grievances on the grievance redressal portal available on the Force website through their personal log in ID if they have exhausted redressal measures available in the chain of command.

While projecting their grievances, they should upload the receipt of application given in the unit which will have the grievance number and date.

j) Whenever DG visit any formation, separate time should be kept specifically for meeting with Force personnel and their families to hear their grievances. Senior officers visiting/ inspecting formations will also devote sufficient time to meet personnel and their families to hear and dispose off their grievances.

Bunia, DR Congo. 10th INDFPU-1 (ITBP contingent) was inducted in mission area in month of Dec- 2015 and soon after its induction, contingent members got MTT and induction training to acquaint the members of the contingent about the peacekeeping duties. All the personnel of the contingent participated in the duty with utmost interest.

For better coordination with various branches of the MONUSCO, various meetings like VTC, JOC, Co-ordination, Area Security Management Team(ASMT), CMCC, LA co-ordination meeting, VIP visit co-ordination, Meeting with Sector UNPOL were frequently attended by Contingent Commander, Dy. Cont. Commander, Training Officer and Operation Officer were regularly held during the period.

The 10th contingent, in mission area had performed public order management task assigned by HOO, MONUSCO, Bunia.

The contingent was deployed to maintain law and order and protect the UN personnel and property in different locations in Bunia which was appreciated by HOO. Contingent had organized free medical camps and food camps in the central prison and orphanage in Bunia on the occasion of Independence Day to build better coordination with civil population.

INDFPU-1 organized total 131 training session on various training activities like PT, Yoga, Un Armed Combat, Weapon handling, MROP (Maintenance & Restoration of Public Order), GTPI (General Training of professional intervention), EPS (Exercise for Physical Strengthening), TSM/ Smoke Grenade Firing& First Aid etc. for PNC (Police National Congolese)/DGM (Director General of Migration) & GMI (Group Mobile intervention) personnel .

Besides this, INDFPU-1 also organized demonstration on various topics i.e. on Security Lay out of the polling booth, filtration of voters, frisking of Male & Female, foot maneuver drill, arrest methods, barricade breeching drill, fire fighting drill by using basic fire drills, negotiating Molotov cocktail, Fire fighting by fire extinguisher and equipment, casualty evacuation, providing first aid to the injured, Hostage situation, Room intervention, causality evacuation etc.

The performance of the 10th Contingent was remarkable. The Contingent not only performed well in operational aspects, but also carried out various humanitarian activities like food distribution, free medical camps and assisting the local population in fire fighting on many occasions.

Quality training was provided throughout the

year to the local police (PNC) which resulted in their capacity building. The work and conduct was appreciated by one and all and the contingent succeeded in bringing good repute to the country.

A remarkable feat has been achieved by the contingent when the contingent commander and contingent members have been appreciated by Police Commissioners Certificate of Appreciation for the outstanding contribution during the tour of duty.
