The 26th Annual Middle East Petroleum Insiders Briefing (MPI)

April 6-7, 2019 Two-Day Executive Briefing on the Oil Markets

Production Sharing Contracts and International Petroleum Fiscal Systems (PSC)

April 7-9, 2019 Led by Mr. David Johnston, Daniel Johnston & Co Inc

Three-Day Upstream Course

The Annual Middle East Petroleum Insiders Briefing (MPI) presented by FGE will provide a strategic vision of the Middle East/Gulf’s downstream oil markets. It is a unique, authoritative and up-to-date perspective on the regional and global implications of a reduced revenue environment for the oil-exporting countries in the Middle East and its impact on economies and oil demand for the region. The forecast of regional demand in the longer term, the investment plans for new local refineries and the JV investment trends abroad will be examined assessing how the Middle East’s crude and products export markets will fare in this environment? Will rising US oil output overwhelm the market, or will lower prices put the brakes on supply? Will the upsurge in China’s products exports continue? How are Middle East refiners reacting in the run-up to IMO 2020?

MPI 2019 will examine:

• Key Issues Confronting the Global Oil and Gas Markets

• IMO 2020: How are the Major Players in Refining/Shipping Responding

• Middle East Refining Landscape, Crude and Products Trade

• Deep Dive on Asia: Major Changes and Challenges Ahead

• West of Suez Refining & Products Trade: Implications for East of Suez Markets

• The Outlook for LPG and Condensate

Led by senior consultants and FGE senior management both downstream and upstream sectors will be covered, detailing regional perspectives on production, oil demand, refining capacity and utilization, with the implications for the Middle East’s role in the rapidly changing landscape of the international products trade.

The modern PSC has evolved into a complex contractual document governing risks and rewards inherent in oil exploration. This three-day best-selling course examines state-of-the-art practice and techniques in fiscal system, analysis and design and is taught by the world’s foremost exponents on PSC. A must for host governments, national oil companies, oil majors, independent oil companies and for those involved in new ventures, exploration, corporate planning, geology, petroleum negotiations, as well as oil company legal counsel, financial advisers and engineers. PSCs in over 45 countries will be examined!

Detailed Assessment of Worldwide Fiscal Systems

• PSCs/PSAs, Royalty/Tax Systems, Service Agreements, Risk Service Contracts, EOR PSCs

• Negotiation & Commercial Terms

• Government & Contractor Take, Effective Royalty Rate

• Rate of Return Systems & R-Factors

• Ringfencing, Relinquishment, Bonuses, Goldplating

• Global Market for Exploration Acreage

• Comparisons of PSCs in China, ASEAN, the Indian Sub-Continent, the Middle East, Russia/CIS, Australia and other PSCs Worldwide

• Legal Systems, Fiscal Terms and Commerciality Clauses

PLUS Exercises on calculating government take; effective royalty rates; cash flow audits; value of reserves; savings index; government participation; lifting entitlement (‘booking barrels’); and sliding scales.
