Video-on-Demand Children’s TV Programming Now Accessible for Thousands of Students with Visual or Hearing Disabilities

The U.S. Department of Education today announced the availability of free, video-on-demand children’s televi-sion programming for thousands of students who are blind, visually impaired, deaf or hard of hearing. Dozens of children’s and family TV episodes may now be viewed online featuring closed captioning and de-scriptions through the Education Department’s Accessible Television Portal project. Among the shows: “Ocean Mysteries,” “Magic School Bus,” “Bill Nye the Science Guy,” “Daniel Tiger’s Neighborhood,” “Expedition Wild” and “Peg + Cat.” The portal is part of the Department-funded Described and Captioned Media Program (DCMP). It includes vid-eo-on-demand content provided at no cost by the major television networks, as well as producers and distribu-tors like PBS Kids, Sesame Workshop, Cartoon Network, Sprout (NBC), the Fred Rogers Company, Scholastic Media, Litton Entertainment, Out of the Blue and Fremantle Television. “In the digital age, the capability exists to deliver a higher level of personalized programming for students who were underserved in the past,” said U.S. Secretary of Education Arne Duncan. “This type of large-scale collab-oration between the Education Department and so many major television networks, producers and program distributors will allow greater access to television programming for all students.” To view the content, teachers and school personnel, parents, and other professionals working with qualified students can visit www.dcmp.org and apply for access to the portal. Once approved, accessible content can be used with, and by, students in the classroom and at home via the Web, mobile phones and tablets, mobile apps, and set-top boxes. The portal itself is fully accessible to those with sensory impairments. Children with disabilities can locate any featured program without difficulty. Initially, the site will include 73 episodes of 19 different children’s television programs. Additional content from other producers will be added over the next two years. Melody Musgrove, director of the Education Department’s Office of Special Education Programs, which manag-es the portal, said teachers and parents routinely use television to introduce, reinforce and expand upon school lessons. “The Accessible Television Portal was created to open up these learning opportunities for the population of chil-dren with unique learning needs,” Musgrove said. “The general population takes for granted the entertainment and education provided by quality television. Children with disabilities deserve access to that same program-ming. With the technology we have available to us, there is no reason for them to be left out.” “I’m very excited about the prospect of our diverse mix of programming on CBS and ABC being made available to children who, otherwise, wouldn’t have the opportunity to fully experience it,” said Meg LaVigne, president of Litton Television. DCMP provides services to benefit thousands of students - early learning through grade 12 - who are blind, vis-ually impaired, deaf, hard of hearing or deaf-blind. These services include a library of free-loan described and captioned educational media, a learning center of information related to educational media access, a gateway to Internet resources related to accessibility, and guidelines for adding descriptions and captions to media. The Department-funded DCMP is administered by the National Association of the Deaf. More information is available at www.dcmp.org.

Autism Spectrum Disorder (ASD) is a developmental disability that can cause significant social, communica-

tion and behavioral challenges. About 1 in 68 children has been identified with ASD, according to estimates from

CDC's Autism and Developmental Disabilities Monitoring (ADDM) Network (CDC.gov). Visit the Centers for Dis-

ease Control and Prevention for more information on ASD, treatment, studies, and free materials.

Autism Speaks: Autism Speaks is the world's leading autism science and advocacy organization, dedi-

cated to funding research into the causes, prevention, treatments and a cure for autism; increasing aware-

ness of autism spectrum disorders; and advocating for the needs of individuals with autism and their fami-

lies. Check out their toolkits.

Operation Autism: Operation Autism is a web-based resource specifically designed and created to

support military families that have children with autism. It is the shared product of the vision and energy of

the Organization for Autism Research (OAR) and the funding support of the American Legion Child Wel-

fare Foundation.

The Arc: The Arc is the largest national community-based organization advocating for and serving peo-

ple with intellectual and developmental disabilities and their families.

Autism NOW: Autism NOW is the National Autism Resource and Information Center will be a dy-

namic and interactive, highly visible and effective central point of quality resources and information for in-

dividuals with Autism Spectrum Disorders (ASD) and other developmental disabilities, their families, and

other targeted key stakeholders.

Reminder about Tricare ABA services: “Comprehensive Autism Care Demonstration Update: If you are an active duty family member who receives applied be-havior analysis (ABA) services through one of the previous ABA programs, you must enroll in Extended Care Health Options (ECHO) by April 1, 2015. Fail-ure to do so will result in authorizations and claims being suspended until the you are successfully enrolled in ECHO. Avoid an interruption in services and complete your ECHO registration today.” If you need a copy of your DD Form 2792, please contact your Henderson Hall EFMP Family Case Worker. Answer: Once you receive orders, please contact the Henderson Hall EFMP of-

fice for assistance. The Henderson Hall EFMP office will coordinate with the

gaining EFMP office to assist you in connecting services between duty stations.

This “warm hand-off" (WHO) process ensures a smooth and seamless Perma-

nent Change of Station (PCS) transition. Prior to your PCS from Henderson

Hall, please complete the EFMP Family Transition Checklist and then forward the

information to your Henderson Hall EFMP Family Case Worker (FCW). As part

of the EFMP WHO process and in order to ensure the continuum of care for

your EFM, your FCW will review your completed checklist and then forward it

to the gaining installation and to your new Family Case Worker so that he/she

can assist you in finding the appropriate resources and support services at your

new duty station.

There is one thing you can count on as a military family—moving. One of the many challenges that you will be faced with on your journey is a Permanent Change of Station (PCS). Moving is a necessary and inevitable part of military life. It is also a very large emotional and physical chal-lenge not only for you but for your entire family. Below are resources to help with the transition and to make the move as smooth as possible: Military Children’s Booklist – Moving We’re Moving! (by Heather Maisner and Kristina Stephenson) When Amy and her family move into a new house, it takes some effort to make it feel like home. Great book for infants and toddlers. The Berenstain Bears' Moving Day (by Stan Berenstain and Jan Berenstain) The Bear family tells their story of when they moved to their tree house in Bear County. I'm Not Moving, Mama (by Nancy White Carlstrom and Thor Wickstrom) When moving day comes, Little Mouse refuses to leave his room. Who Will Be My Friends? (by Syd Hoff) Freddy moves to a new neighborhood and spends the entire book looking for new friends - until he finally finds them. Let's Move Together (by Carol M. Schubeck) This book was written to help children and parents communicate about their feelings surrounding moving and ways to adjust to the big tran-sition. The Moving Book: A Kids' Survival Guide (by Gabriel Davis) This practical handbook is divided into three sections: before the move, during the move, and after the relocation. It con-tains useful tools for children to stay in touch with their friends, such as an address book and change-of-address postcards. Footsteps around the World: Relocation Tips for Teens, 2nd edition (by Beverly D. Ro-man, Dalene R Bickel) This workbook style text is written for teenagers facing a relocation. It offers organizational checklists, recommends journaling, and gives communication advice. Some of the information, specifically websites, is dated (published in 2001).

CHILD ABUSE AWARENESS MONTH

According to Childhelp.org, every year more than 3 million reports of child abuse are made in the United States involving more than 6 million children. The United States has one of the worst records among industrialized nations – losing on average between four and seven children every day to child abuse and neglect. A report of a child abuse is made every ten seconds. Child abuse impacts a child’s health—physically, mentally, and emotionally. If anyone you know is being affected by child abuse, please call the National Child Abuse Hotline at 1-800-4-ACHILD or visit the website at childhelp.org.

VOLUNTEER OPPORTUNITY: TAPSVOLUNTEER OPPORTUNITY: TAPS

The 21st TAPS National Military Survivor Seminar and Good Grief Camp will be held on May 21-25 in Washington, D.C. TAPS currently is recruiting camp mentors - current military and recent veter-ans to serve as a caring companion to a child in the Good Grief Camp. TAPS hosts 500 children of fallen heroes every year at our National Good Grief Camp; it is a safe, fun place in which they find comfort, healing, and connection to their military family. You can make an incredible difference in the lives of children of the nation's fallen heroes. To join us, review the mentor requirements and register.
