THE PRESIDENT

As many of you know Curtis Townsend resigned in May as the

2021 President of the SAENA. He has taken a management

position at the Houston Methodist Clear Lake Hospital and

moved to the Nassau Bay area. The SAENA will miss his

insight, professionalism and leadership and wishes him the

very best in his new position and endeavors. We know we

will continue to see his impact on emergency nursing as he

maintains his involvement with the Texas ENA. SAENA’s loss

is certainly the Houston Chapter’s gain.

As per the SAENA Bylaws, I have assumed the position of

President and will be completing the remainder of Curtis’

term as well as my own 2022 term. This will leave the

President-Elect position open until elections are held during

the October 18th Business Meeting. If you are interested in

running for the office of President-elect or any of the other

positions available, please contact Michael Moon at

I’m excited to announce the SAENA is once again offering 2

academic scholarships for the 2021 Fall Semester. These

$1000 scholarships are available to a student/LVN/LPN

seeking their initial RN degree, a RN seeking a higher degree

or a RN seeking a postgraduate degree.

These scholarships provide financial support for nurses who

are expanding their knowledge base and careers. Offering the

scholarships also allows the SAENA to fulfill its mission and

promise to our members by providing educational

opportunities which enhance the quality and safety of patient

care delivery.

These scholarships are not limited to current SAENA members

but may be available to nurses who are members of the Texas

Nursing Student’s Association (TNSA), National Student

Nurses Association (NSNA) or a nurse who just joins our

organization. As such, please let your peers know about

these opportunities by printing out and posting the enclosed

flyer (see below) in your breakroom or on your unit’s

education bulletin board.

With the Covid restrictions lifting and facilities again allowing

small meetings to take place, the SAENA has begun to

schedule our Business/Educational meetings both in-person

and via Zoom. This hybrid format makes it more convenient

for additional members to attend, participate and provide

input.

If allowed, please consider hosting a SAENA meeting at your

facility. For the dates of future SAENA meetings see the 2021

Our next meeting will be a Networking opportunity on June

21st at the Chicken N Pickle. This enjoyable meeting is a meet-

and-greet social event which will allow us to see old friends as

information and answer questions regarding what the SAENA

and the ENA are doing as well as explain the benefits of being

a member of the organization. All interested nurses and

nursing students are encouraged to attend. For more

On the philanthropy side, the ENA Foundation named its recipients of two new awards making their debut in 2021

• Cornerstone Award: The Texas ENA State Council is the first recipient of the Cornerstone Award which recognizes a commitment to the Foundation and philanthropy through a particular project or over a period of time. The Texas State Council provided scholarships for Texas members to virtually attended the EN20X Scientific Assembly.

• Keystone Award: The inaugural Keystone Award was given to Victoria Bradley, Jon Huddy, Don Payerle and Lynne Smith in recognition of their significant lifetime contributions in support of the Foundation’s work.

What’s Happening and What’s New for Nursing Practice

Coronavirus still remains the topic in all nursing literature. Various resources are listed in this

report. There are many organizations that have great resources including ENA’s

1. As COVID Restrictions Ease, RSV and Other Viruses Reemerge Medscape Medical News by Marcia Frellick, June 11, 2021Editor's note: Find the latest COVID-19 news and guidance in Medscape's Coronavirus Resource Center.

It's not just people coming out of lockdown: As COVID-19 restrictions ease and masks

come off, as crowds gather and vacationers travel, viruses that had been reduced, in some

cases to negligible threats, are reemerging. Some of the indications of fewer viral illnesses

have been anecdotal, notably about influenza and respiratory syncytial virus (RSV)

infections. But now the data is coming in. The Centers for Disease Control and Prevention

(CDC) has issued a health advisory to notify clinicians and southern United States. With

this increased activity, the CDC urges broader testing for RSV among patients presenting

with acute respiratory illness who test negative for SARS-CoV-2. The CDC noted increases

in positive RSV tests in Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana,

Mississippi, New Mexico, North Carolina, Oklahoma, South Carolina, Tennessee, and

Texas.

• Texas Legislature Ends in a Walk Out by Democrats as reported in excerpts by Texas Public Radio Published June 5, 2021 by Alexa Ura May 30, 2021 Updated: May 31, 2021 Reese Oxner and Patrick Svitek reported in this report for The Texas Tribune.

“Leave the chamber discreetly. Do not go to the gallery. Leave the building,” Grand Prairie state Rep. Chris Turner, the chair of the House Democratic Caucus, said in a text message to other Democrats obtained by The Texas Tribune.

Debate on SB 7 had extended over several hours Sunday as the Texas House neared a midnight cutoff. In between their speeches opposing the bill, Democrats seemed to be trickling off the floor throughout the night, a number of their desks appearing empty. During an earlier vote to adopt a resolution allowing last-minute additions to the bill, just 35 of 67 Democrats appeared to cast votes. Around 10:30 p.m., the remaining Democrats were seen walking out of the chamber.

Their absence left the House without a quorum — which requires two-thirds of the 150 House members to be present — needed to take a vote.

By 11:15 p.m., about 30 Democrats could be seen arriving at a Baptist church about 2 miles away from the Capitol in East Austin. Standing outside the church, Democrats said the walkout came only after it appeared Democrats’ plan to run out the clock on the House floor with speeches wasn’t going to work because Republicans had the votes to use a procedural move to cut off debate and force a final vote on the legislation.

With about an hour left before the midnight deadline, House Speaker Dade Phelan acknowledged the lost quorum. After adjourning, Phelan took aim at the Democrats and noted that their actions killed other legislation.

“Today, on the second to last day of session, a number of members have chosen to disrupt the legislative process by abandoning the legislative chamber before our work was done," Phelan said in a statement. "In doing so, these members killed a number of strong, consequential bills with broad bipartisan support.”

1. HB 326 authored by Representative Howard, relates to workplace violence prevention in certain health care facilities. This has been voted out of the Public Health Committee and to the Senate.

2. HB 396, authored by Representative Moody, relates to the eligibility of nurses for workers' compensation benefits for coronavirus disease (COVID-19) and payment of those benefits. This bill has been referred to the Business and Industry Committee. This would be retroactive to 1/1/2020. This has passed the house and into Senate.

3. HB 472, authored by Representative White, relates to services provided by freestanding emergency medical care facilities. This would allow the free-standing

facilities to do more testing and services. This bill has been referred to the Public Health Committee and has had not left committee.

4. HB 813, authored by Representative Shaheen, relates to making it a criminal offense of harassment to obstruct access to a hospital. This has been referred to the Jurisprudence Committee. This remains in committee.

5. SB 32 authored by Senator Zaffirini, relates to a student loan repayment assistance program for certain professionals who provided exceptional service to the State of Texas during the coronavirus pandemic. This has been referred to the Higher Education Committee and remains in committee.

6. HB 2029 authored by Representative Klick, relates to removal of APRN restrictions and thereby allowing them to independently evaluate patients, prescribe medications and other provisions and has been heard in committee without other action at this time.

7. HB 1172 would ensure victims have an advocate during a law enforcement interviews, prohibit law enforcement agencies from declining requests for forensic medical examinations, and prohibit polygraph tests of persons who seek to file a complaint. (This bill passed and signed into law by Governor Abbott)

Federal From the Washington Update, May, 2021

Workplace Violence Prevention for Health Care and Social Service Workers Act Seeks to address the disproportionate impact workplace violence has on emergency nurses and other hospital workers by mandating the Occupational Safety and Health Administration to develop and enact a national standard to protect health and social service workers from violence. Covered employers would be compelled to develop and implement workplace violence prevention programs in their facilities that include strong anti-retaliation measures to protect employees.

Status: After clearing the Education & Labor Committee on March 24, the bill was passed in the House of Representatives on April 16 in a 254-166 bipartisan vote. Senate introduction of a companion bill is expected soon. House Bill: H.R. 1195 Senate Bill: Not yet reintroduced

Effective Suicide Screening and Assessment in the Emergency Department Act Takes important steps to assist hospitals in providing care for patients at risk of suicide. This bill would establish a grant program to assist emergency departments in developing procedures for the identification, assessment and treatment of high-risk individuals, as well as developing best practices for discharge procedures and follow-up care for these patients.

Status: The bill was reintroduced on Feb. 25. House Democratic leaders bypassed the committee process to expedite floor consideration of this bill. On May 13, H.R. 1324 was approved by the House of Representatives by a 349-74 bipartisan vote. The bill awaits consideration in the Senate. House Bill: H.R. 1324 Senate Bill: S. 467

Dr. Lorna Breen Health Care Provider Protection Act Depression, anxiety and the accompanying burnout and suicide has been an emerging issue in the COVID-19 pandemic. This bill provides grants to raise awareness of, and provide training for health care professionals on, evidence-based strategies to reduce burnout and suicide, as well as to support mental and behavioral health treatment. It also includes provisions to examine the broader issue of burnout and behavioral health issues among health care workers.

Status: The American Rescue Plan, the most-recent COVID-19 relief package signed into law, included more than $100 million dedicated to training, education and awareness. It also offers direct support for health care providers experiencing burnout and other mental or behavioral wellness conditions. While supportive of this one-time injection of funds, ENA continues to support the full enactment of this legislation because it will create a more permanent program dedicated to addressing this issue as well as a more stable funding stream that can be more easily renewed year after year. 2021 Fall Scholarships

Application Deadline: July 15, 2021

San Antonio Emergency Nurses Association is pleased to announce sponsorship of two $1,000 academic scholarships in 2021. The scholarships may be used towards earning an initial or advancement of a Registered Nurse Degree (Associates in Nursing, Diploma in Nursing, Bachelors in Nursing, Masters in Nursing, or Doctorate in Nursing), as well as a current Registered Nurse seeking an advanced degree (Masters or Doctorate) in other healthcare related fields (Prior to applying, Registered Nurses should e-mail the San Antonio ENA Scholarship Committee to insure the “other healthcare related” degree they are seeking qualifies for application for these scholarships). 1. LVN / LPN or non-nurse seeking initial RN degree

2. RN seeking a higher degree in nursing – (AD to BSN, MSN, or Doctorate; Diploma to BSN, MSN, or Doctorate; BSN to MSN or Doctorate; MSN to Doctorate)

3. RN seeking a postgraduate degree in nursing, education or healthcare administration – (Masters or Doctorate)

Please note:

• Scholarship category #2 is reserved for a student nurse that is a current member in good standing during the award period of the Texas Nursing Student’s Association (TNSA), National Student Nurses Association (NSNA) or Emergency Nurses Association (ENA), and has completed at least two semesters in the nursing program.

• Some applicants may qualify for both scholarship categories #2 and #3 – such applicants may apply for both, but can be selected for no more than one scholarship.
