    Minutes

    The Rural Transportation Advisory Committee held their quarterly meeting, June 17, 2020 at 2 pm and

    June 18, 2020 at 3pm via Zoom. The following members were present:

    The following staff members were present from High Country Council of Governments: David Graham-

    Call to Order

    Chair Wood Young, Jr. called the meeting to order and read the ethics statement.

    Approval of February 19, 2020 Minutes

    Mr. Young asked for a motion for approval of the February 19, 2020 minutes. Motion was made by Mark

    Ledford. Motion seconded by Robert Johnson. Motion carried.

    Public Hearing for FY 20-21 Planning Work Program

    David Graham informed everyone that due to HB 704 the public hearing would not close until June 18,

    2020 at 3 PM to allow time for public comments to be received. On June 17, 2020 Mr. Young asked for a

    motion to open the public hearing for the FY 20-21 Planning Work Program. Cullie Tarleton made a

    motion to open public hearing. John Reeves seconded motion. Mr. Graham went over the Planning

    Work Program details.

    On June 18, 2020 John Reeves made the motion to close the public hearing. Rennie Brantz seconded the

    motion. The hearing was then closed.

    Cullie Tarleton made the motion to approve the FY 20-21 Planning Work Program. Brenda Lyerly

    seconded the motion. Motion carried.

  • The meeting was then adjourned with Robert Johnson making the motion to adjourn and John Reeves

    seconding the motion.

    Project Development Update

    Mr. Graham went over the updates for the region.

    Division Engineers Report

    Mike Pettyjohn gave updates for Division 11 and Stephan Sparks gave updates for Division 13.

    Transportation Planning Division Update

    Pam Cook went over the NCDOT TPD News handout which covers Traffic Forecasts, Yancey County CTP,

    NC Moves 2050, COVID-19 Impacts NCDOT Revenue, Ideas for Greenways, Mowing Across Division 11 in

    June, NCDMV Services in Response to COVID-19, Strategic Transportation Corridor: US 321.

    David Graham informed everyone that due to HB 704 the RTAC would have to reconvene on June 18,

    2020 at 3 PM to close the Planning Work Program Public Hearing and to act. With the understanding

    that the RTAC will close the Planning Work Program Public Hearing on June 18, 2020, Mr. Young asked

    for motion to adjourn the meeting (until June 18, 2020 at 3 PM). Motion was made by Robert Johnson.

    Subject: Alternate Criteria Weighting for Project Prioritization 6.0 - Division 11

    As part of project prioritization 6.0, NCDOT is encouraging all MPO's, RPO's and Divisions

    throughout the state to meet and discuss with each other alternate weights for highway scoring

    for the purpose of helping some counties/regions better compete for projects at the Regional

    Impact and Division Needs categories.

    As a result, High Country RPO staff discussed alternate weights for highway scoring with the

    Division 11 Corridor Development Engineer. The proposal is for moving 10% from the

    Pavement Condition criteria to the Lane Width criteria at the Division Needs category for

    Division 11 projects. This is the same proposal as an adjoining Division. The result will be

    20% safety, 0% pavement condition, 10% paved shoulder width, 5% freight, and 15% lane

    width. The alternate weighting criteria at the Division Needs category would apply to

    modernization projects in Alleghany, Ashe, Avery, Watauga and Wilkes counties in the High

    Country RPO.

    High Country RPO staff has evaluated projects in Alleghany, Ashe, Avery, Watauga and Wilkes

    counties with the Division 11 Corridor Development Engineer and based on the evaluation,

    preliminary scores were overall higher for Alleghany, Ashe, Avery, Watauga and Wilkes

    counties. Therefore, increasing the weighting of Lane Width criteria from 5% to 15% for

    Alleghany, Ashe, Avery, Watauga and Wilkes counties (Division 11) can result in better scoring

    projects (see attached scoring examples for Division 11 projects).

    For the alternate criteria to be used in Division 11 during the SPOT 6.0 prioritization process, all

    RPOs and MPOs that represent areas within Division 11 as well as the Division Engineer, must

    agree. If the High Country RPO agrees with the proposed alternate criteria, it may send a memo

    to the NCDOT SPOT office referencing the RTAC Chair’s agreement. If the RPO does not agree

    with the proposed change, it must send a memo to the SPOT office saying so. Inaction may be

    interpreted as agreement. The deadline to agree or disagree with the alternate criteria is October

    23, 2020.

  • A RESOLUTION

    SUPPORTING THE U.S. 321 MASTER PLAN,

    FROM SOUTH CAROLINA STATE LINE TO TENNESSEE STATE LINE,

    CORRIDOR D

    OF THE STRATEGIC TRANSPORTATION CORRIDORS NETWORK

    WHEREAS, the N.C. Department of Transportation adopted the Strategic Transportation

    Corridors (STC) Network in 2015 to establish a multimodal, high-priority system of highways,

    rail lines, ports, and airports to support smart planning, help set long-term investment decisions,

    and ensure that North Carolina’s economic prosperity goals are achieved; and

    WHEREAS, the North Carolina Transportation Network and Strategic Transportation

    Corridors Framework calls for the development of individual strategic corridor master plans in

    each of the 25 designated corridors with a buffer of 20 miles on either side of each facility; and

    WHEREAS, the corridor master plan for U.S. 321, from the South Carolina state line to the

    Tennessee state line, identified as Corridor D in the STC Framework, is being advanced from its

    more general network-level identification to a corridor-specific master plan vision built upon a

    common technical framework; and

    WHEREAS, the intent of the Corridor D Master Plan is to develop a consistent transportation

    vision for the corridor, based on stakeholder input and sound technical assessment, that

    recognizes statewide economic development objectives, advances subsequent regional planning

    and corridor project development activities, and can serve to streamline the project development

    process; and

    WHEREAS, it is the intent of the N.C. Department of Transportation to expand and maintain

    Corridor D as a freeway from the South Carolina state line to U.S. 70 in Hickory and as an

    expressway from U.S. 70 in Hickory to the Tennessee state line; and

    WHEREAS, the High Country Rural Planning Organization represents Corridor D along U.S.

    321 through Watauga County; and

    WHEREAS, the Watauga County Comprehensive Transportation Plan represents local input for

    projects on US 321 and will be considered along with public involvement regarding project

    designs in concert with the US 321 Strategic Transportation Corridor D Master Plan.

    NOW, THEREFORE, BE IT RESOLVED THIS ____DAY OF __________________ 2020,

    that the High Country Rural Planning Organization, does hereby adopt this resolution supporting

    the N.C. Department of Transportation master plan vision for Corridor D along U.S. 321 through

    Watauga County.
