StrongerHSCStandards-HSCminimumrequirements

StrongerHSCStandardsTohelpsupporthighschoolstudentsachievetheirbest,theHSChasbeenreformed.Thechangesweredesignedtohelpmotivateandchallengestudentstoachieveattheirhighestpossiblelevel,reduceexcessivestressandgivestudentsmoreskillsandcareeroptions.From2020,allYear12studentsinNSWmustreachaminimumstandardofliteracyandnumeracytoreceivetheirHSC.OurLiteracyAdviser,MrAndrewWilson,willcoordinateHSCStandardstesting.NESAstatesthatstudentsneedreading,writingandmathsskillstobesuccessfulineverydaylifeafterschool.ThatiswhystudentsarerequiredtoshowaminimumstandardofliteracyandnumeracytoreceivetheHigherSchoolCertificate(HSC)from2020.Tocheckstudentshavethebasicsright,studentsneedtositshortonlinetestsofreading,writingandmathsforeverydaylife.StudentsgettwochancesayeartopasseachofthetestsfromYear10untilfiveyearsaftertheyfinishtheirHSCcourse.Ifstudentspasstheonlinetestsofbasicreading,writingandnumeracyskillsitwillshowtheyhavemettheHSCminimumstandard.TimetableforHSCminimumStandards:IwillcompletetheHSCin2020StudentsneedtomeettheHSCminimumstandardtoreceivetheHSC.Toshowstudentsmeetthestandardstudentsneedto:• passtheonlinereadingtestorhaveachievedBand8oraboveinreadinginYear9NAPLANin2017and• passtheonlinewritingtestorhaveachievedBand8oraboveinwritinginYear9NAPLANin2017and• passtheonlinenumeracytestorhaveachievedBand8oraboveinreadinginYear9NAPLANin2017.IwillcompletetheHSCin2021orlaterStudentsneedtomeettheHSCminimumstandardtoreceivetheHSC.Toshowstudentsmeetthestandardstudentsneedto:• passtheonlinereadingtestand• passtheonlinewritingtestand• passtheonlinenumeracytest.Howisthestandardset?Thestandardissetatlevel3oftheAustralianCoreSkillsFramework(ACSF),whichmeansstudentswillhavethe basic reading, writing andmaths skills needed for everyday tasks and future learning after school. Itincludesskillsfortaskssuchas:• followingsafetyinstructionsinequipmentmanuals• understandingamobilephoneplan• writingajobapplication• creatingapersonalweeklybudget.TogetherwiththeNSWLiteracyandNumeracyStrategy,theHSCminimumstandardispartofanefforttoimprovetheliteracyandnumeracyoutcomesforstudents.DisabilityprovisionsandexemptionsSomestudentswithdisabilitieswillbeeligibleforextraprovisionsfortheminimumstandardonlinetests,orbeexemptfrommeetingtheHSCminimumstandardinordertoreceivetheirHSC.

NSWEducationStandardsAuthority(NESA)TheNSWEducationStandardsAuthority(NESA)isastatutoryauthorityresponsibleforcurriculum,assessment,teacheraccreditationandregulatorystandardsinNSWschools(KindergartentoYear12).NESAisalsoresponsiblefordevelopingpoliciesandinitiativesforevaluatingandimprovingstudentlearningperformanceacrossallschoolsandschoolsectors.TheprincipalobjectiveofNESAistoensurethattheschoolcurriculum,formsofassessmentandteachingandregulatorystandardsundertheNSWeducationandteachinglegislationaredeveloped,appliedandmonitored.ItistheresponsibilityoftheschooltoensurethatNESAstandardsareadheredto.

TheNSWHigherSchoolCertificate(HSC)TheHSCisthehighesteducationalawardyoucangaininNewSouthWalesschools.TheHSC:• isaninternationallyrecognisedcredential• providesastrongfoundationforthefuture• isstandards-based.StudentsreceiveHSCmarksthatindicatethestandardtheyhaveachieved• involvesthestudyofatleast12unitsinYear11and10unitsinYear12• involvesatleast6unitsofBoardDevelopedcoursesinYears11and12.WhataretheRulesforQualifyingfortheHSC?NESArequiresthatfortheawardofaHigherSchoolCertificate,studentsMUST:• StudythepatternofcoursesrequiredbyNESAfortherequiredtime• Haveasatisfactoryrecordofattendanceandapplicationtotheirstudies• Completetherequirementsforasufficientnumberofcourses,includingpractical,oralorprojectworks• Completeassessmentrequirementsforasufficientnumberofcourses• SitforandmakeaseriousattemptattheHigherSchoolCertificateexaminationinasufficientnumberof

SatisfactoryAttendanceWhileNESAdoesnotmandateattendancerequirements,Principalsmaydeterminethat,asaresultofabsence,thecoursecompletioncriteriamaynotbemet.Clearly,absenceswillberegardedseriouslybyPrincipalswhomustgivestudentsearlywarningoftheconsequencesofsuchabsences.MHSexpectsaminimumof85%attendanceincoursesforsatisfactorycompletion.

BoardDevelopedandBoardEndorsedCoursesTherangeofsubjectsfromwhichstudentscanchooseincludethosethatareBoardDevelopedandBoardEndorsed.BoardDevelopedCourses:• haveanHSCexam• counttowardsanHSC• maycounttowardstheAustralianTertiaryAdmissionRank(ATAR)• includeIndustryCurriculumFrameworkVocationalEducationandTraining(VET)courses• includeLifeSkillscourses.

ConfirmationofHSCEntryItisyourresponsibilitytoensurethatyouaremeetingthepatternofstudyrequirementsatalltimes.YoucannotchangeordropasubjectwithoutcompletingaChangeofStudyPatternform(apinkformavailablefromtheDeputyPrincipalinchargeofyourgrade)Itisthestudent’sresponsibilitytoensurethatyouarestudyingatleasttenunitsofthecorrectsubjectstogainanATAR.WhentheNESALiaisonOfficergivesyouaConfirmationofentryformfromNESA,itisyourresponsibilitytocheckandverifythatyouarecorrectlyenrolledfortheHSCandanATAR(ifneeded).YoumustnotifytheNESALiaisonOfficerifyouchangeyouraddressoranypersonaldetailsduringthisyear.

School-basedAssessmentAssessmentPolicyThisbooklet,includesthepolicyandscheduleforallstudentsandteachers.Eachstudentisrequiredtosignforhis/hercopyoftheAssessmentBookletasanacknowledgmentofreceipt.Studentswillbenotifiedinwritingofanychangestotheschool’sAssessmentPolicy.

Whatisassessment?• Aprocessofidentifying,gatheringandinterpretinginformationaboutstudentachievement.• Itprovidesopportunitiesforteacherstocollectevidenceaboutstudentachievementinrelationto

syllabusoutcomesineachcourse,andsatisfactorycompletionofacoursetoreportonthestandardofattainmentattheendofthecourseagainsttheA-EdescriptorsinYear11.

• Teachersuseinformationgatheredthroughouttheteachingandlearningprocesstoassiststudentlearningandclarifyunderstanding.

• Studentsmonitortheirownlearningandaskquestionsabouthowtouseassessmentinformationfornewlearningtoimprovetheirskills.

• Formalexaminationsprovideanopportunitytocollectevidenceofstudentlearningandmaybeusedforgradingandrankingpurposesaswellasinformingfeedbackforstudentstoimprovetheirlearning.

Howwillassessmentbeundertaken?Schoolsarerequiredtoprovidewrittenadvicetostudentsabouttheschools’requirementsforassessmentincluding:• formalassessmentschedulesatthecommencementofeachYear11andYear12course• eachformalassessmenttaskInthecontextoftheHSC,arequirementofaschool-basedassessmentprogramistoprovideasummativemeasureofastudent'sachievementinrelationtocourseoutcomes.Thisincludes:• awiderrangeofsyllabusoutcomesthanmaybemeasuredbyexaminationsalone• multiplemeasuresandobservationsmadethroughoutthecourseratherthanasingleassessmenteventAssessmenttasksareconductedthroughoutYear11andYear12andeachhasmandatorycomponentsandaweightingdeterminedbytheschoolwithinrequirementsprovidedbyNESA.ThemaximumnumberofformalassessmenttasksisthreeinYear11andfourinYear12.ThereisonlyoneformalwrittenexaminationthatmimicstheHSCpercourseineachyearandtheYear12examinationshaveamaximumweightingof30%.

AssessmentCoordinatorTheDeputyPrincipalistheAssessmentCoordinator.ThisDeputyPrincipalproducestheHSCAssessmentProceduresandProgram,determinestheprocedurestobefollowedbystudentswhohavemissedassessmenttasks,convenestheAssessmentAppealsCommitteeandprovidesadviceaboutassessmentstostudents,teachersandparents.Assessmentprogramsincludeavarietyofassessmenttasksthattestthecontentandoutcomesofeachcourseandallowstudentstoshowwhattheyknow,understandandcando.Assessmenttaskswillvarybetweensubjectsandcouldinclude:• Performances• Submittedworks• Practicaltests• Extendedresearch• Examinationessays• Writtentestsunderexamconditions.Examinationsheldwithintheschoolaregenerallyincludedinschool-basedassessmentprograms.Studentsareexpectedtopresentsufficientevidencetoshowthattheyhave:a) followedthecoursesetbyNESA–thismeansyoumustattendclasses,dotheworksetbytheteacher,

studythetopicscontainedinthesyllabus,handintheworkrequired,includingassessmentandnonassessmenttasks

b) appliedwithdiligenceandsustainedeffort–thismeansthatyoumusthaveattendedclasses,workedconsistentlyanddemonstratedtoyourteacherthatyouhavemadesufficienteffortthroughoutthecourse

c) achievedsomeorallofthecourseoutcomes–thismeansactuallydoingthework,handinginassignmentsandclassworkandbeingabletoshowthatyouunderstandkeycontentwithinthesubjectbyachievingsatisfactorymarks.

AssessmentCriteriaGeneralassessmentcriteria,indicatingthenatureandpurposeoftheassessmentwillbeincludedwitheachAssessmentTask.

Assessmenttasksaredesignedtoassessthecontentandoutcomesofthecourse.ThetasksaredesignedwithreferencetotheNESAGlossaryofKeyWordsincludedinthispolicy.(Appendix6)Thetasksaredevelopedwithgeneralmarkingguidelinesanddescribethemarkrangestobeawardedateachlevel.

WeightingofassessmenttasksIndividualassessmenttaskswill,ingeneral,benomorethan40%ornolessthan10%ofthetotalassessmentmark.Eachassessmenttaskwillbeweightedaccordingtotherelativeimportanceofeachtask.Studentswillbeadvisedoftheweightingwitheachassessmenttask.

SchedulingofformalassessmenttasksTheAssessmentscheduleforHSCcoursesappliesassoonasthePreliminaryCourseiscompleted.StudentsareprovidedwithwrittennotificationoftheAssessmentPolicyandProgram(HSCCourseAssessmentBooklet)earlyinTerm4.Youwillbegivenatleasttwoweeksnoticeofaformaltask.Thedescriptionoftaskswillbeinwritingandwillinclude:• thedateandtimeofdaythatthetaskistobecompletede.g.endofperiod5Thursday7May• theformtheassessmenttaskwilltakee.g.test,oralpresentation• weightingofthetask• assessmentcriteriathatthetaskaddresses.ChangestotheHSCCourseAssessmentschedulemustbemadeinwritingtostudentswithatleast2weeksnotice.StudentswillnotreceiveassessmenttasksthathaveaDUEDATEintheweekBEFOREthestartoftheirHSCTrialExaminations.

StudentswithaDisabilityProvisionsforstudentswithagenuinedisabilitymayincludelargeprintpapers,useofawriter,useofareader,extensionofexaminationtime,restbreaks,useofapersonalcomputer,establishmentofaspecialexaminationlocation,separatesupervision,permissiontotakemedicationandothersupports.StudentsneedtonotifytheHeadTeacherLearningSupport,oftheirrequestforspecialprovisions.StudentswithadisabilitymustprovidemedicalevidencetotheschoolwhichwillthenbesubmittedtoNESAforapprovalbeforespecialprovisionscanbegranted.NESAdoesnotconsiderlackoffamiliaritywiththeEnglishlanguagetobeadisability.Consequentlytheuseofdictionariesandtranslatorsisnotallowed.LifeSkillscoursesaredesignedforstudentswhocannotmeettheoutcomesofmainstreamcourses.LifeSkillscoursesuseschool-basedassessment,toprovideaProfileofAttainmentforeachcourse.RegistrationofHSCAssessmentTasksCompletedandSubmitteda) Forformalexaminations,studentsmustcompleteandhandinoneattendancevoucherforeach

examinationpaperattempted.b) Forallothertasksstudentsmustcompletean"AssessmentCoverSheet".Asampleisincludedinthis

book.Theformswillbeavailablefromteachers.Theformwillbesignedbytheteacherandthetearoffsectionshouldbekeptbythestudentsasareceipt.

c) SchoolsarerequiredtomaintainrecordsofmarksawardedforeachtaskidentifiedaspartoftheHSCassessmentprogram.

d) Schoolsshouldmaintainacentralregisterofalltasks,marksandranks.

AbsenceonthedaybeforeorthedayofanassessmenttaskTheNSWEducationalStandardsAuthority(NESA)expectsstudentstoundertakeALLsetassessmenttasks.TheyalsoexpecttheschooltoenforceNESArulesandbeconsistentandfair.Studentswhoareabsentfromschool,donotattendclass/es,orworkontasksinotherlessonsTHEDAYBEFOREORANYPARTOFTHEDAYOFanassessmenttaskaredeemedtohavegainedanunfairadvantage.Studentswhoareabsentforalloranypartofthedayofordaybeforeanassessmenttaskmustfollowthestepsbelow.Alternatively,evidenceofaserious,unavoidableoccurrencemustbeprovidedtotheHeadTeacherofthesubject,beforethestudentispermittedtotakepartin,orsubmitanassessment.

MisadventureMisadventureincludeseventssuchasfuneralsofimmediatefamilymembers,severesicknessandaccidents.MisadventureDOESNOTincludebeinglate,runningoutofpetrol,airportfarewells,religiousholidays,misreadingoftheexamtimetable,assessmentscheduleorassessmenttask.Ifyouhaveamisadventurethatcausesyoutomissschoolonthedayorpartofthedayanassessmentisduetobecompletedorsubmitted,youmustcompleteSection2oftheIllness/MisadventureApplicationFormandsubmitittotherelevantHeadTeacheronyourFIRSTDAYbackatschool.Ifyourmisadventureappealissuccessfulyouwillbegivenanalternativetask(notusuallythesametask)atthediscretionoftheHeadTeacher.

Non-seriousattemptIfyoufailtomakeaseriousattemptatatask(yourattemptdoesnotmeetthecriterialistedordescriptorsforperformance),youwillbegivenaformalwarningofNon-completion,whichcouldjeopardiseyourcompletionoftheHSCcourse.Inaddition,youwillberequiredtore-sit,re-submitorperformthetaskinordertomeetcourserequirements.

FinalAssessmentsFinalassessmentmarksaretheresultofstudentperformanceinallassessmenttasksthatcoveredtherangeofoutcomesofthecourse.Thefinalassessmentmarksareusedtoindicatetherankofstudentsinrelationtoeachotherandthegapbetweenthem.Therankandgapofstudentsprovidetheschoolwiththeorderofmeritineachcourse.

AssessmentreviewStudentswhoconsiderthattheirrankinanycourseisnotcorrectmayseekaschoolreview.Anassessmentreviewfocusesontheproceduresfordeterminingthefinalassessmentmark.Studentsarenotentitledtoseekareviewofateacher’sjudgementoftheworthofindividualperformanceinassessmenttasks.Themarksorgradesawardedwillnotbesubjecttoreview.Areviewwillascertainwhether:• Proceduresusedtodeterminethefinalassessmentmarkconformwiththestatedassessmentprogram• Computationalorotherclericalerrorshaveoccurred.ReviewswillbecarriedoutbytheAssessmentAppealCommittee,apanelconsistingofaDeputyPrincipalandtwoHeadTeachers.

Non-completionofcoursewarnings(N-AwardWarningLetters)Non-completionwarnings(N-AwardWarningLetters)willbeissuedinwritingbyTeachers,HeadTeachersandDeputyPrincipalsinsufficienttimetoallowyoutocorrectanyproblemsregardingyourachievement,applicationorcompletionofcourses.IfyoureceiveaN-Awardwarningletteryoumustcompletethetasksasdetailedintheletter.IfyoureceivethreeN-AwardwarninglettersinanyparticularcourseandyoudonotcompletethetasksitmayresultinthePrincipalmakingan‘N’determination,whichmeansyouhavenotcompletedthatcourseandcannotcountittowardsyourHSCorATAR.Studentswhodonotcomplywiththeassessmentrequirementsinacourse,willhaveneitheranassessmentmarknoranexaminationmarkawardedforthatcourse.Inthecaseofextensioncourses,studentswhofailtomeettheassessmentrequirementsforthe120hrHSCcourseinthecorrespondingcourse,willnotreceivearesultintheextensioncourse.

GuidelinesforthesubmissionofHSCmajorprojects

Attentionstudentsof:Design&Technology,English,IndustrialTechnology,ExtensionHistoryInformationProcesses&Technology,Society&Culture,VisualArts

ThedateforsubmissionsofMajorProjectsispublishedbyNESAduringtheHSCyear.Studentswillbeprovidedwiththisinformation.Teacherswillspecifyexacttimesforthefinalcollectionoftheprojects.Itisthestudent’sresponsibilitytoensurethataprojectand/orcomponentsofthatprojectarecompletedbythedateandtime.Studentsarenotallowedtoworkontheirprojectafterthisdate.Otherdatesforin-schoolassessmentoftheprogressofmajorprojectswillbeincorporatedintotheassessmentprogramforthatcourse.Timeisallocatedforstudentstoworkonmajorprojectsduringclasstime.Howeveritisexpectedthatstudentswillneedtoworkontheseprojectsatothertimesunderthesupervisionoftheteacherandinnegotiationwiththatteacher.Whenstudentswishtousetheirstudyperiodsforthispurpose,writtenpermissionfromtheirsupervisingteacherwillbeprovided.Thispermissionmustbenotedinthesign-onsheetsinthelibrary.Teachersmaychoosetoprovidesomeextratimeforworktobecompletedduringschoolholidaysorafterschool.This,however,willbeatthesolediscretionoftheteacher.Theteachermaysetdownrulesconcerningthistime,forexample,theymaysetaminimumnumberofstudentstobepresent.Teachersmayalsoproposeanincursiontobeheldatschoolforstudentstohaveanintensiveexperienceinsomeaspectofpracticeinrelationtothemajorproject.Whenstudentsattendschooltheymustbemarked‘present’atschool.Theymustnotcometoschoolonlytoworkontheirmajorprojectsunlessanofficialincursion/excursionhasbeenarranged.Theteachermustbesatisfiedthattheprojecthasbeencompletedbythestudent.Theprocessthatthestudentisfollowingmustbenegotiatedwiththeteacherandevidencethattheworkisthestudent’sownmustbeprovided.Guidancebytheteacheriscrucialtothesuccessofthemajorproject.Timemanagementisessentialanditisadvisabletocompletetheworkaheadofscheduletoallowforminoradjustmentsifneeded.
