Their achievements show that the skill level of LILAMA 2 teachers is comparable to the level of a skilled worker in Germany. training courses for example in the Installation and Testing of Pneumatics and Hydraulics Controls; Installation, programming and testing of industrial communication networks; Project Oriented Metal Training or Thermal Joining and Cutting by MMA Welding and Gas Cutting Procedures helped to continuously upskill the teachers of the four occupations of Metal Cutting-CNC, Construction Mechanics, Industrial Electronics, and Mechatronics.

Now, LILAMA 2 is ready to provide short-term training to teaching staff of other TVET institutes and technical staff of companies. Several renown companies like Thuan Hai as well as colleges like Technical College Dong Nai, Dong Nai College of High Technology, HVCT and VCMI already started to take advantage of the services provided by the Centre of Excellence.

TVET is a key factor for the development of Vietnam’s economy towards environmental sustainability and green growth. The Vocational College of Machinery and Irrigation (VCMI) is being supported in developing towards a Centre of Excellence for Green TVET, which offers initial and further training according to the demands of a green and sustainable economy.

On the occasion of a visit by high-ranking officials on 10 September 2018, Dr Wolfgang Manig and Ms Luisa Bergfeld from the German Embassy, and Ms Simone Wunsch of KfW Development Bank in Vietnam obtained a clearer overview of the planned and ongoing activities of the technical and financial cooperation.

In detail, VCMI is being supported in the development and piloting of a basic module on “environmental protection,

energy and resource efficiency”, of new initial training offers according to the need of a green economy as well as further training offers based on the demands of the business sector. In addition, VCMI will be enabled to offer further training for teaching and management staff of other TVET institutes and to fulfil the role of a regional hub for Green TVET for CLMV countries (Cambodia, Myanmar, Laos, Vietnam).

Developing the Basic Module on Environmental Protection, Energy and Resource Efficiency

To integrate cross-occupational green skills in training programmes, the mentioned basic module was developed with great detail over the past year and will be piloted at VCMI in 2019.

It was developed in close cooperation with the business

sector. In a training workshop on the development of the training programme from 16-19 July, representatives of enterprises like GMPI, Hoa Binh Corporation, and Coteccons provided inputs regarding their current practices and the industry’s needs for cross-occupational awareness, skills and behaviour for environmental protection.

The advantage of this module is that it can be flexibly integrated into any vocational training programme nationwide. The conference on the “Launch of the Basic Module on Environmental Protection, Energy and Resource Efficiency” took place on 23 November 2018 and raised awareness for the module. Participating in the launch were representatives of the DVET, DoLISA HCMC, VAVET & SOW, VCMI, sector associations, enterprises and TVET institutes. On this occasion 10 multipliers of VCMI received their certificates. They are able to train teachers of other TVET institutes on the implementation of the module.

Further training for Greening TVET

Beside the basic module, initial training offers for two new occupations are being deveoped: “Electronics Technician for Energy and Building Technology” and “Mechanics Technician for

Sanitary, Heating and Climate Technology”. To prepare VCMI and partners for the development and implementation of the training, teaching staff and potential in-company trainers of VCMI completed further trainings in Germany. In addition, representatives of relevant ministries and provincial departments, sector associations and VCMI completed study tours on the development and implementation of demand-driven and practice-oriented vocational training offers.

Two new occupations on the way

These two new occupations address the rapid development of complex technologies and resulting new requirements as well as increased demand for skilled workers. Currently, the TVET system cannot keep up with these challenges.

To fill this gap, training offers for the new occupations are being developed. The first step was the development of the DACUM charts, which provide the foundation for the development of the training programmes. They were presented and discussed with representatives of DVET/MoLISA, MoC, MoIT, MARD, VCCI, VACC, HAMEE and selected enterprises at a workshop in Ho Chi Minh City on 31 October and 2 November 2018. They were developed by an expert team of German and Vietnamese technical experts and representatives of VCMI in cooperation with more than 30 companies in the construction sector and 4 sector associations. The DACUM charts are based on the German occupational profiles and adapted according to the demands of the business sector in Vietnam.

The cooperation with the business sector is essential for TVET to provide quality demand-driven training. LILAMA 2 piloted the delivery of training following a cooperative approach with an active involvement of the business sector. It implies that ooccupational related training contents are taught and trained jointly at LILAMA 2 and cooperating companies.

First in-company training phases completed

In 2018, the first in-company practical training phases for all four supported occupations and of in total 84 trainees took place. It was jointly organised and

guided by in-company trainers, company coordinators, and LILAMA 2 coordinators.

From March to May 2018, 19 trainees participated in the first two-months-long in-company training phase for the pilot class of Metal Cutting-CNC Technicians at Ishikawa Seiko. And the pilot class of in total 23 trainees of Construction Mechanics Technicians spent their first in-company training at Martech Boiler from May to June. The two other in-company trainings of 19 trainees studying Industrial Electronics and 23 of Mechatronics took place at Thuan Hai Corporation and Sang Tao JSC. During the in-company training phases, the trainees applied their technical knowledge and skills under real working conditions following high standards applied in the actual work processes.

In parallel, teachers and in-company trainers continuously received further training within a comprehensive capacity development approach. To effectively instruct, coach and motivate trainees, 20 in-company trainers received didactical and technical further training in August 2018.

Establishment of two advisory boards

To effectively organise and further institutionalise a sustainable cooperation with the business sector and LILAMA 2 College, two advisory boards were established at LILAMA 2 on 5 December 2018. 10 and 11 relevant stakeholders of companies, HAMEE, VAMI, DVET and VCCI were selected as members for each board together with one head, deputy and secretary. Their objective is to give feedback and guidance to the rector of LILAMA 2 on topics such as the adaptation of training programmes according to the needs of the companies, the organisation of in-company training phases and the engagement of business sector representatives in examinations. Additional partner companies and interested stakeholders will be invited to serve as members of the boards.

To prepare the workforce for upcoming technological changes, a Public Private Partnership between the policy level, business sector and the TVET level was established. The ceremonial signing of a Memorandum of Understanding took place on 22 August 2018. The partners are DVET, LILAMA 2, Bosch Rexroth Vietnam, a global supplier of technology and services, and GIZ.

Effects of Industry 4.0 on TVET

The 4th Industrial Revolution refers to a new stage of technological change that is based on digitalisation and automation - and Industry 4.0 is at the core of this (r)evolution. It is characterised by

the development of automated, interconnected and smart production processes, which will highly increase productivity. Even though it cannot be accurately forecasted what I4.0 will look like, it is evident that technological change of this magnitude must be accompanied with a change in TVET.

Given the novelty of I4.0, modest experience and know-how, and given the quickly changing nature of technological settings, there is a high need of pioneering players actively participating in improving and adapting TVET to I4.0. And this is where the development partnership comes in.

Conference on adapting TVET to requirements of Industry 4.0

As first activity of the partnership, the partners organised a conference on integrating the requirements of Industry 4.0 in TVET on September 18 and 19 in Ho Chi Minh City. Representatives from the government, industry, civil society, TVET institutes and international organisations

discussed the impact of Industry 4.0 on skill requirements of the labour force in Vietnam. The conference results and a demand analysis will form the basis for the development of I4.0 modules. They will be integrated into relevant technical training programmes and piloted at LILAMA 2.

The conference finished with the signing ceremony of a cooperation agreement between LILAMA 2 and nine other TVET institutes: Bac Ninh College of

Industry, Northern Vocational College of Economics Hai Phong, Vietnamese-German Vocational College of Ha Tinh, Ninh Thuan Vocational College, Na Trang Technical College, Vocational College of Machinery and Irrigation, Ho Chi Minh Vocational College of Technology, Long An Vocational College, and An Giang Vocational College. It specifies that the results of the partnership, such as the Industry 4.0 training module, will be transferred to TVET institutes throughout the country.

Industry 4.0 Lab at LILAMA 2

Further, an Industry 4.0 Lab at LILAMA 2 College, provided by Bosch Rexroth, will be used to train teachers and in-company trainers and to implement the newly developed training modules. On September 19, the Lab was inaugurated. It features didactic equipment in drive and control technology and training materials including technical books, manuals, training software, eLearning, videos and animations.
