1 Introduction

Dordi Khola Hydropower Project is a Run-of-River type hydroelectric project with generating

capacity of 27 MW in Lamjung. The project is being developed by Himalayan Power Partner

Ltd. (HPPL) Kathmandu, Nepal.

3 Project Description

3.1 Location and Access

The whole project area lies in Chiti, Dhodeni and Bansar VDCs in Lamjung district in western

Nepal. It is connected from Kathmandu by 170 km all weather metallic roads.

4 Progress

4.1 Financial Progress

4.1.1 Funding Arrangement

• Facility agreement

Facility Agreement to provide Term Loan of amount NPR 3,170 million for construction of

the project and working capital of amount 99 million was concluded with Bank Consortium

led by Prime Commercial Bank Ltd. on 7 November 2013.

• Bank Consortium Meeting 9th regular Quarterly Consortium Meeting of funding banks/FI to review progress of project

in the last three months was held on 28 January 2016. HPPL requested the consortium to

lower the existing interest rate of 12% to the prevailing market trend of about 7%.

Consortium agreed to lower the rate to 10.50 % w.e.f. 1st Falgun 2072.

4.1.2 Financial Progress as of January 14, 2016

Total project cost, funding arrangement and expenses/disbursement up to February 12,

2016 (End of Magh 2072) including mobilization advance and advance payment to the

contractors is given in following table:

4.1.3 Project Development Cost / Pre-Construction

This heading comprises the expenditure incurred for:

• Administrative expenses from company registration in FY 2060/061 up to FY 2068/069

• Feasibility studies, Environmental studies and Preparation of Detailed Project Report

• Power evacuation/grid connection, power purchase agreement and generation license.

4.1.4 Administrative, Engineering and Management

This heading comprises the expenditure incurred for:

• Administrative cost for operation and maintenance of head /site offices

• Cost for works/contract supervision team.

• Payment to engineering consultant for detailed design, progress monitoring and

management (Entura Hydro Tasmania), local consultants for financial and engineering

verification of expenses and payment certificates from consortium bank side.

• Consultant Entura Hydro Tasmania (India) was appointed for detailed design and

construction management on 29 March 2014.

• Detailed Design of Headworks completed and other works are under progress.

4.1.5 IDC, Bank Commission and Management Fee

IDC, loan management fee, bank commission/fees are under this heading. Interest amount

NPR 4.401 up to poush 2072 of the first drawdown of amount NPR 150 million has been

capitalized during this period.

4.2 Physical Progress

4.2.1 Preparatory Works

• General

Insurance of civil works, equipment, manpower and third party of both civil works contract

has been performed as per provision made in the contracts.

One station wagon/Jeep and one car are deployed in head office, Kathmandu. Two double

cab pick-up and four motorcycles are deployed at site office, Lamjung.

• Camp and Facilities

Contract DHP/Civil/05 for construction of office, staff quarter and guest house was signed

with M/S Rex Prefab & Construction Pvt. Ltd., Kathmandu on 17 March 2015. Construction

of staff quarter in headworks site completed. Construction of an office building and a guest

house at power house site were in progress but works are stopped due to fuel shortage.

• Access Roads

Opening of following access road and access track were undertaken by the company itself.

It was completed in July 2015:

- surge shaft

- power house

- Inlet portal from Tinpiple/Ward No. 4 Chiti VDC

- up to pipe alignment from Telahar/Ward No. 3 Chiti VDC

- opening of tract from original inlet portal (ch. 1+200) to the revised inlet portal (ch.

3+200) along the pipe line alignment

Construction of 60m long RCC motorable bridge over Dordi Khola, opening of tract up to

original tunnel inlet portal, development of lands and fencing at headworks site were

included in contract package -1 which was awarded to M/s Rasuwa Construction Company

on 28 March 2014. The contract has been already completed by 15 July 2015.

4.2.2 Civil Works

Main civil works were divided in three packages. Surface civil works which included

diversion weir, power intake, desanding basin, water conductor pipe, valve house,

penstock pipe, power house, switchyard, tail race and hydro-mechanical works (excluding

cost of steel plates) were kept in package-2. Underground civil works which included

headrace tunnel, surge shaft and steel lined tunnel were kept in package-3. Procurement

and import of steel plate was kept in package-5 and was undertaken by the company

HPPL itself.

Physical progress of all contracts up to January 2016 is attached in separate sheet.

4.2.2.1 Contract DHP/Civil/02: Surface Civil Works including Hydro-mechanical Works

• This contract was awarded to M/s Rasuwa Construction Company Pvt. Ltd. on 3 February

2015. Rasuwa Construction Co. nominated Machhapuchhre Metal & Machinery Works

Pvt. Ltd. as a nominated sub-contractor for hydro-mechanical woks. Three party

agreement was signed for this purpose on 22 April 2015.

Part A: Civil Works/ Rasuwa Construction Company Pvt. Ltd.

• The contractor has already mobilized at site. Construction of contractor's site camp

completed and works at pipe alignment, headworks and power house sites was started in

April 2015. Due to devastating earthquakes of April/May 2015 and monsoon season works

were halted. Resurvey and review of the design are almost completed. Contractor had

already remobilized from October 2015 but the work progress is very slow due to fuel

shortage.

• The concreting of intake/weir foundation started.

• About 60% civil work on water conductor pie alignment completed.

• Improvement of access roads to tunnel portal and power house site going on

• Foundation excavation of power house started.

• The contractor has already mobilized at site. Construction of contractor's site camp and

workshop has been started. Transportation of steel pales from Birgunj Dry-Port to the site

are continue.

4.2.2.2 Contract DHP/Civil/03: Civil Underground/Tunnel Works

This contract was awarded to M/s Eco-Infra Builders Pvt. Ltd. on 29 January 2015. The

contractor was mobilized at site in March 2015 and engaged in establishment of site camp,

improvement of access roads and preparation of portals. The tunnel work was started on

25 September 2015 and was almost halted due to fuel shortage. Work is slowly

progressing from inlet portal and total progress of tunneling is 74m only.

4.2.2.3 Contract DHP/Civil/05: Procurement of Steel Plates

Contract for procurement/import of 3308.80 MT steel plates required for hydro-mechanical

works was signed on 27 May 2015 with M/S Jindal Steel & Power Limited, India (material.

Letter of Credit (LC) was opened from Nabil Bank Ltd. on 16 June 2015. Materials were

arrived at Birgunj Dry Port Custom on August 2015 but due to Terai unrest materials were

stocked in dry port yard. Contractor Machhapuchhre Metal & Machinery Works Pvt. Ltd.

started to transport material to site.

4.2.3 Electro-Mechanical Works

Contract DHP/Civil/04 for Electro-mechanical Works was awarded to M/S VOITH India

Pvt. Ltd. on 10 April 2015 (contract price INR.332, 000,000.00). Advance payment 10% of

contract price as per agreement was already released and the supplier is doing detail

design works. Letter of Credit for supply of equipment has been opened in Nabil Bank Ltd.

Opening of LC for service contract of installation and commissioning is under process.

4.2.4 Transmission Line/Power Evacuation

Grid connection agreement with Nepal Electricity Authority was concluded to evacuate the

generated power in proposed Udipur Hub by 1.2 km 132kVA single circuit Transmission

Line. The process of power evacuation is delayed due to delay in construction of Udipur

Hub by NEA. Therefore, process is under way to change grid connection point from Udipur

Hub to Middle Marsyangdi Switchyard at Siudibar to ensure power evacuation after

completion of the project.

4.2.5 Environmental Mitigation, Social Support and Land Acquisition

o Environmental mitigation

Geo-environmental Unit in the project site has been already established to address

Environmental mitigation works. A nursery is established at power house site for

application of bio-engineering and slope stability works. Bio-engineering and slope stability

works are going on along water conductor/service road alignment. A total expense under

this heading as of Poush 2072 is NPR.

o Land acquisition

90% land acquisition works completed

o Social support

Social support to local communities in project affected areas such as construction/

improvement of local roads, drinking water schemes, support to community schools, rural

electrification etc. are going on under this heading.

o Land acquisition

Land acquisition for headworks, power house and along the pipe line alignment almost

completed (151ropani) by July 2015. Expenditures incurred for crops compensation is also

grouped in this sub-heading.
