評議會是什麼?

The Hong Kong University Students’ Union Council

香港大學學生會評議會(下稱評議會),是香港歷史最悠久的專上院校學生組織之最高常設權力機關。評議會代表了學生會所有會員,並作為與大學內不同組織溝通之橋樑。評議會擁有多項職能,包括: 1) 監察學生會幹事會和屬會 2) 制定學生會政策及控制其財政 2) 制定學生會政策及控制其財政 3) 處理投訴及違規事宜 4) 訂立評議會附例 5) 任命評議會常設委員會成員

透過召開常務會議,緊急會議以及常設委員會會議,評議員和基本會員都能就不同的校政和時政議題討論,從而決定學生會之政策或立場。

學生會的架構

從上圖可見,學生會的最高權力機關為全民投票和全民大會,確保學生會受民意授權及監察。目前,學生會的註冊屬會已達一百二十個以上,範圍之廣,包括校園生活的不同組成部分。

再者,由此圖可見評議會的功能在於對學生會幹再者,由此圖可見評議會的功能在於對學生會幹事會及其他屬會進行監察。若學生與屬會,或屬會與屬會之間發生爭執,評議會可以擔當仲裁的角色,調停兩者的糾紛,以及就問題作出裁決,確保學生和屬會的利益得到保障。

評議會成員

二零一四年度評議員包括:• 評議會主席• 榮譽秘書(無投票權)• 學生會幹事:最多十七席(體育聯會、學社聯會及文 化聯會會長自動成為學生會幹事,故亦計算在內)• 體育聯會、學社聯會及文化聯會的代表各兩席•• 舍堂學生會代表十五席• 院會代表十席• 普選評議員:最多十席(不從屬任何屬會,在週年大 選時由同學一人一票選出的評議員,工作範圍包括 進入評議會常設委員會以及善用不同渠道諮詢同學 意見等。)• 去屆學生會會長•• 學苑總編輯(無投票權)、校園電視主席(無投票 權)

除了評議會主席及評議會榮譽秘書外,評議會的每一個席位,其實都有其各自代表的民意,並從學術、舍堂、文娛、康樂、體育及傳媒等多個方面代表學生會會員。

評議會主席為評議會的最高領導,負責主持評議會會議評議會主席為評議會的最高領導,負責主持評議會會議、管理部份評議會常設委員會、跟進屬會的指定行政事項,甚至召開全民大會及啟動全民投票。榮譽秘書協助評議會主席的文書及資料維護工作。評議會主席必須為去屆評議員,榮譽秘書則必須為學生會基本會員。

本年度評議會主席為沈君浩(社會科學學士(政治學及本年度評議會主席為沈君浩(社會科學學士(政治學及法學)三年級),而榮譽秘書為孫卓衡(新聞學學士 三年級)。

重要議案透過啟動全民投票,學生可就不同議題通過重要議案,以表達港大學生在校政和時政上的立場,以下為所通過之部分議案:

除了全民投票外,評議會亦可在會議中通過重要議案,

常設委員會

評議會轄下有七個常設委員會,以討論該範疇之議題以及向評議會提出政策建議為目的,定期召開會議。以下為委員會之簡介:

時事委員會:• 就時事議題對外發表 新聞稿或公開聲明代 表學生會發表新聞稿 及公開聲明• 就有關社會經濟、政 治及民生等議題舉辦 治及民生等議題舉辦 講座、工作坊、論壇 或辯論等

學聯代表團,大學事務委員會及時事委員會均設有基本會員席,歡迎所有同學參與!

財務委員會•協助榮譽司庫及學生 會財務秘書制訂學生 會財政預算•處理及協調學生會財 政事宜,如批出款項 等 等

為什麼我要門注評議會?

大學的精髓,在於自由。沒有人再為你編排密匝匝的課程,時間完全由自己安排。而自由的

關鍵,在於了解。大概你和我也會同意,一個人在未了解真正的選擇前,是無法自由地作出

選擇的。了解評議會,是校園生活的關鍵,讓你把握身邊的資訊之餘,又懂得如何為自己這

四年(或更多)作出最無憾的選擇。

哪裡是香港大學的「立法會」?我尋得一個擲地有聲,雄辯滔滔的港大評議會。評議員有

著發言權利,也有著服務責任,在此被當頭棒喝,明白推進社會運動,了解港大學生會事

務,為你們服務的重要。長江後浪推前浪,香港大學評議會由前人和我啟始,由你延續,

承傳。

遺忘歷史的地方比廢墟更缺乏。評議會仍保留六十年代以來的種種檔案,把學生會及港大半

世紀以來的聲畫印成墨字,為沒有檔案法的香港從薄扶林輯起一套獨特的歷史圖集。只是紙

印的歷史脆弱不過,但靠你我為其添磚補瓦、書見寫史,這理性論政的蔭庇才能延續港大書

生為香港議論夢想的平台。

評議會是我對學生會的第一印象,全賴一眾評議員,匡扶港大學生會百年基業;評議會是

人話,今時今日既香港立法會好似兩年前既港大學生會評議會,一樣都係咁荒謬絕倫。歷史

總係會重覆。作為經歷過兩年前評議會之亂既學兄,絕對希望大家可以關注評議會工作從而

監察學生會運作,免得好似今時今日立法會既反智事情再次發生係大家身上。

有人話,現時有很多很荒謬之事發生於我城。但我可以告訴大家,如果沒有了評議會,這些

荒謬之事同樣會發生於香港大學。例如所有費用都可能不會考慮學生的情況等。

評議會動向

根據學生會憲章,本年度的週年辯論將於十月舉行,題目及詳細安排將於

稍後公佈,希望同學多加關注。

在評議會架構改革方面,專責委員會

已於二零一三年度成立。透過來自學

院,舍堂、三聯會、幹事會及校園傳

媒的代表在會議上的交流,現已達至

加入評議會的方法相當多。首先,各位同學身為香港大學學生會基本會員,

本身即有權旁聽評議會會議,甚至要求評議會主席給予發言權參與討論。

而且,同學亦可透過參選評議會的直選席位,例如普選評議員;或者競逐成

為學生會中央幹事;亦可考慮「上莊」,於評議會上代表所屬組織一展所長

此外,評議會中數個常設委員會設有「基本會員」席,讓同學有機會參與

制訂學生會、以至整個香港大學未來的發展方向。

踴躍投票,以表示你對評議會的支持與肯定。

若同學對評議會決議感到不滿,可以全民投票或全民大會方式否決評議會

The Hong Kong University Students’ Union Council (The Council), as the

standing body holding the highest authority, has the longest history among

all students organizations of tertiary institutions in Hong Kong. The Council

represents all members of the Students’ Union, and acts as the bridge of

communication between the Union and the University authorities. The

functions of the Council are as follows:

1) Supervise the Union Executives and sub-organizations 1) Supervise the Union Executives and sub-organizations

The Hong Kong University Students’ Union Council (The Council), as the

As seen from the above, both General polling and General meeting

possess the highest authority in all matters affecting students as a whole.

They legitimize the Union, and guarantees a constant and effective way

of supervision. Until now, there are over 120 affiliated societies in the

Students’ Union. The scope includes various parts of campus life.

arguments arise between sub-organizations or between them and full

members, the Council would handle the conflict and make an appropriate

judgment according to the evidence presented. This function aimed to

safeguard the intersts of both students and sub-organizations.

have to be a past councillor, while the Honorary would have to be a full member of the

Union.

Important MotionsThe below are the extract of the important motions carried by the members of the Union

in the General Pollings of various years.

Besides being carried in general pollings, Council resolutions can sometimes become

important motions as well. The examples are:

Why do I need to beware of Counci l affairs?

A place is lesser than a ruin when it forgets its history. The Union Council still keeps documents dating

back to The 60s, recording delicately moves of HKU and the Students’ Union. From Pokfulam it prints

an unparalleled historical view of this City despite its lack of archival legislation. Such history can

withstand time only as much as paper can survive rain. This haven for reasons and discussions can allow

debates of students' dreams only when we support its pillars and secure its ceiling.

TheThe Council is my first impression towards the Union, without the Councillors, the 100-year

foundationof HKUSU would not have been preserved; The Council is my remaining hope towards Hong

WhereWhere is the ‘Legislative Council’ in the University of Hong Kong? Here the Hong Kong University

Students’ Union Council you are, a place treasuring fruitful and fierce debates on different issues. Being

a councilor gives me a right to voice out and reminds me an obligation to serve. Union Council always

highlights the importance of concerning social movements, union affairs and serving you all, in which

I realise how a responsible HKUer should be. Young men replace the old, the old initiates Union Council

but more importantly, you are the one to pass on such precious tradition.

Some people think that there are so many ridiculous problems happened in Hong Kong now. Mowever,

I am telling you that if there is no council, those ridiculous things would also happen in HKU. For

When people realise that I am a councillor on the Hong Kong University Student Union Council, the

response I always get is: I hear you have meetings ridiculously late into the night. In fact, that seems to

be the only thing anyone knows or asks about, if at all. But if you had instead asked me something as

simple as what we talk about in our long meetings, I could’ve told you about so many of the going-ons

around us in campus: new caterers, actions responding to social issues, university green policies… some

of which you would most definitely be interested to hear about. So please, ask councillors, follow the

always repeats itself. Hope all of you can pay more attention to the things happening in Council so as

According to the Constitution of the Union, the Annual Debate of session

2014 will be held in October. The topic and detailed arrangements will be

released soon.

Regarding the restructuring of the Council, an

ad-hoc Committee was established in session

2013. It composed of representatives from

Faculty Societies, Hall Students’ Associations,

Union Executives, Sports Association, Cultural

Association, Independent Clubs Association

and Campus Media. Reaching a preliminary

consensusconsensus on the restructuring directions, the

final plan is wished to be put on general

polling within session 2014.

Updates on the Union Counci l

There are multiple ways to be a part of the Union Council. First of all, as the full member of the Hong Kong University Students’ Union, you are granted to observe the Council meetings, and even demand a speaking right from the Chairperson of the Council.

Besides,Besides, you can run for the election of Popularly Elected Councillors or Union Executives. Becoming an executive committee member of the Union sub-organizations may also give you a chance to represent your corresponding body in the Council.

Moreover, there are several full members’ seats in the standing committees of the Council, which allow students to formulate the policies of the Union or even the University.

EvenEven you may not feel interested to join the Council, you can still vote in General Pollings and Annual Elections to show your support and credit to the Union Council.

If you disagree with the resolution of the Council, under 3% of all Union full members’ endorsement, a general meeting or general polling can be called to veto the decision made in Council meetings. It succumbs the administration of the Union under popular supervision.
