    County Grants for Implementation of

    Hog Out Month Feral Hog Abatement Technologies

    Program Guidelines

    Overview. The Texas Department of Agriculture (TDA) is administering the Hog Out MonthCounty Grants Program (Program). The Program is designed to encourage counties across

    the state to make a concentrated and coordinated effort to reduce the feral hog populationand the damage caused by these animals during the month of October 2010. This documentsets forth Program requirements and procedures.

    Notice of Intent to Participate. In order to participate, an appropriate county official mustcomplete and return a Notice of Intent to Participate in the Program prior to the close ofbusiness on September 30, 2010. Any county that submits their Notice of Intent after thedeadline will receive a 5-point reduction in their point total per business day after September30. Notices may be submitted via mail, fax, or email to one of the addresses below. Filing aNotice of Intent to Participate does not legally bind your county to participate in theProgram. Point total calculations can be found under Program Process.

    Program Process.

    For the month of October 2010, participating counties will be required to document thefollowing, by submission of a certified TDA Program Application (See Submitting anApplication):

    Number of feral hogs taken in the county, as certified by the county. The county willreceive five points per 10 hogs taken. A feral hog is taken if it is killed during the monthof October 2010, or if it is trapped, snared, or captured during the month of October 2010for purposes of immediate slaughter. Hogs that are trapped, snared, or captured for anyother purpose (such as transfer to an approved hunting area) are not considered to havebeen taken.

    Number of individuals participating in TDA-approved educational courses about feralhog abatement technologies. Participating counties will receive one point per participantin attendance at each educational course, as certified by the county.

    Number of acres in the county that landowners will commit, in writing, to allow countytrappers or Wildlife Services (WS) Specialists to have access to for the purpose ofremoving feral hogs. The county trapper or WS Specialist must be allowed access to theproperty through at least September 30, 2011.

    Participating counties will receive 1 point for every 400 acres of land committed totrapping, as certified by the county. In order to receive any points, a county must have atleast 400 acres so committed within the county.

    This may include land already involved in similar programs, as long as the landownerscommitment continues through at least September 30, 2011.

    Number of acres in the largest contiguous tract of committed land in the county.

    Transporting a live feral hog to an authorized hunting preserve does not reduce the feral hogpopulation and should not be counted in the countys certification of the total of feral hogs takenduring the month of October 2010.

    Eligibility Criteria. To be eligible for an award under the Program, the applicant must be aTexas county that timely submits its Notice of Intent to Participate. The county must have ordevelop a method to accurately track the number of feral hogs taken in the county during themonth of October 2010 (such as collection and notching of ears).

    Submitting an Application. Counties that participate will be required to submit a completedGrant Application and Resolution documenting the countys results by November 12, 2010.Applications will be accepted beginning November 1, 2010, and must be submitted on a formprovided by TDA. Application forms will be available on TDAs website atwww.TexasAgriculture.gov or available upon request from TDA by calling (512) 463-2805 oremailing [email protected].

    Applications must be certified and bear the notarized signature of the County Judge and theauthorized county official who signed the Notice of Intent to Participate. If the County Judgeoriginally signed the Notice of Intent to Participate, a County Commissioner, duly authorized by

    the Commissioners Court, should also certify the results.

    TDA will make awards after all applications are processed. Grant funds will be available forcounty use on feral hog abatement expenditures during the 2011 calendar year. Awards will bemade as follows: The highest scoring county will be awarded $25,000; the second highest will beawarded $15,000; and the third highest will be awarded $10,000. Counties that are awardedProgram grants will be required to enter into a grant agreement with TDA in order to receive grant

    General Compliance Information.

    1. Prior to accepting the grant and signing the grant agreement, granteeswill be provided acopy of the TDA reporting requirements for their review. This document will explain

    billing procedures, quarterly and annual reporting requirements, procedures forrequesting a change in the project scope or budget, and other miscellaneous items.2. Any delegation by the Grantee to a subcontractor regarding any duties and

    responsibilities imposed by the grant award shall be approved in advance by TDA andshall not relieve the Grantee of its responsibilities to TDA for their performance.

    3. All grant awards are subject to the availability of appropriations and authorizations by theTexas Legislature.

    4. Any information or documentation submitted to TDA as part of the project grant proposalis subject to disclosure under the Texas Public Information Act.

    5. Awarded grant projects must remain in full compliance with state and federal laws andregulations. Noncompliance with such law may result in termination by TDA.

    6. Grant recipients must keep a separate bookkeeping account with a complete record of allexpenditures relating to their project. Records shall be maintained for three (3) yearsafter the completion of the research project or as otherwise agreed upon with TDA. TDAand the Texas State Auditors Office reserve the right to examine all books, documents,records, and accounts relating to the research project at any time throughout the durationof the agreement and for three years immediately following completion of the project. Ifthere has been any litigation, claim, negotiation, audit or other action started prior to theexpiration of the three-year period involving the records, then the records must beretained until the completion of the action and resolution of all issues which arise from it,or until the end of the regular three-year period, whichever is later. TDA and the TexasState Auditors Office shall be granted access to and the right to inspect physical

    locations related to any project activities.7. If the Grantee has a financial audit performed in any year during which Grantee receivesfunds from TDA, and if TDA requests information about the audit, the Grantee shallprovide such information to TDA or provide information as to where the audit report canbe publicly viewed, including the audit transmittal letter, management letter, and anyschedules in which the Grantees funds are included.
