Lazerlips wins FReeZA Push Start’s Battle of the Bands’ Macedon Ranges heatWe would like to congratulate Lazerlips for taking out first place in this year’s Battle of the Bands competition. Lazerlips will now go on to the regional finals later this year and compete for a chance to perform in front of a huge audience at the 2018 Moomba Festival in Melbourne.

The Live4Life initiative, which aims to prevent youth suicide and improve mental health knowledge in local communities across the shire, won the Community Development (Organisation) award at the National Suicide Prevention Conference Dinner and Award Ceremony in Brisbane in July.Live4Life is a unique partnership between local secondary schools and key community agencies. It was established in 2010 in response to a number of youth suicides in the local area and a reported increase in the number of young people experiencing mental health distress.

The initiative educates Year 8 students on mental health and provides leadership opportunities for Year 9 and 10 students to assist and advise in delivering key elements of the program. It also provides Mental Health First Aid training for Year 11 students, and a program for parents, carers and other residents.Since it was launched more than 5,000 students and 600 adults have participated in youth mental health first aid training, building resilience in local communities and actively promoting rural youth mental health.

Preparing your property for the fire seasonIt’s not too early to think about summer. Spring is a great time to start preparing your property for the summer bushfire season.You can reduce the risk to your home and property by cleaning up around your dwelling and clearing potential fire hazards before the fire danger period arrives, including:

• removing any overhanging tree branches and shrubs over one metre high next to or below windows

• keeping grass short and clearing other combustible debris near your home

• clearing roof gutters of any leaf litter• maintaining any defendable space around your home• ensuring any rainwater tanks are accessible and full• ensuring you have a bushfire survival plan in place and

practise it regularly• attending local CFA community meetings about fire preparedness.

Fire ready property inspectionsPreventing fires is everyone’s responsibility and a well maintained property will help to reduce the risk of fire to local communities.From October, our Fire Management Officers will begin annual property inspections to ensure properties do not present a fire risk over the summer. If a property is identified as a fire hazard, Council will issue a fire prevention notice. If the notice is not complied with, Council will be forced to complete the work required and the property owner will be charged with associated costs, in addition to a $1,585 fine.

Grazing stock and fire preventionEach year we receive enquiries from residents who have received a fire prevention notice even though they have stock grazing. If you can demonstrate that the number of stock is sufficient to reduce the overall risk, the notice may be varied. You must contact our Fire Management Officer prior to the due date to organise this. If you don’t, you are still required to complete the requested works by the due date.

Spring growth to green wasteThe approach of spring means rapid vegetation growth. To help with preparing your property for summer, don’t forget that Council provides a free green waste disposal service at transfer stations in the shire.To access the service you must be a ratepayer or tenant within the shire and provide evidence such as an original rates notice or driver licence.

Only domestic quantities will be accepted free in any single transaction, such as 6x4 or 7x5 trailers with no more than 600mm high loads. If you are using a utility, tray utility or a larger trailer, the amount of green waste must be similar to a 6x4 trailer with a 600mm high load or the equivalent of one cubic metre.

Green waste items must be free of weeds, wire and other rubbish.

Planning for young people in emergencies In July, 16 Year 10 students from across the Macedon Ranges took part in a youth emergency management exercise at Emergency Management Victoria’s State Control Centre in Melbourne.

The exercise, which was the first of its kind to be held in Victoria, saw students take on key decision-making roles in an emergency scenario based on the tragic 1983 Ash Wednesday bushfire. It was hosted in partnership with Council, the State Emergency Service and Emergency Management Victoria.

Participants will now have the opportunity to apply their knowledge and experience as part of an informal youth-led emergency management advisory group that will be a voice for the needs of young people in emergencies.

Thank you to the individuals, groups, committees, businesses and volunteers from all areas of our shire who provided feedback and information, and assisted us to develop the Council Plan 2017–2027 and Budget 2017/18. The three key priority themes are liveability, sustainability and efficiency, and we aim to reflect these points in all decisions and directions of Council.

There is now confirmed funding from the Victorian Government, which together with allocated Council funds will be used to develop a masterplan and explore options for the redevelopment of the Kyneton Primary School site for community use. We know what strong and resilient communities are capable of achieving, and we eagerly await the opportunity to hear about your ideas in more detail.Council is moving forward improving sporting grounds and community infrastructure (such as Gilbert Gordon Oval), protecting our heritage sites and environment, reviewing planning schemes, expanding footpaths and cycling paths, and continuing with work on the future direction of our visitor economy and tourism masterplan...just to name a few.The Kyneton Community Park is now officially open thanks to the dedicated work of the community and Council staff. We received overwhelming feedback from residents about the importance of volunteers. We recognise that volunteers are a vital and a valued part of our shire. I am pleased that some funds have been allocated in the budget and we will work closely with Cobaw Community Health who have received Victorian Government funding to support and address the needs of all volunteers in our shire.Many groups have also taken the opportunity to present at Councillor briefings which we appreciate and encourage. We welcome the opportunity to meet, hear about your activities and work together with everyone in the shire.

Council received a larger than usual number of submissions in relation to the draft Budget 2017/18. It was encouraging to see such a high level of community engagement across a range of budgetary issues. Council adjusted some of the proposed spending priorities in adopting the final budget, and also initiated significant reductions in proposed administrative costs ($925,000 in total).

This year’s budget contemplates record spending on capital projects, about $4 million more than last year. Unfortunately, this won’t be nearly enough to address historical under-investment in key infrastructure—such as sealed roads and sports and leisure infrastructure—but it’s a start.

Boosting the quality and quantity of the shire’s asset base in an environment of rate capping and lower government grants will be a challenge, particularly as our population continues to grow. We’ll need to make good choices about what we do and how we do it.

The 10 year draft Leisure Strategy (based on consultation that occurred during the last Council term) has recently been out for community consultation. It covers all the major sport and leisure activities our community members participate in locally—including soccer, netball, tennis, swimming, football, cricket, equestrian, golf and basketball—but it also has scope to cover sports such as skateboarding, target shooting and fly fishing.

As this is an area I have a particular interest in, I welcome the opportunity to read your submissions. The final version of the strategy will be considered by Council later this year.

It is hard to believe that almost 12 months have passed since Councillors were elected for a four-year term.

Certainly a busy and enlightening experience, and I would just like to express appreciation to all those residents and community-orientated organisations who are contributing to the liveablity of our shire. Volunteerism is alive and well in various forms.It was pleasing to see the long awaited Lancefield Skate Park finally completed. The important new recreational facility sited in Lancefield Park has been talked about for many years, and congratulations must go to all those involved in the effort that ensured a dream finally became reality. May the skate park be put to good use for many years to come.Just a reminder to residents to begin making their properties fire safe. Find out more on page 6 and keep an eye out for further tips in our November edition. Summer is not far away—local fire brigades will be pleased to provide helpful advice. Our volunteer CFA brigades are deserving of the utmost support.Council was pleased to be able to assist so many worthwhile projects through the Community Funding Scheme and Events & Festivals Grant Program, with the presentation of cheques made at Gisborne in July.As we continue to plan for the future of our shire, Council has been liaising with neighbouring councils and learning more about a range of positive projects and/ideas. Some fruitful discussions have already taken place, and there is no doubt we (municipalities) can learn from one another without unnecessary expenditure.There are plenty of challenges ahead, but Council is committed to delivering vital services for local communities and planning for now and future generations.

Have your say on the future of Hanging RockResidents and visitors are encouraged to view the new draft Hanging Rock Master Plan Options Paper and provide feedback about the future layout and events at our iconic landmark.The draft master plan options paper outlines a range of possible activities and upgrades including a new visitor centre, new café and changes to the location of the entry.Other options include upgrades to trails, environmental improvements, improved parking, sport facility options and event opportunities.The draft master plan options paper is a tool for the community to use to have input into what actions and activities they would like to see at Hanging Rock in the future. It was developed following community consultation in late 2016.

Feedback will be collated, reviewed and will guide the final Hanging Rock Master Plan, which will be finalised by the end of the year.

Meningococcalprotecting teensYoung people aged 15 to 19 can access free meningococcal vaccines to protect against this potentially deadly disease. People with meningococcal disease can become extremely unwell very quickly and up to one in 10 patients with invasive meningococcal disease in Australia dies.School students have access to this vaccine via the school-based immunisation program. If you do not attend school, you can book into one of our community immunisation sessions that are regularly held on the first Thursday or third Tuesday of the month in locations across the shire.

Responsible pet ownershipWe’re finalising our new Domestic Animal Management Plan 2017–2021.During community consultation, we received more than 500 submissions from community members and industry bodies. Your feedback helped shape the plan, which has a strong focus on responsible pet ownership.We have almost 14,000 registered dogs and cats in our shire and this plan provides the framework for the planning, development, and evaluation of animal management services delivered by Council and considers a range of issues, including:

• on and off lead areas for dogs• cat curfews• minimising the number of dogs and cats being euthanised• reducing the impact of domestic pets on our native birds,

mammals and reptiles • responding to nuisances caused by domestic pets such

as trespassing, attacks and barking• improving animal welfare, community safety and amenity.

Our plan strives to support pet owners, and promote the health and social benefits of responsible pet ownership.

In June 1917, the first Victorian Baby Health Centre opened in Richmond due to the concern regarding unacceptably high infant mortality rates.100 years later, our Maternal and Child Health team will celebrate this milestone with the Kyneton District Hospital’s Midwifery unit and Macedon Ranges Babes and Picnic on Friday 15 September.

Accessing the serviceCouncil’s Maternal and Child Health service is a free service for all families with children from birth to school age.After your baby’s birth, the hospital completes a birth notification form, forwards it to Council and one of our nurses will contact you to offer you a home visit.Maternal and Child Health nurses are required to hold current registration as both a general nurse and a midwife, with additional qualifications in Child and Family Health. Our team of nine nurses have a combined 149 years of service between them! There are six maternal and child health centres in the shire: Kyneton, Macedon, Riddells Creek, Romsey, Woodend and Gisborne.

Lancefield Skate ParkThe construction of the much anticipated Lancefield Skate/BMX Park has now been completed and is open for community use.The Skate/BMX park incorporates a wide range of elements for skaters, BMX and scooter riders of all ages.The $350,000 park was jointly funded by Council, the Victorian Government, the Lancefield Community Branch of the Bendigo Bank, the Lancefield Op Shop and significant community fundraising.
