changed a couple' qf parts of the bill there are two spec-#

ific changes, one is that he has changed the date back one

year so that it would be by July 1, 1974. that al1 of the

state would be included in a junior college district. The

second change was that he included a backdoor referendum

' for any territory included by hearing that did not want to

be. Now, this latter suggestion removed much objection to'

jthe original bill and for example the Illinois Agriculturalj''Asscciation which.bitterly fought the bill before now have

concur in the amendatory veto. that we will have no junior

college districts where we don't want them. I point out

that in connection with the original junior college distric .

the bill, it was, the voters were told that they would not

have to have a junior college in their district, so a pro-

vision was made fcr the schocl' districts to provide for-tuition costs to out of district students coming from any

of oùr school districts &nd they have provided this through

taxation so I believe we've been operating accörding to the

' way it was laid out originally. Support junior college dis

tricts in these areas that have repeatedly indicated that

they did not wish to have them would be an imposition on

people that vote us into office.''

Richard 0. Hart: ''Ah, Mr. Speaker and Ladies and Gentlemen of

the House, I think this is going to be another incidence

where the-court is going to have to declare one of our

actions or the action of the Governor more particularly,

unconstitutional. In my judgment, there isn't any way inthe world that the Gcvernor'can amend a bill by veto under

the Illinois constitution and put 'in a substantiva measure

like a backdoor referendum and I think it's just going to

be another incidence where the courts are going to say that

the actions of the legislature and the Governor are uncon-

titutional and we ' re goin' g to have to go back tc ours

people again and tell them what we did.''
