What is going on with the prices?
Although I have been writing articles recently about the fact that the prices in Mar‐
bella seemed to have reached the bottom, the statistics of the third quarter of 2013 do
not show that same tendency. We can see again that the index is going down in Mar‐
bella and that is falling even deeply in Estepona. In fact, the price index is the lowest
since the start of the crisis at the end of 2007.

If we look to the numbers in detail, prices felt in Marbella another 7% in the last six months and that goes up to 10% when talking
about Estepona. Scary when I thought the falls were over.
I have been thinking on an explanation for that, drops in prices and increases in the number of transactions, and the fact may be
more simple than what I considered: prices are going down because sellers are negotiating down to be able to close operations. The
conclusion obtained from an analysis performed by Fotocasa, one of the best real estate webs of Spain, goes in the same line and
shows that, in 2013 and in whole Spain, 90% of the owners reduced the price to be able to close and the average reduction was 18%.
We will have soon the official data from the last quarter of 2013 and we will see how the tendency follows.

TIPS AND INSIGHTS ABOUT:
When talking about the expenses related to the ownership of a property in Spain, it is needed to separate the maintenance costs
and the non‐purely property maintenance related expenses. In this article, I will briefly refer only to the latest.
1.– Council Ownership Tax (Impuesto sobre Bienes Inmuebles — I.B.I.)
The I.B.I. is the short name for Impuesto de Bienes Inmuebles that means a yearly tax applicable to all Spanish properties. The
I.B.I. is a local tax to be paid to the Council by the owners of the properties independent of the residential status that goes to main‐
tain the infrastructures and the services of the Town Hall. The tax is calculated as a percentage (Benahavis applies a 0,4%) of the
catastral value of the property, or sometimes called tax value.
2.– Rubbish Collection Tax (Basura)
The Basura is a local tax to be paid to the Council by the owners of the properties independent of the residential status that pays
for the rubbish collection services of the Town Hall. Each Council establishes its own taxes that may go from a fixed lump sum
per year to a percentage of the catastral value.
3.– Annual Wealth Tax (Impuesto de Patrimonio)
This tax is payable by residents and non‐residents as owners of a property in Spain and it is fairly complicated so every owner
should contact its tax advisor for additional information.
4.– Personal Income Tax
This yearly tax is only applicable to non‐residents in Spain. There are two modalities according to whether the property is rented
out or not.
Rented out: the tax base is the yearly income received and declared (any owner has the legal obligation to declare that in‐
come) from the rental of the property. The tax is 25% of that amount.
Not rented out: in this case, the tax base is calculated as 2% of the catastral value. The tax is again 25% of that value.
5.– Community fees
When you live in a condominium of properties, either a building of any class, a complex of townhouses or a community of inde‐
pendent villas where you have common elements to maintain or common services, there will be some common maintenance costs
(pool, garden, roads, lights, security, etc.) that will be shared among the owners of the condominium. A yearly budget is prepared
by the management body and the fees will calculated, in general, as a percentage (associated to the property) of that budget.
6.– Insurance
Although it is not compulsory in Spain to have a household insurance, it is highly recommended and it is not worth the risk of
not having one.

¿Qué está pasando con los precios?
Aunque recientemente he estado escribiendo artículos sobre el hecho de que los pre‐
cios parecía que habían tocado fondo, las estadísticas del tercer trimestre de 2013 no
muestran la misma tendencia. Podemos ver que el índice de precios sigue bajando en
Marbella y está cayendo de forma más acentuada en Estepona. De hecho, el índice de
precios es el más bajo desde que comenzó la crisis a finales de 2007.

Si observamos las cifras en detalle, los precios cayeron en Marbella otro 7% en los últimos seis meses y sube hasta el 10% cuando
hablamos de Estepona. Preocupante cuando ya creía que las caídas habían terminado. He estado pensando sobre esta caída en los
precios unida al incremento en el número de transacciones y la explicación puede ser más simple de lo que pienso: los precios es‐
tán bajando porque los vendedores están negociando a la baja para poder cerrar las operaciones. La conclusión obtenida por un
análisis realizado por Fotocasa, uno de los mejores portales inmobiliarios de España, va en la misma línea y muestra que, en 2013 y
en toda España, el 90% de los propietarios redujeron el precio para poder cerrar la venta y el promedio de bajada fue del 18%. Ten‐
dremos pronto los datos oficiales del cuarto trimestre de 2013 y veremos cómo sigue la tendencia.

INFORMACION DE UTILIDAD:
Cuando hablamos sobre los gastos que tiene el propietario de una vivienda en España, es necesario separar los gastos de manteni‐
miento y los que no están estrictamente relacionados con ese mantenimiento.
1.–Impuesto sobre Bienes Inmuebles —(I.B.I)
El I.B.I. (Impuesto sobre Bienes Inmuebles) es un impuesto anual que afecta a todas las propiedades españolas. El I.B.I. es un im‐
puesto local que abonan los propietarios de viviendas independientes residenciales y que se paga al Ayuntamiento. Este impues‐
to está destinado al mantenimiento de las infraestructuras y servicios de la localidad. El impuesto se calcula aplicando un porcen‐
taje (en Benahavís es el 0,4%) al valor catastral de la propiedad.
2.– Basura
La Basura es un impuesto local que tienen que abonar al Ayuntamiento los titulares de propiedades consideradas residenciales.
Con este impuesto se sufragan los gastos por el servicio de recogida de basuras del Ayuntamiento. Cada Ayuntamiento establece
sus propias tasas que van desde una cantidad fija anual hasta un porcentaje del valor catastral de la propiedad.
3.– Impuesto del Patrimonio
Este impuesto afecta a residentes y no‐residentes como propietarios de una vivienda en España y tiene muchas particularidades,
por lo que es recomendable que cada propietario contacte con un asesor fiscal para obtener información adicional.
4.– Impuesto de No‐residentes
Este impuesto anual afecta solo a los no‐residentes en España. Hay dos modalidades dependiendo de si la propiedad es alquilada
o no.
Alquilada: la base para el cálculo del impuesto es el ingreso anual recibido y declarado por el alquiler de la propiedad
(cada propietario tiene la obligación legal de declarar sus ingresos) . El impuesto se calcula aplicando el 25% del total de
los ingresos.
No alquilada: En este caso la base se calcula aplicando el 2% sobre el valor catastral de la vivienda.. El impuesto se calcula
aplicando el 25% sobre esta base.
5.– Gastos de comunidad
Cuando usted vive en una comunidad de propietarios, ya sea un edificio, una urbanización o una agrupación de villas indepen‐
dientes, y siempre que tenga elementos o servicios comunes, se generarán unos gastos de mantenimiento (piscina, jardín, ilumina‐
ción, seguridad, etc.) que deberán ser compartidos por los propietarios de la misma. El administrador preparará un presupuesto
anual calculándose las cuotas que corresponden a cada propietario en función de un porcentaje asociado a la propiedad.
6.– Seguro
Aunque no es obligatorio en España tener un seguro de hogar, es muy recomendable ya que no vale la pena el riesgo que supone
no tenerlo.
