2004: industry investment agreement was signed
2006: decided to use 2×250 MWt reactor modules with a 200 MWe steam turbine, became a key government R&D project

Repowering fossil power plant Inherent safety: no reactor core melt-down; very
limited release of radioactive emission in accidents
Research on simplify off-site emergency response Accident consequences of HTR-PM are evaluated with very limited
radiological effects.
HTR-PM owns the conditions of reducing Exclusion Area, Planning Restricted Area and Emergency Planning Zone.
Technically, HTR-PM can simplify the off-site emergency response, without complicated emergency preparedness and large-scale off-site emergency protection operations.
At present, the National Nuclear Emergency Management Agency is reviewing the feasibility of simplifying the off-site emergency response of HTR-PM.
