This time the demonstrator's grievancesconcerned drinking water reportedly being polluted bythe building of a pipeline to transport industrial wastefrom a Japanese-owned paper mill.Last month there were violent demonstrations in Shifangagainst plans by the Shifang city government to constructa copper alloy plant. Sources there reported that manydozens were injured in riots that broke out during thethree day protests Eyewitnesses also suggested thatpolice used excessive force on protestors firing tear gasand indiscriminately beating up ordinary people.Social tensions are growing in China and this latestdemonstration in Quidong, where emboldened angrycitizens shouted anti-corruption slogans as well as anti-pollution slogans, is a sign that perhaps citizen discontentis reaching a critical point in contemporary Chinesesociety.The protest took place last Saturday, 28th July,and reflects growing concern amongst ordinary Chineseabout unchecked economic growth, and its effects andconsequences on the environment, but also however

Dharamshala: During the past 10 years, President ofChina, Hu Jintao, has strongly propagated a 'harmonioussociety' and 'a path of reform and opening up' which inturn would generate equality for everyone. There is stillhope the leadership might bring a new perspective onTibet before his decade-long presidency.Hu has ruled out China reverting to hardline policies ofMao Zedong, saying the path of reform and opening uppioneered by moderate leader Deng Xiaoping shouldcontinue as they created "miracles".Accoring to CCP's mouthpiece, 'People's Daily,' onSunday', China should stick to Deng Xiaoping's path, Huasserted that "by following the socialist theory withChinese characteristics, we have continuously created'miracles' in improving people's living conditions" . Hesaid considering the success China has achieved byfollowing Deng's line of socialism, the country shouldstick to this path to deal with problems like global financialcrisis.In 1979, Chinese officials approached Mr. Dhondup inHong Kong where he'd gone to live after the rebellionfizzled out. They proposed a meeting with Chinese leaderDeng: "I told them if I go, I have to get my brother'spermission first. His Holiness said: 'You should respond.Go in your personal capacity. Go listen." Dharamshala: 8 August 2012 marked a complete year inoffice for Kalon Tripa (political leader) of the CentralTibetan Administration, Dr Lobsang Sangay and hiscabinet of ministers. He told reporters that hisadministration has pledged to carry on the Tibetanstruggle for freedom in Tibet.The Kashag (Cabinet) had a busy day with meeting thepublic, press and staff members of the Central TibetanAdministration (CTA). Dr Sangay, along with four of hiscabinet colleagues, held a press conference on the morningof August 8.Speaking to reporters, he said, "There was a bit ofanxiousness among the people, including myself and themembers of the Kashag but in retrospect, if you lookback, the Kalons and myself, we have traveled aroundthe world and to many settlements. Cumulatively, it is fairto report that there is a sense of stability and a sense thatwe have lessened the anxiousness among the Tibetanpeople."Acknowledging the hard work of the elder generationsof Tibetans, he said the foundation of the CTA and theTibetan movement is very strong. Thus contradictingChina's assumption that, "The Tibetan movement willcollapse soon after the elder generations pass away." Headded that, "Tibetans inside Tibet have kept alive theindomitable commitment to the cause of Tibet."Referring to talks with China, Dr Sangay said that theTibetan side was ready "anytime anywhere" to restartthe dialogue. He noted that his administration was readyto appoint special envoys of His Holiness the Dalai Lama,the spiritual leader of Tibet "whenever Beijing is willingto engage in meaningful dialogue."Later in the day, (at 1:30 pm) Dr Sangay met exclusivelywith the CTA staff and thanked them for their hard workand cooperation with the policies of the 14th Kashag.In the afternoon there was a public service held to prayfor the Tibetans who have self immolated to protest

the resultant despair of the Tibetan people, a despairwhich is inherent in such an act.As a way ofalleviating Tibetans suffering, bringing muchneeded attention to the Tibetan cause, andpressurizing China to alter its policies, they proposethat the U.S. should take the lead and host aninternational conference on Tibet, capitalizing onGermany, Canada, and other European countries

interest and concern regarding China's regime inTibet.In conclusion, they wrote: ‘'It is important thatthe U.S. demonstrate that it is not deaf to the appealsfor help and support emanating from Tibetans. Weurge you [secretary of state Hilary Clinton] to workwith partner nations and establish a contact groupon Tibet to carry out strong, visible public diplomacyon this human crisis''.

the confrontations seem to be acting as a lightning rodfor discontent relating to corruption amongst politiciansand social elites.Reports vary about the size of thedemonstration from different media outlets but it seemsthat as many as between 50 thousand and 100 thousandmay have taken part.Thousands of people were said to have ransackedgovernment offices and overturned cars in the riots.Demonstrators also fought with police in scenes similarto previous environmental protests elsewhere in China inthe last few months and years.The recent demonstrationsare a direct challenge to the Chinese authorities' vision ofsocial stability within Chinese society, and maintainingthat stability and harmony at all costs. State sponsoredmedia in China have said that local government shouldwork harder to foster 'rational interaction' between thepeople and the authorities in order to avoid 'irrationalemotions and 'extreme behavior'.The People's Daily, theCommunist Party's official propaganda organ said: "Beinga responsible government means to make oneselfindependent of the specific entanglements of economicinterests and become the implementor of the publicinterest, balancer of economic interests".

Lama, the hard work of the elder generations and theIndian government and the Indian public," Dr Sangaysaid.Kalon Tripa then thanked the Tibetan people bothinside and outside Tibet for their solidarity and supportand pledged the 14th Kashag's sacred duty to upholdthe legacy of the elder generation to carry the Tibetanstruggle forward.The same day, thousands of Tibetansand supporters joined a solidarity rally and candle lightvigils across the world, including India, Taiwan, US, UK,Russia, Belgium, Netherlands and Spain. This was heldin support of and solidarity with Tibetan people in Tibet.

Deng Xiaoping: "He told me whatever is past ispast...except Tibet independence, anything can bediscussed."Dhondup's statement that later became thebasis for His Holiness the Dalai Lama's ‘Middle-Way'approach, seeking a meaningful autonomy for the wholeof Tibet in the past 40 years.However, Mr. Zhu Weiqun,former executive Vice-Minister of China's Central UnitedFront Work Department, who handled contacts withenvoys of His Holiness the Dalai Lama in the past,reportedly said it was not true.Continuing the "Middle-Way" policy, which however seeks genuine autonomyunder the constitutional/legal framework of the People'sRepublic of China, the newly elected political head ofTibetan people, Dr Lobsang Sangay told China severaltimes that he still remains optimistic about a new talk;

face-to-face meeting with Chinese leadership as the bestpossible way to solve issues of Tibet.More than fivedecades of life in exile, the Tibetan community has gonethrough a process of increasing democratisation and hasmade tremendous progress in education as well as cultureand religion.The Tibetan people and their non-violent freedomstruggle have touched the hearts and conscience ofpeople all over the world who cherish truth and justice.The Tibetan people, both in and outside Tibet, continueto struggle for their freedom with a non-violent principle.History has also convincingly proved that there is noway to gain the hearts and minds of Tibetan people underrepressions, and there is no prospect for the success ofany dictatorship attempt. As time goes by social progressis inevitable; this is a historical trend that no one canresist.During his presidency, more than 40 Tibetans haveself-immolated after the 2008 historic mass uprising ofpeople in all parts of Tibet and hundreds of dissidentsand rights defenders in China and Tibet, including NobelPeace Prize winner Liu Xiaobo still jailed under name ofHu's harmonious society and Deng's "path of reform andopening up."Today's world strongly supported thevarious 'Arab Spring' protest movements in the MiddleEast and North Africa. Where what's changing in theArab world, nobody will not able to stop it. "Hasn't Chinalearned their lesson after all this?

Kalon Tripa Addresses PrestigiousTibetan College

Dharamshala: - On 13th August 2011, observing the 14thanniversary of The College for Higher Tibetan Studies inSarah, Dharamshala, Kalon Tripa (Prime Minister)Lobsang Sangay inspired an audience of Tibetanstudents in a poignant address to the prestigious college.Amid a year of self-immolations and further crackdownswithin Tibet, regular celebrations were withheld from theanniversary event. The usual performance of traditionalTibetan singing, dancing and games were cancelled inmemory at the loss and sacrifice of Tibetans within theland of snows.However, a visit by the revered political leader was enoughto raise hopes, reassure, and motivate the next generationof Tibetans and future leaders.Dr Sangay emphasisedthe message of self-confidence to the audience ofhundreds. One student in the audience, Tenzin Tsundue,expressed her admiration at the speech. In an interviewfor the Tibet Post, she highlighted:"He really stressedthe importance of confidence, and self-reliance. It was agreat feeling meeting our Kalon Tripa for the first time.We had a special meeting with him, and a photo-shootsession. It was so great, and when he spoke, we weretouched".Sonam, a member of the teacher trainingprogramme organised by the Sarah College, confided:"It was wonderful. Lobsang Sangay was our chief guest.He has met many dignitaries all over the world, and manyTibetans. He said of some of the Tibetans are relying toomuch on others; be it international support or the Tibetan

government, so he said you should be self-dependent"."So in the future we definitely have to stand up on ourown feet, for ourselves.Once we are capable of doing something for ourselves,then we can rely on other people"."One thing I felt stronglyabout [the speech] was being a Tibetan: growing upIndia. In the exile community, he mentioned, and we alwayssay to each other, that we have a big 'R' on our foreheads[refugee]. That is true. Today he clarified that this is notsomething that you have to feel. You don't have to feelbad for being a refugee. Refugee is not a status of yourentire life; it's just a temporary political issue. But morethan that, you have to feel that you are a Tibetan. I thinkthat is very important".During a day of encouragingspeeches to the students of the College, an awardpresentation to the highest achievers, and after a personalmeeting between the Kalon Tripa and the neweststudents, during which members introduced themselves,undergraduates have a great deal to be inspired by forthe year ahead.The College for Higher Tibetan Studies is a branch collegeunder the Institute of Buddhist Dialectics at Dharamsala,founded by the late Lobsang Gyatso.After completion, His Holiness the Dalai Lama formallyinaugurated the institution on the 13th of August 1998.Earlier in the week a candlelight vigil was held on thecollege campus in observance of the latest and on-goingwave of self-immolations in Tibet.

Dharamshala:- On July 31, Kalon Tripa Dr LobsangSangay visited the largest Tibetan settlement ofBylakuppe in Karnataka during his 6-day visit to southIndia.He arrived at Bangalore airport on July 29 and wasreceived by Chief Representative Karma Singey andheads of the various organizations and NGOs basedin the city.At a press conference he talked about the currentsituation in Tibet. “Tibetans are giving up theirprecious lives to send a message to internationalcommunity that situation in Tibet is grave and gettingworse because now the Chinese government hasbanned tourists from visiting Lhasa and Tibetan areas.Tibetans who come from outside Lhasa are expelled,so given the situation; there is a clampdown onTibetan people.”Referring to the self immolations inside Tibet he alsostated that the responsibility for the tragic self-immolations of Tibetans lies entirely with the Chinesegovernment, and so does the solution.“The evidenceclearly points towards the Chinese government andtheir repressive policies because Chinese governmentdoesn’t allow freedom of speech in Tibet. If youprotest, if you have hunger strike, if you have rallies,demonstrations, all these are not allowed. The chancesof one getting arrested, tortured, even disappearingare really high, if one participates simply in ademonstration,” he said at the conference.Dr LobsangSangay also thanked the Karnataka Government forproviding hospitality to Tibetans taking refuge in the

As Panchen Lobsang ChökyiGyaltsen said, ‘When these views are examined byan experienced yogi, the import of them all comesto the same point."He reiterated that some of theimportant subtle philosophical views are notessentially different even if the ways in which theyare expressed is different, because they are all theoutcome of highly developed intellectual insight.In the morning of 3rd August His Holiness went tothe local TCV school to address the local Tibetancommunity. In the course of his talk he reviewedthe whole process of democratising the Tibetancommunity from the aspirations he had during hisyouth in Tibet, through coming into exile and theestablishment of the Tibetan Parliament-in-exile. Chinese authorities especially targeted Tibetan writers,bloggers, singers, teachers, documentary makers andenvironmentalists under a crackdown policy since2008 Beijing Olympic Games.His Holiness the Dalai Lama's representative inGeneva, Mr Tseten Samdup, yesterday (2 August)submitted a detailed profile of 64 Tibetan intellectualsto the UN Special Rapporteur and urged for necessaryinquiry into their cases including information on courtproceedings, access to family members etc.These new generation of young Tibetans born andeducated under Chinese Communist rule have editedbanned magazines and are tech-savvy bloggersimprisoned for gathering, expressing and sharinginformation about conditions in Tibet especially afterthe March 2008 demonstrations across Tibet.Their writing challenged the official account of theevents of 2008 and situation in Tibet in general. Thecrackdown on Tibetan artists and intellectuals are the

harshest since the Cultural Revolution.Strictrestrictions have been placed on photocopying andprinting documents.A public health worker, 41-year-old Wangdu wassentenced to life imprisonment in December 2008 forsending e-mail to the outside world. He worked on anHIV/AIDS prevention project for the Australian Burnetmedical research institute in Lhasa81-years-old Paljor Norbu, a Tibetan traditional printermaster was arrested on 31 October 2008 and sentencedin a secret trial to seven years in prison. His family ranprinting business for generations publishing Buddhisttexts for monasteries in the Barkhor area in Lhasa.12intellectuals were released on fear of custodial deathafter excessive torture during detention by the Chineseauthorities. Due to the severity of the torture somehave become physically and mentally dependent ontheir family members.The whereabouts of about 37 intellectuals are

unknown. There are great concerns for their health.Family members have been intimidated and deniedvisits to prisons. Four school teachers were expelledand one demoted. A writer and comedian escapedinto exile.On 12 June, the EU High Representative for ForeignAffairs Catherine Ashton, in her address to theEuropean Parliament on the situation in Tibet said,"Over the last three years, an increasing number ofTibetan intellectuals and cultural figures have facedcriminal charges or been imprisoned. The EU isworried by restrictions on expressions of Tibetanidentity and freedom of expression in Tibet."She said that EU was concerned by the deteriorationof the situation in Tibet, as illustrated by the wave ofself-immolations and by clashes between the policeand the local population since the beginning of theyear.The report was filed by The Tibet Bureau basedin Geneva, Switzerland- 3 August 2012.

into their affairs.4th August dawned under overcastgrey skies following a storm during the night, buteven as it began to drizzle, the weather did not seemto dampen the enthusiasm of the nearly 40,000people who had come to hear His Holiness teach atthe Shiwatsel Ground in Choglamsar, Leh. Theyincluded people from all over Ladakh, among themmany who have come down from nomadic regionslike the Chang Thang, Tibetans living in Leh andvisiting foreigners. He began by saying, "Whenlistening to religious teaching, your motivation isvery important. In fact, if I may speak frankly, if youmake the Dharma part of your livelihood, you areunlikely to be successful."Wherever I teach, I stress that the teaching shouldbe authentic. The teaching we share was originallybrought from Nalanda University byShantarakshita. One of the points that wasemphasised was the strict observance of Vinaya ormonastic discipline. For example, it is quite clearthat monks are not supposed to wear long sleevesand lay tantric practitioners should wear whiterobes. It is neither appropriate to dress up in monk'srobes just to attend a teaching, nor to wear monasticrobes, but to keep long hair."He noted that there were foreigners from non-Buddhist countries in the audience and repeatedthe advice he often gives that it is generally betterand safer to stick with the religion you are born to.However, whether you take an interest in Buddhismor not is completely up to the individual, it's apersonal choice. There is never a case for insistingthat anyone adopt the Buddha's teaching. In factthe Buddha counselled his followers to examinewhat he taught and to adopt it only if they felt itwas worthwhile, not simply out of respect for him.Similarly, he advised his Ladakhi listeners thatalthough there are also Muslims and Christians inLadakh, Ladakhi culture is largely a Buddhistculture and something worth preserving.Recallinghis interest in science since childhood, when hewas curious to know how things worked, he spokeof the ongoing dialogue he has conducted withscientists for the last thirty years or so. He

acknowledged the contribution science has madeto solving many human problems in such fields asmedicine and health, but warned that just becausescience has not been able to prove something,rebirth for example, does not mean it does not exist.In the past, people turned to religion because theywere afraid of ghosts and spirits and to some extentscience has allayed those fears. Now it is importantto ask what is the benefit of religion in the 21stcentury. Is it just a custom that has been passeddown for centuries that we are keeping alive or is itsomething that can contribute to our living happierlives today?His Holiness told the story of his visitto Patna, capital of Bihar state at the invitation ofthe Chief Minister to inaugurate a newlyestablished Buddhist park. After the Chief Ministerhad evoked the Buddha's blessings for the welfareand prosperity of Bihar, His Holiness said he couldnot resist pointing out that if Bihar's developmentdepended on the blessings of the Buddha, it wouldhave prospered long ago. He remarked that if theBuddha's blessings were a factor they would needto be channelled through the hands of a capableChief Minister. Recalling that Tibetans had lost theircountry because too many people placed their trustin prayers and mantras instead of taking practicalmeasures, he advised Ladakhis to insist instead oneducation and good government.A key part of the Buddha's teaching deals with thelaw of causality, the fact that our own actions arethe causes for what happens to us.Towards theend of his talk, His Holiness advised, "Think aboutwhat I have said, and try to think about whatBuddhism is. If you find it interesting and useful,make the effort to put it into effect."He said thetexts he is going to talk about are Dipankara Atisha'sLamp of the Path, which was requested by a Kingof Western Tibet and the transmission of whichHis Holiness received from Serkong TsenshabRinpoche, as well as Je Tsongkhapa's ThreePrincipal Aspects of the Path, which he receivedfrom his tutors Tagdag Rinpoche, Ling Rinpocheand Trijang Rinpoche. He will continue the teachingtomorrow.
