The CompensationThe annual salary range for the Human Resources Director is $164,387.86 up to $230,143.42; placement within this range is dependent upon qualification and experience. The City of Milpitas offers an attractive benefits package, including:

Retirement – Membership in CalPERS 2% @ 62, 6.25% 2019-2020 Employee Contribution, (PEPRA) with three-year average salary or 2% @ 60, 7% Employee Contribution, (Classic) with three-year average salary.

Medical Insurance – Choice of CalPERS Medical Plans. City pays for coverage up to the Kaiser rate (currently $1,997.45/mo. for family). Employees who are covered as an eligible dependent under another health insurance plan may waive health coverage and receive a total of $250 per month in lieu of medical plan coverage with appropriate documentation.

Dental & Vision – City provides full family coverage for dental and vision at no cost to the employee.

Life Insurance – City provides $50,000 term policy.

Car Allowance – $550.00 per month for Department Heads

Deferred Compensation – City contributes $75 per month on the employee’s behalf.

Vacation – Accrual tier will be based on total years of public service. Employees earn 16-36 days of vacation based on years of service. Unrepresented Employees may elect to cash out up to 80 hours of accrued vacation hours each calendar year. Employees must follow the IRS rules of Constructive Receipt.

Management Incentive Leave – Employees accrue five (5) hours of Management Incentive Paid (MIP) Leave for each full pay period worked.

Holidays – Employees receive 12 paid holidays and one (1) floating holiday per year.

Sick Leave – Employees earn 12 days annually.

Tuition Reimbursement – Employees are eligible to receive up to $3,000 per fiscal year in tuition reimbursement.

Retiree Spousal/Dependent Medical Plan – For permanent employees with 5 years of full time or equivalent service with the City: See details on City Website.

The City also offers a flexible benefits plan, employee assistance program, and other voluntary insurance.

The Human Resources DepartmentThe Milpitas Human Resources (HR) Department is made up of (7) seven full time equivalent positions. The positions include the HR Director, Employee Relations Officer, (2) two HR Analysts, (2) HR Technicians and one HR Assistant. The HR team manages the City’s human resources operations in accordance with Employment Law, Labor Law and California Public Employee’s Retirement Law including best industry standards and established policies. In addition we stand by excellent customer service and equitable standards across the City. The department is organized into several areas of responsibilities including Operations; Benefits Administration; Recruitment and Selection, Employee and Labor Relations and Training each area provides key essential services and customer support to City Departments, the City Council, and the public.

The CommunityLocated at the southern tip of the San Francisco Bay, Milpitas is a progressive community that is an integral part of the Silicon Valley. With a diverse resident population of 78,106 the City of Milpitas sees each of the approximate 432 full-time equivalent employees as committed to accomplishing the community’s vision by providing fiscally sound, superior services.

The Director should also have the knowledge of: Services and activities of a comprehensive Human Resources Department; Analysis and evaluation of programs, policies, and operational needs; A person that utilizes contemporary best practices and stays current on laws and industry trends. In addition, the incumbent should be able to have a long term vision for HR as they relate to the above mentioned HR Competencies, such as Employee and Labor Relations; Benefits Administration; Classification and Compensation, Recruitment and Selection along with Training; Have previous experience in public sector Human Resources and supervision experience and must be energetic, have excellent interpersonal skills with a “can do” attitude, driven, sound judgement, be well-organized, innovative and detail oriented utilizing excellent analytical skills.

Experience and Education includes At least seven (7) years of professional experience in human resources administration or an approved related field, at least three (3) years of which shall have been in a management capacity. Candidates must possess a Bachelor Degree in human resources administration, public administration, business administration, psychology or an approved related major from an accredited college;

An advanced degree in human resources administration, public administration, business administration, psychology or equivalent is highly desirable.

The PositionThe Human Resources Director reports to and acts as an advisor to the City Manager, Assistant City Manager, City Council and Departments. He/she will report to the City Manager, working closely with and through the Assistant City Manager, this position will lead a department of 7 full-time employees.

The Human Resources (HR) Director, oversees the more complex personnel matters in the City in addition to overseeing the planning, organizing, coordinating, and directing of general day to day human resources and employee relations activities of the City. The incumbent will have a background in the following HR Competencies: Employee and Labor Relations; Benefits Administration; Classification and Compensation, Recruitment and Selection along with Training.

This is a great opportunity for someone that is looking towards being a part of a newer Executive Leadership Team and

developing a relatively new HR Team and working collaboratively with both.
