As we reach the end of this fiscal year... Our fiscal (financial) year is from July 1st until June 30th. We have tried to keep you abreast of the situation in the bulletin, but we are ending the year, again, in deficit. We were able to pay off the past debt with the sale of our convent and the property, but we also were able to bank the $300,000.00 and I made a promise that we would not use this money for operating expenses. I have held true to my promise, but our financial situation, rather than improving, has continued to get worse each year. We will end this year with approximately $80,000.00 in debt to the Archdiocese and we still are paying down the debit (with interest) to the Archdiocese from the 2018-2019 year as well. We are in a strange situation. I need to discuss options and possibilities with our Finance Committee, and we will have an important meeting on Monday, July 15, 2019 at 7:00 PM in the Rectory. I invite those interested pa-rishioners to come and help discover our options and alternatives. We face looming questions as we are moving closer to activation with the “Renew My Church” process. Our situation is important to see how we are able to maintain and balance our expenses in light of our neighbors who are part of this process as well. I have always disclosed and published our financial collections with the deficit amount each week in the bulletin. Three important factors are part of our present situation: 1. There has been a loss of active and faithful givers to our parish due to moving out of the community and also

through death. This factors into some of the decreased income we have seen throughout the last few years. 2. Collections seem to drop because people maintain the same amount for their gift each week without taking

into account some of the increases we face as a church. When electric and heating costs rise for you in your home, they rise for our parish as well. We give incremental increases to our Parish Staff for their hard work, but these are hard to do when we receive less in our collections. This is an important factor which poses financial restraints on us.

3. We have no major fundraising effort which has a negative impact on our budget as well. In light of some of these realities, we need to face some important decisions to place our community and parish in a better financial light as we move into our future. Please, make the time to come on, Monday, July 15th at 7:00 PM. It is important to hear and listen to what we can do together. I made a promise to not use the money on account for parish operations and I have been asked to consider this option. However, if we keep spending down our $300,000.00 to pay your deficit, what happens when there is no income left? Please, I implore you to pray and seek your guidance on our future. Al llegar al final de este año fiscal... Nuestro año fiscal (financiero) es desde el 1ro de Julio hasta el 30 de Junio. Hemos tratado de mantenerlos al tanto de la situación en el boletín, pero estamos terminando el año, nuevamente, en déficit. Pudimos pagar la deuda ante-rior con la venta de nuestro convento y la propiedad, pero también pudimos depositar los $300,000.00 y prometí que no utilizaríamos este dinero para gastos operativos. Me he mantenido fiel a mi promesa, pero nuestra situación financiera, en lugar de mejorar, ha empeorado cada año. Terminaremos este año con aproximadamente $80,000.00 en deuda con la Arquidiócesis y todavía estamos pagando el débito (con intereses) a la Arquidiócesis del año 2018-2019 también. Estamos en una situación extraña. Necesito discutir las opciones y posibilidades con nuestro Comité de Finanzas, y tendremos una reunión importante el Lunes, 15 de Julio a las 7:00 PM en la Rectoría. Dear Members of IHM. Hi. I hope this finds everyone well and enjoying the beginning of summer (wouldn't know it's summer by the weather). As I approach my two-year anniversary as your Director of Music and Liturgy, I realize how much I have learned and grown, and cherish the relationships I have made. I want

everyone to know that I would be delighted to have new members join our choir. If you love praising God through music, then please join us! No musical experience is required, just a good attitude and kind heart.

Rehearsals will begin in September and are on Wednesdays at 7:00 p.m., usually running around an hour and a half. Feel free to let friends and/or family know if you think they'd be interested. Thanks!

Real Progress and a Commitment to Reform

At the conclusion of February’s Vatican meeting on the protection of minors in the church, Pope Francis promised concrete results, and they came with a swiftness rarely seen in society, let alone in the church. Within 90 days he issued four legislative documents designed, as he stated, to “reinforce the protection of minors by strengthening the normative frame-work.” The first three documents involved norms for the protection of minors and vulnerable adults in Vatican City and those who staff the various offices of the Holy See. The fourth text, “Vos estis lux mundi,” established universal church law for the reporting and handling cases of abuse of minors and vulnerable adults. It was this last document that preoccupied the bishops’ attention at the meeting of the U.S. Conference of Catholic Bishops last week in Baltimore, as we crafted procedures for implementing this universal law in the United States. Our meeting produced five outcomes: 1. the establishment of a national hotline managed by a third-party entity that will receive reports of misconduct and mishandling of cases by bishops; 2. the requirement that each diocese inform the faithful and the public of the system in place for reporting allegations against bishops, either directly to the office the metropolitan bishop has designated for this purpose and staffed by a quali-fied lay expert or to the national hotline: 3. the defined role and responsibilities of the lay expert designated by each metropolitan to receive allegations. These include: • engaging and interacting with the third-party entity estab-lished at the national level to receive reports; • informing the public about how to report cases involving bishops; • receiving reports on behalf of the metropolitan, either through the third-party entity managing the hotline or made directly to the metropolitan; • gathering any needed additional information from the one making the report if there is a need for clarification about details that are time-, place- and person-specific; • advising the metropolitan on the merits of sending the case to Rome; and • coordinating pastoral outreach to those who come forward with allegations; 4. the requirement that each metropolitan create a list of lay experts after consulting with the bishops in the province to assist with any investigation ordered by the Holy See follow-ing the initial report by the metropolitan; and 5. the establishment of procedures for submitting the results of the investigation to the Holy See, with defined timelines, as provided in the universal law, that is 30 days for the Holy See to make a decision after receiving the initial report and 90 days for the completion of the investigation, guidelines for conflict-of-interest issues and confidentiality measures to protect the accusers and due process norms. We were able to craft and nearly unanimously approve this very substantial document (only one “no” vote) because we took the time in a spirit of unity to reflect on and study the challenges, aided particularly by the pathway provided by the Holy Father, who is the guarantor of unity in the church. The task before us now is to put into practice what we pledged to do. As soon as possible I will announce the system to receive reports involv-ing bishops in the Chicago province (the bishops of Illinois) and complete the work of creating, with the assistance of the

bishops in the province, a list of lay experts who could be called upon to assist with any eventual investigation. There is much work to do as we address the challenges we face, but the church universally and in the United States has taken a big step forward, building on the progress we have made. It is worth reminding everyone of the leadership in our archdiocese, which has been at the forefront of dealing with this crisis for nearly 30 years. Please take the time to familiarize yourself with these efforts and feel free to make suggestions on how we can build on this work. Children, wherever they are served by the adult world, are all our responsibility. SAFE-ENVIRONMENT MEASURES TAKEN

BY THE ARCHDIOCESE OF CHICAGO Healing and respect of victims is our priority and starting point. Nearly three decades ago, Cardinal Joseph Bernardin led the way in establishing a victim-assistance program, which to date has helped more than 400 victim-survivors and their families. • Starting in 2002, we have reported all allegations of child sexual abuse to civil authorities when they are received. At that time, we reported all historical allegations whether the accused was alive or dead, a diocesan priest, an extern priest from another diocese or religious-order priest. • We investigate every allegation against an archdiocesan priest, regardless of whether the accused is alive or dead. • When we learn of an allegation of abuse we promptly report it to civil authorities, remove the accused from ministry and investigate the allegation. Allegations are submitted to our lay-majority independent review board for investigation. Since its establishment in 1992, this board has conducted 255 recorded meetings. • Since 2006, we have published the names of archdiocesan priests with substantiated allegations of abuse, and in 2014 we released more than 20,000 documents from these priests’ files. • Safe-environment efforts in the church have made progress. The last known case of sexual abuse of a minor by a member of the clergy took place in the archdiocese almost 15 years ago. There have been two allegations of child pornography during the past five years, which also have been reported to civil authorities. According to the USCCB and CARA at Georgetown University, in the last decade there have been on average four cases of abuse of minors annually by clerics in the entire United States, with a Catholic population of 70 mil-lion. • Sexual abuse of children is a problem across society. There-fore, we conduct background screenings for all archdiocesan employees and volunteers and implement a comprehensive safe-environment training program for adults and children. Last year alone, we trained 112,000 children in an age appro-priate manner on how to recognize, resist and report abusive behavior. To date we have trained more than 263,000 adults in 3,700 training sessions. • We have subjected our processes, policies and files to the review of independent experts multiple times to help ensure we remain accountable and current in dealing with this issue. • We stand ready to cooperate with all institutions and agen-cies that care for children and will share our experience and learning. No matter where a child is educated or cared for, they are all our children and deserve to be protected.

Verdadero Progreso y Compromiso A Reformar Al concluir la reunión del Vaticano en febrero sobre la protec-ción de los menores en la iglesia, el Papa Francisco prometió resultados concretos, y llegaron con una rapidez que rara vez se ve en la sociedad, y mucho menos en la Iglesia. En un plazo de 90 días, emitió cuatro documentos legislativos diseñados, según afirmó, para “reforzar la protección de los menores mediante el fortalecimiento del marco normativo”. Los tres primeros documentos incluían normas para la protec-ción de menores y adultos vulnerables en la Ciudad del Vaticano y aquellos que forman parte de la plantilla. Varios oficios de la Santa Sede. El cuarto texto, “Vos estis lux mun-di”, estableció la ley universal de la iglesia para informar y manejar casos de abuso de menores y adultos vulnerables. Fue este último documento el que preocupó la atención de los obispos en la reunión de la Conferencia de Obispos Católicos de los EE.UU. La semana pasada en Baltimore, cuando ela-boramos procedimientos para implementar esta ley universal en los Estados Unidos. Nuestra reunión produjo cinco resulta-dos: 1. el establecimiento de una línea directa nacional administra-da por una entidad externa que recibirá informes de mala conducta y mal manejo de casos por parte de obispos; 2. el requisito de que cada diócesis informe a los fieles y al público sobre el sistema establecido para denunciar las acusa-ciones contra los obispos, ya sea directamente a la oficina que el obispo metropolitano ha designado para este fin y que cuente con personal calificado de laicos o a la línea directa nacional: 3. El rol definido y las responsabilidades del experto lego designado por cada área metropolitana para recibir denuncias. Éstos incluyen: • participar e interactuar con la entidad externa establecida a nivel nacional para recibir informes; • informar al público sobre cómo reportar casos que involu-cren a obispos; • recibir informes en nombre del área metropolitana, ya sea a través de la entidad externa que administra la línea directa o directamente al área metropolitana; • reunir toda la información adicional necesaria de la que hace el informe si es necesario aclarar detalles que son específicos de la hora, el lugar y la persona; • asesorar al metropolitano sobre los méritos de enviar el caso a Roma; y • coordinar el acercamiento pastoral a aquellos que se presen-tan con alegatos; 4. el requisito de que cada área metropolitana cree una lista de expertos laicos después de consultar con los obispos de la provincia para ayudar con cualquier investigación ordenada por la Santa Sede después del informe inicial del área metro-politana; y 5. el establecimiento de procedimientos para presentar los resultados de la investigación a la Santa Sede, con plazos defi-nidos, según lo dispuesto en la ley universal, es decir, 30 días para que la Santa Sede tome una decisión después de recibir el informe inicial y 90 días para la finalización de la investiga-ción, las pautas para los conflictos de intereses y las medidas de confidencialidad para proteger a los acusadores y las normas de debido proceso. Quien es el garante de la unidad en la iglesia. La tarea que tenemos ante nosotros ahora es poner en práctica lo que prometimos hacer. Tan pronto como sea posible, anunciaré el sistema para recibir informes de los obispos de la provincia de Chicago (los obis-

pos de Illinois) y completar el trabajo de crear, con la asisten-cia de los obispos de la provincia, una lista de expertos laicos que podrían llamarse a fin de asistir con cualquier eventual investigación. MEDIDAS SEGURAS EN EL MEDIO AMBIENTE TOMADAS POR LA ARQUIDIÓCESA DE CHICAGO La sanación y el respeto de las víctimas es nuestra prioridad y punto de partida. Hace casi tres décadas, el Cardenal Joseph Bernardin abrió el camino para establecer un programa de asistencia a las víctimas, que hasta la fecha ha ayudado a más de 400 sobrevivientes de víctimas y sus familias. • A partir de 2002, hemos denunciado todas las denuncias de abuso sexual infantil a las autoridades civiles cuando se reciben. En ese momento, informamos todas las acusaciones históricas de si el acusado estaba vivo o muerto, un sacerdote diocesano, un sacerdote externo de otra diócesis o un sacerdo-te de orden religioso. • Investigamos cada denuncia contra un sacerdote arquidioce-sano, sin importar de si el acusado está vivo o muerto. • Cuando nos enteramos de una denuncia de abuso, informa-mos de inmediato a las autoridades civiles, eliminamos al acusado del ministerio e investigamos la denuncia. Las alega-ciones se presentan a nuestra junta de revisión independiente de mayoría legal para su investigación. Desde su creación en 1992, esta junta ha llevado a cabo 255 reuniones grabadas. • Desde 2006, hemos publicado los nombres de los sacerdotes arquidiocesanos con alegatos justificados de abuso, y en 2014 publicamos más de 20,000 documentos de los archivos de estos sacerdotes. • Los esfuerzos por un ambiente seguro en la iglesia han progresado. El último caso conocido de abuso sexual de un menor por parte de un miembro del clero tuvo lugar en la arquidiócesis hace casi 15 años. Ha habido dos denuncias de pornografía infantil durante los últimos cinco años, que también han sido denunciadas a las autoridades civiles. Según la USCCB y CARA en la Universidad de Georgetown, en la última década ha habido en promedio cuatro casos de abuso de menores cada año por parte de clérigos en todo Estados Unidos, con una población católica de 70 millones. • El abuso sexual de niños es un problema en la sociedad. Por lo tanto, realizamos pruebas de antecedentes para todos los empleados y voluntarios de la arquidiócesis e implementa-mos un programa integral de capacitación en entornos seguros para adultos y niños. Solo el año pasado, capacitamos a 112,000 niños de una manera apropiada para su edad sobre cómo reconocer, resistir y reportar el comportamiento abusi-vo. Hasta la fecha, hemos capacitado a más de 263,000 adultos en 3,700 sesiones de capacitación. • Hemos sometido nuestros procesos, políticas y archivos a la revisión de expertos independientes varias veces para ayudar a garantizar que sigamos siendo responsables y actualizados en el tratamiento de este problema. • Estamos listos para cooperar con todas las instituciones y agencias que cuidan a los niños y compartiremos nuestra experiencia y aprendizaje. No importa dónde se educa o cuida a un niño, todos son nuestros hijos y merecen ser protegidos.
