The year 1982, during which the City of Buffalo celebrated its 150th birthday, has been a most productive year for the Buffalo Police Department.

The annual report of Ifoffenses known to the police n for 1982 totaled 28,710 compared to 31,705 for 1981, a decrease of 9.5%. Arrests for the yea~ amounted to 12,974, an increase of 26.7% over the previous year. During the year 1982, the number of rapes reported showed a decrease of 23%, robber.y, a decrease of 21% and burglary, a decrease of over 14% compared to th~ previous year.

Close to one million dollars in funding was received during the year for implementation of the Major Offense Police F:rogram and the Youth Alcohol Abuse.:piversion Program from New York State and the success of these programs has assured continued funding for the year 1983. One of the funded units recovered over $700,000 in stolen property during the year and also effected over 613 arrests, 529 of which were for felony charges, made 479 narcotics-related arrests·and confiscated more that 51 handguns.

During the year, the hierarchical structure of the Department was re-aligned and h'as resulted in substantial savings and an increase in the overall efficiency of the Department.

Morale in the Department is at an all-time high. and relations between the Police and the Community have never been better. I am gratified at the many dedicated men and women of this Department who daily give their utmost in service to the Community and to you and your staff, who respond by making our tasks less burdensome and make service to the public a pleasure.
