    1. Background

    OCCAR-EA will manage the U212 Near Future Submarine (U212 NFS) Programme on behalf of the Italian Participating State. The Programme scope includes the Development, Production and Initial In-Service Support phases for up to four U212 NFS submarines, as well as the support infrastructure, training equipment, spare parts and 10-years of support for each submarine.

    The U212 NFS Programme Division will be located in the Rome, Italy, with a satellite in La Spezia, Italy at a later stage. This post is based in Rome.

    2. Duties and Responsibilities

    The Senior Combat System Officer is responsible and accountable to the Programme Manager for managing the following contractual areas:

    The Combat System (C/S) including Anti submarine warfare, Anti surface warfare, Communications, Combat Management System, Electronic Warfare, Internal Networking System, Navigation and the Periscope System;

    The Transversal activities related to the C/S Physical and Functional Integration, Electro Magnetic Engineering and TEMPEST regulation, INFOSEC and Cybersecurity, Submarine’s signature (acoustic, infrared, optical and radar);

    The Senior Combat System Officer acts as deputy of U212 NFS Program Manager.

    The Senior Combat System Officer will:

    monitoring the development and production progress

    monitor and coordinate the industry activities by assessing industries reports and contributions to working groups, technical meetings, progress meetings, and contractual reviews;

    manage, co-ordinate and monitor the acceptance of contractual deliveries, in liaison with other Programme Division staff and experts from the Participating State;

    establish and maintain the technical compliance matrix for the programme;

    monitor and collect evidence of technical compliance with the technical specification;

    manage technical and operational requirements, in liaison with the Participating States representatives;

    co-ordinate the actions of C/S integration;

    verify the conditions for payments

    take part in the contract placement procedure for any new contract related to C/S technical, management and financial aspects

    evaluate the Engineering Change Proposals

    ensure the application of ILS aspects in liaison with the ILS Officer during development, production and integration of the C/S

    monitor the configuration management process for the C/S

    contribute to obsolescence management of the submarine by ensuring its application for the C/S and identifying possible solutions for future upgrades of the C/S and its sub-systems;

    Verifying results from the programme from a reliability, maintainability, and availability points of view, the safety of operations and the safety concerning the development and the implementation of logistic means;

    manage risks related to the C/S in liaison with the Risk Officer, in particular identify and review risks, developed and execute response plans;

    contribute to transversal activities related to the C/S

    contribute to reporting and monitoring of Programme Division performance against plans and objectives;

    coordinate staff activities in the technical section and under the supervision of the Programme manager, set all Programme Division staff objectives and appraise staff performance;

    3. Key competences and skills required for the grade

    CS 1 Executive management skills and the ability to manage complex negotiations as well as dealing with difficult situations such as conflicts proven through results attained in performing jobs in this field for other national/international organisations;

    4. Specialist knowledge and experience required for the post

    4.1 Essential:

    ES 1 Experience and broad knowledge of all areas required to perform the duties and responsibilities, with specific focus on naval defence procurement;

    ES 2 Experience in qualification, trials/testing, and acceptance of complex deliverable, mainly in the domain of submarine C/S;

    ES 3 Proven previous experience in managing contracts and applying programme management in the domain of submarine C/S;

    ES 4 Proven experience of working with the customer governmental official technical and/or operational experts;

    4.2 Desirable:

    DS 1 Experience as C/S Engineer Officer on board a submarine and proven experience of at least 5-years integrating C/S on naval systems;

    DS 2 In depth knowledge of the U212A 1st and 2nd batch C/S configuration;

    5. Language Requirements

    ADVANCED level of ENGLISH both oral and written.

    Adequate knowledge of any other OCCAR language would be an asset.

    2. Duties and Responsibilities

    The General Management and Quality Officer shall be directly responsible for all the General Management & Internal Quality and will report directly to the Programme Manager.

    The post holder will be responsible for:

    general coordination of management activities,

    supervisor of coordination meetings,

    implementation of OCCAR-CO initiatives within the Programme Division,

    internal Quality Assurance (Quality Focal Point – QFP),

    the QMS (quality management system) within the Programme,

    customer satisfaction reviews,

    deliverable documents in his/her domain,

    facilitating the relations with the Nation, in particular with the Navy and Naval Staff.

    As General Management Officer, he/she will:

    Establish & maintain Programme Management Plan,

    Collect data, issue Annual Report and maintain Programme History & Identify Lessons,

    Supervise the overall organization of the Programme Committee and following action (planning, logistics, arrangements, attendants, reports, decision sheet, etc.)

    Collect U212 NFS contributes for BDSPRO reports

    Distribute approved report

    Manage Programme documentation, set up the information management processes

    Advise Programme Manager related to Human Resources Management (Identify PD tasks & generate a structure, identify need for new post or modification of existing post, establish job description, implement job description, grade posts, match grading with salary scale, draft and maintain the staffing plan)

    Support integration and departure of staff members (Provide first information after selection, organise hand-over period, handle requests for training, facilitate training, maintain training records, support departure, support out-processing, check completion of departure formalities)

    Prepare arrangements for closure (transfer responsibilities, data & assets).

    As Internal Quality Officer, he/she will:

    Contribute to, plan, manage and improve the Quality Management System

    Establish and maintain the OCCAR-EA framework within the PD, advising staff and ensuring the application of OCCAR-EA procedures

    Monitor & measure Objectives and the application of OCCAR processes

    Collect data, analyse data and report to the BDSPRO

    The post holder will perform any related duties as directed.

    2. Duties and Responsibilities

    The Senior Platform Officer will be responsible for all the submarine Platform matters and will report directly to the Programme Manager.

    The post-holder will be responsible for the whole submarine Platform Contractual Activities in the following Areas and Systems:

    The post-holder will be as well responsible for the following Transversal Aspect Contractual activities related to the Submarine Platform:

    Laws and regulation for Submarine design and production

    In particular, the post holder will:

    monitor the development and production progress

    monitor the Industry activities “throughout the contract” (Working Groups, Technical meetings, Progress meetings, Contractual reviews…)

    co-ordinate and monitor the acceptance for all contractual deliveries, in liaison with other sections and technical experts from the Nation

    establish and maintain the technical compliance matrix for the programme

    monitor and collect evidence of technical compliance with the technical specification as defined in the contract

    take part in the preparation and negotiation of any new contract related to platform for technical and financial aspects

    manage the up-date of technical and operational requirements, in liaison with the Nation

    give technical briefings and presentations during PC meetings or other formal meetings

    verify the conditions for payments related to Platform lots of the contract

    be responsible for the coordination of Nation/Industry for what concerns his/her field of work

    evaluate the Engineering Change Proposals requested by the Nation and provided by Industry

    manage risks related to the platform in liaison with the Risk Officer, in particular identify and review risks, developed and execute response plans

    He/she will also support the transversal activities related to the C/S mechanical integration.

    As far as the other transversal activities are concerned, he/she will participate to them, consistently with the responsible staff, for the part dealing with areas of his/her responsibility.

    DS 1 Previous experience as Chief Engineer Officer on-board submarines and/or a former significant experience in the area of submarine design and/or shipbuilding is highly desirable and will be considered as an advantage;

    DS 2 Experience in international programmes, cooperation activities and intercultural relationships;

    1. Background

    OCCAR-EA will manage the U212 Near Future Submarine (U212 NFS) Programme on behalf of the Italian Participating State. The Programme scope includes the Development, Production and Initial In-Service Support phases for up to four U212 NFS submarines, as well as the support infrastructure, training equipment, spare parts and 10-years of support for each submarine.

    The U212 NFS Programme Division will be located in the Rome, Italy, with a satellite in La Spezia, Italy at a later stage. This post is based in Rome, but may move to La Spezia later subject to senior management’s decision.

    2. Duties and Responsibilities

    The post holder shall be responsible for all the product quality matter for which he/she shall report directly to the PM.

    As long as the post of Quality and Acceptance Officer is not filled, the Platform Officer will act as the production Quality Officer.

    manage the up-date of technical and operational requirements, in liaison with the Nation

    coordinate national and industrial activities in his/her field of work

    evaluate the Engineering Change Proposals requested by the Nation and provided by Industry

    manage risks related to the platform in liaison with the Risk Officer, in particular identify and review risks, developed and execute response plans.

    As far as the other transversal activities are concerned, he/she will participate to them, consistently with the responsible post-holders, for the part dealing with areas of his/her competence.

    As far as Product Quality activities are concerned, the post holder will:

    define, monitor and control the Quality Assurance Systems applicable to NFS Programme;

    approve and control, in coordination with the GQAR, the specific Quality Plans issued by the Contractor;

    coordinate the relationship between NFS Programme Division and the national bodies responsible for Quality Assurance;

    organise and chair meetings concerning the Quality Assurance process;

    Respond to enquiries to the Programme Manager’s office;

    Maintain the Programme Manager’s diaries (i.e. meetings, conferences, duty travels);

    File and maintain (in liaison with National Navy Staff Personnel Department) Navy military personnel National records (Staff Report mainly) and relevant documents;

    Draft and type documents/e-mails/faxes on request;

    Maintain the attendance list of the Programme Division;

    Coordinate all necessary aspects relevant to the preparation of meetings (i.e. room-booking);

    Provide complementary support to U212 NFS personnel;

    Act as U212 NFS Programme Division Information and Communication Technology Focal Point Assistant;

    Act as U212 NFS Programme Division Health & Safety Assistant;

    Support the Programme Manager and Internal Quality Officer in maintaining an effective and efficient Quality Management System;

    Support the Programme Manager and the Planning & Reporting Officer in the related documentation drafting for all Site aspects.

    The post holder will perform any related duties as directed.

    b. Site Management Assistant1

    In close liaison with the PPA Management Assistant, the U212 NFS Rome Site Management Assistant is responsible for site support to the U212 NFS Programme Division. This includes the provision, maintenance and supply of infrastructure and services. The post holder will also maintain a close functional link with La Spezia satellite site management and with Central Office Common Support Division (CSD) to ensure the promulgation of “Site wide” policies and procedures.

    Within the limits of the delegations received, the Site Management Assistant will report directly to the U212 NFS Programme Manager. He/she will be responsible for and provide the following services/tasks:

    General:

    Liaise with CSD to coordinate following site related tasks: management of Site Services and service contracts, implementation and management of Health and Safety matters;

    Support the DSO in the implementation and follow up of security regulations;

    Assets management:

    Define general purchase and supply requirements of office services in coordination with Programme Manager and Commercial and Finance Officer , where not covered by the rental contract;

    Support the Commercial and Finance Officer in the identification of suppliers and running of limited competitions and manage the related contracts;

    Manage assets and consumables including keeping inventory, tracking and registering of all assets in Financial Management System;

    Administrative budget:

    Handle, process invoices and create new vendor account in FMS for administrative budget;

    Support the Commercial and Finance Officer in the management of the U212 NFS Administrative budget;

    Duty Travel:

    Handle administrative tasks regarding the Duty Travel Order and Duty Travel Claim process for U212 NFS Programme Division Staff Members and assess potential impact on the Administrative Budget;

    Book travel tickets and rental cars, accommodations and liaise with internal/external sources responsible for travel arrangements;

    Personnel management:

    Support the Programme Manager in the management of local personnel administration (arrival of newcomers) as prescribed by the OCCAR-EA Human Resources Division.

    4. Specialist knowledge and experience required for the post

    4.1 Essential:

    ES 1 Experience related to the required tasks proven through the results attained performing jobs in this field for other national/international organisations;

    ES 2 Experience in managing personnel records and relevant documentation;

    ES 3 Proven capability to draft papers, letters and documents;

    ES 4 The ability to use Computer and Information Technology (ICT) facilities, and able to demonstrate a good working knowledge of MS Office software;

    ES 5 Previous experience as administrative assistant in an office of the Navy General Staff, Naval Armament Directorate or other central Navy /National Armament Directorate organs.

    4.2 Desirable:

    DS 1 Basic experience in managing Budget, Procurement and Contracts;

    DS 2 Experience in inventory keeping;

    DS 3 Experience in site services management;

    DS 4 Experience in organizing meeting/events/committees.

    5. Language Requirements

    ADVANCED level of ENGLISH both oral and written.

    Adequate knowledge of any other OCCAR language would be an asset.

    6. Qualifications

    A higher secondary education or equivalent in the activities directly related to the tasks prescribed is highly desirable.
