2.2 Introduction

MAHIAS is a web-based application for establishment matters of IAS officers of

Maharashtra cadre.

Users of credit sales facility can see their outstanding bills by guest entry.

2.3 Objectives

♦ Maintain service record of 650 IAS officers (retired and in service)

♦ Generation of various orders

♦ Preparation of Civil list

♦ Tracking of pending Confidential Reports

♦ Multi-user

♦ Search facility of Citizens

2.4 Scope of the Product

Scope of this project is confined to service matters of IAS officers in Maharashtra

cadre, can be used by other establishments of Government.

2.10 Installation � Load J2SDK, Tomcat and MySql on the system

� Load MySql database/ Table generation script by following command mysql –u root < iaspis.sql

� Give database access permissions to the system from the MySql database by

following command GRANT all privileges ON mahaias.* TO mahaias@localhost

identified by ‘password’;

� Unzip file mahaias.zip in Tomcat /Web application folder

� Start MySql and Tomcat



2.11 Specific operating instructions

Access the site by giving the URL http://mahaias.nic.in and then the home page is

displayed.

2.11.1 SCR01: Home page with Rules IAS

Home page screen has links to Rules, GRs and Forms, which did not require logging

in. Civil list and Notice board links require guest login for viewing the contents. For login

click on Login link. Others links are accessible depending upon who logs in.

Use the option RULES:IAS on Home page to navigate through various Indian

Administrative Services (IAS) rules. Click on particular rule and the rule gets displayed in

another browser window for viewing/printing.



2.11.2 SCR01: Home page with Forms

Use option FORMS on Home page to navigate through various forms. Click on

particular form and the form gets displayed in another browser window for

viewing/printing.



2.11.3 SCR01: Home page with Rules AIS

Click option RULES:AIS on Home page to navigate through various All India

Services (AIS) rules. Click on particular rule and the rule gets displayed in another browser

window for viewing/printing.



2.11.4 SCR01: Home page with Rules GRs

Click option G.R. on Home page to navigate through various Government

Resolutions (G.R.). Click on particular G.R. and the GR gets displayed in another browser

window for viewing/printing.



2.11.5 SCR01: Home page with login

Click on Login link on Home page makes a login page to appear.

Enters the ID (for IAS officers) or user name along with password and click OK

button. IASPIS informs user about its success/failure to login.

Citizens logs in by just clicking Guest button.



2.11.6 SCR01: Home page with Civil-list search

Click Civil-List link in Home page to search the IAS officer’s data.

Provide any of the query values for minimizing the output for required information.

Click radio button to restricted officers in service/retired. Sorting order of output is set by

click on radio button Alphabetic/Seniority.

The output of search is formatted as per following by clicking appropriate button.

• Civil List - In Civil list format without photographs.

• Photo Civil List - In Civil list format with photographs

• Name & Post - Only name and post of officers displayed

• Name, Post, Resi - Name Post and Residence details are displayed

• Mail Label - Output in the form of mailing labels of officers displayed

• Name & Phone - Contact telephone nos. with officer name are displayed

• Name & E-mail - E-mail address and name of officers displayed



2.11.7 SCR01: Home page with Notice board

Click on using NOTICE BOARD link in Home page to view notice board.

List of Notices entered by Government in reverse chronological order are displayed.

To view a particular Notice, just click on the title and notice is displayed in another browser

window.



2.11.8 SCR01: Home page with Content Management

Click link CONTENT MANAGEMENT in Home page to access all content

managements links. IAS officers and authorised users, use these links to view and update

content of the site respectively.



2.11.9 SCR02: Home page with Reports

Click link REPORTS in Home page to access all report generation links. IAS

officers and authorised users, use these links to view and print content of the site

respectively.



2.11.10 SCR Basic

Click link Basic under CONTENT MANAGEMENT link in Home page to access this

screen.

Enter Id in the box provided and click Download button to update information

pertaining to the Id. The Id is exact 6 digit number without spaces. (Id no. is generally

assigned by Government of India). Enter General information of an Employee such as

Name, Name in Devanagari, Seniority No. in Seniority list, Merit No. (if any), Sex, Source

of recruitment, Category, Mother tongue, Date of Birth, Date of Induction (Appointment),

Date of Confirmation, Permanent address, Home town and its deceleration date, GPF/GIS

nominations with GPF A/c No.

Note: Double click Boxes in Grey shade to get a popup list of values for easy

selection. Use Caps Lock key for entering Officer name in Marathi. Alter this key (if desired

so) by using Option link in REPORTS link of Home page.



2.11.11 SCR Basic plus

Click link Basic plus under CONTENT MANAGEMENT link in Home page to access this

screen.

Enter Id in the box provided and click Download button to update information

pertaining to the Id. The Id is exact 6-digit number without spaces. (Id no. is generally

assigned by Government of India). Enter additional information of an Employee such as

Residential address, phone no., Mobil no., E-mail, and photograph file name.



2.11.12 SCR Family

This is a screen for entering information about officer’s family. For this enter Id in the box

provided and enter family member no and click Download button to update information

pertaining to the Id. The Id is exact 6-digit number without spaces. (Id no. is generally

assigned by Government of India). Now enter information about family member such as

name, birth date, relation occupation etc.



2.11.13 SCR Language

This is a screen for entering officer’s language information. For this enter Id in the box

provided and select language from select box and click Download button to update

information pertaining to the Id. The Id is exact 6-digit number without spaces. (Id no. is

generally assigned by Government of India). Now enter information about read, write, speak

and understand skills of that language.



2.11.14 SCR Qualification

This is screen for entering information about qualification of IAS officer. Informastion such

as duration, subject qualification type, qualification level, institute, when qualification is

acquired i.e. before joining service or after joining service has to be entered. If qualification

is acquired after joining the service then information about permission has to be entered.



2.11.15 SCR Examinations

This is screen for entering information about qualification of IAS officer. Information such

as duration, subject, qualification type, qualification level, institute, when qualification is

acquired i.e. before joining service or after joining service has to be entered. If qualification

is acquired after joining the service then information about permission has to be entered.



2.11.16 SCR Compulsory Training

This is screen for entering information about compulsory training given to IAS officer.

Information such as level of training, charge hand over information is filled here Similarly

other training details such as training institute, training block, training place, training period,

course title and code is entered here.



2.11.17 SCR Other Training

This is a screen that captures information about training other than compulsory training.

Similar information as in compulsory training has to be filled here.



2.11.18 SCR Credit

Information about EL and HPL is collected through this screen. How much EL and HPL

are credited and how much are balance are entered here.



2.11.19 SCR Debit

This is an application form for leave. You have to mention leave period and leave type.If

LTC is to be taken then information about that is entered. Similary in absence of IAS officer

who has taken the charge is mentioned here.



2.11.20 SCR Posting

This is a screen that collects information about posting of IAS officer. Posting duration

nature of posting, post, subject, organization, address and place of posting, grade, promotion

date, basic etc are entered in this screen.



2.11.21 SCR C.R.s

Information of C.R. of IAS officer is filled up here. Period of report, name of reporting

officer and reviewing officer and status of C.R.



2.11.22 SCR Retirement

Here retirement information is filled. Reason for Termination, Application date, whether

Medical Examination is carried out or not findings of Medical Board, Notification issued,

Acceptance Date Notification No and date etc has to be mentioned.



2.11.23 SCR Increments

The screen is self explanatory user has to select scale, date from which scale is applicable,

basic and next increment due date.



2.11.24 SCR Previous Service Master (General)

In this screen enter or select Name of IAS officer, ID no will automatically appear then enter

serial no and click download button. Now enter details about previous service and click

SAVE button, your record will be saved.



2.11.25 SCR Previous Service Details (Posting)

This is a screen that captures previous service posting details. Select IAS officer’s name and

enter serial no. Then enter designation, select place of posting. If you do not find required

place then enter place in separate text box. Now enter total period of posting and remark, if

any.



2.11.26 SCR Pension Details

User has to enter pension details of an IAS officer. Here yes/no type information has to be

filled. Now if case is for provisional pension then enter details of provisional pension.

Otherwise enter final pension details.



2.11.27 SCR Review Details

Information about IAS officer’s review at the age of 50 and 55 is entered here. Whether case

has been sent to GOI and if sent then its date status of decision on review GOI letter no and

its date has to be entered here.



2.11.28 SCR Immovable Property

Enter here information about property of IAS officer. Nature of property such as

immovable/movable, place and value of property, mode and date of acquisition, year in

which property is first reported and if property is disposed then its disposal date has to be

entered.



2.11.29 SCR Property Transaction

Property transaction information is tracked here. So user has to enter type of property, date

of communication. If property is movable then enter its details. Otherwise nature & place of

property has to be entered. Further enter its transaction type, value. If it is approved /

acknowledged by Govt. enter letter date and rule under which it is approved. If the

transaction is completed then enter its date.



2.11.30 SCR Property Return

This is a very small screen where you have to select Name and enter Year for which

property returns has to be submitted. Then if returns are submitted then select Yes and enter

submission date otherwise select No.



2.11.31 SCR Advances Claimed

Here after selecting the Name enter type of advance officer is claiming. Then enter

application date advance amount action i.e. Yes / No. If action is Yes then enter order no

and date. Now enter installment amount, principal installments and interest installment

fields.



2.11.32 SCR Advance Installment Details

Here is a screen to enter advance installments details. Select Name of the officer and type of

advance. Now enter installment no and installment amount. Sanction order no and its date

has to be entered here. Similarly enter treasury name, voucher no and its date.



2.11.33 SCR Advance Master



2.11.34 SCR Advance Installment/ Interest Recovery Details

This is a screen where user has to enter information about how much recovery of advance

installment / interest has been made by an particular IAS officer. For that select name and

type of advance. Enter month & year and then enter whether information about advance /

interest recovery has to be mentioned here. Now enter amount recovered, treasury name,

DD No and date, voucher No and date after that enter entry field.



2.11.35 SCR GPF Advance Details

In this screen GPF Advance details has to be entered. For that select Name of IAS officer

and then enter application date now click download button. Here if information about GPF

Advance details has been already stored then you will get it, otherwise you have to enter it.

Enter now whether any action i.e. Yes / No, then mention if this is a case of Advance or

Withdrawal. Purpose of Advance, rule has to be mentioned. Rule35 is a Yes / No field.

No of installments, installment first and installment rest, GPF balance on application refund

amount are all decimal fields. Now specify order no and order date.



2.11.36 SCR GIS Details

This is a screen for Group Insurance Scheme. Select Name of IAS officer you will

automatically get ID now enter from date field and click Download button. Now select GIS

type and rate of interest.



2.11.37 SCR GIS Nominee Details

This is a nomination declaration form for GIS. After selecting Name of the Ofiicer, enter

nominee name, address, relation with the IAS officer and age. Now enter the information of

the person to whom the right of the nominee shall pass in the event of his predeceasing the

Government Servant. Same information as above has to be entered with an addition of filled

GIS share.



2.11.38 SCR GIS Payment Details

This is a simple screen that captures about payment of GIS to IAS officer. As usual user has

to select Name of the officer. Now enter date upto which GIS subscription received. Further

information is regarding payment is of Yes / No type. After that letter no and letter date has

to be mentioned.



2.11.39 SCR Minister's Profile

This is a screen that captures information about a minister. Enter here Name and Id for

minister then enter from - date and to - date fields. Post for that minister has be entered.

Now save your changes by clicking SAVE button.



2.11.40 SCR Minister's Posting Details

Here is a screen where user has to enter ministers posting’s details. Here user has to mention

Name, from date and to date, post of the minister, subject of post place of the place, phone,

fax nos email id and address of the minister.



2.11.41 SCR Penalty/ Suspension Details

This is a screen for entering Penalty / Suspension details against an IAS officer. Select name

of the officer and enter date from which departmental enquiry has been started and click

Download button.

Now enter post held during that time, departmental enquiry under which rule, charges in

brief, suspended or not, if suspended then period of suspension, action taken following

departmental enquiry and type of suspension period.



2.11.42 SCR Notices

This is an informative screen that gives information about various transfers. Each notice has

a unique ID called as Notice Id which is a system generated no. For entry of new records

user has to enter notice line and text and click SAVE button. System will generate notice Id.

There is another facility called notice file uploading in which you get contents of one file

into Notice Textbox. This is useful when notice text is lengthy.



2.11.43 SCR Code (1 character)

This is an entry screen that will be used by superuser to enter system related information.

Basically codes required by IASPIS system are maintained here. This is screen for 1-digit

code. For example this is a screen for source of recruitment. Here we are maintaining codes

for source of recruitment like

C - Short Service Commision

E – EC - Election Comission.

P- State Civil Service




Here we are maintaining two digit codes. This is a screen for status of CR (SC), for this no

of values are stored here such as

00 – To be sent to officer

01 – Sent to officer




Here we are maintaining three digit codes. This is a screen for organization, for this no of

values are stored here such as

2nd – 2

nd Maharashtra Finance Comm.

ADE – Amaravati Division




Here we are maintaining four digit codes for districts and talukas of Maharashtra.



2.11.47 SCR Code Master

This is master table for different codes that we are using in this system. We are maintaining

1-digit ,2-digit, 3-digit and 4-digit codes. In this table we are keeping code types, description

of code type and width of code type.



2.11.48 SCR Consolidate to one



2.11.49 SCR Users and password

This is a simple screen for maintaining various user accounts. User has to enter user-id and press

Download button, if user–id is already present here then the same will be displayed. Otherwise you

have to enter password for the entered user-id and press SAVE button.



2.11.50 SCR User Roles

This method is used to store information about which module can be accessed by which

user. Thus restricting the user from accessing module for which he has not any access.



2.11.51 SCR Actual Post



2.11.52 SCR Posting Notification



2.11.53 SCR CR Pending Status

This is a report that shows status of pending CRs of an officer with the reason why CR is

pending.

2.11.55 SCR Increments Due in a Month

As the name implies this is a screen that shows post history of selected officer as per today

date.



2.11.63 SCR Options

This is a screen that gives administrator to set some of the options such as whether to show

retired officers in system or not, whether to carry ID of the officer in the system or not.

As this is a bilingual system user has choice for selection of keyboard (i.e. Inscript, Phonetic

and Typewriter.) Similarly there is choice of Keyboard activation key by which user can

toggle between Devnagri and English.

2.11.65 SCR Online Search - Past postings



This is a facility given to user by which he can search by post. He can give post,

organisation, place of posting and duration of posting. Similarly he can choose whether he

wants retired officers or not. Similarly he can select the order of the report i.e. alphabetic,

seniority or date. In the first screen user has to give all the inputs and in the second screen he

will get the results.

Enter Id or select name from popup (double click Name box)

Enter bill no. and click DOWNLOAD button.

On left hand side click on a row and its corresponding record will be displayed on right

hand side.

Update record by clicking on SAVE and DELETE record by clicking on Delete

Name & ID No. - Read only

Bill No.- Read only

Bill date- Date on the bill

Amount – Amount of the bill

Room No. – Room no. on the bill

3.3 Back Up of data

MySql administrator can take up database backup by command mysqldump –h [host name] mahaias > mahaiasMMYY.sql

3.4 Security Issues

1. Database access is limited to application server by granting permission to that

server only.

2. User should not disclose his password to strangers.

3. User must logout from application before leaving the seat.

4. Auto session timeout after 30 minute idle operation.
