Background
• Following the attempt by a terrorist to carry out an attack on a flight from Amsterdam to Detroit on 25 December 2009, a series of AVSEC meetings were held around the world to discuss the security challenges to civil aviation.

Meeting on 8 Sept 2010
• Singapore Aviation Academy hosted the IATA Aviation Security Forum for the Asia Pacific on 8 September 2010.
• Some 100 participants from regulators and industry attended.
– Shared views on various AVSEC challenges
– Exchanged ideas on possible ways in going forward where stakeholders can collaborate to deal with such threats

• Amongst the key points discussed were:
– The importance of public-private sector partnerships in dealing with threats to aviation security
– Sharing of information – advantages and challenges – issues of passenger privacy and process for sharing information
– Air cargo security – ways to improve security measures across Economies
– Importance of balancing security with facilitation
– The importance of Economies establishing a good AVSEC quality control regime

Meeting on 8 Sept 2010
• Singapore shared with the meeting the development of an Asia Pacific AVSEC Action Plan. Key initiatives included:
– Importance of Economies to meet AVSEC standards under ICAO’s Annex 17
– Information sharing
– Enhancing air cargo security
– Good AVSEC quality control systems
– Enhancing capacity building and training of AVSEC personnel
– Encouraging greater collaboration between regulators and industry in aviation security

Conclusion
• The meeting was a success
• Participants took away useful ideas and had a better appreciation of the challenges to AVSEC faced by all stakeholders in these current times
