Dear Applicant,

Thank you for your interest in Iceni Homes. I hope you find these briefing papers interesting

and informative, and are inspired to find out more about us.

Iceni is a very successful delivery focussed organisation. We manage the housing

programmes of three housing associations in the East of England and we have a tremendous

track record. We are looking for a candidate who appreciates why we are successful and can

demonstrate they will ensure we continue to deliver.

We also want someone who is capable of building on the culture of successful partnership

working but recognises that the housing association developing environment is changing. You

must have the skills and experience to allow Iceni to deliver a range of different house tenures,

including open market sale and private rent for its shareholders. We also expect our Managing

Director to be well networked with the ability to bring in new customers for the Iceni service

offering.

Our new Managing Director will be responsible for the strategic leadership and financial

viability of the business and be a confident, open and engaging leader for our small but

dedicated team of project managers. You will need to hit the ground running as we are in the

final stages of implementing a governance review to ensure that Iceni’s direction of travel aligns

with its shareholders’ strategies and that we are clear about our priorities, understand the key

risks and the impact of these for the business in delivering its plans.

Developments Iceni is an approved delivery partner of the Homes and Communities Agency and is highly regarded as a top performing delivery agent that will start building over 250 homes this year. Since being formed 12 years ago 2,500 new homes have been built by Iceni. This represents an above average build rate in relation to the estate size of Iceni’s shareholders and is a great demonstration of the innovation, forward thinking and value that the Iceni Homes development service model brings.

Meet the Iceni team

Richard Hyde Non-Executive Chair Richard is our Non-Executive Chair. He is CEO of HYDE, a sales, marketing and distribution business supplying hand tools to retailers for the construction industry. He has served as a non-executive director on the Boards of the Homes and Communities Agency and the housing association, Midland Heart.

Phil Murton Interim Managing Director Phil has worked for Iceni Homes since its inception in 2004. Originally starting out as a Project Manager Phil became Regional Director in 2008, and Development Director in 2014. Phil is currently acting up in a temporary capacity to the role of MD whilst a permanent replacement is recruited.

Emma Iveson Interim Development Manager Emma is responsible for overseeing the Development team, ensuring that the development programme is maximized and delivered in accordance to the business plan, on time and within budgetary constraints.

Amy Saunders Office Manager Amy has worked for Iceni Homes since 2011 starting as a Part Time Administrator, leading to Office Manager in 2015. Amy manages the administration function of the business, as well as providing support to the Managing Director.

Nathan Cole Project Manager Nathan has worked for Iceni Homes since 2007. As Project Manager, Nathan’s role includes supporting the Development Director and undertaking site development control for schemes identified for Iceni’s partners.

Samantha Moor Project Manager Samantha has worked for Iceni Homes since 2009. As Project Manager, Samantha’s role includes supporting the Development Director and undertaking site development control for schemes identified for Iceni’s partners.

Debbie Blacow Project Manager Debbie has worked for Iceni Homes since its inception in 2004. As Project Manager, Debbie’s role includes supporting the Development Director and undertaking site development control for schemes identified for Iceni’s partners.

Amy Wiley Office Junior Amy joined the Iceni team in 2016 and is working toward her Level 2 Diploma in Business Administration through an Apprenticeship with West Suffolk College.

Role profile

Job title: Managing Director (MD) of Iceni Homes Ltd

Reports to: Chair of the Board of lceni Homes Ltd (Iceni)

Responsible for: Line manager to the development director and overall responsibility for

all seven staff employed by or seconded to lceni

Role summary To provide internal and external leadership and relationship management, to deliver existing and new services to current customers, to develop new customers for these services and to maintain the financial viability of Iceni.

Main Duties To provide top quality leadership and commercial acumen ensuring that Iceni Home Ltd continues to be a partner of choice to existing and new clients and establishes the direction of the business.

Lead and inspire Iceni’s shareholders and customers to establish and deliver their current and future house building aspirations.

Provide leadership, support, personnel management and professional development to Iceni’s staff.

Be an effective role model for lceni, leading by example Promote good staff relations and to establish effective accountability mechanisms so

that staff are able to carry out their responsibilities. Ensure that the company has the necessary financial, human and other resources

required to deliver the approved business plan and company strategy. Assist and advise the Board in determining the strategies, policies and business planning of Iceni, playing a key corporate role in governance and decision making. Thereby ensuring that Development Partner status is maintained and extended through collaboration, thought leadership and innovative thinking in the context of a sector that is facing significant change, uncertainty and opportunity.

Prepare, present, deliver and review the business plan and risk register. Ensuring that these documents are updated and presented to each Board meeting.

Be responsible to the Board for managing the company so that effective development services are provided on time, within budget and in accordance with the regulatory framework.

Work with the Board to ensure future service developments (such as open market sale) match the aspirations of shareholders and are supported by a business case.

Work with the Board to ensure that any existing services that could be sold to new customers is supported by a business case.

Develop and deliver lceni's core policies, including equality and diversity, health and safety, client engagement, marketing and PR and staff development, drawing on best practice and guidance from the sector.

Manage the business in line with the vision, values and objectives of the organisation, ensuring that there are proper systems of financial control, risk assessment, performance management and legal and regulatory compliance with appropriate reporting to the Board. Ensuring that the Iceni brand and business strategy is supported by high quality appropriately qualified staff resources.

Fulfil the obligations of the HCA and other funding bodies, in relation to bidding for and delivering agreed programmes, in line with framework delivery or service level agreements

Develop robust performance management systems Report, in the required depth, to the Board on performance and delivery and

summarise performance with a balanced scorecard. Establish effective control, review and reporting systems to ensure accountability for

actions can be provided to the Board. Have lead responsibility for the operational budget, ensuring effective monitoring and

control mechanisms are in place in accordance with agreed procedures and within delegated authority and audit requirements.

To act as an Ambassador for Iceni locally, regionally and nationally, setting its culture and behaviours, continuing to build on the Iceni brand as one that can be trusted for its commercial expertise and skill to deliver the diverse and growing house building aspirations of its shareholders in a cost effective and sustainable way.

Develop a strategy for marketing promoting lceni, ensuring its service offering is clear and understood.

Proactively improve links with shareholders executive teams and their Board. This includes attending shareholders Board or other meetings, if invited.

Maintain and develop effective professional networks that will add value to the company’s work and enhance the reputations of the shareholders, such that it is viewed as an influential and reliable partner.

To ensure that Iceni is a well-managed and cost effective organisation that gives shareholders and customers a commercial and better value for money service than any alternative.

Working with the FD prepare annual financial budgets for up to five years ahead, agree key performance indicators (KPIs) and then manage performance against budget and the KPIs

Service the Board, working closely with the Chair to agree on the preparation of reports, manage the agenda and ensure there is effective liaison between meetings.

Keep the Board informed on new legislation, required changes in policy and procedure, ensuring that Board members have sufficient information to enable them to discharge their responsibilities effectively.

Working with the FD or third party to fulfil the role of Company Secretary, ensuring that where necessary appropriate legal advice is sought.

Ensure that all statutory and legal obligations are met, paying particular attention to Health and Safety.

Person specification

Core competencies: Extensive experience and knowledge of development, project management and

house building. Acts with integrity, actively promotes and support the values, ethos and aims of lceni,

building confidence in the brand and services it provides. Excellent verbal, written communication, presentation and interpersonal skills. Strong negotiating and influencing expertise, able to work intuitively and liaise

effectively with a wide range of stakeholders and audiences. Brings a commercial approach to the role.

Knowledge and experience: Broad experience of operating at a senior level in the house building industry, with

RPs, developers, contractors or related sectors. Experience of the development, project management and grant application and

management of affordable, social rent and other non-market and market forms of housing.

Has a proven track record of managing a range of stakeholder relationships with RPs and ideally the HCA, local authorities and developers, producing tangible outcomes in the pursuit of business growth.

Able to show a good grasp of the regulatory and funding framework for RPs, with evidence of understanding HCA, local authority and funders' requirements.

Strong strategic business planning skills, able to translate strategic objectives into delivery.

Experience of working with residents groups, parish councils and landowners to enable and facilitate the delivery of new high quality homes.

Skills and abilities:

Strong financial ability; able to assess risk and promote risk awareness without being risk averse.

Able to analyse and disseminate complex information, including investment appraisal and risk management.

Able to produce winning bids, writing clearly and concisely. Able to demonstrate accountability to the Board, establishing a positive relationship

with the Chair and members to ensure the Board is strong, effective and fit for purpose

Prince2 or equivalent project management experience. IT literate, comfortable with using MS Office including email, PowerPoint and Excel

for analysis and presentations. Personal behaviours and style:

A motivational, innovative and inspirational leader, able to maximise the performance of teams and develop individual potential.

Approachable, personable and influential; able to form positive relationships and secure buy-in from staff and senior people with different and often competing interests

Terms and conditions

4.1 Remuneration

Basic salary: c£80,000 plus performance related bonus up to 15%

4.2 Benefits

Annual Leave: 25 days holiday rising one per day for each completed year of service up to 29 days

Pension contributions: Employer 10% (of basic salary) employee 5%

Health insurance: Private health insurance is provided. You may pay the additional cost of adding your family

Car benefits: You will be entitled to a 3 year £5,000 interest free loan to purchase a car. Business mileage is reimbursed in line with HMRC guidelines.

4.3 Commitment required

37.5 hour week but expected to work additional hours as required without overtime.
