SUBJECT:' RADON DECAY OF AIRHEADS IN BUILDING 123 - JBP-030-94
In the Safety Concern 94-065, the concern was raised that the air samplescollected in the various areas are brought to Building 123 for radon decay. Ispoke with the person filing the concern and told her that the decay presentedno health concerns to her. This was due to the fact that radon is a gas and notcontained in the filter itself. What is read on the filter is the metal decayproducts from the radon. Due to the construction of the filter media the abilityof these decay products to present a health hazard to an operator is extremelylow.

On March 2, 1994, a safety concern was addressed over the storage of potentiallycontaminated airheads in Room 163 of Building 123. It was said that this roomin Building 123 did not have the proper engineered controls to handle this typeof usage. Radiological Engineering has evaluated the current usage of this room,with emphasis on potential radiological problems.
In accordance with references (a) and (b), air sample filters are collected atvarious places on plant site and transported to Building 123 for analysis. Theseair samples are placed in a metal tube at the collection site and then placed ina metal box for transport. These samples are sent to Building 123, Room 163 foranalysis. Once there the samples are left for 48 hours to allow for naturalairborne radioactivity (mostly radon and thoron progeny) to decay.
Radiological Engineering (RE) evaluated all of the possible pathways that couldcause radiation exposure to a worker in this area. Radiation exposure was deemednot to be a potential concern due to the types and energies of the radiationgiven off by the nuclides that could possibly be trapped in the filter. The onlyradiations that would be given off by any of the possible decay chains are alphaand low energy beta radiation. Alpha radiation does not pose an externalexposure problem and beta radiation would not be able to penetrate the metaltube. Therefore, external radiation exposure is not a potential problem in Room163 due to the storage and counting of airheads.
Next, RE evaluated the possible pathways for potential exposure to radioactivecontamination. The pathways evaluated are direct contact and airborneradioactive contamination. The potential of contamination by direct contact withthe filter is extremely slight. The reason for this is how the filter isdesigned. The filter paper that is used is manufactured such that as the air isdrawn through it 99.9% of the particulate matter in the air is trapped in thefilter matrix. Since the particles are trapped in the matrix, the possibilitythat contamination could be removed from the filter paper is extremely remote.Tests performed by RE at the Rock Creek Warehouse demonstrated that filters withcount rates between 250 counts per minute (cpm) and 7,500 cpm smeared usingnormal survey techniques produced no removable contamination. Both references (a)and (b) impose a maximum count rate of 2,500 cpm on a sample filter that is sent

The maximum count rate that is allowed on a filter to be sent to Building 123 byprocedure is 2,500 cpm on a Ludlum 12-lA. Based on the calculation in Health andSafety Practice (HSP) 18.10, Table II, Note (1), this equated to an activity of8,330 disintegrations per minute (dpm).
250 cpm = 833 dpm, therefore 2,500 cpm = 8330 dpm
Assuming a 10% resuspension factor this would equal 833 dpm in the air volume ofthe room.
833 dpm =3.79 dpm/mj220 m'
The Derived Air Concentration for Plutonium-239 (Pu"®) is 4.4 dpm/m®; thereforethis accident would produce airborne concentration of less than one DAC. Thiscalculation is extremely conservative. This is based in the fact that theconversion factor for feet to meters was underestimated and the resuspensionfactor was increased by a factor of 10.

to Building 123. Based upon the above experimental determinations there islittle or no possibility that direct contact could pose a health hazard.
The only mechanism for radioactive contamination to become airborne from thefilter papers is during a fire in Room 163. The possibility of this occurrenceis extremely remote due to the storage of the filters in metal boxes.> Theconditions of the scenario analyzed by RE is that a filter paper at the maximumcount rate allowed by references (a) and (b) is burned. Room 163 was measuredby RE and found to contain approximately 220 cubic meters (m^). This calculationis provided in Attachment 1. With a maximum count rate filter being burned anda 10% resuspension factor, the maximum airborne calculated in the room is stillless than one Derived Air Concentration (DAG). This calculation is extremelyconservative. A person could breathe air at the DAG for the specific nuclide for2,000 hours per year and never exceed any exposure limits established forradiation workers.
Radiological Engineering (RE) analyzed the effect of a person inhaling the entirecontents of this accident in one short term (acute) exposure. This analysis wasbased upon a filter burning that was at the limit imposed by references (a) and(b), and one person inhaling the entire amount of contamination. These factorswere run by Internal Dosimetry using Code for Internal Dosimetry (CINDY). Theresult of this analysis shows that the person would receive 11 millirem (mrem)over the first year and a total of 116 mrem over a fifty year period. This fifty-year exposure can be equated to a single year's exposure living in Denver, GO.
Based upon the above analysis, RE has determined that the potential for exposureduring normal operations is extremely remote. The analysis also determined thatduring an emergency the exposure is well within that established by both Federallaw and corporate policy for radiation worker exposure.

The Joint Company/Union Safety Committee (JCUSC) has investigated the concemmentioned above.
Air-Heads were arriving at building 123 over the required radiological limits.Radiological Engineering and Radiological Operations have been monitoring this issue.The resolution for this concem is as follows: Radiological Operations department willadhere to Radiological Operations Instruction (ROI) ROI 4.1, when air-heads areshipped to building 123. If airheads arrive at building 123 above the limit specified inROI 4.1 the analytical labs in building 123 will notify building Radiological Engineeringand Radiological Operations.
The JCUSC considers this concern adequately addressed. Changes to this agreementcannot be mode without concurrence by the JCUSC. Thank you for your participationin the safety program. The meeting was held to discuss air-heads arriving at BIdg 123 over the required limit.And to discuss whether the limit of 2500 c/m was reasonable in a building that has nohepa filtration exhaust, only fume hoods with no filtration.
A commitment was made by Radiological Operations to hold a tool box on the ROI 4.1for all RCT's in the protective area. That the Lab employees will notify the RCT, theBuilding Radiological Engineer, and their supervisor if an air-head is analyzed to beover 10% DAC. That sample will be placed in a plastic zip-lock bag and held for furtherstudies, by Rad. CP's, and Rad. Eng. Radiological Operations in BIdg 881 willdocument all findings. This testing will continue until on or about July 8, 1994, at which -time another meeting will be held to determine a course of actiorTrorinis concern.

Further, ROI wasreviewed and actions were taken to insure that samples that exceed allowablecount are not removed from RCA's.

SUBJECT: STATUS REPORT ON SAFETY CONCERN NUMBERS 90-051 AND 90-212
The "proposed action plan" identified in J. P. Jens letter to E. L. Sumora, on March 15, 1991,(91-RF-1224) is still in process. Prospective suppliers of counting equipment have beenidentified. The Health Physics Instrumentation Committee (HPIC) has responsibility forapproving performance criteria and allocation of funds. Funds have been allocated and purchasespecifications are being drafted. The remaining items are progressing as well.
Additional measures have been implemented to aid in assuring safety. Specifically, the AirSample Counting Room (163) in Building 123, has been classified as a "Controlled Area." Assuch certain precautionary measures are in place:
No eating, drinking, smoking, or other consumables.
Personal dosimeter required when handling radioactive materials.
Wear buttoned smocks and surgeons gloves when handling radioactive materials.
Also, Radiation Protection Technologists perform daily contamination surveys of the room andon incoming air sample containers. Individuals working in the area are considered radiationworkers and are participants in the Radiation Worker Training course.
We believe that these precautionary actions in combination with compliance regarding existing-procedures, (ROI 4.1, "Routine Air Sampling" in particular), provide adequate measure ofsafety for the individual worker as well as members of the general public and the environment.

EGiG Rocky Flats, Inc. Health and Safety recognizes the position of theUnited Steelworkers of America on the subject safety concerns. Building123, Room 163 has been designated as a Radiologically Controlled Area y(RCA) and is being currently controlled as such. The statement that thisroom "does not meet the requirements of a Radiation Control Area under anystandards" is incorrect. In addition, all the labs and other rooms inBuilding 123 that have been identified as areas where work withradioactive materials takes place have been posted as RCA's.
The statement "Administrative controls are not an adequate substitute forengineered controls",is only an appropriate statement when engineeredcontrols are necessary. The counting of air samples and the processing oflow level laboratory samples in Building 123 does not expose workers, thepublic or the environment to any unnecessary risk. Engineered controls arenot necessary to safely perform these tasks. A detailed analysis of eachRCA and associated requirements will follow under separate cover letter.
A review of the previous concerns on Selective Alpha Air Monitor (SAAM)repair indicates that the strengthened administrative controls wereadequate to protect workers, the public and the environment. Althoughthese controls are adequate, we concur that there is a better way of doingbusiness. We shall revisit Perimeter Security Zone (PSZ) locations andalternative engineering controls for disassembly.
In reference to the suggestion that locating the air sample count roominside the PSZ, please be advised that we are working to this end. _ Thenecessary counting equipment (automatic sample changing and recording) hasbeen requisitioned and is in the purchase cycle. All possible locationsinside the PSZ that might meet the necessary location criteria will beevaluated.
Moving the count room inside the PSZ will require 1) adequate facilitiesfor the equipment and personnel, 2) minimal exposure rates 7or workerprotection and instrument efficiency and 3) no Airborne Radioactivity orContamination Area potential . Upon receipt of the list of "The RCA areaslocated in the PSZ" which you feel "have the necessary engineeringcontrols to do this job safely and efficiently", a formal evaluation forrelocation of the count room will be conducted.

Thank you for your letter of January 30, 1991 (Attachment 1) calling to my attention theofficial Steeiworkers position. The Steeiworkers position is no different of the one thatapplies to all EG&G Rocky Flats Plant employees, since providing a safe workingenvironment for all employees is essential if we are to succeed.
As you are aware, the subject concerns were elevated to Director level on September 11,1990 and a follow-up meeting was held with my staff of January 28, 1991. At that time,the Co-chairman reiterated that a written response would be required as to what actions arebeing taken and what actions are planned to resolve the issue. My staff is working diligentlyto come up with the best and safest course of action that meets the requirements of theDepartment of Energy (DOE) Order and allows us to perform air head filter countingoperations in the safest manner possible.
As soon as my staff has developed a plan with a satisfactory course of action, 1 will notify theCo-chairman in writing who will, in return, provide it to you.

This is an official position of the United Steelworkers on safety concernnumbers 90-051, 90-212, and 90-426. All three safety concerns deal with the airsample levels received in building 123, room 163. Room 163 in building 123 doesnot meet the requirements of a radiation control area by any standard. Bysending air samples to building 123 from the radiological control areas greaterhan 250 counts per minute and greater than 20 disintegrations per minute, we are
exposing our members, the environment, and the public to an unnecessary risk.
Administrative controls are not an adequate substitute for engineered features.operational measures for controlling occupational exposure must be applied toassure that any work with radioactive materials is carried out in the safestmanner that is achievable. The RCA areas located in the PSZ have the engineeringcontrols to do this job safe and efficient. This would seem the logical placeto do this work, since we have everything in place to accommodate this specificjob junction.
These concerns were brought to EG&G twelve months ago and to this date, EG&G hasnot offered 5. safe resolution.

INSTRUCTION
6.1 Filter media of fixed airhead samplers shall be routinelychanged as follows:
6.1.1 Survey filter caps before unscrewing.
6.1.2 Unscrew and remove the air filter cap.
6.1.3 Survey the filter media with an alpha surveymeter (Ludlum Model 12-lA Count Rate Meter withan air proportional probe).
6.1.4 Record the survey meter reading of the filter incounts per minute (cpm) and the filter number inthe Air Sample Travel Log (Attachment 9.1).
6.1.5 Remove the filter media by handling the brassring. Do not touch the filter media.
6.1.6 Place filters which measure less than 2500 cpmin the top of the air sample carrier tube sampleside up.
6.1.6.1 Place filters which measure morethan 2500 cpm in glassine envelopes.These will be counted as "special"samples.
6.1.6.2 Write the filter number, the date,and sample (on/off) time on eachenvelope using a black marking pen.

ROUTINE AIR SAMPLING
1.0 PURPOSE
To establish requirements for routine air sampling operations.
2.0 SCOPE
This instruction provides requirements for changing filter media1 of fixed air samplers, counting special air samples, calibrating
airflow rates of airhead samplers, issuing required air samplingreports, and performing preventive maintenance of airheadsamplers.
3.0 DEFINITIONS
3.1 Fixed air samplers consist of all airhead samplers and SAAMsused for room and effluent air monitoring.
3.2 Koval Factor (K) is a unit used in calculating air sample, radioactivity which adjusts for the decay of short-livedI radionuclides when sample counts are spaced in time. In
calculations, K is used to designate the Koval Factor.
3.3 DAG is the acronym used to designate Derived AirConcentration. DAG values are specified (DOE Order 5480.11)for each radionuclide and their retention class, and are thelimiting values for control of airborne radioactivity in thework place.
3.4 Airborne Radioactivity Area is the designated area postingrequired for areas where airborne radioactive materialconcentrations greater than 1/10 of the DAG are present.
3.5 Special air samples consist of any routine air sampleshaving a survey instrument reading of more than 2500 cpm, orthe filter from a positive SAAM alarm with 25 cpm or greateron a referee SAAM.
4.0 RESPONSIBILITIES
4.1 Manager(s) of personnel required to perform work per thisinstruction shall ensure that affected personnel areinformed or trained to the extent necessary prior toinitiation of that work.

1. A SAAM unit will be installed in Room 163.
2. Change the daily swipe contamination survey taken byRadiation Monitoring, to include sample carriers and holders.In addition, a weekly survey will be accomplished ofequipment interiors.
3. Samples greater than 100% RCG will,be recounted in thebuilding of origin and treated as a special air sample.
4. Samples greater than 500% RCG will be returned in a timelymanner to the building of origin. The Radiation Monitoringforeman will be notified by the counting technician of thisaction.
5. Counting Laboratory personnel will v/ear paper or clothcoveralls while handling samples in Room 163. This isrequired to preclude contaminating personal clothing in theevent an elevated.sample was dropped on their clothing whileseated at the work bench. In this case only, coveralls wornover personal clothing is acceptable.
6. Rewrite the count room operating procedure HS A EL OP-23 toreflect these changes and better define actions required oflaboratory personnel.

The Company and Union cannot reach an agreement for resolution to this SafetyConcern. Some improvements have been madey howevery further improvements are
necessary. A new procedure has been written for this areay but we feel it does
not go far enough; a copy of this new procedure is attached. L. J. Olinger, Opr.
Health Physicsy was contacted about further improvements which the Union feelsare necessary. Her replyy "further precautions are redundant beyond reasonablefor the level of hazard which exists"y exhibits arrogance and is certainly argu
ment ivey to say the least. This type of attitude is not conducive to a goodworking relationship between the Safety Committee and Health Physics. -
The Union does take exception to this reply and our recommendations for Room 163yBuilding 123 are as follows:
Room air samples be installed.,
At least one S.A.M. air monitor be installed.
Alpha mets with cables be installed on the counting instruments.A combo be placed at the door.
Protective clothing be required for personnel working in this room.This is meant to include coverallsy booties and surgeon's gloves whichare to be worn when handling samples. fV^rr
6. The sample containers must be monitored before leaving the PSZ area
buildings and the M.T. tag signed by a monitor.7. If a sample is suspected to be "hot" or greater than the counting instrument
will county the proper protocol is as follows:
a) Call Radiation Monitoring in Bldg. 881 for a monitor to respondto the area. The telephone number should be placed- by each telephonein a visible area.
b) Do not remove the suspected sample from the counting instrument. Whenthe radiation monitor arrivesy he/she will remove the sample.©If the sample is found to be greater than 100% of R.C.G. by the monitorythen the radiation monitoring supervisor of the affected area will be
notified immediately so the area in question will be posted for respirators
and surveys taken.

no Pu will be released to an area where personal clothing is worn and/or possiblytaken off site into someone's home or place of business.

PERSONNEL PROTECTION REQUIREMENTSFOR PLUTONIUM CONTROLLED AREAS
SCOPE
To define the minimum requirements for personnel protection in plutoniumprocessing areas, laboratories, storage facilities, or any other area postedas a Plutonium Controlled Area.
2. DEFINITIONS
2.1 Administrative Work - Performing job reviews, reviewing and/or picking uppaper work, changing computer disks, incidental work on computer keyboards andall other similar activities.
2.2 Anti-Contamination (Anti-C) Clothing - More stringent Company-furnishedprotective clothing that may be required by Radiological Monitoring and/orOperational Health Physics for specific jobs and/or operations. Full Anti-Cclothing consists of paper coveralls, hoods, gloves, shoe covers and/or boots,this clothing shall be worn in addition to normal precautionary clothing forthe purpose of radiological/contamination control and shall not be wornoutside the controlled areas.
2.3 "B" Box - Rocky Flats terminology for containment structure/work boxpartially open to room atmosphere with restricted openings.
2.4 Contamination - The deposition or presence of unwanted radioactivematerial on the surfaces of structures, areas, objects or personnel.
2.5 Controlled Area - Any area to which access is controlled in order toprotect individuals from exposure to radiation and radioactive materials.
2.6 Precautionary Clothing and Equipment - Company-issued clothing andequipment which workers may be required to wear in controlled areas. This mayinclude items such as coveralls, safety shoes, underwear, etc. Precautionaryclothing and equipment are worn as a precautionary measure to avoidcontaminating personal clothing or a worker's skin in case there is aninadvertent release of contamination. Precautionary clothing is not intendedto substitute for anti-contamination clothing and shall not be used as anti-contamination clothing.
2.7 Radiation - As used in this document, indicates alpha, beta, gamma. X-rayand neutron types of ionizing radiation.
2.8 Radiation Area - As used in this document, indicates any area within acontrolled area where an individual can receive a dose equivalent greater than

2 mrem, but less than 100 mrem, in 1 hour at 30 cm from the radiation sourceor from any surface through which the radiation penetrates.
3. GENERAL RESPONSIBILITIES
3.1 Operational Health Physics
Operational Health Physics will establish the occupational radiationprotection program to support the long-term and short-term planning, as wellas the day-to-day activities, of the Rocky Flats Plant.
3.2 Radiological Monitoring
Radiological Monitoring will assist all operations with theimplementation of the radiation safety program in order to maintain radiationlevels and personnel radiation dose equivalents as low as reasonablyachievable (ALARA).
3.3 Building Managers
The Building Managers are responsible for the safety of buildingpersonnel facility maintenance and environmental protection of -heirrespective facilities. Operational Health Physics works wit;. • ■•nldingManagers to establish the radiation protection program of buii personneland facilities.
3.4 HS&E Area Engineer
The HS&E Area Engineer is responsible for programmatically managing amulti-disciplinary safety team, ensuring effective communications within theHS&E organization and with all other supervisory personnel, and implementingof the ALARA policy.
3.5 Criticality Engineering
Criticality Engineering has the primary responsibility for generating andrecommending nuclear criticality safety policies for Rocky Flats andestablishing procedures which implement the established nuclear criticalitysafety policies.
3.6 Supervision
3.5.1 It is the responsibility of all supervisors to be acquainted with allaspects of their operations which involve radioactive materials. Allsupervisors shall ensure that their operations are carried out according tothe requirements of this document and the ALARA policy.
3.6.2 In the discharge of their responsibilities, supervisors shall seek thetechnical support of Health, Safety and Environment. Supervisors shall submitto Operational Health Physics all available information on any changes oralterations contemplated in their area of responsibility which may affect theradiation or contamination control programs.

4.3.4.1 All individuals have the responsibility to properly use the selfmonitoring devices as described in HS&E 18.09 in order to prevent the spreadof radioactive contamination.
4.3.4.2 When leaving a controlled area, all personnel must be monitored byRadiological Monitoring. The Radiation Monitor shall also monitor therespirator, dosimetry badge, shoe bottoms and other items as appropriate(e.g., paperwork, notebooks, etc.) using the Ludlum Alpha Survey Meter. Allitems leaving a controlled area shall be smeared for removable contaminationin addition to being monitored with a Ludlum instrument.
4.3.4.3 Personnel must wash their hands upon exiting the controlled areas.
4.3.4.4 Personnel working in controlled areas, who make a clothing change,SHALL shower prior to leaving plantsite. In addition, these personnel shallwash their hair.
4.3.5 Control and Decontamination of a Radioactive Material Release
4.3.5.1 Radiological Monitoring personnel will determine the location andextent of any radioactive material release, recommend appropriate controlmeasures, and furnish supervision with written reports as necessary.
4.3.5.2 Decontamination of a radioactive material release must beginimmediately and be completed as rapidly as possible. Decontamination shall becontinued beyond the end of a shift or until the contamination is secured. Ifdecontamination efforts are stopped before decontamination is completed,approval must be obtained from Radiological Monitoring and appropriatesupervision.
4.3.5.3 Detectable levels of radioactivity from former plant ""'^'-'^sses, whichhave contributed to the overall background radioactivity levei- " not beallowed to remain as a part of the facility area which is being ..-minatedfor future unrestricted use.
4.3.6 Personnel Airlocks and Step-off Pads
4.3.6.1 Personnel airlocks are installed between plutonium controlled areasand non-controlled areas to assist in maintaining proper airflow andcontamination control.
4.3.6.2 When using personnel airlocks, only one door or one set of doubledoors shall be open at any time except for emergency egress.
4.3.6.3 Step-off pads (bootie lines) are used to assist in isolatingcontamination to controlled areas. Upon entering or exiting controlled areas,employees shall follow the posted procedures for proper step-off pad use.
4.3.7 Glovebox Operations
4.3.7.1 Supervisors shall ensure that all of their employees who work ingloveboxes are trained in the safe and proper methods of glovebox operation.

Currently filters are initially screened for radioactivity in the areas and arenot allowed to leave the area if the count rate is greater than 2500 cpm. Asmear survey is performed in the count room and on the air sample canisters on adaily basis. The results of the smear surveys are all well below the limit of 20dpm/100 cm . Air samplers are also located, in the room. Results of the samplesare attached and indicate air concentrations in the room are at normal ambientlevels.

SUBJECT: Safety Concern 85-64, Unnecessary Exposure to Radioactive Materialin the Sample Counting Room (163) in Building 123
The Company and Union cannot reach an agreement for resolution to this SafetyConcern. Some improvements have been made, however, further improvements arenecessary. A new procedure has been written for this area, but we feel it does
not go far enough; a copy of this new procedure is attached. L. J. Olinger, Opr.Health Physics, was contacted about further improvements which the Union feelsare necessary. Her reply, "further precautions are redundant beyond reasonablefor the level of hazard which exists", exhibits arrogance and is certainly argu-.entive, to say the least. This type of attitude is not conducive to a goodworking relationship between the Safety Committee and Health Physics.
The Union does take exception to this reply and our recommendations for Room 163,Building 123 are as follows:
1. Room air samples be installed.,
2. At least one S.A.M. air monitor be installed.
3. Alpha mets with cables be installed on the counting instruments.4. A combo be placed at the door.5. Protective clothing be required for personnel working in this room.
This is meant to include coveralls, booties and surgeon's gloves whichare to be worn when handling samples.
6. The sample containers must be monitored before leaving the PS2 areabuildings and the M.T. tag signed by a monitor.
7. If a sample is suspected to be "hot" or greater than the counting instrumentwill count, the proper protocol is as follows:
a) Call Radiation Monitoring in Bldg. 881 for a monitor to respondto the area. The telephone number should be placed by each telephonein a visible area.
b) Do not remove the suspected sample from the counting instrument. Whenthe radiation monitor arrives, he/she will remove the sample.
c) If the sample is found to be greater than 100% of R.C.G. by the monitor,then the radiation monitoring supervisor of the affected area will be
notified immediately so the area in question will be posted for respiratori
and surveys taken.

d) Have the radiation monitor perform a smear survey of the area to checkfor levels of contamination that exceed the 20d/m/100 c/m.
e) Personnel will be monitored out by the radiation monitor.f) Have the radiation monitor secure the sample and return it to the
area of origin for special counting procedures.Personnel will be monitored out by a radiation monitor at the end of their shift.All counted samples must be secured at the end of the shift and when appropriate,the samples will be taken back to a building inside the P.S.2. for disposal.
The Union feels that the ideal area for counting samples would be inside the P.S.Z.area. If this is not possible, it is imperative every effort be made to insure that^no Pu will be released to an area where personal clothing is worn and/or possiblytaken off site into someone's home or place of business.
We feel that Rockwell International owes its employees, their families and the surrounding communities assurance that every possible precaution is taken to prevent theunnecessary spread of radioactive contamination.

RE: SAFETY CONCERN NUMBERS 90-051, 90-212, AND 90-426
This letter is an official position of the United Steelworkers on safety concernnumbers 90-051, 90-212, and 90-426. All three safety concerns deal with the airsample levels received in building 123, room 163. Room 163 in building 123 doesnot meet the requirements of a radiation control area by any standard. Bysending air samples to building 123 from the radiological control areas greaterthan 250 counts per minute and greater than 20 disintegrations per minute, we areexposing our members, the environment, and the public to an unnecessary risk.
Administrative controls are not an adequate substitute for engineered features.Operational measures for controlling occupational exposure must be applied toassure that any work with radioactive materials is carried out in the safestmanner that is achievable. The RCA areas located in the PSZ have the engineeringcontrols to do this job safe and efficient. This would seem the logical placeto do this work, since we have everything in place to accommodate this specificjob junction.
These concerns were brought to EG2i.G tv/elve months ago and to this date, EG2iG hasnot offered a safe resolution.
