The Malaysian Good and Services Tax (GST) is effective
1st April, 2015 and all taxable persons/entitiesundertaking transactions/businesses in Malaysia with ataxable turnover exceeding RM500,000 are obliged toregister for GST.
IEEE Malaysia Section has registered for GST as ourtaxable turnover, consolidated with those all our Chapter,exceeds RM500,000 per year. Registering for GST willrequire us to charge GST (currently 6%) on all oursupplies (essentially items such as conference fees) usingtax invoices conforming to Custom’s requirements.Similarly, suppliers providing goods and services to uswill also charge us GST where appropriate (eg. Hotelconference hall rental) and it is important that we alsoreceive the requisite tax invoices from our suppliers.
The requisite tax invoices should indicate the followingminimum requirements (ref. Clause 121 of GeneralGuidelines):a) The name, address and GST identification number of
the supplierb) The date of issuance of the tax invoicec) The tax invoice serial numberd) A description sufficient to identify the goods and
services suppliede) For each description, distinguish the type of supply
for zero rate, standard rate and exempt, the quantityof the goods or the extent of the services suppliedand the amount payable, including tax.
f) The total amount payable inclusive of total taxchargeable.
g) The rate of tax and the amount of tax chargeable.
The taxable period of IEEE Malaysia Section is threemonths and hence we need to submit our GST returnsduring the month after taxable period (ie. In July for thetaxable period April – June).
Currently, Chapters are not yet registered to receive theirrespective GST identification numbers and hence it isnecessary that all tax invoices received from suppliers beaddressed to IEEE Malaysia Section and preprintedletterheads from Section be used to issue all tax invoices
where necessary. A scan copy of such tax invoicesreceived/issued should be emailed to the Treasurer ofIEEE Malaysia Section (not later than a week after themonth in which the transactions occur) forconsolidationand calculation of tax payable and record keeping foraudit purpose. Once Chapters are registered for GST,Chapters are then responsible for record keeping andsubmission of GST returns to Customs. A copy of suchreturns should also be emailed to the Treasurer of IEEEMalaysia Section.
In registering for GST, Section will need to thefollowing from each Chapter:1) Name of Chapter2) Contact person (preferably Chair or Treasurer)
responsible to ensure GST submission done as andwhen necessary (once every 3 moths to Customs).

It is important that all Chapters provide Section wththe above information as soon as possible so thatChapters can continue to operate autonomously to thegreatest extent possible.
In the meantime (until Chapters are registered forGST), please ensure the following are adhered to:• Do not issue any invoice – if need to, use the
preprinted letterhead from Section• All invoices from suppliers that are GST registered
should be addressed to Section and not Chapters(else we may not be able to claim GST rebate forinput tax paid).

April 2015. The ceremony was held inBrisbane, Australia during the IEEEInternational Conference on Acoustics, Speechand Signal Processing (ICASSP) which is thetop flagship conference in IEEE SignalProcessing Society.
IEEE EDS Malaysia is the proud recipient of the 2014 EDS Region
10 Chapter of the Year Award. On May 30th 2015, the award waspresented to EDS Malaysia during the EDS Region 10 ChaptersJoint Meeting at the Marina Mandarin Singapore.
Chapter Advisor, Prof Dato Dr Burhanuddin Yeop Majlis andChapter Chair, Assoc Prof Dr Badariah Bais from UKM receivedthe award.

IEEE EDS Malaysian Chapter
A workshop on publishing articles in Q1
journals was held on 7-8th April 2015 atRHR Hotel UNITEN. This event was jointlyorganized by Functional DevicesLaboratory, Institute of AdvancedTechnology, Universiti Putra Malaysia andIEEE Electron Devices Society MalaysiaChapter. About 50 participants attended theworkshop which was held as a platform forresearchers and students to gain knowledgeon how to produce high impact articleswhich is suitable to be published in Q1journals. Prof. Dr. Mohd. Zobir Husseinfrom Universiti Putra Malaysia was invitedto present tips and guidelines on thismatter. At the end of the workshop about 30articles were submitted through on-linesubmissions.

EDS Malaysia Chapter Secretary was invitedby IEEE EDS/AP Joint Chapter Mumbai togive two invited talks at the Department ofElectric and Electronics Engineering, IndianInstitute of Technology (IIT) Mumbai, Indiaon 26th May 2015. Her first talk was onOptoelectronics and Nanophotonics Researchat IMEN, UKM and the second talk was aboutIEEE EDS Malaysia Chapter activities. Afterthe talk, a visit was arranged to thenanofabrication facility at IIT Mumbai. Bothparties showed interest in mutualcollaboration either between institutes of EDchapters.

DL Mini Colloquium (MQ) at UKM
IEEE ED Malaysia Chapter organized a
Distinguished Lecture Mini Colloquium event on29th May 2015 at the Institute of Microengineeringand Nanoelectronics (IMEN), UniversitiKebangsaan Malaysia (UKM). The 3 DL speakerswere Prof. Dr. MK Radhakrishnan of NanoRelTechnical Consultants, Singapore and DrFernando Guarin as well as Dr Mukta Farooqfrom IBM Systems & Technology. The title of theirtalks were “Interface Physics in SiliconNanodevices”, “Trends in Technology, Reliabilityand Qualification of Leading Edge CMOSTechnologies” and “3 Dimensional IntegrationTechnology” respectively. The talks were attendedby researchers and graduate students fromvarious universities and industries.
Short Course on TRIZ Innovation for Industry and Research & Development
A short course on TRIZ Innovation for
Industry and Research & Developmentwas held at College of InformationTechnology, UNITEN from 15-16 June2015. This course was co-organized byIEEE EDS Malaysia, COE UNITEN andIMEN, UKM. The instructors of the coursewere Prof. Emeritus Dr. Prakash R. Apte(College of Engineering Pune-COEP, India)and Mr. S. S. Narayan (DGM, Mahindra &Mahindra, India). The course was attendedby 15 participants both from industry andacademia. Participants were briefed on theconcepts of Triz and interactive sessionincluded using Triz to solve research andindustrial problems.

DL Talk at UIA
10th IEEE Regional Symposium on Micro and Nanoelectronics(IEEE-RSM2015)
IEEE ED Malaysia Chapter will organize the 10th IEEE Regional Symposium on Micro and
Nanoelectronics (IEEE-RSM2015) at Primula Hotel, Kuala Terengganu. This is the tenth RSMorganized by the Electron Devices Chapter of IEEE Malaysia Section and is chaired by Assoc.Prof. Dr Mohd. Nizar Hamidon from the Institute of Advanced Technology, Universiti PutraMalaysia with Universiti Sultan Zainal Abidin (UNISZA) as a co-organizer.

The IEEE ED Malaysia Chapter organized a
Technical Talk by IEEE DistinguishedLecturer (DL) and IEEE Fellow, Prof. Bin Yufrom the State University of New York on the12th June 2015 at Auditorium A, Kulliyyah ofEngineering, International Islamic UniversityMalaysia (IIUM). The talk on “Graphene andBeyond: Two-Dimensional NanomaterialEnabled Electronics”, has successfullyattracted 33 participants from IIUM’s staff andpostgraduates and IEEE ED members. In histalk, Prof Bin Yu has comprehensivelyexplained how graphene (two-dimensionalcarbon sheet) and its derivative materialsystems have received significant amount ofresearch interests from both academia andindustry. The emerging 2D nanostructuresexhibit unique electrical, optical, thermal, andelectromechanical properties, attributed totheir distinctive layered configuration, energyband structure, and quantum phenomenasuch as massless Dirac fermion transport.

IEEE IM Malaysian Chapter
The IEEE IM Malaysia Chapter has set in
planning for 2015 a more vibrant set ofactivities. This includes education bysponsoring the best FYPs in UG engineeringeducation, technical sponsoring conferencesbesides running its flagship so far in annualbasis. These are coupled with a couple ofcharitable events in the month of Ramadan.On technical side, Dr Kushsairy hasrepresented the chapter summit meeting andthe I2MTC Board of Directors meeting, bothin Pisa, Italy.

2015 IEEE International Circuits & Systems Symposium
The IEEE International Circuitsand Systems Symposium wasformerly known as IEEEInternational Conference onCircuits and Systems (ICCAS). Thissymposium provides a platformfor specialist presentations andinteractions in the current andemerging areas of electroniccircuits and systems.
2015 Women in Circuits & Systems Program
The aim of the WiCAS Program isto provide an environment forearly-career-stage researchers topresent their work in the area ofcircuits and systems, interact withtheir senior peers and receive high-quality feedback from theinternationally renowned audienceof researchers from academia andindustry.
2015 Networking Visit
The objective of this program is tomake networks between/amongCASS Chapters in different Asia-Pacific countries in order to raisethe activity level of all the chaptersin this region.

The main purpose of the SchoolProgram is to introduce and exposeprimary/secondary students withbasic electrical and electronic circuitsand engineering at early stage, so as todevelop interest among them towardsthe CASS related field.

IEEE Control System Society Malaysian Chapter
The 2015 IEEE Colloquium on Signal Processing and
Its Applications (CSPA2015) had been successfullyorganized at Impiana Hotel, Kuala Lumpur on the 6-8Mar. 2015. A total of about 50 participants hadattended the Colloquium. The upcoming conferencesare ICSGRC2015 & ICSET2015 that will be held at theFaculty of Electrical Engineering, UiTM Shah Alamon 10-11 Aug. 2015. About 70 participants areexpected to attending these conferences. Year-endevents, CSS will also be organizing 2 moreconferences that are ICCSCE2015 on 27-29 Nov. atBatu Feringhi, Penang and ICSPC2015 on 18-20 Decat Kuala Lumpur.
IEEE Colloquium on Signal Processing and Its Application (CSPA 2015)
The CSPA2014 secretariat members that
comprises of some Excom members and the
academic staff of the Faculty of Electrical
Engineeering, UiTM Shah Alam had organized a
tour visit to Ho Chi Minh City, Vietnam from 6-10
Feb. 2015 through As-Syukran Travel Agency. The
participants of the trip were about 25 persons
inclusive of family members.
The ICCSCE2014 secretariat members that
comprises of some Excom members and the
academic staff of the Faculty of Electrical
Engineering, UiTM Pulau Pinang and UiTM Shah
Alam had also organized an Academic Working
Visit to Western Australia, Perth from 1-5 June 2015.
The participants from Shah Alam are 4 academic
staffs and 7 academic staffs from Pulau Pinang.

Education (ICEED 2015)
It is a great pleasure for IEEE Malaysia Education
Chapter to announce the 7th IEEE InternationalConference on Engineering Education (ICEED 2015) inKanazawa, JAPAN from 17 – 18 November 2015.
ICEED 2015 will serve as a forum for the sharing ofinnovation and good practices in engineering education.The previous proceedings of ICEED since 2009 have beenincluded in IEEE Xplore database. Distinguished Lecture Program
The IEEE EMB Malaysia Chapter together with IEEE
CASS Malaysia Chapter and Universiti Putra Malaysiarecently organized a Distinguished Lecture Program (DLP).The invited DLP speaker was Professor Michael PycraftHughes, who is the Professor of Biomedical Engineering atUniversity of Surrey, United Kingdom. His 20-year researchcareer has primarily focused on the development ofdielectrophoresis – more specifically the development ofDEP-based assays. Since 2008, Mike has been Director of theCentre for Biomedical Engineering at the University ofSurrey. His talk was entitled “THE ELECTRICAL KEYTHAT UNLOCKS BIOLOGY”.

held recently at Curtin University, Sarawak Malaysia
(Curtin Sarawak) had the opportunity to learn more
about the practical applications of MATLAB, a high-
level language and interactive environment for
numerical computation, visualization, and
programming. The workshop was fully supported by
the Sarawak Convention Bureau (SCB) and IEEE
Engineering in Medicine and Biology Society (EMBS)

Distinguished Lecture Program
On March 26th, a distinguished lecture about
Exploration of Solar Photovoltaic Technology
Potential Towards Solar-Green-Earth was
organized. The speaker briefed the importance
of having huge solar photovoltaic technology
potential as powerful Renewable Energy (RE)
among many others. Systems and technologies
involved in the development and
implementation of Photovoltaic (PV) were well
presented. Successful stories of implementation
of PV around the globe were shown to have
faith in the technology. Finally, PV’s potential
had been introduced to let the audience judge
to choose as future energy resource.
Project Innovation and Commercialization Competition
Totally four groups from various engineering
discipline participated in this competition.Projects covering Robotics, sensors, Electricmotors, solar powered devices were displayedand demonstrated in front of the judges. Eachgroup consists of maximum 5 students.Students from Diploma and Degree level,participated in this event. Some of the bestprojects were nominated for commercialization.Each group was given 30 minutes durationduring their presentation.

IEEE Malaysia Post-Flood Relief Mission (Part 2)
IEEE Malaysia students volunteers headed by Hussain Falih Mahdi (our Section Student
Representative) with the cooperation of UKM IEEE Student Branch and UKM has organizedPost-Flood Relief Mission (Part 2) to Gua Musang, Kelantan. They visited SekolahKebangsaan Limau Kasturi, Gua Musang Kelantan to give support to the children there.Majority of the children come from poor family and they lost everything during the flood. OurIEEE volunteers brought raya cloths for the children before Hari Raya to show ourcontribution and drew the smile over the poor children faces.
IEEE Malaysia volunteer team already went there before (Mission Part 1) to clean the schooland setup their small library and computer lab to support the children. The children and thestaff really happy to see people come and help them

NS Artificial Intelligence Club and thedepartment of Computer Science. The eventwas attended by 54 primary students from aneighbouring school, 10 IEEE faculty members,and the campus society. There were showcasesof AI students’ work: digital subscription,digital self, digital games, digital footprints,digital apps, digital films, as well as IoT, BrainTeasers, and 2D-Robothespian with IEEEbanner as the backdrop. Besides challenges tothe brain teasers, visitors were challenged totake selfie/wefie with the 2D-Robothespianwhile making it appeared 3D.
Dr Dianne Cheong, Vice Chair of TEMSChapter, delivered a topic entitled, "CyberForensics: Layering of Self" during the talk"Cyber Crimes" on 14 April 2015. The "Internetof Things" forum was held on 15 April. Thepanelist comprised Dr Vemal Raja Manikamfrom TEMS Chapter and Dr Siow Kim Shyong,Chair of CPMT. The panelist was also judges todisplay works of the AI students.
Dr Vemal spoke on "Cloud Computing at YourDoorstep" while Dr Siow, "NanotechnologyBehind Internet of Things: The SerembanStory".

Arduino Workshop: From Zero To Hero
IEEE SB Universiti Putra Malaysia and
Department of Electrical & ElectronicEngineering, UPM have successfullyconducted a series of Arduino Workshop. Thefirst workshop was conducted on 17th January2015, which was targeted for postgraduate andfinal year students. Mr. Radin Yusof RadinSadi, a UPM alumnus led the workshop thatwere participated by 10 students.
The second workshop were conducted on 25th
& 26th April 2015 and participated by 40undergraduate students from Faculty ofEngineering and Faculty of Science, UniversitiPutra Malaysia. The 2-days workshop exposedthe participants to basic of Arduinoprogramming and at the end of the workshop.Several projects being showcased during theevent were Line Following VehicleManoeuvring System, Fire and Gas AlarmSensor, Vehicle Rear Indication System, WaterLevel System, Water Irrigation ManagementSystem and Vehicle Fuel and BatteryManagement System. Dr. Nizam Tamchek, asenior lecturer from Faculty of Science, UPMand Mr Radin Yusof Radin Sadi led theworkshop.
The third workshop was co-organised by IEEECircuits & Systems Society (CASS) MalaysiaChapter as part of CASS Outreach For SchoolProgram. The workshop was participated by 3instructors and 19 facilitators from UniversitiPutra Malaysia; and 40 secondary schoolstudents from Sekolah Menengah KebangsaanSeri Indah, Selangor. The workshop wasdivided into two sessions, which were hands-on session and demonstration session. Theapproach taken during this workshop wasdirect coaching between the facilitators andstudents in order to get more engagement fromthe school students. The students weresuccessful in completing the projects usingLEDs where at the end of the session, they wereable to control the blinking speed of each LEDin their circuitry.

2015IEEE WIE Award for Final Year Project
On March 2015, the IEEE Malaysia WIE Affinity Group has sponsored an Award of
Excellence for Final Year Project Competition, UNITEN to encourage woman in engineering.The award was won by Nur Umairah binti Ramli, with her project titled “Developing aProbabilistic Load Profile Model for a Distribution Network”. A WIE commemorative andcertificate were awarded to the winner. The judging criteria include novelty, creativity andpracticality.
At Universiti Teknologi PETRONAS, uniquely for
ELECTREX held on 25 March 2015, the IEEE MalaysiaWIE Affinity Group has sponsored an Award ofExcellence. The objective of the award is to giverecognition to the best final year project by a femalestudent, to inspire female students in Electrical andElectronic Engineering. Prior to ELECTREX, fiveprojects by female students were shortlisted, based onmarks obtained in the first semester of the project.Then, the shortlisted projects were judged by a panelof judges consisting of members from the IEEE-WIEMalaysia Chapter. The IEEE WIE Award ofExcellence was won by Song Hui Lee, with herproject titled “Tag Recognition for Quadcopter DroneMovement”. Her project has also won the GOLDAward for Best Final Year Project from theDepartment of Electrical & Electronic Engineering,UTP and the People’s Choice Award, based on votesfrom visitors to ELECTREX.

IEEE-PES UTM Student Chapter organized Bowling
Tournament on 29 May 2015 at Skudai Parade Bowling Centre, Johor Bahru. This tournament serves as an exposure to students, to expose them to IEEE and PES as well as to create networking among the participants.
This tournament successfully gathered 30 UTM students from the power and energy related background. Prizes were given to the top three teams. This tournament was a success as the participants had fun, most importantly the objectives aforementioned were achieved.

The IEEE Malaysia WIE Affinity Group successfully organized an event to conquer and clean up Broga
Hill on April 11, 2015. The event saw participation not just from WIE members but also from IEEEmembers, student members and IEEE Malaysia Section current and past Chairs, total at 15. The hikingstarted at 7:45 in the morning where all the participants were given a rubbish bag. During the hiking,spirit of teamwork was demonstrated where team members helped and encouraged each other to reachthe next level of the hill. Congratulations to all the participants who have successfully conquered BrogaHill and the support in making this event a success !!!
