In the Chicagoland region of northeast Illinois, several public high- way agencies and private companies are working together to improve hot mix asphalt (HMA). Since mid-2006, the Illinois Tollway, Chicago Department of Transportation, the Cook County Highway Department, and Illinois Department of Transportation have been sharing HMA research and engineering resources. Each agency has its own transportation program, its own priorities, and unique issues. Working together and by referencing ideas used by other agencies and the HMA industry around the country, they have been able to try some things that would have normally taken years to do on their own – new mixes, new liquid asphalt cement, new aggregate, and some green ideas. Governor Rod R. Blagojevichofficially named Milton R. Sees asSecretary to the Illinois Departmentof Transportation (IDOT) onSeptember 17, 2007. Milt was con-firmed by the Senate in October.

Mr. Sees has 40 plus years expe-rience in a variety of roles related tothe design, implementation, andfunding of infrastructure projects. Hebegan his career as an engineer tech-nician with IDOT in 1964. Since that

time, he has earned both BSCE andMPA degrees from the University ofIllinois, and has been active innumerous national specification andtransportation development efforts,involving the planning, funding andimplementation of infrastructureenhancements. Mr. Sees’ career hasincluded experience in both the pub-lic and private sectors. He hasworked as a government relationsliaison for the construction materialsindustry in Springfield, Illinois andWashington, D.C., and recently oper-ated several precast concrete manu-facturing facilities in southernIllinois. January 2006 marked Mr.Sees return to IDOT when he wasselected to become the Director ofHighways. As Director of Highways,Mr. Sees had responsibility for theoperation and maintenance of all

state highways and bridges through-out Illinois. In September 2007,Governor Blagojevich named Mr.Sees Secretary of the IllinoisDepartment of Transportation, over-seeing personnel engaged in allfacets, aspects and modes of trans-portation in Illinois.

Among his awards and recogni-tions are the Illinois Award andEngineer of the Year Award from theIllinois Society of ProfessionalEngineers. Mr. Sees is a RegisteredProfessional Engineer in Illinois andVirginia. Included in civic commit-ments are nine years of service on theMt. Vernon, Illinois City Council,with three of those as Mayor.

Christine M. Reed was namedDirector of Highways, ChiefEngineer, for the Illinois Departmentof Transportation, effectiveNovember 16, 2007. She has beenemployed with the IllinoisDepartment of Transportation since1989. Mrs. Reed started in theDivision of Highways working in theBureau of Materials and PhysicalResearch. She held various positionsin the Office of Planning andProgramming from 1997 to 2003including the Bureau Chief ofStatewide Program Planning. In

2003, she was promoted to DistrictEngineer in District Six. She thenbecame the Deputy Director ofHighways/Region Four Engineer.Ms. Reed is a graduate of TexasA&M University with a Bachelor ofScience in Civil Engineering and is aregistered professional engineer inIllinois.

This loose-knit association beganon June 8, 2006, at a meeting con-vened by the Cook County HighwayDepartment Superintendent. CookCounty was seeking assistance andsupport in developing a specificationfor adding recycled ground tire rub-ber (GTR) in some of its paving proj-ects. At that first meeting, the agen-cies began to realize how much theirprograms had in common. Almostimmediately, wheels began to turn,emails began to flow, and the “GTRTask Force” was born. The CookCounty project is complete. But, thetitle is still used by the group. An e-mail with that subject line instantlyidentifies activities of the group.

Since June 2006, the agencieshave undertaken, individually andcollectively, what can be fairlydescribed as an impressive researchand demonstration program of HMAinnovations. Construction materialsresearch can be a complicatedprocess, taking time, money, person-nel resources, and a suitable place toconduct demonstration projects. Theprojects described below have allbeen undertaken in a little more thanone year, all within the normal budg-

ets of the agencies. The timing andtechnology of these projects over-lapped. So, they are listed in no par-ticular order:

GTR Rubber Asphalt CementSpecification – Developing the speci-fication for a new product can be adaunting task. IDOT was the naturalagency to develop the specification.They already controlled the accept-ance of asphalt cement used by thepublic and private sector in Illinois.While they did not have an immedi-ate project of their own, they provid-ed engineering and chemist expertiseto modernize their recycled rubberspecification, which had last been

used in the early 1990’s. This was nosimple matter. The new specificationhad to fit within the new SuperpavePerformance Graded asphalt binderspecification. It had also had to incor-porate rubber asphalt and recyclingtechnology that had evolved duringthe last 15 years. Within a few weeks,they generated a fresh specificationthat was clear to owners, contractors,and suppliers. The specification hasnot shown any weakness in use onmore than a dozen projects.

Terminal Blended GTR AsphaltCement and GTR HMA– Whileasphalt cement prices have escalatedalong with all other petroleum basedproducts, there has been one brightspot in the HMA picture. Respondingto a renewed national interest in tirerecycling, a local asphalt cement sup-plier, Seneca Petroleum, recentlyintroduced terminal blended GTR liq-uid into the Chicago area. PreviousGTR projects in Illinois requiredadding the ground rubber to theasphalt cement or the aggregate at theHMA plant. That was cumbersome,expensive, and difficult to control.Terminal blending is now possiblebecause of the introduction of stabi-lizing additives that allow the mix to

be stored and transported. This newblending process is now on the radarscreen with other asphalt cement sup-pliers in the Midwest.

This is recycling at its best.Terminal blended GTR asphaltcement is no more expensive thanconventional polymer-modifiedasphalt cement. Most of the demon-stration project mixes have been test-ed for performance, noise, and fric-tion. Preliminary tests show that GTRmixes may outperform conventionalHMA mixes. And a typical GTRHMA mix recycles about 2,000 tiresper paved mile.

Since June 2006, GTR has beenused in a variety of mixes by CookCounty, Chicago DOT, and theIllinois Tollway. GTR has been usedsuccessfully in Open-graded frictioncourses, SMA’s, dense gradedSuperpave mixes, and Green Alleys(below). Seneca has been a wholepartner in this process. Without theirassistance in scheduling and pricing,

it unlikely the GTR projects wouldhave been as successful, or evencompleted. Detailed analysis hasbeen performed by the IllinoisTollway on a number of these mixesand HMA pavements to confirmimproved performance of the mixesand pavements while providingimproved environmental stewardship.

Green Alleys – Green Alleysaren’t actually green color. They arepaved with asphalt that is pervious towater, promoting groundwaterrecharge instead of storm sewer over-flow. When the GTR Task Force wasformed, CDOT had already embarkedon a plan to build some Green Alleysin 2006. Timing worked such thatone of the alleys could incorporateGTR liquid asphalt. The GTR asphaltworked even better than expected inthe open-graded HMA mix. But,more important, the mix design tech-nician discovered that the GTR open-graded mix could be produced with-out adding fibers to the mix. Smallfibers are usually required in “open”mixes to hold the liquid on the aggre-

gate during storage and transport.This discovery may lead to signifi-cant cost savings on other mixes thathave historically required fibers.

Fractionated Recycled AsphaltPavement (FRAP) – Another newconcept (and acronym) was added tothe Illinois paving glossary this year.FRAP is simply screening (fraction-ating) the milled HMA pavement(RAP) into 3 or more different sizes.The result is a recycled product thatis easier to control in HMA mix pro-duction. That usually means thatmore recycled material (both aggre-gate and residual asphalt) can go intonew mixes. Fractionating RAP ismore costly than normal RAP pro-cessing. It is more practical on alarge scale where reduced materialcosts can more easily compensate forthe increased processing costs.

That is where the Illinois Tollwaycomes in, facing the reconstructing ofmuch of its aging system over thenext decade. That program will gen-

erate mountains of high quality RAPfrom the grinding of existing HMAoverlays and shoulders. The amountof new HMA mix for replacementpavement and shoulders is evengreater. The Illinois Tollway recog-nized the value in maximizing theamount of RAP that could be used intheir new mixes. So, they jumped outfront, starting with an educationalseminar arranged by the IllinoisAsphalt Pavement Association. OnMay 8th, the international leader inHMA equipment technology, Dr. DonBrock, Chairman and CEO of AstecIndustries, Inc. shared his recyclingapproach with Illinois contractors andgovernment agencies.

The Illinois Tollway took Dr.Brock’s message to heart, and to thefield. This fall, The ISTHA included9 different new HMA mix combina-tions on a project on the JaneAddams Memorial Tollway (I-90),near Rockford. These mixes wereselected to evaluate the practicality,quality, and economy of fractionatingRAP. In addition, the Illinois Tollway

will combine resources with IDOT tocompare similar mixes made withconventional liquid asphalt cementand GTR asphalt cement at variouslevels of RAP / FRAP through aUniversity of Illinois study on theimpact of higher RAP contents inHMA mixes on pavement structural

performance. This is a much abbreviated

description of the demonstration proj-ects and the new technology. Thereader is invited to contact any of thetask Force agencies for additionaldetails.

There is not space in this articleto give credit to the individuals andagencies who worked on these proj-ects. Have you ever wondered wheremany of the practices we use in win-ter maintenance came from? Wellwithout a doubt, some have comefrom Europe. On occasion informa-tional exchanges have taken placeand in some cases scanning tourshave brought leaders in the industryto foreign countries to learn aboutmethods being used overseas. Muchof what was learned was then appliedhere in the States. Anti-icing is oneexample of a method used overseasthat is now widely used here.

Recently a new method devel-oped here was shared with Europe.Mark DeVries of the McHenryCounty Division of Transportationrecently toured several countries inEurope to share the method of blend-ing liquid de-icing chemicals devel-oped in McHenry County. Mark isthe Maintenance Superintendent forthe Division of Transportation butwears several other hats as well.

Mark is well known as a nationalspeaker doing numerous presenta-tions across the Country. He is theChairman of the American PublicWorks Association WinterMaintenance Sub-Committee, he is amember of the Midwest States groupand he is an instructor for our T2 pro-gram teaching both Snow and Ice andFlagger classes. He is involved inmany other committees as well. Markwas recently awarded the Donald C.Stone award by APWA for his workin education.

Mark’s tour began on the 18th ofSeptember and lasted 11 days. Markwas flow to Manchester, England anddid his first presentation to a group inMilton Keynes (not to far from London).The group consisted of local councils(similar to County and City agencies).The presentation covered informationon McHenry County operations, liquiduse in the States, equipment, newertechnologies and the blending of liq-

uid de-icers. The same was true ofall the presentations Mark did butthey varied in length depending onthe conference of meeting.

Blending and storm treatmentapplication recommendations (stormlogic, road cast, MDSS etc.) seemedto be the main focus of interest ineach discussion. The method ofblending and the resulting mixture(Supermix) was new to most ofEurope. The components of the mix-ture are not. Salt brine is used insome parts of Europe but not aswidely as here in the States, CalciumChloride is used in various parts andSafecote (Geo-melt) a sugar beetproduct is quite common but mainlyapplied directly to the salt at themines. In the United Kingdom saltand treated salt are the most widelyused products. Mark toured one ofthe salt mines near Chester. The salthere was much different looking,very dark. This is the main reason

Brine is not use as often. The con-tamination in the salt produces somuch residue it is hard to make brine.Liquid use and its benefits are beinglooked at closely because frost iscommon occurrence.

Marks next presentation was inGlasgow, Scotland. This was a privatemeeting and was to the ManagingDirector of Scotland and his regionaldirectors. Mark spent the night inScotland and got to see and tastesome of the local flavor.

Then it was on to London. Mostof the travel across the UnitedKingdom was on trains that traveledin excess of 125 mph. This allowedmark to see some of the country.Mark was taken on tour of the cityprior to departing for Germany. InGermany the meeting included repre-sentatives from 9 different countries.Three interpreters were needed tobridge the language barriers. Markwas the focus of the meeting whichincluded Managing Directors anduniversity research personnel.

The next stop was Austria andagain several different countries flewin to attend the presentation. Thepresentation was held at the offices ofAsfinag, a managing company that

oversees operations in Austria. Againthis is common to several countries inEurope. Interpreters were neededagain and members from Norway dida short presentation as well. Markspent two days in Vienna and wastaken to a local yard were he spent 5hours viewing and exchanging infor-mation. The salt used in Austria wasdifferent as well. It looks more liketable salt and is very pure. Salt hereis blown into silos and loaded fromabove. The yard he visited had dupli-cated the method of blending chemi-cals from articles Mark had writtenand information he provided. Austriais set to trial Supermix this winter.Mark was taken on a tour of Viennaand to a traditional Austrian dinnerbefore heading back to London.

The last two days of the tourMark presented at a major conferencein Birmingham. Similar to the firstconference most of the attendeeswere local agencies including somefrom London. There was an interna-tional flare as representatives fromChina were in attendance as well andmet with Mark following the presen-tation.

The last stop was the City ofChester before Mark returned to theStates. Mark has been corresponding

with many of the people who attend-ed his sessions and with his hosts.When asked about the experienceMark stated “It was very rewardingand I made many new friends, Ilearned as much as I shared”.

The National Incident ManagementSystem (NIMS) was established byPresident Bush in 2003 following thefinal recommendations outlined in the9-11 Commission Report. HomelandSecurity Presidential Directive (HPSD)-5,Management of Domestic Incidentsidentified that NIMS would be thepreferred incident management systemto be used at all levels of governmentwhen responding to an actual incidentor a pre-planned event. Although bothlocal jurisdictions and state govern-ments have the choice to adopt NIMSor not, they lose the ability to apply forFederal Preparedness Grant fundingif they chose not to adopt NIMS. Eachstate was assigned the responsibilityto establish the NIMS complianceprocess for their state. The develop-ment and implementation of the NIMScompliance process in Illinois has beenassigned to the Illinois EmergencyManagement Agency (IEMA). TheState of Illinois NIMS ImplementationPlan is available on the followingwebsite. www.iml.org/dbs/nims.

This website was designed tosupply current and accurate informa-tion concerning NIMS compliance inIllinois. The two identified NIMScompliance items for both 2006 and2007 are included on this website. Assoon as the Department of HomelandSecurity identifies the 2008 compli-ance items, they will be included onthis website, as well. This websitealso contains a current list of alljurisdictions that have submittedeither one or both of the identifiedannual NIMS compliance items since2005. Please review this list to identifyif a jurisdiction is currently NIMScompliant. This website is in the

process of being revised. The 40-pluspage Implementation Plan will bereplaced by individual informationallinks. These links will provide usersthe opportunity for direct access tothe information they need without haveto sort through the entire document.Please direct any questions concerningNIMS compliance to the identifiedPoint-of-Contact for your jurisdictionin the implementation plan.

The training piece of the NIMScompliance process has generated themost questions. Figure 1 below isincluded to help each jurisdiction toidentify the level of training for each oftheir personnel. It is the responsibilityof each jurisdiction to determine thelevel NIMS training based on the jobduties of each of their personnel andtrack the successful completion ofthis training

Events such as 9/11 andHurricane Katrina in 2005 identifieda need for water, and wastewateragencies to create intrastate mutualaid and assistance programs. TheIllinois Public WorksWater/Wastewater Agency ResponseNetwork, also known as ILWARN, iscurrently being developed in Illinoisto provide a network of utilities tohelp other utilities with personnel andresources for natural and humanmade disasters. ILWARN is based onthree other active response networksin California, Florida and Texas,however, ILWARN is unique in thefact that it is including public works.The WARN concept is a becoming anationwide program and is anticipat-ed to be implemented by 2010 for allfifty states’ water and wastewateragencies.

ILWARN’s mission is to supportand promote statewide emergencypreparedness, disaster response, and

mutual assistance for public and pri-vate water and wastewater, publicworks, townships, and county high-way agencies. The establishment of aMutual Assist- ance Agreementamong a network of Illinois agencieswill help ensure the continuity ofoperation and the well being of yourcommunity. Such networks are a coreprinciple of the NationalPreparedness Goal developed by theDepartment of Homeland Security.

ILWARN will consist of astatewide mutual aid agreement and awebsite. A community, utility, oragency must sign the mutual aidagreement to join ILWARN. A mutu-al aid agreement is a formal documentthat will allow these entities to worktogether in response to a disaster. Thebenefit to having the mutual aid agree-ment is that it outlines the roles andresponsibilities of the requestingparty and the responding party priorto an emergency.

ILWARN can be utilized in a dis-aster or emergency situation, such asa tornado, that may affect a widearea. It could also be utilized for alocal emergency situation, such as apower outage at a lift station.

There are many benefits to acommunity if they sign up withILWARN. The entire state is organ-ized with a single mutual aid agree-ment for use by Public Works, Waterand Waste water Agencies, Townships,and County Highway Departmentswhich will help reduce administrativeconflict. In addition, it is important tonote that the statewide agreementdoes not conflict with existing localor county mutual aid agreements. Inaddition, there is no commitment orobligation required to respond ifrequested. Utility operations are spe-cialized and assistance by anotherutility can help until the arrival ofother government aid.
