NEWS
From 8th to 9th March, IMLA and IAMU
met in Shanghai for their joint
endeavor on the revision of IMO
Chair Jin Yongxing made the Chairperson’s Report at the Meeting
IMLA Committee met in
Shanghai on 10-11 December 2015,
which was presented by Hon. Chair Jin
Yongxing, Hon. Secretary and
IMLA-IMEC Chair Clive Cole,
IMLA-INSLC Chair Knud Benedict,
IMLA-ICERS Chair Takeshi Nakazawa,
and Papers & Activities Chair Leon
Eugene Govender.
The meeting was opened by a
welcome address from Chair Jin
Yongxing in which he thanked the
Committee for their continued support
and engagement in IMLA’s
IMLA Committee Met in

development. Chair Jin then gave the
Chairperson’s Report, reviewing the
major activities and achievements of
the Association during the past year,
and enumerating future tasks.
Clive Cole chaired the Meeting
On behalf of Hon. Treasurer, Hon.
Secretary Clive Cole reported the
financial matters of the Association,
including an explication on the current
balance sheet and relevant information
regarding the financial account.
Takeshi Nakazawa reported on behalf of
IMLA-ICERS
The Chairpersons of the three
special interest Conference, i.e. IMEC,
ICERS, AND INSLC, introduced their
activities and recent achievements by
reviewing such in the past year.
Following the Reports, IMLA and
IAMU representatives reviewed the
progress and status of the ongoing
revision of the IMO Model Courses as
delegated.
Knud Benedict reported on behalf of
IMLA-INSLC
A major task for the meeting was
to appropriately amend the IMLA
Constitution which has its origin in the
1970s and had amended when needed.
Amendments discussed and approved
during this meeting covered such key
items as Honorary Member and Senior
Advisor; Duties of the Committee and
Criteria for becoming a Committee
Member; Conference Venues for 2016
and 2017; Membership Classification
and Membership Fee Payment; and
Benefits from being a Member.
As the only secretariat office of the
Association, the IMLA Shanghai
Office’s contributions and values were
highlighted by the meeting. The
Office’s responsibility was proposed to
be specified in the Constitution to
allow the Association to run in a more
effective and efficient way, and was
approved so.
The Committee Meeting was
sponsored by the Shanghai Maritime
University.

From 8th to 9th March 2016, IMLA
and IAMU met in Shanghai for their
joint endeavor on the revision of IMO
Model Course1.30, 3.12, 6.09. The
meeting was organized by IMLA
Shanghai Office and Shanghai
Maritime University (SMU).
IMLA Chair Jin Yongxing
welcomed the working group, hoping
the joint efforts would push the task of
IMO Model Course revision a great
step forward using the combined
advantages of IMLA and IAMU.
The newly issued IMO documents
related to Model Course revision, such
as MSC-MEPC.2/Circ.15 on Revised
Guidelines for the Development, Review
and Validation of Model Courses and
HTW 3-WP.6-Add.1 - Report of the
Drafting Group, were reviewed and
discussed in details. Following the
documents review, the working group
reported the current progress and
difficulties with regards to the 3 Model
Courses. In further, they planned a
detailed schedule for the following
phase of the work while specifying
responsibilities of each side.
Attendees included Yutaka EMI,
IAMU Deputy Executive Director,
Michael Ekou Manuel, Head of WMU
MET Specialization, Yu Hongrong,
Director of SMU International Office,
Yuli Chen, Deputy Dean of SMU
Merchant Marine College, and other
members of the working group.
Owning to the adoption of 2010
Manila Amendment to the IMO STCW
Convention 1978, a range of IMO
model courses need to be updated or
developed in order to promote the
effective implementation of IMO
instruments. Based on their expertise
on teaching, training and globally
available resources, IMLA has
undertaken part of the revision work
since 2014.

IMLA at IMO HTW3
IMLA delegates headed by Hon.
Secretary Clive Cole attended the IMO
HTW3 (The 3rd Session of the
Sub-Committee on Human Element,
Training and Watchkeeping ) which
was held during 1-5 February 2016.
Other representatives include IMLA
Treasurer Prof. Capt. Stephen Cross,
Capt, Committee Member Cox Quentin,
and Associate Prof. Ruan Wei.
Draft revised and updated
Guidelines on Fatigue to promote
improved understanding of fatigue
and fatigue risk management at sea
were finalized as expected. Other items
on the agenda included the validation
of a number of model courses; the
development of revised training
requirements for personnel serving on
board passenger ships; revisions to the
guidelines on the Implementation of
the International Safety (ISM) Code by
Administrations; implementation of the
STCW convention and initiation of the
comprehensive review of the STCW-F
Convention.

IMLA Chair was Attributed the Title of
Officer in the Order of Leopold Ⅱ by
the Kingdom of Belgium
For view of his outstanding
achievement and contribution to the
bilateral relationship between the
Kingdom of Belgium and the People’s
Republic of China, IMLA Honorary
Chair Prof. Dr. Jin Yongxing was
attributed the title of Officer in the
Order of Leopold Ⅱ by His Majesty
King Philippe, the Kingdom of Belgium.
The decoration was bestowed by
His Excellency Michel Malherbe,
Ambassador of Belgium to China, and
Ms Cathy Buggenhout, Consul General
of Belgium in Shanghai.
The Order of Leopold is one of the
three current Belgian national honorary
orders of knighthood. It is the highest
order of Belgium and is named in
honour of King Leopold I.
Prof. Dr. Jin Yongxing was bestowed the decoration by Ambassador His Excellency Michel Malherbe

We are proud to announce that the honour of hosting the next International
Navigation Simulator Lecturers’ Conference (INSLC 19) been awarded to South
Africa - the first ever INSLC conference to be hosted in Africa. The South African
Maritime Training Academy (SAMTRA) and the Cape Peninsula University of
Technology (CPUT) were nominated during INSLC 18 in 2014, to co-host the event
which will be held in Cape Town, South Africa from 5 September 2016.
As simulator professionals operate as global players, international conferences
are an ideal forum to discuss and share information, and explore new approaches.
The INSCL 19 programme is designed to attract experts, decision makers, and
influential personalities you want to meet. SAMTRA and CPUT look forward to
welcoming you to Cape Town in 2016.

Notice to Members
To all IMLA members,
With the New Year 2016 well underway, it is time to remind you of your obligations as
IMLA member.
According to IMLA Constitution, a member is a person who has paid the membership fee.
That means that if you are lagging behind in payment, your membership might have
expired. (The Lifetime Membership does not expire and these members may thus
disregard this reminder).
The previous category group-membership expired after 2 years and there are presently
no valid group members registered. Furthermore it has been decided to discontinue the
group membership category as per 2015 due to difficulty in monitoring the regularly
changing, actual group members’ extent. Former group members therefore need to
make an individual registration from now on.
As an IMLA member, you are entitled to the membership benefits such as the Newsletter,
access to the information provided at the membership area on the website, the reduced
conference fees at IMLA events and so on.
In order to renew your membership, please fill out the membership form which can be
found on the website www.imla.co. All payment details can also be found there. Should
you be in doubt if your membership is still valid, please send an email to the
me([email protected]) for an update.

As stated this reminder does not apply to the Lifetime Members. This category is now
open to all members, without the restriction of required previous 5 year membership
validity. This option is strongly recommended to all interested members as it is more
economic in the long term and administratively more efficient.
We hope 2016 will be an educational IMLA year for us all.
