1. 8 Expenditure Management CommissionThe Government will constitute an ExpenditureManagement Commission, which will look intovarious aspects of expenditure reforms to beundertaken by the Government. TheCommission will give its interim report withinthis financial year. I also propose to overhaulthe subsidy regime, including food andpetroleum subsidies, and make it more targetedwhile providing full protection to themarginalized, poor and SC/STs. A new ureapolicy would also be formulated.

2. 9 GSTThe debate whether to introduce a Goods andServices Tax (GST) must now come to an end.We have discussed the issue for the past manyyears. Some States have been apprehensiveabout surrendering their taxation jurisdiction;others want to be adequately compensated. Ihave discussed the matter with the States bothindividually and collectively. I do hope we areable to find a solution in the course of this yearand approve the legislative scheme whichenables the introduction of GST. This willstreamline the tax administration, avoidharassment of the business and result in higherrevenue collection both for the Centre and theStates. I assure all States that government willbe more than fair in dealing with them.

3. 10 Tax AdministrationThe sovereign right of the Government toundertake retrospective legislation isunquestionable. However, this power has to beexercised with extreme caution andjudiciousness keeping in mind the impact ofeach such measure on the economy and theoverall investment climate.

(i) This Government will not ordinarily bringabout any change retrospectively whichcreates a fresh liability. Hon'ble Membersare aware that consequent upon certainretrospective amendments to the IncomeTax Act 1961 undertaken through theFinance Act 2012, a few cases have comeup in various courts and other legal fora.These cases are at different stages ofpendency and will naturally reach their

4. 11 Advance Ruling and Other Tax RelatedMeasuresTax demand of more than ̀ 4 lakh crore is underdispute and litigation before various Courts andAppellate authorities. This is one of the seriousconcerns of all taxpayers in this country. Inorder to reduce litigation in direct taxes, Ipropose to make certain legislative andadministrative changes.


5. 12 Currently, an advance ruling can be obtainedabout the tax liability of a non-resident from theAuthority for Advance Rulings. This facility isnot available to resident taxpayers exceptPublic Sector Undertakings. I propose to enableresident taxpayers to obtain an advance rulingin respect of their income tax liability above adefined threshold. I also propose to strengthenthe Authority for Advance Rulings byconstituting additional benches. I furtherpropose to enlarge the scope of the Income-tax Settlement Commission so that taxpayersmay approach the Commission for settlementof disputes. This would continue to be once ina lifetime opportunity for any taxpayer.


6. 13 As an administrative measure, I propose to setup a High Level Committee to interact with tradeand industry on a regular basis and ascertain

areas where clarity in tax laws is required.Based on the recommendations of theCommittee, the Central Board of Direct Taxesand the Central Board of Excise and Customsshall issue appropriate clarifications, whereverconsidered necessary, on the tax issues withina period of two months.


7. 14 Transfer Pricing is a major area of litigation forboth resident and non-resident taxpayers. Ihave proposed certain changes in the TransferPricing regulations, which I would spell out inPart-B of my speech.


8. 17 India today is the largest buyer of Defenceequipment in the world. Our domesticmanufacturing capacities are still at a nascentstage. We are buying substantial part of ourDefence requirements directly from foreign players.Companies controlled by foreign governments andforeign private sector are supplying our Defencerequirements to us at a considerable outflow offoreign exchange. Currently we permit 26 per centFDI in Defence manufacturing. The composite capof foreign exchange is being raised to 49 per centwith full Indian management and control throughthe FIPB route.

9. 18 The Insurance sector is investment starved.Several segments of the Insurance sector needan expansion. The composite cap in theInsurance sector is proposed to be increasedup to 49 per cent from the current level of 26per cent, with full Indian management andcontrol, through the FIPB route.

10. 19 To encourage development of Smart Cities,which will also provide habitation for the neo-middle class, requirement of the built up areaand capital conditions for FDI is being reducedfrom 50,000 square metres to 20,000 squaremetres and from USD 10 million to USD 5million respectively with a three year postcompletion lock in.

11. 20 To further encourage this, projects whichcommit at least 30 per cent of the total projectcost for low cost affordable housing will beexempted from minimum built up area andcapitalisation requirements, with the conditionof three year lock-in.


12. 22 Bank CapitalizationFinancial stability is the foundation of a rapidrecovery. Our banking system needs to befurther strengthened. To be in line with Basel-IIInorms there is a requirement to infuse ̀ 2,40,000crore as equity by 2018 in our banks. To meetthis huge capital requirement we need to raiseadditional resources to fulfill this obligation. Whilepreserving the public ownership, the capital ofthese banks will be raised by increasing theshareholding of the people in a phased mannerthrough the sale of shares largely through retailto common citizens of this country. Thus, whilethe government will continue to have majorityshareholding, the citizens of India will also getdirect shareholding in these banks, whichcurrently they hold indirectly. We will alsoexamine the proposal to give greater autonomyto the banks while making them accountable.


13. 24 Smart CitiesAs the fruits of development reach anincreasingly large number of people, the paceof migration from the rural areas to the cities isincreasing. A neo middle class is emergingwhich has the aspiration of better livingstandards. Unless, new cities are developedto accommodate the burgeoning number ofpeople, the existing cities would soon becomeunlivable. The Prime Minister has a vision ofdeveloping 'one hundred Smart Cities', assatellite towns of larger cities and bymodernizing the existing mid-sized cities. Toprovide the necessary focus to this criticalactivity, I have provided a sum of `7,060 crorein the current fiscal.

15. 26 REITs & InvITsReal Estate Investment Trusts (REITS) havebeen successfully used as instruments forpooling of investment in several countries. Iintend to provide necessary incentives forREITS which will have pass through for thepurpose of taxation. As an innovation, amodified REITS type structure for infrastructureprojects is also being announced asInfrastructure Investment Trusts (InvITs), whichwould have a similar tax efficient pass throughstatus, for PPP and other infrastructureprojects. These structures would reduce thepressure on the banking system while alsomaking available fresh equity. I am confidentthese two instruments would attract long termfinance from foreign and domestic sourcesincluding the NRIs.

16. 27 Kisan Vikas PatraKisan Vikas Patra (KVP) was a very popularinstrument among small savers. I plan toreintroduce the instrument to encouragepeople, who may have banked and unbankedsavings to invest in this instrument.

17. 28 Skill IndiaA national multi-skill programme called Skill Indiais proposed to be launched. It would skill the youthwith an emphasis on employability andentrepreneur skills. 18. 29 Pradhan Mantri Krishi Sinchayee YojanaBulk of our farm lands are rain fed anddependent on monsoons. Therefore, there is aneed to provide assured irrigation to mitigaterisk. To improve access to irrigation we proposeto initiate the scheme "Pradhan Mantri KrishiSinchayee Yojana". I propose to set aside asum of `1,000 crore for this purpose.

19. 30 Swatchh Bharat AbhiyanThe need for sanitation is of utmost importance.Although the Central Government is providingresources within its means, the task of totalsanitation cannot be achieved without the supportof all. The Government intends to cover everyhousehold by total sanitation by the year 2019,the 150th year of the Birth anniversary of MahatmaGandhi through Swatchh Bharat Abhiyan.

20. 31 Shyama Prasad Mukherji Rurban MissionGujarat has demonstrated successfully theRurban development model of urbanization ofthe rural areas, through which people living inthe rural areas can get efficient civicinfrastructure and associate services. ShyamaPrasad Mukherji Rurban Mission will belaunched to deliver integrated project basedinfrastructure in the rural areas, which will alsoinclude development of economic activities andskill development. The preferred mode ofdelivery would be through PPPs while usingvarious scheme funds for financing.

21. 32 Deen Dayal Upadhyaya Gram Jyoti YojanaPower is a vital input for economic growth andthe Government is committed to providing 24x7uninterrupted power supply to all homes. 22. 33 Statue of UnityGovernment of Gujarat has embarked upon themission to build the largest statue of SardarVallabh Bhai Patel. Sardar Patel stands as thesymbol of the unity of the country. 25. 38 Welfare of Senior CitizensVarishtha Pension Bima YojanaNDA Government during its last term in officehad introduced the Varishtha Pension BimaYojana (VPBY) as a pension scheme for seniorcitizens. Under the scheme a total no. of 3.16lakh annuitants are being benefitted and thecorpus amounts to `6,095 crore. I propose torevive the scheme for a limited period from 15August, 2014 to 14 August, 2015 for the benefitof citizens aged 60 years and above.


26. 39 A large amount of money is estimated to belying as unclaimed amounts with PPF, PostOffice, saving schemes etc. These are mostlyout of investments belonging to the seniorcitizens and on their demise, remain unclaimedfor want of relevant payment instructions. Ipropose to set up a committee to examine andrecommend how this amount can be used toprotect and further financial interests of thesenior citizens. The committee will give itsreport not later than December this year.

27. 40 Government is fully committed to the socialsecurity and welfare of employees serving inthe organized sector. The Government isnotifying minimum pension of ̀ 1,000 per monthto all subscriber members of EP Scheme andhas made an initial provision of `250 crore inthe current financial year to meet theexpenditure. Further, increase in mandatorywage ceiling of subscription to EPS from ̀ 6,500to `15,000 has been made and a provision of`250 crore has been provided in the currentbudget. For the convenience of the subscribers,EPFO will launch the "Uniform AccountNumber" Service for contributing members tofacilitate portability of Provident Fund accounts.

28. 41 Empowerment of the Differently AbledPersonsGovernment will make all out efforts to createa more inclusive society for Persons withDisabilities to enable them to enjoy equalopportunities to lead an empowered life withdignity. I propose to extend the scheme forAssistance to Disabled Persons for purchase/fitting of Aids and Appliances (ADIP) to includecontemporary aids and assistive devices. It isalso proposed to establish National levelinstitutes for Universal Inclusive Design andMental Health Rehabilitation and also a Centrefor Disability Sports.

29. 42 Incentives for the Visually ChallengedThe Braille Presses in the Government andprivate sector are not able to meet the demandof Braille Text books for the visually impairedstudents. It is proposed to provide assistanceto the State Governments to establish fifteennew Braille Presses and modernize ten existingBraille Presses in the current financial year.Government will also print currency notes withBraille like signs to assist the visibly challengedpersons.

30. 43 Women & Child DevelopmentWomen's safety is a concern shared by all thehonourable members of this House. We needto test out different approaches that can bevalidated and scaled up quickly. An outlay of

The draft design for Currency notes with Braille like signshas been sent to Reserve Bank of India for finalization andnecessary approval of Central Board.


Scheme for Safety for Women in Public Road Transport inthe country has been approved by CCEA on 02.01.2014.This Scheme envisages setting up a National Level VehicleSecurity & Tracking System and City Command & Control

`50 crores will be spent by Ministry of RoadTransport & Highways on pilot testing a schemeon "Safety for Women on Public RoadTransport". A sum of `150 crores will also bespent by Ministry of Home Affairs on a schemeto increase the safety of women in large cities.It is also proposed to set up "Crisis ManagementCentres" in all the districts of NCT of Delhi thisyear in all government and private hospitals. Thefunding will be provided from the Nirbhaya Fund.

31. 44 Beti Bachao, Beti Padhao YojanaIt is a shame that while the country has emergedas a major player amongst the emerging marketeconomies, the apathy towards girl child is stillquite rampant in many parts of the country.Therefore I propose to launch Beti Bachao, BetiPadhao Yojana which will be a focused schemewhich would help in generating awareness andalso help in improving the efficiency of deliveryof welfare services meant for women. I proposeto set aside a sum of `100 crore for this.

It is time to reaffirm ourcommitment to a better and more energeticPMGSY under the dynamic leadership of PrimeMinister Shri Narendra Modi. I propose toprovide a sum of `14,389 crore.


33. 47 MGNREGAThe Government is committed to providingwage and self-employment opportunities inrural areas. However, wage employment wouldbe provided under MGNREGA through worksthat are more productive, asset creating andsubstantially linked to agriculture and alliedactivities.

Crises Management Centres have been set up in 11 Govt.Hospitals for rapes survivals in all districts of NCT of Delhi.Advisory has been issued to all the private hospitals/nursinghomes for setting up Crisis Management Centres.

Consultations have been started with the beneficiary States/UTs in a phased manner for informing them the details ofthe Scheme and action required on their part for timelyimplementation of the Scheme.

34. 48 National Livelihood MissionAjeevika, the National Rural Livelihood Mission(NRLM), aims to eliminate rural poverty throughsustainable livelihood options. Under thismission, Women SHGs are provided bankloans at 4% on prompt repayment in 150districts and at 7% in all other districts. I proposeto extend the provision of bank loan for womenSHGs at 4% in another 100 districts. I alsopropose to set up a "Start Up VillageEntrepreneurship Programme" for encouragingrural youth to take up local entrepreneurshipprograms. I am providing an initial sum of ̀ 100crore for this.


35. 49 The Rural Housing Scheme has benefited alarge percentage of rural population who haveavailed credit through Rural Housing Fund(RHF). Accordingly, I propose to increase theallocations for the year 2014-15 to ̀ 8,000 crorefor National Housing Bank (NHB) with a viewto expand and continue to support RuralHousing in the country.

41. 55 It is a matter of great satisfaction that all the sixnew AIIMS at Jodhpur, Bhopal, Patna,Rishikesh, Bhubaneswar and Raipur, which arepart of Pradhan Mantri Swasthya SurakshaYojana, have become functional. A plan to setup four more AIIMS like institutions at AndhraPradesh, West Bengal, Vidarbha inMaharashtra and Poorvanchal in UP is underconsideration. I propose to set aside a sum of`500 crore for this. Presently 58 governmentmedical colleges have been approved. It is alsoproposed to add 12 more government medicalcolleges. In addition, dental facilities would alsobe provided in all the hospitals.

42. 56 For the first time, the Central Government willprovide central assistance to strengthen the

fertilizer in the country which are yet to be provided withsafe drinking water. It has been decided to provide 8-10LPCD of safe drinking water in all such habitations in aphased manner before March, 2017. OperationalGuidelines on implementation of Community Drinking Waterpurification Plants for providing safe drinking water in RuralIndia have been prepared. For providing such purificationplants, funds released to the States under NRDWP 20%Quality Fund and NRDWP 5% earmarked Quality Fundsare to be utilized as per NRDWP guidelines.

All the State Governments have been asked to cover morehabitations preferably even beyond the target fixed for theyear 2014-15. During the year, 1386 habitations have beencompleted and by March, 2015, 4000 habitations would becompleted.


An EFC Memo of National Health Assurance Mission hasbeen circulated on 08.12.2014. The proposed componentsinter-alia include 'free essential drugs' and 'free essentialdiagnosis'.

These are provision of safedrinking water and sewerage management, useof recycled water for growing organic fruits andvegetable, solid waste management and digitalconnectivity. It is the vision of this Governmentthat at least five hundred (500) such habitationsmust be provided support, while harnessingprivate capital and expertise through PPPs, torenew their infrastructure and services in thenext ten years.

53. 67 Pooled Municipal Debt Obligation FacilityPooled Municipal Debt Obligation Facility: Thisfacility was set up in 2006 with participation ofseveral Banks to promote and financeinfrastructure projects in Urban Area on sharedrisk basis. This Government has a majorfocus of providing good infrastructure, includingpublic transport, solid waste disposal,sewerage treatment and drinking water in theurban areas. 56. 70 I propose setting up a Mission on Low CostAffordable Housing which will be anchored inthe National Housing Bank. Schemes will beevolved to incentivize the development of lowcost affordable housing. I propose to allocatethis year also a sum of `4,000 crores for NHBwith a view to increase the flow of cheapercredit for affordable housing to the urban poor/EWS/LIG segment. I have already outlinedsome other incentives such as easier flow ofFDI in this sector. Government is willing toexamine other suggestions that would spurgrowth in this sector.


57. 71 I also propose to add inclusion of slumdevelopment in the list of Corporate SocialResponsibility (CSR) activities to encourage theprivate sector to contribute more towards thisactivity.

Indian AgriculturalResearch Institute, Pusa has been at theforefront of research in this area. However,since independence only one such centre hasbeen established. Government will establishtwo more such institutions of excellence onsimilar pattern in Assam and Jharkhand withan initial sum of `100 crore in the currentfinancial year. In addition, an amount of `100crores is being set aside for setting up an"Agri-Tech Infrastructure Fund".

63. 77 Deteriorating soil health has been a cause ofconcern and leads to sub optimal utilizationof farming resources. Government will initiatea scheme to provide to every farmer a soilhealth card in a Mission mode. I propose toset aside a sum of ̀ 100 crore for this purposeand an additional `56 crores to set up 100Mobile Soil Testing Laboratories across thecountry. There have also been growingconcerns about the imbalance in the utilizationof different types of fertilizers resulting indeterioration of the soil.


64. 78 Climate change is a reality which all of us haveto face together. Agriculture as an activity ismost prone to the vagaries of climate change.To meet this challenge, I propose to establisha "National Adaptation Fund" for climatechange. As an initial sum an amount of `100crore will be transferred to the Fund.

Pulses are a major source of protein in India. Increasingproduction and productivity of pulses is being carried outthrough NFSM-Pulses. It is implemented in 615 districts of27 States for increasing the production & productivity ofpulses.

Additional area coverage for increasing pulses productionduring Rabi/Summer 2014-15 is also being implementedfor ` 224.42 crore.

Adaptive research projects are being implemented to reducethe gaps of potential yield and yield realized at farmers'field.

Efforts are being made to promote area expansion in ricefallows and cultivation of pulses as inter-crop with oilseeds/commercial crops/coarse cereals etc.

67. 81 Price volatility in the agriculture produce createsuncertainties and hardship for the farmers. Tomitigate this I am providing a sum of ̀ 500 crorefor establishing a Price Stabilization Fund.


68. 82 The farmers and consumers' interest will befurther served by increasing competition andintegrating markets across the country. Toaccelerate setting up of a National Market, theCentral Government will work closely with theState Governments to re-orient theirrespective APMC Acts., to provide forestablishment of private market yards/ privatemarkets. The state governments will also beencouraged to develop Farmers' Markets intown areas to enable the farmers to sell theirproduce directly.


69. 83 I also propose to set aside a sum of `50 croresfor the development of indigenous cattle breedsand an equal amount for starting a bluerevolution in inland fisheries.

71. 85 Interest Subvention Scheme for Short TermCrop LoansUnder the Interest Subvention Scheme for shortterm crop loans, the banks are extending loansto farmers at a concessional rate of 7%. Thefarmers get a further incentive of 3% for timelyrepayment. I propose to continue the Schemein 2014-15.


The draft Guidelines of Price Stabilization Fund have beenposted on website inviting comments from all stakeholdersby 02.02.2015. Guidelines will be finalized thereafter.

72. 86 Rural Infrastructure Development FundNABARD operates the Rural InfrastructureDevelopment Fund (RIDF), out of the prioritysector lending shortfall of the banks, whichhelps in creation of infrastructure in agricultureand rural sectors across the country. I proposeto raise the corpus of RIDF by an additional`5,000 crores from the target given in theInterim Budget to ̀ 25,000 crores in the currentfinancial year.


73. 87 Warehouse Infrastructure FundIncreasing warehousing capacity for increasingthe shelf life of agriculture produces and therebythe earning capacity of the farmers is of utmostimportance. Keeping in view the urgent needfor availability of scientific warehousinginfrastructure in the country, I propose anallocation of `5,000 crore for the fund for theyear 2014-15.


74. 88 Creation of Long Term Rural Credit FundThe share of long term investment credit inagriculture is going down as compared to shortterm crop loan. This is severely hampering theasset creation in agriculture and allied activities.In order to give a boost to long term investmentcredit in agriculture, I propose to set up "LongTerm Rural Credit Fund" in NABARD for thepurpose of providing refinance support toCooperative Banks and Regional Rural Bankswith an initial corpus of `5,000 crore.


75. 89 Allocation of STCRC (Refinance) FundThe Short Term Cooperative Rural Credit(STCRC) - Refinance Fund was announced inUnion Budget 2008-09 with initial corpus of`5,000 crore. 82. 96 The Amritsar Kolkata Industrial masterplanning will be completed expeditiously forthe establishment of industrial smart cities inseven States of India. Nodal Officers in DoC have been tasked to emphasizedevelopment of an Export Strategy by the State Governmentduring their SLEPC meetings chaired by Chief Secretariesof the respective State Governments.

The issue regarding establishment of an export promotionMission to bring all stakeholders under on umbrella is beingtaken care of in the Foreign Trade Policy through a proposedstructure by the DGFT.

A module is being preparedby NSDL for Online processing activities for adoptionand implementation in all SEZs. A pilot module ondigitization and online processing of works related toSEZ developers and units was launched in SEEPASEZ, Mumbai in 12.9.2014. On the basis of feedbackon the performance of the module, it will be replicatedin all the Zones.

88. 102 Micro, Small and Medium Enterprises sectorSMEs form the backbone of our Economy.They account for a large portion of ourindustrial output and employment. The bulkof service sector enterprises are also SMEs.Most of these SMEs are Own AccountEnterprises. Most importantly a majority ofthese enterprises are owned or run by SCs,STs and OBCs. Financing to this sector is ofcritical importance, particularly as it benefitsthe weakest sections. There is need toexamine the financial architecture for thissector. I propose to appoint a committee withrepresentatives from the Finance Ministry,Ministry of MSME, RBI to give concretesuggestions in three months.

89. 103 Promotion of entrepreneurship and start-upCompanies remains a challenge. In order to create a conduciveeco-system for the venture capital in the MSMEsector it is proposed to establish a ̀ 10,000 crorefund to act as a catalyst to attract private Capitalby way of providing equity, quasi equity, soft loansand other risk capital for start-up companies.

EoIshave been invited through advertisement published on02.01.2015 for engaging designers in the Varanasi megaHandloom Cluster. Also 6 common Facility Centres arebeing set up.

Textile Mega Cluster Lucknow, Bareily and Kutch:Preliminarily survey work has been completed. Projectimplementation through SPV in collaboration with StateGovernment is under progress. Diagnostic study and DPRis being prepared by National Centre for Design andProduct Development (NCDPD), New Delhi.Implementation shall commence thereafter. The formationof the SPV for the implementation and execution of theMega Cluster has been initiated and the memorandum ofAssociation and rules and regulations are under formation/submission for the formation of SPV.

Textile Mega Cluster in Bhagalpur: Agreement with NIFT,Patna has been signed for engaging them as ClusterManagement & Technical Agency (CMTA). Baseline surveyof cluster is in progress. CMTA is likely to submit the DPRby 15.01.2015.

Textile Mega-cluster in Tamil Nadu: Agreement with M/sTamil Nadu Handloom development Corporation as CMTAhas been signed. Revised DPR submitted to the ProjectApproval and Monitoring Committee for approval.

96. 110 V. INFRASTRUCTUREIndia has emerged as the largest PPPmarket in the world with over 900 projects invarious stages of development. PPPs havedelivered some of the iconic infrastructure likeairports, ports and highways which are seenas models for development globally. But wehave also seen the weaknesses of the PPPframework, the rigidities in contractualarrangements, the need to develop morenuanced and sophist icated models ofcontracting and develop quick disputeredressal mechanism. An institution toprovide support to mainstreaming PPPscalled 3P India will be set up with a corpus of`500 crores.


97. 111 ShippingA policy for encouraging the growth of Indiancontrolled tonnage will be formulated to ensureincrease in employment of the Indian seafarers.Development of ports is also critical for boostingtrade. Sixteen new port projects are proposedto be awarded this year with a focus on portconnectivity. ̀ 11,635 crore will be allocated forthe development of Outer Harbour Project inTuticorin for phase I. SEZs will also bedeveloped in Kandla and JNPT. Acomprehensive policy will also be announcedto promote Indian ship building industry in thecurrent financial year.

98. 112 Inland NavigationDevelopment of inland waterways can improvevastly the capacity for the transportation ofgoods. A project on the river Ganga called'JalMargVikas' (National Waterways-I) will bedeveloped between Allahabad and Haldia tocover a distance of 1620 kms, which will enablecommercial navigation of at least 1500 tonnevessels. The project will be completed over aperiod of six years at an estimated cost of`4,200 crore.

Five airports viz., namely Hubli and Belgaum inKarnataka; Kishangarh in Rajasthan; Jharsuguda inOdisha and Tezu in Arunachal Pradesh have beenidenti f ied for construct ion of small airports forcommencement of work during 2014-15 and the work hasalready been started by Airports Authority of India. Theremaining 45 locations will be reviewed based on thebroad criteria of minimum population of 10 lacs, tourismpotential, viability of airport operations, details of flightmovement in the past etc.

102. 117 CoalComprehensive measures for enhancingdomestic coal production are being put in placealong with stringent mechanism for qualitycontrol and environmental protection, whichincludes supply of crushed coal and setting upof washeries. The existing impasse in the coalsector will be resolved and adequate quantityof coal will be provided to power plants whichare already commissioned or would becommissioned by March 2015, to unlock deadinvestments. An exercise to rationalize coallinkages which will optimize transport of coaland reduce cost of power is underway.

103. 118 New & Renewable EnergyNew and Renewable energy deserves a veryhigh priority. It is proposed to take up UltraMega Solar Power Projects in Rajasthan,Gujarat, Tamil Nadu, and Laddakh in J&K. Ihave set aside a sum of `500 crores for this.We are launching a scheme for solar powerdriven agricultural pump sets and waterpumping stations for energizing one lakhpumps. I propose to allocate a sum of `400crores for this purpose. An additional ̀ 100 croreis set aside for the development of 1 MW SolarParks on the banks of canals. Implementationof the Green Energy Corridor Project will beaccelerated in this financial year to facilitateevacuation of renewable energy across thecountry.

The Scheme for Development of Solar Parks and Ultra MegaSolar Power Projects was approved by the Cabinet in itsmeeting held on 10.12.2014 . The guidelines of the Schemewere issued on 12.12.2014

The scheme of Ministry of New & Renewable Energy(MNRE) for providing subsidy for solar pumps has beenintegrated with the Ministry of Agriculture and Ministry ofDrinking Water Supply so that drip irrigation, waterharvesting etc. are combined with solar pumps to give acomplete solution to the farmer.

A sanction was issued on 5.12.2014 for the implementationof a "Pilot-cum-Demonstration Project for Development ofGrid Connected Solar PV Power Plants on Canal Banksand Canal Tops" in the country during the 12th Plan Periodat an estimated cost of ` 975 crores and with CentralFinancial Assistance of ` 228 crores.

Tendering for inter-state transmission schemes has beendone by Power Grid Corporation of India Limited inJuly, 2014.

CCEA in its meeting held on 10.12.14 has approved theNCEF support of ` 637.2 crore to Tamil Nadu. Tamil Naduhas started the tendering process.

(i) Allow exploration and exploitation of CBM from areasunder coal mining lease allotted to differentcompanies, both in the public and private section.

(ii) In order to incentivize investment for production ofCBM the contractor would be allowed to sell gasbased on price bidding without following any allocationpriority.

(iii) Simplification of the existing CBM contracts toeliminate micro management of operations.

(iv) To put in place a workable mechanism for resolvingthe issue of overlap of CBM and coal/oil and gasblocks

Policy guidelines have been framed in August 2014 tosupply domestic gas through GAIL (India) Ltd. to City GasDistribution (CGD) entities. The domestic gas is suppliedto meet 100% requirement of CNG (transport) anddomestic PNG segments based on last six monthlyconsumption data by the respective CGD networks. GAILhas been allowed to meet 10% additional demand of CGDsector (CNG & domestic PNG) by supply of domestic gas.1.9 lakh PNG households are being added in the ninemonths of FY 2014-15. Around 27.37 lakh household in11 states are using PNG supplies. CGD networks arealso supplying CNG to 22 lakh vehicles through 969 fillingstations in the country. CGD network is also catering tothe gas demand of 28000 industrial and commercial gascustomers.

Road Map for expansion of PNG coverage

i. Cities which are in the vicinity of existing andproposed trunk pipelines have been identified.

ii. Since there is clarity that domestic gas would bemade available for this sector, PNGRB has beenadvised to schedule the bidding process in a mannerso as to first cover the cities in the vicinity of existingpipelines.

iii. In cities that would fall in the vicinity of proposedpipelines, PNGRB has been requested to synchronizethe bidding process with the development of thepipeline.

110. 125 While the impact of the above measures willbe felt in the medium term, towards the sameobjective, I propose to:

i. Advise financial sector regulators to takeearly steps for a vibrant, deep and liquidcorporate bond market and deepen thecurrency derivatives market by eliminatingunnecessary restrictions.

ii. Extend a liberalized facility of 5%withholding tax to all bonds issued by Indiancorporate abroad for all sectors and extendthe validity of the scheme to 30.06.2017.

iii. Liberalize the ADR/GDR regime to allowissuance of depository receipts on allpermissible securities.

iv. Allow international settlement of Indian debtsecurities.

v. Completely revamp the Indian DepositoryReceipt (IDR) and introduce a much moreliberal and ambitious Bharat DepositoryReceipt (BhDR).

vi. Clarify the tax treatment on income of foreignfund whose fund managers are located inIndia to resolve a long-standing problem.Details will be presented in Part B.

banking services, a time bound programmewould be launched as Financial InclusionMission on 15 August this year. It wouldparticularly focus to empower the weakersections of the society, including women, smalland marginal farmers and labourers. Two bankaccounts in each household are proposed tobe opened which will also be eligible for credit.


116. 131 Long term financing for infrastructure has beena major constraint in encouraging larger privatesector participation in this sector. On the assetside, banks will be encouraged to extend longterm loans to infrastructure sector with flexiblestructuring to absorb potential adversecontingencies, sometimes known as the 5/25structure. On the liability side, banks will bepermitted to raise long term funds for lendingto infrastructure sector with minimum regulatorypre-emption such as CRR, SLR and PrioritySector Lending (PSL).


117. 132 After making suitable changes to currentframework, a structure will be put in place forcontinuous authorization of universal banks in theprivate sector in the current financial year. RBIwill create a framework for licensing small banksand other differentiated banks. Differentiatedbanks serving niche interests, local area banks,payment banks etc. are contemplated to meetcredit and remittance needs of smallbusinesses, unorganized sector, low incomehouseholds, farmers and migrant work force.


118. 133 The rising Non Performing Assets of PublicSector Banks is a matter of concern for theGovernment. Six new Debt Recovery Tribunalswould be set up at Chandigarh, Bengaluru,Ernakulum, Dehradun, Siliguri and Hyderabad.Government will work out effective means forrevival of other stressed assets.


119. 134 Insurance SectorBenefits of insurance in India have not reacheda large section of the people and insurancepenetration and density are very low. The

"Pradhan Mantri Jan-DhanYojana was launched on28.08.2014. Under the Yojana 12.31 crore accountshave been opened till 28.01.2015 out of which 4.94crore are in urban areas and 7.37 crore in rural areas.There are 8.30 crore accounts with zero balance andin remaining 4.01 crore accounts deposit of`10217.43crore has been mobilized. The averagebalance per account is ` 830.00. 99.98% Survey workhas been completed. As per Survey result, out of 2105.93lakh households, 2105.52 lakh households have beencovered.

A National Savings Certificatewith insurance cover will also be launched toprovide additional benefits for the small saver.


123. 138 In the PPF Scheme, annual ceiling will beenhanced to ̀ 1.5 lakh p.a. from ̀ 1 lakh at present.


124. 139 VII. DEFENCE & INTERNAL SECURITYThere can be no compromise with the defenceof our country. I therefore propose to allocatean amount of ` 2,29,000 crore for the currentfinancial year for Defence.

I,therefore, propose to increase the capital outlayfor Defence by `5,000 crore over the amountprovided for in the interim Budget. This includesa sum of `1,000 crore for accelerating thedevelopment of the Railway system in theborder areas. Urgent steps would also be takento streamline the procurement process to makeit speedy and more efficient.

128. 143 The Defence ProductionIn the year 2011 a separate fund was announcedto provide necessary resources to public andprivate sector companies, including SMEs, aswell as academic and scientific institutions tosupport research and development of Defencesystems that enhance cutting-edge technologycapability in the country. However, beyond theannouncement, no action was taken. Therefore,I propose to set aside an initial sum of ̀ 100 croreto set up a Technology Development Fund tosupport this objective.


129. 144 Internal Security

A working Group was constituted under the Chairmanshipof CGDA for examining the proposal. The Working Groupafter deliberation suggested some possible options forimplementation of One Rank One Pension (OROP).Meetings were held on 26.8.2014 under the Chairmanshipof Defence Minister with Defence Secretary, Secretary(ESW), FA (DS) and CGDA on the implementation of OROP.The modalities are under consideration.

132. 147 VIII. CULTURE & TOURISMIndia's rich cultural, historical, religious andnatural heritage provides a huge potential forthe development of tourism and job creationas an Industry. I propose to create 5 touristcircuits around specific themes and set asidea sum of `500 crore for this purpose.

141. 156 NRI Ganga FundNRIs have been a very important contributor tothe development process in India, in areas suchas education, health and preservation of culture.In this context, to harness their enthusiasm tocontribute towards the conservation of the riverGanga, NRI Fund for Ganga will be set up whichwill finance special projects.


142. 157 Science and TechnologyTechnology Research CentresThe Department of Science & Technology hassome of country's leading research centres inthe areas such as nanotechnology, materialsscience and bio-medical device technology.The government will strengthen at least fivesuch institutions as Technical ResearchCentres to make them more effective in the

(d) The Ministry of Home Affairs has accorded approvalfor enhancement of cash relief to the Kashmirimigrants from the present level of ̀ 1650/- per personper month to ` 2500/- per person per month.

With higher andassured allocation and by closed monitoring of works in thisregion, two new lines projects have been completed i.e.Harmuti to Naharlagun (Itanagar) and (ii) Dudhnoi-Mendipather (first time BG rail link in Meghalaya in 2014-15.One gauge conversion project i.e. Rangia-Mukongselek(510km) has also been completed and full section will getcommissioned during the current financial year. Lumding-Badarpur-Silchar leg of a very ambitious gauge conversionproject having importance to connect the Barak Valley i.e.southern region of Assam with BG rail link to National Capital.


SFC proposal has been received on 29.8.2014. Theobservation of the Ministry has been conveyed to PrasarBharati on 24.9.2014. Matter is under consideration in PrasarBharti.

♦ The bandwidth capacity will be augmented by another300 Mbps by May, 2015 by utilizing 6-8 transpondersfrom GSAT-16 of ISRO.

A Detailed Project Report (DPR) and Memorandum forExpenditure Finance Committee (EFC) received from theUT Administration in R/o Grant to BSNL for hiring ofadditional Satellite Transponder for improving Telecomconnectivity between A&N Islands with mainland and interIslands has been sent to DOT on 09.10.2014, with a requestto examine the proposal of the UT Administration and obtainapproval of EFC on the Financial implication involved inthe proposal. Financial concurrence given by on19.01.2015.
