1. 8 Expenditure Management Commission The Government will constitute an Expenditure Management Commission, which will look into various aspects of expenditure reforms to be undertaken by the Government. The Commission will give its interim report within this financial year. I also propose to overhaul the subsidy regime, including food and petroleum subsidies, and make it more targeted while providing full protection to the marginalized, poor and SC/STs. A new urea policy would also be formulated. We have discussed the issue for the past many years. Some States have been apprehensive about surrendering their taxation jurisdiction; others want to be adequately compensated. I have discussed the matter with the States both individually and collectively. I do hope we are able to find a solution in the course of this year and approve the legislative scheme which enables the introduction of GST. This will streamline the tax administration, avoid harassment of the business and result in higher revenue collection both for the Centre and the States. I assure all States that government will be more than fair in dealing with them. However, this power has to be exercised with extreme caution and judiciousness keeping in mind the impact of each such measure on the economy and the overall investment climate. 4. 11 Advance Ruling and Other Tax RelatedMeasuresTax demand of more than ̀ 4 lakh crore is underdispute and litigation before various Courts andAppellate authorities. This is one of the seriousconcerns of all taxpayers in this country. Inorder to reduce litigation in direct taxes, Ipropose to make certain legislative andadministrative changes.

5. 12 Currently, an advance ruling can be obtainedabout the tax liability of a non-resident from theAuthority for Advance Rulings. This facility isnot available to resident taxpayers exceptPublic Sector Undertakings. I propose to enableresident taxpayers to obtain an advance rulingin respect of their income tax liability above adefined threshold. I also propose to strengthenthe Authority for Advance Rulings byconstituting additional benches. I furtherpropose to enlarge the scope of the Income-tax Settlement Commission so that taxpayersmay approach the Commission for settlementof disputes. This would continue to be once ina lifetime opportunity for any taxpayer.

7. 14 Transfer Pricing is a major area of litigation forboth resident and non-resident taxpayers. Ihave proposed certain changes in the TransferPricing regulations, which I would spell out inPart-B of my speech.

8. 17 India today is the largest buyer of Defenceequipment in the world. Our domesticmanufacturing capacities are still at a nascentstage. We are buying substantial part of ourDefence requirements directly from foreign players.Companies controlled by foreign governments andforeign private sector are supplying our Defencerequirements to us at a considerable outflow offoreign exchange. Currently we permit 26 per centFDI in Defence manufacturing. The composite capof foreign exchange is being raised to 49 per centwith full Indian management and control throughthe FIPB route.

9. 18 The Insurance sector is investment starved.Several segments of the Insurance sector needan expansion. The composite cap in theInsurance sector is proposed to be increasedup to 49 per cent from the current level of 26per cent, with full Indian management andcontrol, through the FIPB route.

10. 19 To encourage development of Smart Cities,which will also provide habitation for the neo-middle class, requirement of the built up areaand capital conditions for FDI is being reducedfrom 50,000 square metres to 20,000 squaremetres and from USD 10 million to USD 5million respectively with a three year postcompletion lock in.

11. 20 To further encourage this, projects whichcommit at least 30 per cent of the total projectcost for low cost affordable housing will beexempted from minimum built up area andcapitalisation requirements, with the conditionof three year lock-in.

12. 22 Bank CapitalizationFinancial stability is the foundation of a rapidrecovery. Our banking system needs to befurther strengthened. To be in line with Basel-IIInorms there is a requirement to infuse ̀ 2,40,000crore as equity by 2018 in our banks. To meetthis huge capital requirement we need to raiseadditional resources to fulfill this obligation. Whilepreserving the public ownership, the capital ofthese banks will be raised by increasing theshareholding of the people in a phased mannerthrough the sale of shares largely through retailto common citizens of this country. Thus, whilethe government will continue to have majorityshareholding, the citizens of India will also getdirect shareholding in these banks, whichcurrently they hold indirectly. We will alsoexamine the proposal to give greater autonomyto the banks while making them accountable.

13. 24 Smart CitiesAs the fruits of development reach anincreasingly large number of people, the paceof migration from the rural areas to the cities isincreasing. A neo middle class is emergingwhich has the aspiration of better livingstandards. Unless, new cities are developedto accommodate the burgeoning number ofpeople, the existing cities would soon becomeunlivable. The Prime Minister has a vision ofdeveloping 'one hundred Smart Cities', assatellite towns of larger cities and bymodernizing the existing mid-sized cities. Toprovide the necessary focus to this criticalactivity, I have provided a sum of `7,060 crorein the current fiscal.

14. 25 e-VisaTourism is one of the larger job creatorsglobally. Many economies world over aresupported by tourism. In order to give a majorboost to tourism in India, the facility of ElectronicTravel Authorization (e-Visa) would be

On 10.12.2014 the Cabinet has approved allowing PSBs toraise capital from public markets through FPO or QIP bydiluting Government of India holding upto 52% in phasedmanner based on their capital requirement, their stockperformance, liquidity, market appetite and subject of suchother conditions that may be prescribed for efficient use ofcapital and resources, on case to case basis with specificapproval of Finance Minister to each bank.

15. 26 REITs & InvITsReal Estate Investment Trusts (REITS) havebeen successfully used as instruments forpooling of investment in several countries. Iintend to provide necessary incentives forREITS which will have pass through for thepurpose of taxation. As an innovation, amodified REITS type structure for infrastructureprojects is also being announced asInfrastructure Investment Trusts (InvITs), whichwould have a similar tax efficient pass throughstatus, for PPP and other infrastructureprojects. These structures would reduce thepressure on the banking system while alsomaking available fresh equity. I am confidentthese two instruments would attract long termfinance from foreign and domestic sourcesincluding the NRIs.

16. 27 Kisan Vikas PatraKisan Vikas Patra (KVP) was a very popularinstrument among small savers. I plan toreintroduce the instrument to encouragepeople, who may have banked and unbankedsavings to invest in this instrument.

17. 28 Skill IndiaA national multi-skill programme called Skill Indiais proposed to be launched. It would skill the youthwith an emphasis on employability andentrepreneur skills. It will also provide training andsupport for traditional professions like welders,carpenters, cobblers, masons, blacksmiths,weavers etc. Convergence of various schemesto attain this objective is also proposed.

18. 29 Pradhan Mantri Krishi Sinchayee YojanaBulk of our farm lands are rain fed anddependent on monsoons. Therefore, there is aneed to provide assured irrigation to mitigaterisk. To improve access to irrigation we proposeto initiate the scheme "Pradhan Mantri KrishiSinchayee Yojana". I propose to set aside asum of `1,000 crore for this purpose.

19. 30 Swatchh Bharat AbhiyanThe need for sanitation is of utmost importance.Although the Central Government is providingresources within its means, the task of totalsanitation cannot be achieved without the supportof all. The Government intends to cover everyhousehold by total sanitation by the year 2019,the 150th year of the Birth anniversary of MahatmaGandhi through Swatchh Bharat Abhiyan.

20. 31 Shyama Prasad Mukherji Rurban MissionGujarat has demonstrated successfully theRurban development model of urbanization ofthe rural areas, through which people living inthe rural areas can get efficient civicinfrastructure and associate services. ShyamaPrasad Mukherji Rurban Mission will belaunched to deliver integrated project basedinfrastructure in the rural areas, which will alsoinclude development of economic activities andskill development. The preferred mode ofdelivery would be through PPPs while usingvarious scheme funds for financing.

21. 32 Deen Dayal Upadhyaya Gram Jyoti YojanaPower is a vital input for economic growth andthe Government is committed to providing 24x7uninterrupted power supply to all homes. "DeenDayal Upadhyaya Gram Jyoti Yojana" forfeeder separation will be launched to augmentpower supply to the rural areas and forstrengthening sub-transmission and distributionsystems. I propose to set aside a sum of `500crore for this purpose.

22. 33 Statue of UnityGovernment of Gujarat has embarked upon themission to build the largest statue of SardarVallabh Bhai Patel. Sardar Patel stands as thesymbol of the unity of the country. To supportthe Gujarat Government in this initiative to erectthe Statue of Unity, I propose to set aside asum of `200 crore.

25. 38 Welfare of Senior CitizensVarishtha Pension Bima YojanaNDA Government during its last term in officehad introduced the Varishtha Pension BimaYojana (VPBY) as a pension scheme for seniorcitizens. Under the scheme a total no. of 3.16lakh annuitants are being benefitted and thecorpus amounts to `6,095 crore. I propose torevive the scheme for a limited period from 15August, 2014 to 14 August, 2015 for the benefitof citizens aged 60 years and above.

26. 39 A large amount of money is estimated to belying as unclaimed amounts with PPF, PostOffice, saving schemes etc. These are mostlyout of investments belonging to the seniorcitizens and on their demise, remain unclaimedfor want of relevant payment instructions. Ipropose to set up a committee to examine andrecommend how this amount can be used toprotect and further financial interests of thesenior citizens. The committee will give itsreport not later than December this year.

27. 40 Government is fully committed to the socialsecurity and welfare of employees serving inthe organized sector. The Government isnotifying minimum pension of ̀ 1,000 per monthto all subscriber members of EP Scheme andhas made an initial provision of `250 crore inthe current financial year to meet theexpenditure. Further, increase in mandatorywage ceiling of subscription to EPS from ̀ 6,500to `15,000 has been made and a provision of`250 crore has been provided in the currentbudget. For the convenience of the subscribers,EPFO will launch the "Uniform AccountNumber" Service for contributing members tofacilitate portability of Provident Fund accounts.

28. 41 Empowerment of the Differently AbledPersonsGovernment will make all out efforts to createa more inclusive society for Persons withDisabilities to enable them to enjoy equalopportunities to lead an empowered life withdignity. I propose to extend the scheme forAssistance to Disabled Persons for purchase/fitting of Aids and Appliances (ADIP) to includecontemporary aids and assistive devices. It isalso proposed to establish National levelinstitutes for Universal Inclusive Design andMental Health Rehabilitation and also a Centrefor Disability Sports.

29. 42 Incentives for the Visually ChallengedThe Braille Presses in the Government andprivate sector are not able to meet the demandof Braille Text books for the visually impairedstudents. It is proposed to provide assistanceto the State Governments to establish fifteennew Braille Presses and modernize ten existingBraille Presses in the current financial year.Government will also print currency notes withBraille like signs to assist the visibly challengedpersons.

30. 43 Women & Child DevelopmentWomen's safety is a concern shared by all thehonourable members of this House. We needto test out different approaches that can bevalidated and scaled up quickly. An outlay of

42. 56 For the first time, the Central Government willprovide central assistance to strengthen the

fertilizer in the country which are yet to be provided withsafe drinking water. It has been decided to provide 8-10LPCD of safe drinking water in all such habitations in aphased manner before March, 2017. OperationalGuidelines on implementation of Community Drinking Waterpurification Plants for providing safe drinking water in RuralIndia have been prepared. For providing such purificationplants, funds released to the States under NRDWP 20%Quality Fund and NRDWP 5% earmarked Quality Fundsare to be utilized as per NRDWP guidelines.

All the State Governments have been asked to cover morehabitations preferably even beyond the target fixed for theyear 2014-15. During the year, 1386 habitations have beencompleted and by March, 2015, 4000 habitations would becompleted.

88. 102 Micro, Small and Medium Enterprises sectorSMEs form the backbone of our Economy.They account for a large portion of ourindustrial output and employment. The bulkof service sector enterprises are also SMEs.Most of these SMEs are Own AccountEnterprises. Most importantly a majority ofthese enterprises are owned or run by SCs,STs and OBCs. Financing to this sector is ofcritical importance, particularly as it benefitsthe weakest sections. There is need toexamine the financial architecture for thissector. Diagnostic study and DPRis being prepared by National Centre for Design andProduct Development (NCDPD), New Delhi.Implementation shall commence thereafter. The formationof the SPV for the implementation and execution of theMega Cluster has been initiated and the memorandum ofAssociation and rules and regulations are under formation/submission for the formation of SPV.

Textile Mega Cluster in Bhagalpur: Agreement with NIFT,Patna has been signed for engaging them as ClusterManagement & Technical Agency (CMTA). Baseline surveyof cluster is in progress. CMTA is likely to submit the DPRby 15.01.2015.

A sanction was issued on 5.12.2014 for the implementationof a "Pilot-cum-Demonstration Project for Development ofGrid Connected Solar PV Power Plants on Canal Banksand Canal Tops" in the country during the 12th Plan Periodat an estimated cost of ` 975 crores and with CentralFinancial Assistance of ` 228 crores.

(iii) Simplification of the existing CBM contracts toeliminate micro management of operations.

(iv) To put in place a workable mechanism for resolvingthe issue of overlap of CBM and coal/oil and gasblocks

Policy guidelines have been framed in August 2014 tosupply domestic gas through GAIL (India) Ltd. to City GasDistribution (CGD) entities. The domestic gas is suppliedto meet 100% requirement of CNG (transport) anddomestic PNG segments based on last six monthlyconsumption data by the respective CGD networks. GAILhas been allowed to meet 10% additional demand of CGDsector (CNG & domestic PNG) by supply of domestic gas.1.9 lakh PNG households are being added in the ninemonths of FY 2014-15. Around 27.37 lakh household in11 states are using PNG supplies. CGD networks arealso supplying CNG to 22 lakh vehicles through 969 fillingstations in the country. CGD network is also catering tothe gas demand of 28000 industrial and commercial gascustomers.

Road Map for expansion of PNG coverage

i. Cities which are in the vicinity of existing andproposed trunk pipelines have been identified.

ii. Since there is clarity that domestic gas would bemade available for this sector, PNGRB has beenadvised to schedule the bidding process in a mannerso as to first cover the cities in the vicinity of existingpipelines.

iii. In cities that would fall in the vicinity of proposedpipelines, PNGRB has been requested to synchronizethe bidding process with the development of thepipeline.

It willbe supplemented by a War Museum. I amallocating a sum of `100 crore for thispurpose.

A working Group was constituted under the Chairmanshipof CGDA for examining the proposal. The Working Groupafter deliberation suggested some possible options forimplementation of One Rank One Pension (OROP).Meetings were held on 26.8.2014 under the Chairmanshipof Defence Minister with Defence Secretary, Secretary(ESW), FA (DS) and CGDA on the implementation of OROP.The modalities are under consideration.

Lumding-Badarpur-Silchar leg of a very ambitious gauge conversionproject having importance to connect the Barak Valley i.e.southern region of Assam with BG rail link to National Capital.

♦ BSNL, will increase the bandwidth by additional 50Mbps by end of October, 2014 by making internaladjustments in c-Band transponders of in INSAT-3C

♦ The bandwidth will be increased by another 300 mbpsby end of January, 2015 by hiring additionaltransponders from THAICOM-6 which is expected tobe launched shortly.

♦ The bandwidth capacity will be augmented by another300 Mbps by May, 2015 by utilizing 6-8 transpondersfrom GSAT-16 of ISRO.

A Detailed Project Report (DPR) and Memorandum forExpenditure Finance Committee (EFC) received from theUT Administration in R/o Grant to BSNL for hiring ofadditional Satellite Transponder for improving Telecomconnectivity between A&N Islands with mainland and interIslands has been sent to DOT on 09.10.2014, with a requestto examine the proposal of the UT Administration and obtainapproval of EFC on the Financial implication involved inthe proposal. Financial concurrence given by on19.01.2015.

The NHM team has stated that the proposalmay be forwarded to AS&MD (NHM) through PrincipalSecretary (Health & F.W.) Government of Punjab in theirPIP. Principal Secretary (Health & F.W.) Govt. of Punjabhas accordingly been requested on 19th November, 2014.
