As a result, VSU produced
five (5) Presidential Lingkod
Bayan awardees for the last
5 years (2014-2018) and
ONE (1) PAG-ASA awardee
in 2017. This year, VSU
hoped to have one (1)
Lingkod Bayan & one (1)
PAG-ASA winners this year.
4. PARTICIPATION TO CSC HONORS & AWARDS
2014 Presidential Lingkod Bayan awardee, President
Edgardo Tulin with other awardees. He was the first VSU
faculty to receive the highest award for government
employees

5. PERFORMANCE-BASED BONUS
Applies and in fact, enjoyed PBB since 2012 to 2016.
Failed to qualify, however, in 2017 by mere technicality
of not posting two (2) available documents in the
transparency seal due to change of secretariat in-
charge. Performance wise, VSU was qualified. For 2018
PBB, VSU per its own assessment, passed but is still
waiting for the final result from AO 25.
6. PUBLICATION INCENTIVE
Pays publication incentives to faculty who
published their research outputs
Articles in peer-reviewed journals:
P25,000 – International, ISI
P7,000 – International, non-ISI
P5,000 – National, Non-ISI
Books:
P50,000 – International, whole book
P10,000 – International, 1 chapter
P25,000 – National, whole book
P5,000 – National, 1 chapter

7. EDUCATIONAL TOUR PRIVILEGE
Grants annual educational tour privilege on
official time to all faculty and staff for FIVE (5)
days abroad and three (3) days if within
the country since 2009. This allows
employees to rejuvenate from stressful work.
For 2019 alone, 15 already enjoyed this
privilege as of June, 2019.
8. REST & RENEWAL SABBATICAL LEAVE
PRIVILEGEGrants ONE YEAR (1) Sabbatical Leave privilege
for REST and RENEWAL to qualified faculty (those
who served the university for 20 years or more per
BOR Resolution No. 213, s. 2018.
Although still a new privilege, VSU already granted
four (4) faculty members to enjoy a one year R
& R effective Aug.1, 2019 & one (1) for six
months effective July 1, 2019) .
9. FREE TUITION PRIVILEGE
Grants free tuition and
comprehensive fees to VSU
staff and dependents per
BOT Res. No. 23, series of
1993 who are qualified to
enroll in VSU in non-degree,
baccalaureate, post-
graduate diploma or its
equivalent, or graduate
programs since 1993 until
the free tuition privilege was
implemented.
Grants 1-2 days team
building activity annually to
all employees per unit or
group of units for rest and
rejuvenation from whole
year stressful work.
This is always looked after
to by employees that they
can go out and enjoy with
their group on official time
10. TEAM BUILDING ACTIVITY (R & R)
Grants a 10-Day Compensatory Day Off with
pay to regular faculty with more than 23
workload units and staff on Vacation Sick
Leave status per BOR Resolution No. 29, s.
2001 effective January 1, 2002.
CDO is given in lieu of overtime services where
payment of overtime pay is not allowed.
11. COMPENSATORY DAY OFF
1. REST AND RENEWAL LEAVE benefits FOR ADMIN. STAFF
INCENTIVES IN THE PIPELINE (2)
General Qualifications (among others):
• Must be an awardee in any of a “once in a
lifetime” university awards
• Has served the university for not less than
20 years
• Must have a performance rating of
“Outstanding” for the last 4 rating periods
REST AND RENEWAL LEAVE FOR ADMINISTRATIVE STAFF
INCENTIVES IN THE PIPELINE
a) For Unit Head:
• Has served 5 years as Unit Head
• Must have an output of at least one (1) operations
manual
• Can go on 3-6 months R & R
b) For Rank-and-file Admin Staff
• Only one (1) staff of a unit should be allowed in a year
• Can go on 1-2 months R & R
2. GRANT OF COMPENSATORY DAY OFF TO FACULTY
MEMBERS ON TEACHERS LEAVE WHEN SERVICE
CREDITS IS NOT ALLOWABLE:
INCENTIVES IN THE PIPELINE
RENDERING OVERTIME WORK FOR THE
FOLLOWING PURPOSES:
• AACUP accreditation purposes
• ISO accreditation
• INCOMING GRADUATION to review thesis
manuscripts of advisees.
