Sir,' In continuation of this Ministry's letter of intent of even number dated 20eMarch, 2006 and with reference to your letter dated 24m March 2006,I am directed toconvey the approval of the Central Government to the establishment of a new medical

, college in the name and sryle of "Sri Lakshmi Narayana Institute of Medical Sciences" atPondicherry by Lakshmi Ammal Educational Trust, Chennai with an annual intake of150 (one hundred and fifty only) students with prospective effect i.e. from the academicsession 2006-07 under Section 10 (A) of IMC Acr, 1956 as amended.

2. This permission of the Central Govt. for establishment of the college andadmission of stuoents is initially for a period of one year. It will be renewed on yearlybasis on verifir:rtion of achievement of annual target set out in the project report. Thisprocess of annual renev.ral of permission will continue till such time the estabiishment ofmedical college and expansion of hospital facilities are completed as per norrns ofMedical Council of India. The college shall not admit more than one batch of studentsagainst this letter of permission. The college shall also apply to Medical Council of Indiafor renewal of permission well before the commenc.*ent of next academic session.While applying for such renewal, the achievernent in terms of infrastructure, staff andequipment as spelt out in ihe time bound action plan and as required by Medical Councilof_lndia- norms must be clearly indicated. The next batch of students shall not beadmitted unless renewal of peimission is granted try the Central Government.

Whereas the Centrat Government had dectared Bharath lnstitute of HigherEducation & Research (BIHER), Chennai, comprising 'Sree Bataji Dentat Cotlege andHospitat', Chennai, as deemed-to-be-university under the meaning of Section 3 ofthe University Grants Commission (UGC) Act, 1956 vide this Ministry's notificationNo.F.9-5l2000-U.3 dated the 4th Juty, 20A2, subject to a review after five years.

(b) The movabte as wetl as immovabte assets of the SLNIMS shoutd atso comeunder the total control of the 'deemed-to-be-university' lnstitute inorder to protect the future of students, facutty, emptoyees and interestsof standards of higher education.

(c) The BIHER and its constituent institutions shatt start/offer, as the caseffidy, the courses/programmes onty in accordance with the retevantprescribed norms and guidetines of the UGC and the retevant statutoryprofessionat*regutatory Councits, such as Medical Council of India(MCl),lndian Nursing Councit(lNC), Dental Councit of lndia(Dcl), AICTE, etc.

(d) The BIHER or its constituent institutions shatt not offer/award, as thecase may be, any degrees that are not specified by the UGC. The BIHERwitl continue to ensure that the nomenclature of the degrees awarded byit are specified by the UGC under Section 72 of the UGC Act, 1956.

(e) BIHER shatl award degrees in respect of the courses run by SLNIMS ontyto those students who are admitted/enrotted with SLNIMS subsequent tothe date of this notification.

(f) BIHER shatl regutarty obtain the requisite 'renewat' of approval /permission of Ministry of Heatth and Famity Wetfare and other relevantStatutory Councits, as the case may be, wetl within the prescribed timelimit, for running of SLNIMS and in respect of its course(s) and intakecapacity of students, etc.

(g) The 'deemed-to-be-university' shatt suitabty modify/amend itsMemorandum of Association (MoA) and Rutes and finatise them inconformity with the University Grants Commission's Modet MoA and Rutesfor the Deemed to be Universities, after the inctusion of this institution,on a priority basis.
