1.0 Approach & Methodology 1.1 Scope & Objective
1.1.1 Objective of WBFBCP The West Bengal Forest and Biodiversity Conservation Project (WBFBCP) aims “To improve
forest ecosystem and conserve biodiversity by undertaking afforestation, regeneration and wildlife
management activities through JFM (Joint Forest Management approach, including institutional
capacity development, thereby contributing to environmental conservation and harmonized socio-
economic development in West Bengal”.
The Main components of the Project are (i) Afforestation (ii) Biodiversity conservation (iii)
Community Development (iv) Institutional Capacity Development.
Adoption of JFM approach to implement the WBFBC project is derived from existence of symbiotic
relationships of the community and Forest including biodiversity requires. Community
participation in environmental conservation and harmonized socio-economic development has
been institutionalized with the formation of local level institutions such as Forest Protection
Committees (FPC) and Eco-Development Committees (EDC). The community development as
the major component of participatory forest and biodiversity management is being implemented
in 23 Divisions.

The following section briefly elaborate about people bodies involved in project activities:
The community development activities formed as per the extant resolutions/regulations issued by
GoWB shall implement the Community Development Activities. Income Generation Activities shall
be undertaken through Self-Help Groups (SHGs) within the members of FPCs/EDCs.
I. Forest Protection Committees (FPCs): People’s body formed, in order to ensure adequate
and quality community participation for forest protection and management. The beneficiaries of
FPC are economically backward people living in the vicinity of forest. There is a joint membership
(If, husband is a member, wife automatically becomes a member and vice versa) from each
household.
ii. Eco Development Committees (EDCs): Eco Development Committee (EDC) is people’s body
formed for the protection and development of wildlife protected areas (Sanctuaries and National
Parks). EDC functions to ensure adequate and quality community participation for protection and
management of Protected Area including wildlife. The members of EDC are from economically
backward people living in the vicinity of wildlife protected areas.
iii. Self-Help Groups (SHGs): SHGs are formed within a FPC/EDC to improve the livelihoods of
the people through Income Generation Activities.
iv. Beneficiary Groups (BGs) outside Forest Areas are formed under state’s social forestry
programme for the plantation of trees in the areas outside forest areas. Plantation sites are
managed by the BGs. Generally, the beneficiaries comprise economically backward people, SCs
and STs.
1.1.2 Progress of institutional development at the field level under WBFBCP
1.1.2.1 The state’s scenario As on 31st Match 2015, there were 4312 FPC consisting of 498171 Members in the state. The
social composition of FPC members constitutes 29.59 % (SC), 25.21 % (ST) and 45.20%
(Others). In the state, 107 EDC comprising 22625 Members were formed as on 31st March 2015.
Percentages of Male & Female EDC members constitutes 73.39 % and 26.60 % respectively.
The distribution of EDC members across different social categories is as follows: 27.19% (SC),
32.92% (ST) and 39.89% (Others

1.2 The Project Scenario In the Project areas as per the information available from WBFBCP PMU, there are around 576
FPCs and 24 EDCs. The details of the FPCs/EDCs adopted under WBFBCP are mentioned in
the following table.

2.1 Objective of the assignment To conduct Baseline Survey to ascertain socio-economic status of communities involved in the
FPCs / EDC in West Bengal to produce baseline study indicators to serve as reference point for
the project monitoring & Evaluation system and to facilitate the comparison of project
achievements, results and impact across different point of time.

* The timeline for the submission of baseline reports is revised as state assembly election in West Bengal has been scheduled during 4th April to 19th May 2016.
2.2 Sample size of FPC/EDC for the Baseline Survey
Total numbers of FPC and EDC in the project area are 265 and 12 respectively spread
across 09 Districts of the state
Total numbers of FPC and EDC in the non-project area are 25 and 03 respectively.
Around 50% project FPC in each district and minimum No. of FPC to be covered in a
district is 03 and non-project FPCs will constitute 10% of sample Project FPCs in each
district subject to minimum 01 FPC in each district.
Around 50% of Project EDC subject to minimum 01 EDC in project area of each district
and non-project EDCs will constitute 10% of sample Project EDCs in each district subject
to minimum 01 EDC in each district
In total 09 districts are proposed to be covered to collect baseline information

3.0 Detailing the Methodology & Approach
3.1 Approach The approach and methodology for conducting baseline survey describes the broad objective of
the WBFBC project, project activities undertaken by the CBOs (FPC, EDC and SHGs) and
outcomes of formation of such people bodies.
The approach of a Socio-economic baseline study is more comprehensive than conventional
baselines, as it will focus roles of FPC and EDC in the implementation of project activities. The

baseline survey would focus on indicators implying project outputs and their impact on socio-
economic conditions of the Members of FPC & EDC.

The baseline study will attempt to compile and analyses information on two types of indicators:
(i) Benchmark indicators: Related to socio-economic conditions of Members of FPC/EDC
(ii) M & E indicators: Related to broad objectives of the Project and activities to be undertaken/
already undertaken under the project components.
3.2 Methodology:
Desk review:
Study and review the research papers, project documents, Minutes of meetings,
evaluations, and special study reports pertaining to FPC & EDC and JFM in West Bengal

Study of Resolutions/Acts/schemes and policies regarding community participation in
JFM, FPC, EDC and other linked Ministries/departments schemes/programmes
Meeting/Workshop with various stakeholders and adopt a participatory approach for
baseline benchmarks/indicators development
Structured questionnaire for baseline Survey: Apart from above key stakeholders’ interaction, the questionnaire development would involve

Conducting pilot 02 FGDs (01 each with members of FPC & EDC) to identify socio-
economic indicators/benchmarks and M & E indicators in a participatory manner
Combining of reference indicators provided in the ToR with the socio-economic indicators
revealed through stakeholders’ consultation meetings
Primary research Primary survey will be done by approaching FPC, EDC and the members of FPC & EDC and
conducting field survey through direct interview (DI) method with help of structured closed/open
ended schedules and focused group discussions (FGD) for the collection of socio-economic
indicators related information. The methodology to be followed for primary research will be as
under:
I. Direct interview (DI) using structure questionnaires: It will be conducted through structured/ semi-structured questionnaires or interview
guidelines with households of FPC/EDC, Members of FPC/EDC in the project areas
and members of control group (FPC/EDC in non-project areas)
Sample FPC and EDC interviews will be conducted to refine the structured baseline
survey questionnaire.
II. Focused Group Discussion (FGD): FGD will be conducted, involving a group of 5 to 10 FPC/EDC members and it complements the
DI method by eliminating any biased opinion in the responses of the individuals, largely to validate
the data collected at the household level. In each of the 09 sample districts, 01 FGD would be
conducted to supplement the HH level data.
III. Ranking and Scoring Techniques (RST): RST, PLA tool will be used to rank the problems and issues of FPC/EDC and Forest conservation

Wealth-ranking method will be used to rank the household level wealth status across the social
groups.

on its composition and main characteristics including family composition, proximity to roads

Testing and finalizing the questionnaires The questionnaires developed through the desk review, stakeholders’ consultation was validated
through conducting field visits to Seuligaria FPC under Chhatna beat/range in North-Bankura
division and FPCs in Hizli under Kharagpur division of West Medinapur during 19-20 April 2016.
The FPC schedule was pre-tested in the presence of investigators and discussions were held
with Range and Beat Officers. Accordingly, the final household schedule is prepared and placed
at annexure-II. One important lesson learnt from the pre-test was that as the FPCs were formed
earlier, there had been a change in the memberships depending upon the status of earlier
members. The original members of FPC had nominated other members from their families to
continue as members for continuance of family representation in the FPC. Further, as the FPC
are formed years back, hence it would be difficult to provide information on socio-economic status
in pre-FPC formation stage by the respondents. Keeping several such factors in view the
household schedules were finalized. The FPC/EDC schedule is also modified as per discussions
with relevant stakeholders. Both the FPC member HH schedule and FPC/EDC schedule are
placed at annexure-II & I.
3.3 Sampling Plan
Selection of FPC/EDC: As per the ToR around 50% of Project area FPC/EDC to be covered under the baseline study. In
total 277 FPC /EDC are proposed to be covered under primary survey from the project areas and
in the non-project areas 28 FPC/EDC will be covered to represent the control group. The break-
up of proposed sample size for FPC and EDC is proposed as follows:

Selection of Non Project FPC/EDC
Under this study control group baseline data will be developed by covering 25 FPC and
03 EDC from non-Project areas. The selection of Non-project FPC/EDC will be done from

the adjacent area of the Project FPC. Accordingly, the FPC of the non-project area
nearest to the Project FPC will be selected for the study.
The selection of the Households FPC/EDC would follow the proportional method
as per the SC/ST composition.
Selection of Households: The household selection will be done randomly and will depend upon the availability of FPC
members in the villages during the survey period.
3.7 Analysis framework
The proposed base-line study analytically will focus on generating an extensive data base
and compiling parameters/indicators in a systematic manner. Apart from providing tables
of indicators related to socio-economic paradigms of FPC/EDC, the report will include the
analysis of current socio-economic status of Households of members of FPC/EDC.
Two stage method would be followed to build up the monitoring and evaluation indicators:
From an analytical perspective, cross-tabulation method involving two or more indicators
would be used to interlink various variables and provide analytical findings as far as
current situations are prevailing. Further, FGD reports for a defined number of FPC/EDC
would be produced.

4.0 Data Analysis Data analysis will be done using the relevant statistical software. The following tools will be used
for extracting information: tables, graphs and charts, frequencies, percentages, ratio, and
averages, and standard deviations, minimum and maximum ranges. Further, ranking information
will be analyzed by using mean and standard deviation statistical tools. Data validity, generation
of random table, significant test, correlation, etc. will be done by using software.

RST PLA tool will be used to identify problems, plantations, etc.
6.0 Monitoring and Quality Control Field Survey team members of each of the District/Village will take utmost care to collect accurate
information. The FPC/EDC functionaries will certify the data quality collected at the members’
level. At least 20% of schedules of each of the field investigators need to be vetted by the
FPC/EDC functionary/local Forest Officials. 1-2 members from each of the FPC/EDC will be
resurveyed. On spot verification of field investigators data collection process by Field team
coordinators will be done. Further, information gathered through FGD and other PLA tools like
RST will be used to validate the accuracy of data collected through DIs. Secondary data accessed
from census 2011 and NSSO will also be used to validate the primary data.
7.0 Work Plan The Baseline study mandated to be completed in two batches
Each of the draft baseline reports of Batch I & II to be submitted in 03 Months from the
date of signing of contract (13th January 2016)
The state assembly election was declared in the month of March 2016. The field situations
were not conducive for conducting field survey during March-May 2016 due to assembly
election in the state. Hence the revised timeline for the completion of the assignment is
proposed as follows for endorsement:
