*The Winter Appraisal/Mapping School will follow all state/local restrictions and guidelines that are

in place at the time of the school to ensure everyone is as safe as possible.

This brochure contains a list of all the courses offered this session. You can attend either one, week-long

course or any combination of other shorter courses.

Registration

• Register online at tax.idaho.gov/pted. Online registration closes on Monday, December 13 at 5 p.m.

• Registration after the deadline is based on availability.

• Courses not meeting the minimum registration are subject to cancellation after December 13.

• Register early because many courses fill quickly. Most classrooms have limited seating. County and

state employees have priority seating.

• Government agencies will be billed after the conclusion of school. All others, please check with the

education director.

The Riverside Hotel offers free parking for students and hotel guests.

The Tax Commission also provides free parking. Depending on the location of your classroom at the Tax

Commission, you may need to register as a visitor with the security kiosk and obtain a visitor’s badge for the

day. You’ll be informed if this is the case.

Dining

• The Riverside Hotel has a restaurant that is open for breakfast. There is no complimentary breakfast.

The hotel has two restaurants, which offer lunch and dinner options on site.

• The Tax Commission: The Chinden Campus cafeteria remains closed with no timetable for reopening.

The only on-site dining options at the Tax Commission are daily food trucks, which are available

between 11:30 – 1:00 each day. For those of you taking classes at the Tax Commission, you’ll be

provided with the food truck schedule, available menus, and directed to where the food trucks set up.

There are a multitude of other lunch/dinner options within a few miles of the Tax Commission’s site.

Week-long IAAO courses

IAAO Course 101: Fundamentals of Real Property Appraisal

This course provides the student with an understanding and working knowledge of the procedures and

techniques required to estimate the market value of vacant and improved properties. Students will acquire

the skills necessary for estimating the market value of properties using two approaches to value: the cost

approach and the sales comparison approach. This course includes an exam.

Successful completion of this course meets one of Idaho’s three requirements for becoming a “Certified

Property Tax Appraiser” for ad valorem appraisal.

IAAO Course 201: Appraisal of Land

This course provides the student with an understanding and working knowledge of the procedures and

IAAO Course 311: Real Property Modeling Concepts

This course provides the student with a detailed study of the mass appraisal process as applied to residential

and income-producing properties. Topics covered include: a comparison of single-property appraisal and

mass appraisal, the major steps in the mass appraisal process, data requirements, market analysis, use of

sales ratio studies, the approaches to value, gross and net income analysis, capitalization rate development,

model specification and calibration, and value review techniques. This course includes an exam.

Instructor biography: John Ryan, president of J.F. Ryan & Associates, Inc., a recognized expert in mass

appraisal consulting with a range of assessment agencies over the years. He regularly

serves an expert witness in court on complex commercial/industrial real and personal

property valuation cases. John served as a chief assessor for a large suburban city

outside of Boston. Recently, he was named chair of the Appraisal Foundation’s

“Appraiser Qualification Board” (AQB). He has been a Senior National Instructor for

IAAO since 1984.

This course provides an overview of fundamental management concepts for management and supervisory

personnel in an assessor’s office and focuses on the need for management and the responsibilities placed

IAAO Course 600: Principles and Techniques of Cadastral Mapping

This course is designed as a comprehensive and interactive program that introduces entry-level map

maintenance personnel and assessment technicians to the cadastral mapping field. Students will learn

basic mapping principles and techniques and are expected to demonstrate basic skills in order to plot

deeded descriptions in both metes and bounds and the Public Land Survey systems.

This workshop includes an exam.

IAAO Workshop 257: Fundamentals of Industrial Valuation

This workshop provides the basics of appraising industry for ad valorem purposes. Although the

workshop provides the basics of industrial valuation, it does not teach general appraisal fundamentals.

The workshop is recommended only for students with a basic knowledge of appraisal theory.

This workshop includes an exam.

• Processes and methods necessary to prepare for an industrial appraisal

• Methods of valuing industrial buildings; valuation of industrial land

• Valuation of machinery and equipment; intangible property and whole plant sales

This workshop provides an understanding of the various types and uses of land that are classified as

agricultural. It will also provide an understanding of the need for some type of preferential assessment

and will discuss historical as well as current land tax policy. This workshop includes an exam.

Topics include:

• Crop types and practices that affect classifications and valuations as well as stocking and

carrying capacities

• Methods for describing land and the classification of soils by the National Resource

Conservation Service (NRCS)

• Understanding soil structures and the textural triangle

Assessment Ratio Studies

This workshop focuses on the development of the basic ratio study and statistics concepts as they apply

to analyzing and improving assessment quality. Students will learn the theories behind ratio studies and

practice computing all the basic and some advanced statistics. This workshop will help students

understand how to apply ratio studies to appraisal situations.

30 years and has served on the IAAO executive board.

Deeds and Property Law

This workshop provides a review of mapping issues with recommended steps to reach resolution and is

a review of real estate law as it pertains to the assessor’s office. It’ll introduce students to deed

processing and related issues with recommended steps in the workflow.

Fee Simple and Property Rights Valuation Issues for Commercial Properties

Assessors are often challenged by the need to develop fee simple values for property that sells based on

leases in place at the time of the sale. This workshop provides students with the background,

terminology, and appraisal concepts for fee simple valuation. It’ll also offer suggested appraisal

practices and possible solutions to resolving commons issues that surface in the valuation of leased

commercial properties. This course is recommended for both residential and commercial appraisers.

consulting and educational opportunities to assessment jurisdictions. Brad has

over two decades of commercial real estate appraisal experience, split between

Real Estate Division Supervisor at the Douglas County (KS) Appraiser’s Office.

Brad is past chair of the IAAO Education Committee and has been a Senior

National Instructor for IAAO since 2012.

Footings-to-Ridge Caps (Residential Construction, Components, and Materials)

This workshop will take the process of constructing a residential building and then break it down from

the footings to the ridge cap. There’ll be discussion on:

• Site preparation

• Footings and foundation • Floors, walls, and trusses, or the framing stage • Enclosing the building and examining the different components, from windows and

doors to cabinets and countertops to plumbing, heating, electrical, and more.

There’ll be an interactive process of costing out different types and qualities of components in a new

building and discussion of the relationship between quality, quantity, layout, design, materials, and

workmanship. There may be a tour associated with this course.

has been a Senior National Instructor for IAAO nearly 10 years.

Idaho Property Taxes: National and Local Perspectives

Everyone thinks that they understand the property tax system. Some of those ‘understandings’ are

myths, rather than a reflection of reality. This workshop seeks to explain how property taxes really

work, both in Idaho and across the United States, and to separate myth from reality in property tax

policy and administration.

Manufactured Homes, Modular Homes, and Onsite Built Homes

There’ll be a review of the history of manufactured housing and an introduction to the characteristics

that distinguish manufactured homes, modular homes, and onsite built (stick-built homes). We’ll

discuss the different components, how the materials are used, quality of construction, and how the cost

of those components affect the replacement cost new or reproduction cost new. There’ll be a discussion

about building codes and the effect that these have on each of these types of homes. There may be a

tour associated with this course.

Preparation and Presenting a Valuation Appeal

This workshop provides guidance and suggestions on the preparation and presentation of a valuation

appeal from the perspective of an assessor and/or an appraiser. After a review of the informal elements

of a valuation appeal, the workshop will examine the formal levels of appeal (boards of equalizations

and state tax courts) and judicial appeals (district courts and courts of appeals). Information from actual

residential and commercial appeal documentation will be used to help illustrate some processes and

procedures. Topics include USPAP review, general information and the appeal process, preparing for

appeals, presenting appeals, a residential valuation report, and a commercial valuation report.

2021 recipient of the IAAO Instructor of Excellence Award.

Roundtable: Property Tax Policy

This roundtable will provide an opportunity for students to engage with the Tax Commission Property

Tax Policy staff about property tax policy issues. Some structure will be provided but this is mostly an

interactive environment for individuals to bring their questions, concerns, and thoughts related to

property tax policy.

Valuation of Craft Breweries and Distilleries

This workshop explores the valuation concepts and issues in the growing craft brewery/distillery world.

There’ll be a discussion on the history of breweries/distilleries and move to current examples for these

use types. Current market trends will be provided, as well as a walk-through of valuation case studies

that address common appraisal issues for breweries/distilleries properties. There may be a tour

associated with this course.

Valuation of High-End and Difficult Homes

This workshop provides guidance and suggestions on the process of data collection and analysis of

high-end and difficult residential properties. Information from various areas of the United States will be

used to help establish some processes and procedures. Images and property characteristics of sales and

listed properties will be used. Topics include USPAP review, general information, the three approaches

to value, non-value analysis, and articles of interest.

Valuation of Self-Storage Properties

This workshop provides guidance and suggestions on the valuation process of self-storage properties.

The workshop will review the different classifications of self-storage and how all three approaches can

be used to value these types of properties. Month-to-month leasing, the impact of new supply, reliance

on external demand generators, and management intensity all make the analysis and valuation of these

properties difficult.

General Mapping and Related Courses

Eminent Domain/Property Rights

This seminar will study eminent domain and the implication on property rights, the condemnation

process, and recent court decisions on the state’s taking power. Condemnation is how the state carries

out the power of eminent domain within the constitutional limits that have been imposed on the state by

the people. This seminar will also examine real property tax rights and their origins. It’ll examine torts

that can impact property rights, written conveyances, deed interpretation, unwritten rights, adverse

possession, estoppel, and more.

Pincushion Effect

The “pincushion” corner is the name that has commonly been assigned to the phenomenon of multiple

monuments that have been set by surveyors in the vicinity of a single land boundary or property corner.

The pincushion corner is the bane of the land surveying profession because it represents the physical

manifestation of the land surveying profession’s collective confusion over their duties and

responsibilities towards property boundaries. This workshop explores the phenomena of the pincushion

corner and the dilemma it creates for the land surveying profession.

Water Boundaries

This seminar will cover the basic concepts behind water boundaries and how those concepts affect land

surveying. The history of water boundaries will be discussed, including the ‘equal footing’ doctrine,

‘navigability,’ ‘submerged lands,’ ‘mean high tide,’ ‘high water mark,’ ‘low water mark,’ and other

issues affecting the identification and location between the upland owner and submerged lands

belonging to the sovereign.

Boundary Retracement

The vast majority of surveying work being performed by land surveyors in the modern era is

retracement surveying. Original surveying work is still being performed, but nothing like in the early

history of the United States. The fundamental principles of boundary surveying are that the land

surveyor is either an original surveyor setting our original property lines for the very first time, or the

surveyor is a retracing surveyor following in the footsteps of the original surveyor. An original survey

is a math and measurement task, while a retracement survey is an evidentiary exercise. The workshop

will examine the fundamental principles of retracement surveying through real-world case studies.

Instructor biography: Jeff Lucas started his career as a land surveyor, and is a licensed surveyor in

Alabama, Florida, Georgia, Mississippi, and Tennessee. He is a nationally

recognized expert in boundary surveying and property law. Jeff is also a licensed

attorney with a practice focused on land boundary issues and real property law,

including adverse possession, boundary disputes, real property, and zoning and

land use issues.

Learning ArcGIS Pro 1: Maps and Projects

This course is intended for those new to GIS and ArcGIS Pro, or students migrating from ArcGIS

Desktop that wish to learn the basic skills needed to create and print maps. The course provides students

with the foundational skills needed for new users. No previous experience with ArcGIS Pro or GIS is

required.

In this course, students will learn how to use ArcGIS Pro to create and use projects, create 2D maps,

add and symbolize layers, work with selection sets, work with tables, and create production quality map

layouts. Students will learn terminology associated with ArcGIS Pro and GIS in general and gain an

understanding of ArcGIS Pro projects and how to manage them.

This workshop will introduce you to a variety of ways that vector layers can be symbolized in ArcGIS

Pro, including unique value, graduated color, graduated symbol, dot density, charts, and others. You’ll

learn a variety of techniques for effectively visualizing your data.

Creating Map Books Using Map Series

Although we live in a digital age, sometimes will still need to print hard copy maps. For maps that we

take into the field, smaller is often easier to handle. However, the smaller the map, the harder it is to see

the detail that we may require. This is where map books come in handy. Map books allow us to print

maps covering larger areas at our desired scale by breaking the area into individual sheets, which form

the pages of a book. In ArcGIS Pro, this functionality is called a Map Series.

for integrating data from various sources, creating relationships, discovering actionable insights, and

valuing properties. Topics include:

• Apply techniques to clean the data

• Create relationships between the data sets

• Develop a valuation model

• Use Solver to calibrate valuation models

• Customize PivotTables and PivotCharts with custom measures
