INCREASED RATES OF PAY AND ALLOWANCES FOR STAFF IN THE NSW HEALTH SERVICE – HSU AND ASMOF AWARDS

PURPOSE

This Information Bulletin advises of increases in rates of pay and allowances from the beginning of the first pay period to commence on or after 1 July 2019, to classifications in the NSW Health Service covered by the Health Services Union (HSU) NSW (excluding Ambulance Officers and Ambulance Managers) and the Australian Salaried Medical Officers Federation (ASMOF) (Career Medical Officers, Medical Officers, and Medical Superintendents only).

KEY INFORMATION

New Awards containing classifications covered by the HSU NSW and ASMOF were made by the NSW Industrial Relations Commission to incorporate an increase in wages and wage related allowances of 2.5 per cent per year effective from the beginning of the first pay period to commence on or after 1 July 2019.

Details on the new rates of pay and allowance are provided in Attachment 1. The new Awards can be accessed at:

Patient Transport Officers

Patient Transport officers working in Health Share NSW will not receive the 2.5 per cent wage increase from1 July 2019.

This classification has been excluded from the wage increase pending the outcome of the HSU NSW’s application regarding crib breaks for this group (2016/00113658).This matter has been concluded and a decision of the Industrial Relations Commission in this matter is pending.

Wage increases for these staff will be determined following the conclusion of matter 2016/0013658.

Laundry, Uniform and Climatic/Isolation Allowances

Laundry, uniform and climatic/isolation allowances have been increased by 1.3 per cent from the first pay period to commence on or after 1 July 2019 in line with the percentage change in the All Groups CPI Weighted Average for the eight Capital Cities March Quarter 2018 to March Quarter 2019.

Accommodation and Board

The amounts that may be deducted for accommodation and board under the Health Employees Conditions of Employment (State) Award have been adjusted in line with the 2.5 per cent increase as follows:

Annual Leave Loading

The maximum annual leave loading has been increased to $1,987.00 effective from the beginning of the first pay period to commence on or after 1 July 2019.

Overtime Barrier

The overtime barrier for the Health Managers has been capped at maximum Level 4, that is, Health Managers classified at Level 5 and 6 are not entitled to overtime. The overtime barrier for former administrative and clerical public sector staff is $2,061.02 per week from the beginning of the first pay period to commence on or after 1 July 2019.

Salary Maintenance

Under PD2012_021 – Managing Excess Staff of the NSW Health Service, certain staff are entitled to transitional arrangements in regards to salary maintenance (see Attachment 3 of Appendix 3 of PD2012_021).

Those salary maintenance arrangements reference the Clerk Grade 10 (max) salary under the Crown Employees (Public Sector – Salaries 2019) Award. The maximum rate payable is $122,038 per annum from the beginning of the first pay period to commence on or after 1 July 2019.
