INCREASED RATES OF PAY AND ALLOWANCES FOR STAFF IN THE NSW HEALTH SERVICE – HSU AND ASMOF AWARDS

PURPOSE

This Information Bulletin advises of increases to rates of pay and allowances for classifications in the NSW Health Service covered by the Health Services Union (HSU) NSW (excluding Ambulance Officers and Ambulance Managers) and the Australian Salaried Medical Officers Federation (ASMOF) (Career Medical Officers, Medical Officers, and Medical Superintendents only).

KEY INFORMATION

Increases by Award

New Awards containing classifications covered by the HSU NSW and ASMOF were made by the NSW Industrial Relations Commission (IRC) to incorporate an increase in wages and wage related allowances of 2.5 per cent effective from the beginning of the first full pay period to commence on or after 1 July 2017.

Details of the new rates of pay and allowance are provided in Attachment 1. The new Awards can be accessed at:

Increases by Determination

The rates of pay and allowances for some Awards will be increased by 2.5% by a Ministry Determination due to ongoing IRC applications that, at the date of this Information Bulletin, are yet to be heard. Updated versions of these Awards will be made available following the conclusion of the IRC proceedings.

The affected Awards include:

Public Hospitals (Professional and Associated Staff) Conditions of Employment (State) Award

Public Hospital Career Medical Officers (State) Award

Public Hospital Medical Officers (State) Award

Hospital Scientists (State) Award

Classifications for employees regarded as Allied Health Assistants (Technical Assistant (Orthotic), Technical Assistant – Grade 1, and Diversional Therapist – Without Diploma) will also receive the 2.5% increase by Determination while the relevant HSU claim is still before the IRC.

Patient Transport Officers

Patient Transport officers working in Health Share NSW will not receive the 2.5 per cent wage increase from1 July 2017.

This classification has been excluded from the wage increase so that the HSU NSW’s application regarding crib breaks for this group (2016/00113658) can continue to run and not be affected by the No Extra Claims period which is in place until 20 June 2018.

Wage increases for these staff will be determined following the conclusion of matter 2016/0013658.

Laundry, Uniform, and Climatic and Isolation Allowances

Laundry, uniform, and climatic and isolation allowances have been increased by 2.1 per cent from the first pay period to commence on or after 1 July 2017 in line with the percentage change in the All Groups CPI Weighted Average for the eight Capital Cities March Quarter 2016 to March Quarter 2017.

Accommodation and Board

The amounts that may be deducted for accommodation and board under the Health Employees Conditions of Employment (State) Award have been adjusted in line with the 2.5 per cent increase as follows:

Board and Lodging Rate at 1 July 2017

Breakfast $4.10

Other Meals $7.80

Maximum one week $125.70

Accommodation – Separate Room $58.30

Accommodation – Share Room $36.50

Annual Leave Loading

The maximum annual leave loading has been increased to $1,891.50 effective from the beginning of the first pay period to commence on or after 1 July 2017.

Overtime Barrier

The overtime barrier for the Health Managers has been capped at maximum Level 4, that is, Health Managers classified at Level 5 and 6 are not entitled to overtime. The overtime barrier for former administrative and clerical public staff is $1,962.70 per week from the beginning of the first pay period to commence on or after 1 July 2017.

Salary Maintenance

Under PD2012_021 – Managing Excess Staff of the NSW Health Service, certain staff are entitled to transitional arrangements in regards to salary maintenance (see Attachment 3 of Appendix 3 of PD2012_021).

Those salary maintenance arrangements reference the Clerk Grade 10 (max) salary under the Crown Employees (Public Sector – Salaries 2008) Award. The maximum rate payable is $116,157 per annum from the beginning of the first pay period to commence on or after 1 July 2017.
