    Our Corruption Problem

    I am glad that Shri Anna Hazare highlighted the issue of wide spread

    corruption in our society in the recent past.

    I am glad because spreading tentacles of this social malady in all spheres

    of life, hae made most of us reluctant participants in it to get things moing ! be

    it release of payment due to you from a goernment agency, be it ma"ing of a

    ration card, be it replacement of a burnt electric meter in your house or getting

    some clearance for setting up an industry or handling ta# matters and many such

    other day-to-day inter-faces with arious goernment agencies.$he element of %shame& in demanding ' manipulating things for the

    purpose has completely disappeared among most.

    $hus there is a strong sub-conscious feeling of guilt among the reluctant

    participants for haing been forced into it . And that , to my mind, e#plains the

    e#uberant public support people gae to Shri Anna Hazare in ()**.

    +et me illustrate with a simple routine actiity which should hae been

    completed in one isit to the agency office.

    As soon as monopoly of the goernment in the telecom sector ended, I

    opted for an alternate landline for obious reasons and sent the drier to the

    S+ office *5 "ms away to discontinue the line and return the instrument. He

    came bac" with a pulled down face informing that my file is not traceable.

    n my en/uiring the ne#t day at the (ndfloor office, got the same answer,

    demanded as to why was the file lost and was told that the files are stored in the

    basement and that they are not responsible for it. In the basement I found that

    the person-in-charge was missing, waited for half an hour to be told that my filehad been searched earlier and cannot be traced. n my repeated /uestioning '

    insisting ' offering for a 0oint search1 the file suddenly landed in my hands. n

    handing oer the file on the (ndfloor, was assured that my 0ob would be done if I

    fill up a format for closing a connection and return the Instrument.

    Howeer my drier on the ne#t day again came bac" empty handed

    saying that they are not accepting the instrument and the reason is not "nown.

    n the 2thtrip I met the officer-in-charge and the lady informed me that the

    instrument does not bear the S+ mar"ing, so how can it be accepted. I

    e#plained that initially I was not gien any instrument by S+ due to a shortage

    and I had to buy an instrument from the mar"et, so how can I now return to you

    an instrument with S+ mar"ings1 the lady then reluctantly signed the papers.

    3hat an ordeal to close the connection4 How much of unproductie effort,

    both on the part of S+ people and the user4 ou can easily figure out the

    intent behind. If one is in a hurry, the obious choice would be to contact some

    agent for a price.

    What are the Contributory Factors?

    At the top of the list are undoubtedly the host of people in positions of

    power allegedly indulging in high scale of corruption. It is almost a scam a day.

    en though most of these cases are under inestigation or under 0udicial trial

    and the guilt yet to be established, the public is right in presuming that where

    there is so much smo"e, there must be some fire.

    In the e#ample described aboe of the harassment in merely returning one

    telephone instrument to the goernment agency, hint was towards public being

    forced into such unethical practices. ut let us consider if it always is the case.

    How many of us insist on the shop "eeper ma"ing a pucca bill always and

    pay the 7A$ ' sales ta#4 If not, why is that not corruption4 $hose 89'- :s or

    *)89'- :s worth of ta# not paid, is it not income that I hae not earned, is not

    legitimate and therefore is it not corruption4

    :ecently a group of senior citizen morning wal"ers adorning the benches

    in a par" were fiercely debating the issue of corruption and ehemently

    castigating all politicians and bureaucrats. I raised this point about paying 7A$

    and the response was ery reealing. yeh tax hum kyon dein? iss mein toh

    apna fayda hai. tax toh hamara salary se kut jata tha. [Why should we pay this tax. Not

    paying is an advantage to us. Our tax used to e got dedu!ted from the salary"

    $he commitment to do something or to get some thing done by a certain

    time and of a certain /uality is rarely ta"en seriously een by many professionals.

    I hae wondered oer the years as to why, we aoid saying , %o& when we

    are clear that such commitment cannot be fulfilled. Has it something to do with a

    feeling that it would be impolite or that the time dimension itself is rather fluid in

    our minds. y not coneying o, we are only indicating our willingness to do

    something for the other party and not necessarily to do it by a specific time, not

    problems, but in all seriousness, I don&t thin" anyone in India really cares. And

    that,
