    APPROACH

    Paradigm Shift from Response Centric to a Holistic and IntegratedApproach.

    Backed by Institutional Framework and Legal Authority.

    Supported by Financial Mechanism, Creation of new Funds, i.e., ResponseFund and Mitigation Fund.

    DM STRUCTURE

    NDMA set up as the Apex Body with Honble PM as Chairperson.DM Structure At all three levels i.e. National, State and District.

    National Executive Committee (NEC) - Secretaries of 14 Ministries andChief of Integrated Defence Staff Function as Executive Committee of NDMA.

    SALIENT FEATURES DM ACT

    NATIONAL DISASTER MANAGEMENT AUTHORITY

    At the CentreCentral Ministries will Continue with Nodal Responsibilities.NDMA to Provide Guidance, Coordination and Synergy.

    State LevelSDMA at State Level, headed by Chief Minister.

    State Executive Committee (SEC), headed by Chief Secretary, will coordinate andmonitor implementation of National Policy, National Plan and State Plan.

    District LevelDDMA headed by District Magistrate.Chairperson of Zila Parishad as Co-Chairperson interface between Govt. andPublic.

    OthersNational Disaster Response Force (NDRF).National Institute of Disaster Management.

    Pre-disaster Phase:1. Prevention.2. Mitigation.3. Preparedness.4. Capacity Building (National Institute of Disaster Management).5. Community based Disaster Management (including Public Awareness).

    1. Lay down Policy and Guidelines.

    2. Approve National Disaster Management (DM) Plan and DM Plans of

    Ministries & Departments.

    3. Coordinate enforcement and implementation of policy and plans.

    4. Take Measures for:

    Prevention.

    Preparedness (including Capacity Development).Mitigation.

    Awareness Generation.

    Rehabilitation and Recovery.

    MANDATE

    NATIONAL DISASTER MANAGEMENT AUTHORITY

    5. Response :Low Level Disasters National Executive Committee.Grave Disasters Execution by NEC and National Crisis

    Management Committee (NCMC).Coordination by the NDMA.

    6. Capacity Building & Training:National Institute of Disaster Management (NIDM) to work under guidelines of NDMA.National Disaster Response Force (NDRF) Superintendence, Directionand Administrative Control with NDMA.

    7. Additional:Recommend provision of funds for mitigation and Preparednessmeasures.Assistance in Support to other Countries.

    2. Law and Order Situation.

    3. Serial Bomb Blasts.

    4. Hijacking.

    5. Air accidents.

    6. Chemical, Biological, Radiological and Nuclear (CBRN) WeaponSystems.

    7. Mine Disasters.

    8. Ports and Harbour Emergencies.

    9. Forest F ires.

    10. Oil Field Fires.

    11. Oil Spills.

    TASKS TO BE DEALT WITH BY EXTANT MECHANISM

    All Cross Cutting Themes will be handled by the NDMA.

    NATIONAL DISASTER MANAGEMENT AUTHORITY

    CROSS CUTTING THEMES

    1. Formulation of Guidelines , training and preparedness activitieswill be carried out by the NDMA in respect of Chemical,Biological, Radiological and Nuclear (CBRN) emergencies.

    2. The Cross Cutting Themes like Medical Preparedness , Psycho-Social Care and Trauma Management , Community BasedDisaster Management, Information & CommunicationTechnology, Training, Preparedness , Awareness Generation ,etc. for natural and manmade disasters will be attended to bythe NDMAin partnership with the stakeholders concerned.
