Overview
Our team of experts specialize in statistical analysis and determination of cause for
concerns in the current scenario while formulating several methodologies and
procedures leading to a permanent solution for the existing issues. We are affiliated
with the Central Government of India and are working hand in hand to bring about
a safer and cleaner environment and a joyful experience for every Indian citizen.

As road safety is a prevalent concern for the present society and economic structure
of today’s world, we would like to introduce us as a premier organization determined
to work towards addressing the issue and ensure betterment in preservation of human
life and assets both qualitatively and quantitatively.

Organization History
Our stakeholders have achieved pioneer success as associates in execution of several
aspects of Road Safety and Awareness Campaign, Safe Drive Save Life, working
hand in hand with Government of West Bengal.
On July 8, 2016, the West Bengal government launched the “Safe Drive Save Life”
initiative in Kolkata aimed at reducing road accidents, which is one of the leading
causes of deaths and disabilities in the state. The project, which was the brainchild of
Chief Minister Mamata Banerjee, is proving to be hugely impactful.
Our organization has actively organized several road safety campaign events from
time to time most recent of which is the Road Safety awareness week in Sikkim 2021.

Divisions
Operations
Our operations division is responsible for sourcing of resources, planning and
execution of all verticals in the field of Road Safety and Road Safety Awareness.
The structure of our operations division is responsible for managing all field
operations and ensure all our third party contracts and associations run smoothly.
Operations Management is responsible for the planning for this division and it’s
working strategies.
Admin
Our Administrative Division is responsible for the inner workings of our
organization. This department includes our Human Resource department, Back
Office, Technical Support department, Office Support Executives, Agency Handlers
and Design department.

Finance
Our Finance Division is responsible for all of our financial transactions,
organizational records of finance, Receipt and Disbursement of Funds, Vendor
Payments etc. This division plans our YOY growth and PNL plans. This division
includes the Accounts, Taxation, Compliance and Legal Departments along with
correspondence with CA Firms to ensure strict compliance with set standards.
Liaison
Our Liaison Division is responsible for smooth orientation between our organization
and every other organization affiliated to or interested in working with us. This
division acts as a bridge between our facilitators, our clientele, different state
governments and the Central Government and our organization. With careful and
curated planning catering to specific necessities the planners of this division build
and maintain a strong favourable relationship between us and our affiliates.

CSR Planning
We build bridges between Organizations from all over the world. While safety of
Road Users is an existing concern all over the world there is much to be done as each
individual organization in the social and economic strata. We ensure the willing
organizations reach the needy ones through CSR and other fund raisers.
By planning out CSR as part of a company's over all plan, we ensure that profits and
increasing shareholder value don't overshadow the need to behave ethically to their
stakeholders.

Projects
ROAD SAFETY AND ROAD SAFETY AWARENESS CAMPAIGN
Our primary focus is the Road Safety campaign and the road safety campaign of the
Government of India. We work with state governments hand in hand under the
guidance and supervision from the Ministry of Road Transport & highways
(MoRT&H).
Being a primere organization in the field of Road Safety we have set our goals to
encompass the entire nation with our service making road users throughout India
feel safer and more secure than ever before.
Our scope of work lies with the 4E’s of Road Safety, Engineering (Roads &
Vehicles), Emergency Care, Education (Road Safety) and Enforcement.
While we have already achieved a monumental success in implementation of the
project, ‘Safe Drive, Save Life’ in West Bengal, an initiative of the Government of
West Bengal to spread Road Safety Awareness amongst the citizens of the state, we
are expanding our operations throughout the entire nation in order to create a better
safer environment for road users.

IDTR
This proposed institute will have highly skilled trainers and course contents at par
with the global best practices in the driver training field. The institute will be
established on the basis of public private partnership (PPP) with the full support
of State Government where in Government will support to provide requisite grants,
driver training schemes etc. and activities related to operations for running and
managing the institute. SM DENZONG ROAD SAFETY PROJECTS LLP will be
the service partner and will maintain and administer the facility.
Management of IDTR
For overseeing the construction and operation of the IDTR, S M DENZONG ROAD
SAFETY PROJECTS LLP as a PPP partner of State Government will be
responsible. The partner will conduct the day to day management of the IDTR with
support and close coordination of the state government once Complete.

Objectives
Provide training on driving technology to the aspirant drivers in the category of
passenger car and light commercial vehicle.
To conduct training course for Trainers or Training Instructors.
To conduct refresher and orientation training courses for drivers who are in
service in Government and private sectors.

DTC
DTCs are aimed to cater to impart professional driving skills through adequate
infrastructure and trained instructors. The proposed DTCs preferably with modern
facilities like simulators, driving range, tools and equipments etc. would definitely
go a long way in educating the drivers of various categories in order that safety on
the roads may be achieved. The DTCs would, therefore, aim to train not only good
quality drivers but also Training Instructors.

Vehicles.

INSPECTION AND CERTIFICATION CENTRE
The Inspection and Certification (I&C) centers will be initially set up to inspect and
certify the in-use transport vehicles for its safety and emission compliance as per
CMVR, 1989. The required number of centers in a given city would depend on the
Vehicle mix of and their active population.
A centre would house inspection lanes for testing various categories of vehicles. The
inspection lane would have test equipment arranged like a production line through
which the vehicles go through for the inspections. The safety and emission
inspection can be conducted in the inspection lane in 3 stages wherein the vehicle is
driven through a series of test equipment and the required inspections are conducted.
The pass / fail decision on the inspections are entered in the computer network and
at the end of the lane, the test report is generated.
Based on the capability of the vehicle inspection equipment in terms of maximum
axle weight and load / force measuring capacity and the kind of vehicles, the vehicle
inspection lanes can be classified into two categories such as Heavy Duty (HD) and
Light Duty (LD). I&C centre will consist of Vehicle inspection lanes,
Administration Office and Parking

space for vehicles waiting for testing. The number of inspection lanes and kind/type
of inspection lane in a centre will depend on the vehicle population in that city.
The LD vehicle inspection lane is for testing of transport vehicles (Three Wheelers
and Taxis, LCVs) up to 3500 kg Gross Vehicle Weight (GVW). The HD duty
vehicle lane is for testing transport vehicles (Trucks and Busses) above 3500kg
GVW up to 12 ton single axle capacity. The I&C centre will have sufficient
parking space for vehicles waiting for inspection for at least one hour.
Inspection process flow
Each test lane should be designed to facilitate 3-4 individual test positions to
achieve the maximum test throughput. The following narrative is to describe a
typical lane operation.
Vehicle Reception: The inspector receives the first vehicle at the entrance of
the station with related documents. Asks the client to go to the waiting area and
positions the vehicle on the lane. Enters the IT system to generate the Work order.
Position 1: Emissions Test, Speedometer Test, Visual inspection External
Position 2: Vehicle Weight, Roller brake Test, Visual inspection lighting and
indicating devices, Gap test.

Position 3: Headlamp test, underbody visual inspections
Generation of test reports & issue of sticker which could be easily
located(preferably on front side of wind screen indicating the validity of test
certificate)
Mode of Operation
Transport Department, State Government will execute the construction and
development of the Inspection and Certification Centre with SM Denzong Road
Safety Projects LLP as the resource and executing agency. The Transport
Department will also acquire the requisite machinery and tools through the resource
agency. The maintenance and administration of the l&C Centre once complete
through Transport Department will be carried out by SM Denzong Road Safety
Projects LLP on public private partnerships model. Transport Department, State
Government will monitor and audit the functioning of the Centre at periodic
intervals.

SAFE DRIVE SAVE LIFE
Our stakeholders have achieved pioneer success as associates in execution of several
aspects of Road Safety and Awareness Campaign, Safe Drive Save Life, working
hand in hand with Government of West Bengal.
On July 8, 2016, the West Bengal government launched the “Safe Drive Save Life”
initiative in Kolkata aimed at reduction of road accidents, which were one of the
primary causes of deaths and disabilities in the state. The initiative, which was the
brainchild of Chief Minister Mamata Banerjee, is proving to be hugely impactful.
The number of road accident cases in Kolkata is down by approximately 15 per cent
in 2018 compared to the year before. As per the information sourced from Kolkata
Traffic Police Department, in 2015, total road accident cases registered were 3739;
out of these, number of deaths were 422 in Kolkata. In 2018, the total number of
cases decreased to 2,456 and deaths decreased to 294 — a decline of over 30 per
cent on both counts. “Safe Drive Save Life” has thus emerged as one of the most
successful government initiatives by the West Bengal government after Kanyashree
Prakalpa, which seeks to improve the status and

wellbeing of girls, specifically those from socio-economically disadvantaged
families through conditional monetary benefits.
The traffic department implemented the four E’s — Enforcement, Education,
Emergency and Engineering — of Road Safety to achieve success. A key part of the
initiative was to raise awareness about road safety issues. So there was a loud
campaign to have roadside hoardings that carried slogans and catch phrases such as
“speed kills” or “always wear a helmet” etc. urging road users to be more
responsible. The government also incorporated several strategies on social media
platforms such as Twitter, Facebook and Youtube to extend its message to the new
generation. One of the greatest successes was when the department used the image
of the Beatles walking across the zebra cross walks on Abbey Road to get people to
use such pedestrian crossings. This earned huge popularity for the department’s
Twitter profile.
The department also employed shock tactics. During the initial phase of this Road
Safety campaign, the traffic department used to play real life accident video footages
at all movie theatres just before the start of the movie to acquire people’s attention

and raise awareness. Apart from these off beat methods, there were the regular
modes of reaching out to the
public — via radio jingles and puja pandals, book fair and other festivities, carnivals
etc. The government also reached out to the school boards, private institutions and
corporate organizations.
The government also put a widespread effort in training and educating drivers and
sensitising them about the situation. One approach in this regard was reverse the
roles for the drivers and make them coordinate and direct traffic for instances of few
minutes at some traffic signals and make them realize the whole situation from the
opposite point of view.
Apart from training and raising awareness, the officials also used state of the art
technology and analysis of traffic patterns and accident locations to minimize
fatalities. For instance, one of the first things undertaken was to identify black spots
— locations which were most accident-prone — such as Maa flyover, AJC Bose

Road, EM Bypass. And then they placed CCTV cameras in those locations to better
monitor the areas.
The government also shifted to doing things digitally. So instead of sending notices
via email, they sent challans directly to phone messages. Field officers were
provided with mobile applications to instantly generate information on violators.
Speed guns to detect over speeding of vehicles and the use of Automated Number
Plate Recognition system to track traffic signal violators were put in to practice.
The traffic department also developed its own all time online central data server
where all this information is updated and stored. Relevant officials can now study
traffic and accident patterns from anywhere at any time. Road signals can also now
be controlled centrally and seamlessly. They are now synchronised through
advanced algorithms that allows traffic police to manage traffic much more
efficiently by tracking the peak traffic profile of the city.
Kolkata Traffic Police is not resting on its achievements. Moreover, the state
government is now determined to spread this campaign across other districts in the
state encompassing the entire state under the umbrella of ‘Safe Drive, Save Life’.
