Building the new prison is important because:

• As Victoria’s population grows, so do the number of prisoners

• Providing a new maximum security facility is an essential part of the government’s commitment to improving community safety.

• The new prison is part of ongoing planning to ensure the prison system is safe, secure and well-equipped to meet demand.

About the Community Safety Building Authority:

• CSBA provides the end-to-end project management and delivery of Victoria’s new community safety infrastructure, including:

o prisons, o youth justice centres, o court and custody facilities, o emergency services facilities and o public safety features such as pedestrian walkway bollards and

CCTV networks. • As well as delivering new infrastructure, the CSBA also modernise,

expand and upgrade existing facilities.

About Corrections Victoria (CV):

• CV manage prisons and other correctional facilities once they are operational.

• CV focus on achieving a balance between a high level of community safety and the humane treatment of prisoners.

• CV develop and implement strategies to rehabilitate prisoners in custody and tackle the underlying causes of crime to reduce reoffending.

About the project

The new maximum security prison will:

• accommodate 1248 prisoners

• create more than 650 ongoing jobs including:

o prison officers,

o psychologists,

o case managers,

o teachers,

o administration staff

o health professionals.

About the project

The construction phase will:

• create more than 900 direct jobs across:

o steel

o manufacturing

o building

o engineering

o other sectors.

• support several hundred more indirect jobs in the region

o deliver an estimated economic benefit of more than $173 million to the Greater Geelong Region.

Project overview

Local Opportunities:

• Construction of the prison will create more than 900 direct jobs across:

• Economic benefits will come from the flow-on effect of purchasing goods and services from local producers and suppliers.o The Chisholm Road Prison Project is estimated to generate an economic

Two Stage Contract

Stage One

• Undertake construction of initial early works (incl. temporary access road), fencing and commencement of site works such as clearing and excavation.

• Submit Guaranteed Construction Sum (GCS) in December 2019.

• Opportunity to deliver portions of ‘Stage Two’ Works during Stage One, such as ‘off-site’ modular cell production (off site), and commencement of structural works.

• All remaining Works to deliver the project

Working with GROW

The project team is working with G21 Region Opportunities for Work (GROW) to create sustainable and sustaining jobs for people from Norlane, Corio, Whittington and Colac to drive inclusive growth in the G21 region.

To meet social procurement objectives and targets, contractors can:

• buy from businesses or sub-contractors (i.e. GROW Signatories) who are employing and supporting careers for disadvantaged Victorians from GROW target postcodes and/or,

• directly employ disadvantaged Victorians from GROW target postcodes.

• The department, John Holland and GROW will help facilitate this process for subcontractors and suppliers.

Sustainability and Environment

Department of Justice and Community Safety’s - Minimum Sustainable Design Standards (MSDS)

• The MSDS initiatives are similar requirements to those in the Green Building Council of Australia Green Star rating system.

• All individual buildings will be assessed as a ‘whole’ under the rating system.

• The Chisholm Road Prison Project is targeting a 5 Star Design & As-Built Rating, which is equivalent to ‘Industry Best Practice’.

Sustainability and Environment

Infrastructure Sustainability (IS) Rating

The Chisholm Road Prison Project is targeting an Infrastructure Sustainability v2.0 Design & As-Built ‘Silver’ Rating.

This rating covers a holistic approach to sustainability.

The rating systems have slightly different categories, but generally cover:

Water, energy, occupant health, Site ecology, transport, materials, management, wider impacts
