Environmental - Aesthetics Requirement
“Create a new visual appearance for the area…opportunities to enhance visual effects and improve aesthetics.”
“Measures that will be addressed include aesthetic treatment for various bridge components such as the pylons, cables, piers, treatment of the underside of the bridge, and other visual enhancement or mitigation measures, including lighting.”
• Aesthetic guidelines will be established with an Aesthetics Steering Committee and issued with the RFP
• Landscape areas will be issued with the RFP• Teams will be encouraged to be innovative
Initial Considerations from DEIS
Proposed Accommodations: ALDOT committed to providing pedestrian and bicycle facilities across the Mobile River.
Crepe Myrtle Trail and Eastern Shore National Recreation Trail/I-10 Scenic Underpass Trail: Piers for the proposed bridge will be placed to avoid impacting the Crepe Myrtle Trail and the Eastern Shore National Recreation Trail/I-10 Scenic Underpass Trail. Access to the I-10 Scenic Underpass Trail will be maintained.

Travel Pattern Data
AirSage• Based on cell phone data• Advantages: Large sample size• Disadvantages: Limited location accuracy (especially in rural areas)
StreetLight• Based on GPS Data• Advantages:
• High location accuracy (+/- 5 meters)• Provides travel time between zones by time period
• Disadvantages: • Small sample size (0.5%)
Stated-Preference Survey
• Purpose of survey: to estimate the amount customers are willing to pay to save one minute travel time, known as the value of time (VOT)
• Toll Diversion: VOT is used to calculate portion of traffic that will use the toll route
• Received 1,449 Passenger Cars Respondents and 232 Truck Respondents
• Values of Time in 2016 $:• $0.15 per minute for passenger cars
• Ranges from 10¢ to 18¢ by time period and income range• $0.46 per minute for commercial vehicles
Socio-Economic Data (Base and Forecast)
• Socioeconomic (SE) Data is used to estimate existing and future travel demand (known as Trip Generation)
• Measures used in Trip Generation calculations include:• Households (low, medium and high income)• Employment (retail, service and other)• School enrollment (primary, secondary and college/university)
• Developed Independent SE forecasts for 2020, 2030 and 2040• Developed SE forecasts for all 463 Traffic Analysis Zones• Prepared Low, Medium (Base) and High growth forecasts
Traffic Analysis Zone & Roadway Network
• 463 Internal Traffic Analysis Zones (TAZs)• 312 from Mobile Area Transportation Study
(MATS) model• 149 from Baldwin County Highway
Department (BCHD) model• 2 new TAZs from splitting zones
• 23 External Zones
• Roadway Networks from MATS and BCHD combined• Link attributes matched between two
models• Interchanges recoded to reflect geometric
details
Travel Demand Model Development• Comprehensive-level Model• 2015 Base Year model• 2020, 2030 and 2040 future year models• Separate Passenger Car and Truck trip
tables• Trip generation based on independent
socioeconomic data• New trip distribution for two-county
