OSHA’s Crane and Derrick Standard1926.1400, Subpart CC
Initially promulgated the Crane and Derrick Standard on November 8, 2010.
Under the crane standard employers were required to allow only certified operators to operate equipment after November 10, 2014.
Extended to November 10, 2017, then extended to November 10, 2018.
The final rule, with the exception of the evaluation and documentation requirements, became effective on December 9, 2018.
The evaluation and documentation requirements will become effective on February 7, 2019.

Employers who have evaluated operators prior to that date will not have to conduct those evaluations again, but will only have to document when those evaluations were completed.
OSHA has retained and made permanent the employer duty to ensure the competency of crane operators through training, certification or licensing, and evaluation. The final rule clarifies that the employer evaluation component of the competency requirement, which was to be phased out once the operator certification requirements became effective on November 10, 2018 is now a permanent employer assessment duty. The final rule also makes clear that post-certification training is required.
OSHA modified the certification/licensing requirement from the proposal. Certifications can now be based on crane type or crane type and rated capacity.
