Currently there are intensive prepara- tions for developing and defining mo- dularization and credit rating of VET curricula, and along with the support of the Project MNE/011 as well as ot- her donors, numerous activities have been conducted for the sake of better design of this concept. In addition to this, there was a Regi- onal meeting on “External Evaluation and Self-Evaluation in VET Schools“ organized by ETF, where Montene- grin model of evaluation in VET scho- ols was presented as example of good practice in the region. IntroductionDear readers,

Vocational education and training in Montenegro, within the overall reform of education system, is gradually be-coming more and more important. Currently there are intensive prepara-tions for developing and defining mo-dularization and credit rating of VET curricula, and along with the support of the Project MNE/011 as well as ot-her donors, numerous activities have been conducted for the sake of better design of this concept.

In addition to this, there was a Regi-onal meeting on “External Evaluation and Self-Evaluation in VET Schools“ organized by ETF, where Montene-grin model of evaluation in VET scho-ols was presented as example of good practice in the region.

In this academic year, there are 68 training firms in 15 VET and mixed schools in which practical knowledge from the field of entrepreneurship has been attained by almost 1200 students, whose work has been coordinated by the Training Firms Service Centre.

Within the Project “VET Reform towards Improvement of Employment“, supported by GIZ, employees of the Centre for Vocational Education (hereinafter: VET Centre) succe-ssfully completed trainings on quality management, inclu-ding training for evaluators.

At the end of October, there was the Second Andragogical Regional Academy: “Development of Curricula/Training Programmes in Adult Education“ in Kotor.

Seminar on Energy EfficiencyIn the period 19-23 September, in Construction-Geod- �esy VET School “Ing.Marko Radević” Podgorica, a final seminar on energy efficiency in construction was held, and 9 teachers from the school took part in it, as well as the VET Centre representative, V.Koprivica. At the end of the seminar all participants had to take a final exam organized in a similar way as the one in Germany, with those who passed it successfully obtaining the vocation – Advisor for energy efficiency in construction indus-try. The seminar was held by an engineer Hans Hajn-rih Met and Rudolf Bode, PhD (Hans Hajnrih Met is a member of the Commission for Craft Chamber Libek in charge of energy efficiency). The seminar and the exam were organized by the German Association for International Cooperation (GIZ). After five conduct-ed seminars related to this subject matter, they started drafting the knowledge catalogue for energy efficien-cy in construction, which will be included in curricula of fourth degree within the field of architecture, con-struction and geodesy as a elective subject.

Seminar for Teacher Training in the fields of Economy, Law and Administration

Under the sponsorship of Austrian organization Kul- �turKontakt, from 21 to 23 and from 28 to 30 September in Podgorica two seminars were held for teachers who implement the subject Training Firm beginning from this school year. At the first seminar, teachers were in-troduced to the specific features and manners of imple-menting this subject, to the business idea and business plan, registering the enterprise, the role of teachers and coordination of Service Centre which provides the ac-tual business surrounding for training firms, taking over the role of the institutions with which the real enterprises cooperate. At the second seminar, teach-ers had the opportunity to meet with the activities within departments, marketing, creation of web site and preparation for the Training Firms Fair. Lecturers at the seminar were teacher trainers J.Đikanović and A.Bogavac, while the coordinators of Service Centre S.Obradović and S.Brkanović were present as well.

Training in Euro-Atlantic IntegrationIn October 2011, Human Resource Administration or- �ganized and conducted training in Euro-Atlantic inte-gration covering three thematic areas: „International Security and Montenegro“ (UN, NATO, EU and OSCE), “National Security System of Montenegro“ and “Monte-negro on its Way to NATO“. In the process of education of civil servants, the training was attended by the rep-resentative of the VET Centre, N.Šekarić. The training is important since it raised awareness of civil servants

who work in public sector on Euro-Atlantic integration of Montenegro and importance of NATO Alliance.

Common Module for Professional Development of Teachers of Mechanical Engineering and Electrical Engineering – Electro Pneumatics

In the period 29 September – 13 November 2011, �workshops for four groups of teachers were imple-mented in the Centre for Teacher Training in Podgor-ica in the framework of the 4th module on profession-al development of teachers of mechanical engineering, metal processing and electrical engineering. The topic of the workshops was “Electro Pneumatics“. The work-shops were organized in the framework of the project “VET Reform towards the Improvement of Employ-ability“ carried out by GIZ and VET Centre, and were led by teachers from Montenegrin schools and institu-tions including A.Grgurević, M.Drašković, D.Mojović, D. Dubljević, A. Božanović and V.Koprivica.Over twenty teachers from Secondary School of Eco- �nomics “Vaso Aligrudić“, Podgorica, First Secondary VET School from Nikšić, VET School from Pljevlja, Secondary Mixed School “Mladost“ from Tivat, VET School “Vukadin Vukadinović“ from Berane, Second-ary Electro-Economic School and VET School from Bijelo Polje, have developed a number of electro-pneu-matic sets which will be used in regular teaching pro-cess. To develop those sets, the participants used Flu-idSim and LOGO! Soft software (for designing and simulation), so as cylinders, valves, LOGO! automati-sation device, compressors, manual tools (for process-ing) and applied competences attained during previous trainings, which they can now offer to their students.

taining knowledge on the significance of the codes of conduct in a company and importance of creating adequate business culture. The lecturer was professor Č.Čupić, PhD and seminar was attended by the VET Centre representatives Lj.Garić and J.Radunović.

II Andragogical Seminar “Application of Adult Education Methods” for students from North-West and North-East Montenegro

II Andragogical Seminar entitled “Application of Adult �Education Methods” was held in the period from 30 September until 1 October, in hotel Onogošt in Nikšić and from 7 until 8 November in hotel “Dominus” in Bi-jelo Polje. These seminars were organized by the VET Centre with the support of dvv International (German Association for Adult Education). The objective of the second out of four andragogical seminars is applica-tion of interactive methods in adult education. Partici-pants of the seminar were teachers and associates from secondary VET schools and licensed institutions for adult education involved in the andragogical training programme.

Kick off seminar for Teachers in charge for Training Firms Subject

KulturKontakt Austria and Service Centre of Train- �ing Firms organized Kick off seminar for teachers in charge for Training Firms subject in Bečići on 7-9 Oc-tober 2011. The Seminar was held by Austrian Expert J.Linder, and directors of certain target schools of ECO NET Project participated. During the plenary discus-sion, the existing condition of training firms was iden-tified and proposals for future steps by the end of 2012 were elaborated in detail. The focus was on greater mo-tivation of students, international cooperation, draft-ing manual for students, as well as the promotion of Training firms and better engagement of economy sec-tor. The seminar was attended by the coordinators of the Service Centre of Training Firms, S.Brkanović and S.Obradović.

Workshop ”School-Based Teacher Training for Key Competences: Where are we now?“

In the framework of the project ”Development of Key �Competences in VET”, ETF together with VET Cen-tre organized a workshop on “School-Based Teacher Training for Key Competences: Where are we now?“ for trainers qualified for key competence ‘Learning to Learn’, on 12 October 2011. This is the follow-up of ac-tivities on developing and testing new model for devel-opment of key competences, by establishing commu-nity of practice, within nine pilot schools. This was an opportunity for previously trained trainers to improve their knowledge, as well as to present how they shared it with colleagues in their schools, for the sake of im-proving key competence ‘Learning to learn’.

Workshop “Processes and Activities on Quality Assurance – Internal Evaluation in VET Schools”

British Council and VET Centre organized workshop �entitled: “Processes and Activities on Quality Assur-ance – Internal Evaluation in VET Schools”, in Podgor-ica, on 13-14 October 2011. The aim of the Work-shop was training of teams for quality in secondary VET schools. There were teams of 20 VET and mixed schools composed of directors, pedagogues, psycholo-gists and teachers. The training is a part of activities on establishing sustainable system of internal evaluation – self-evaluation at schools, implementing VET curri-cula in Montenegro, in compliance with norms defined by amendments to General Law on Education. The training was conducted by expert T.Kazempour from Hackney Community College, London, engaged by the support of the British Council. Project MNE/011 also supported these activities.

Seminar “Stručno je ključno” (VET is the KEY)

In the period 13-15 October, in Kolašin, Project �MNE/011 organized seminar on professional improve-ment - “Stručno je Ključno” (VET is the KEY), within the promotional activities of the campaign implement-ed by LuxDev in cooperation with the VET Centre and Ministry of Education and Sports (MES). Participants of the Seminar were teachers from Project six target schools and representatives of the VET Centre, Exam-inations Centre (EC) and MES. The goal of the semi-nar was the improvement of trainees’ competences in the field of public relations for the sake of better pro-motion of their own institutions. Lecturers at the sem-inar were Ms. Danijela Knežević from Incognito PR Agency and Mr. Miodrag Strugar, public relations ex-pert. VET Centre representatives at the seminar were I.Mihailović and M.Jovanović.

Seminar – Team Work Supported by Hans Seidel Foundation from Germany, �VET Centre organized seminar on Team Work for rep-resentatives of MES, EC, and Bureau for Educational Services (BES). The participants gained knowledge on the phases in team development, characteristics of suc-cessful teams, decision making ways, leaders’ charac-teristics as well as other roles in a team. The seminar was held by Mr. Nebojša Andrić, journalist and public relations expert from Serbia.

Workshop “Defining Policies in VET and Adult Education based on Indicators” in Dushanbe - Tajikistan

“Torino process“, initiated in 2010, emphasized the �need to improve institutional capacities in partner countries, as well as to rely on and use relevant indica-tors in creating policies and strategies. For the sake of

sharing experience, ETF via its professional teams con-ducts training for improvement of human resources in partner countries for the methods applied in the field of strategy planning on the basis of relevant indicators. General goal of the project is to contribute to the in-crease of efficiency of VET policy development. Member of ETF delegation at the workshop in Du- �shanbe – Tajikistan was Ž.Raičević from the VET Cen-tre. ETF organized workshop on “Defining Policies in VET and Adult Education based on Indicators on 21 October 2011, where Ž. Raičević presented Montene-grin experience in the processes of internal and exter-nal evaluation in VET schools, manners of measuring quality, and defining indicators for the sake of quality development. Besides representatives of training cen-tres, participants were representatives of ministries of education, labour and social protection, economy, agency for statistics, etc.

Seminar “Europe in Education Focus“International Forum Burg Liebenzell, dvv interna- �tional – headquarters in Bonn and Regional Office for South-Eastern Europe organized seminar on “Eu-rope in Education Focus“. The Seminar was conduct-ed in the period 23-30 October in Bad Libenzell. The seminar was attended by representatives of Western Balkans: Serbia, Bosnia and Herzegovina, Montene-gro, Kosovo and Macedonia. The goal of the seminar was to provide participants with knowledge on the or-igin and functioning of the European Union as well as on decision making processes within EU. During the seminar, there were visits to relevant EU institu-tions and different tools and methods were presented which could be used in further work for the sake of promoting European idea. Participants from Montene-gro were: Ć.Fetahović from MoES, K. Milačić from the Faculty of Political Science and VET Centre represen-tatives M.Vuković and M.Jovanović.

Teacher Training in the Field of Economics, Law and Administration

The second cycle of ICT training for teachers from �VET schools, in the framework of ECO NET Project, was organized at the Faculty of Science and Mathemat-ics in Podgorica, on 3-5 November. Target group were teachers from the field of Economics, Law and Ad-ministration in charge of the subject Training Firms within practical teaching. There were 14 teachers from VET schools from Rožaje, Nikšić, Pljevlja, Kotor and Podgorica. Through series of practical exercises, train-ees were informed about advanced techniques: text processing, table calculations, creation of presenta-tions and data organization. The trainer was D. Stanić from the VET Centre.

Workshop on “Training Evaluators for Assessing Qualitative Indicators within Internal Quality Assurance”

Schools are intensively implementing activities on �strengthening human resources in the field of internal quality assurance. In this respect, Secondary Mixed

School “Mladost“ from Tivat, supported by the VET Centre, organized workshop on “Training Evaluators for Assessing Qualitative Indicators within Internal Quality Assurance”. The Workshop was planned for the sake of training of teachers and other staff for par-ticipation in internal quality assessment. With the aim to provide sustainability and quality of internal eval-uation, Board for Internal Quality Assurance of this school prepared plan for training of teachers evalua-tors. VET Centre representative, Ž. Raičević, imple-mented the training for 18 teachers and other staff so that they can be capable of implementing activities on assessing specific qualitative indicators and proposing measures for further improvement of quality.

Regional Workshop on “Creating Evidence-Based Policies in VET: Examples of Good Practice from Western Balkans and Turkey“

ETF organized Regional Workshop: “Creating Evi- �dence-Based Policies in VET: Examples of Good Prac-tice from Western Balkans and Turkey“ on 8-9 No-vember 2011 in Turin. Presenting examples of good practice in this field in Western Balkans, Turkey and EU member states, the significance of creating evi-dence-based policies was confirmed. Different tools, methods and approaches for policy creating were pre-sented with the aim to further improve VET reform in the region. VET Centre representatives, J.Radunovic and D.Bosković, attended the Workshop and presented the importance and reflections of the document ”Hu-man Resource Development in Montenegro.“

Seminar for Teachers in the field of Architecture, Construction and Geodesy

The fourth module of teacher training was organized �in Construction-Geodesy VET School “Ing.Marko Radević” Podgorica in the period 10-13 November by the VET Centre and the Project “VET Reform towards Improvement of Employment” implemented by GIZ. This training, as the part of the second cycle of train-ings, was intended for teachers in charge of vocational-theoretical and practical subjects in the field of Archi-tecture, Construction and Geodesy and it was entitled “Activities-based Teaching Applied on Carpeting“.This training gathered 12 teachers from VET schools �from Podgorica, Nikšić, Berane and Plav. Apart from broadening their methodical and didactic knowledge, teachers also improved their practical skills, which is one of the most significant components of the training itself, i.e. linking theory and practice. The training was

conducted by Ms.Vesna Radišić and Mr. Milan Jočić, teachers from Construction-Geodesy VET School “Ing.Marko Radević” Podgorica, who underwent this training concept in the first training cycle.

Training of Primary School Teachers on ”Career Guidance”

Within GIZ Project “Designing Transition of Youth �in the World of Labour in South-West Balkans“, upon completed modules ”Self-Recognition” and “Inform-ing”, teacher training was continued in the period 7-8 October (third modules “Realistic Encounters”) and on 10-12 November (fourth module “Decision-making“). The training was conducted in 15 primary schools in Montenegro for representatives of pedagogical-psy-chological departments, teachers and Employment Agency representatives. Within the module “Realistic Encounters”, participants were informed about knowl-edge and skills needed in the process of preparation, implementation and evaluation of realistic encoun-ters, which will assist students by the means of con-crete encounters with people from their profession, to obtain more detailed information on wanted occupa-tions. Within the module “Decision-making”, partici-pants were informed about the techniques of checking gathered information on certain occupation and about preparation of students for maintaining interviews with employers. J. Knežević from the VET Centre took part in the implementation of the training.

Workshop within the Project “Montenegrin Young Inventors“

Within the project “Montenegrin Young Inventors” �implemented by the same foundation together with the VET Centre, MoES, University of Montenegro, Min-istry of Science and Business Incubator ‘Innovation’, on 15 November in Podgorica, there was a workshop for teachers – mentors, pupils and school principals,

as well as for students and professors, where project details were presented together with the guidelines and the support was provided for the work on inven-tions, as well as the criteria for competition at the fair which will be held in February 2012. Welcome speech-es at this event were held by V.Jaćimović, deputy rec-tor, D.Rajković, VET Centre director, S.Kadić, Founda-tion director, V.Bošković, Business Incubator director and Z.Ilinčić - professional inventor in Montenegro. S.Brkanović attended this workshop as the project co-ordinator on behalf of the VET Centre.

Regional Workshop on Modularization and Credit Rating of VET curricula

In the period 21-22 November 2011, VET Centre host- �ed the second Partner meeting of VET institutions from South-Eastern Europe. The initiative for orga-nizing these partner meetings in the form of regional workshops was launched by Federal Institute for VET from Bonn, represented by J.Kissling and M.Hoppe. The aim of this initiative has been the exchange of ex-perience and good practice examples in the process of implementing VET system reform in participating countries. The topic of the meeting was Modulariza-tion and Credit Rating of VET curricula, whose par-ticipants were representatives of VET institutions from Austria, Germany, Romania, Serbia and Montenegro. Within this workshop, there was a visit to VET school “Sergije Stanić“ as well as to the school restaurant “Radovče“ where participants had an opportunity to see the implementation of practical teaching at school and equipment in cabinets and classrooms, as well as to try food prepared and served by students. The next workshop will be held in Leipzig in 2013.

EFQM (European Foundation for Quality Management) standard introduced in the VET Centre

GIZ-VET Project, related to implementation of the com- �ponent of quality management improvement, organized fi-nal EFQM seminar led by foreign experts, M.Klauke and V.Hartman, on 23-25 November 2011 in the VET Cen-tre. After one-year training, the institution and its employ-ees who attended the seminar, upon the completion of the assignment, were given certificates by J.Rotluf, certified EFQM evaluator. These certificates attest that management system of the institution, based on the elements of this model, has been successfully established. In addition to this, EFQM certificates were given to the management and teachers from Construction-Geodesy VET School “Ing.Marko Radević” and VET School “Sergije Stanić“ from Podgorica, as well as from Secondary Mixed School “Da-nilo Kiš” from Budva, who also attended these seminars in the previous period. In this way, all seven schools from GIZ project introduced this quality management system.

Conferences and round tablesETF Regional Conference in Budva

In the period 27 – 30 September in Budva, ETF orga- �nized the Regional Meeting on “External Evaluation and Self-Evaluation in VET Schools”. The goals of the meeting were the following: presentation of good prac-tice examples of relevant Montenegrin institutions in charge of external evaluation of VET schools and role of key indicators in quality development in VET; role of internal evaluation for development of quality in VET; researching strategies and activities which might be useful for VET schools and VET policy creators in the region; presentation of development of standard at schools, etc.ETF expert, Ms. Margareta Nikolovska, consultant �on developing methodology of internal evaluation in Montenegro, supported the organization of the Re-gional meeting. Besides the participants from the re-gion, the meeting was attended by representatives of Turkey and Albania, Ms. Anastasia Fetsi from ETF, Ms. Monika Mott from KulturKontakt Austria, Ms. Bar-bara Hoeller from the National Agency for Life-long

Learning from Austria and Ms. Evgenia Petkova ETF country manager for Montenegro. Presentation of the Manual on Internal Evaluation in �VET schools in Montenegro, which was developed with the support of British Council, had a significant role at the meeting. The methodology is an example of good practice in quality assurance in the region. The Regional conference was opened by Mr. Slavoljub �Stijepović, Minister of Education and Sports of Mon-tenegro, and Ms. Mubera Kurpejović, deputy minis-ter, participated at the working part of the event. VET Centre director, Mr. Duško Rajković, chaired the-matic sessions, and Head of Evaluation Department, Ž.Raičević, significantly contributed to the develop-ment of the Manual as well as to the improvement of evaluation concept in VET in Montenegro.

Round Table “Education and Human Resource Development of SMEs”

Montenegrin Chamber of Economy organized round �table on “Education and Human Resource Develop-ment of SMEs” on 9 November 2011, as the part of European SMEs Week. Besides high officials and rep-resentatives of numerous institutions, round table was also attended by the VET Centre representatives, N.Šekarić and Lj. Garić.Lj.Garić held presentation on the project “Adult Educa- �tion”, pointing out that there is a legal basis and positive trend of the increased interest of employers in develop-ing adult education programmes and implementation of programmes of HR development, as pre-requisites for development of SMEs.

External Quality Assessment – Education Centre Plužine, Secondary School of Arts “Petar Lubarda“ Cetinje, Education Centre Šavnik

In the period 26 September – 5 October 2011 there �was external quality assessment of educational activ-ity in the Education Centre Plužine. The team of the VET Centre advisers assessed the quality of key areas of school work, quality of teaching VET subjects for the fields of economic, tourism and legal group of sub-jects. During the assessment process there were obser-vations of seven lessons of VET subjects.In the period 3-8 October 2011 there was external qual- �ity assessment of educational activity in the Second-ary School of Arts “Petar Lubarda” Cetinje. During the assessment process, there were observations of 16 les-sons of VET subjects. The team of the VET Centre ad-visers assessed the quality of teaching for the following fields: graphics, descriptive geometry with perspective, sculpture, restoration and theory of form, drawing and painting, printing technologies, illustrations, graphic book processing, cultural-historical heritage, etc.In the period 31 October – 4 November 2011 there �was external quality assessment of educational activity in the Education Centre Šavnik. The team of the VET Centre advisers assessed the quality of key areas of school work, quality of teaching VET subjects for the fields of agricultural group of subjects and cattle breed-ing. During the assessment process, there were obser-vations of 6 lessons of VET subjects.

Evaluation of the First Half of Project MNE/011 Implementation

Project MNE/011 – Strengthening Vocational Train- �ing on the North-East Montenegro – financed by Gov-ernment of Montenegro and Government of the Great Duchy of Luxembourg and implemented by MoES, VET Centre and LuxDev, has been currently in the

middle of its four-year implementation. On that occa-sion, Dutch SPAN Agency consultants, R. Lugg and T. Milenković, were engaged to evaluate the first half of the project implementation. After evaluation they held one-day workshop with key Project team for the sake of presenting their opinions and receiving the feedback through the discussion. The workshop was held on 24 October in MoES, and the VET Centre was represent-ed by D. Bošković and I. Mihailović. Final report of the consultants will be created and sent to all stakeholders in middle November.

Meeting of the TWG Composed of Teachers from Agriculture VET Schools

On 1 November 2011 in the VET Centre, there was �the third meeting of the working group composed of teachers from agriculture VET schools. The topic of the meeting was defining recommendations for increas-ing the number of students enrolling agricultural oc-cupations in VET schools. On that occasion, teachers proposed certain activities as well as deadlines within which they have to conduct the proposed activities, in order to popularize agricultural occupation and to in-crease the number of students who enroll them. The meeting was supported by the Project MNE/011 and VET Centre was represented by director, D.Rajković and adviser for agriculture, D.Pejović.

Textbook for VET Schools “German Language” Approved

Textbooks “German Language”, whose authors are �Lj.Omerdić and R.Ćulafić, for the occupational field of Tourism, Trade and Hospitality, was approved at the 9th session of the National Council for Education, held

on 31 October 2011. The textbook is intended for first and second grade students of the VET schools, who en-rolled curriculum – Tourism Technician. The textbook also contains activity book which will ensure contem-porary acquisition of this foreign language.

Cooperation between the VET Centre and the Bureau for Education and Professional Rehabilitation of Disabled Children with Hearing and Speaking Difficulties from Kotor

Bureau for Education and Professional Rehabilitation �of Disabled Children with Hearing and Speaking Dif-ficulties from Kotor intensively works on training of teachers, evaluators and teams for assessment of qual-ity indicators as the part of internal quality assurance. For that purpose, Ž.Raičević on 16 November 2011, conducted the workshop “Defining Internal Standards of Quality Indicators and Assessment of the Stage“ at which participants were evaluators.

Fourth Call for Submitting Project Proposals within Trans-National Programme of South-Eastern Europe (SEE)

On the occasion of the 4th Call for Submitting Proj- �ect Proposals within Trans-National Programme of South-Eastern Europe (SEE), on 17 November 2011, in Podgorica, there was an informative meeting dedicated to participation of representatives of those who submit the project proposals and to further steps in applica-tion procedure. The presentation was held by national SEE coordinator and an official in charge of monitor-ing and implementation of trans-national programmes from the Ministry of External Affairs and European In-tegration. VET Centre representatives, Ž.Raičević and J.Radunović, attended the meeting.

Study Visit to IrelandOne of the activities of the programme “Young Entre- �preneur”, supported by the Project MNE/011, was the study tour to Ireland on 19-25 September 2011, orga-nized for TWG group for the sake of visiting relevant institutions and schools implementing the same pro-gramme in that country. TWG members, composed of school representatives, Directorate for SMEs, VET Centre and LuxDev had an opportunity to see the de-tails of Irish programme for development of entre-preneurial learning “Young Entrepreneur“, to discuss and exchange experience with programme organizers and coordinators, as well as with mentors - entrepre-

neurs. At the end, participants attended very impor-tant interactive “Blue sky day“ which is organized each school year for the sake of informing students about the programme, providing advice and support for the development of their business plans and implementa-tion of their business idea. Study tour was attended by S.Obradović and S.Brkanović as coordinators of this programme on behalf of the VET Centre.

National Strategy of Life-long Career Guidance (2011-2015)

National Strategy of Life-long Career Guidance (2011- �2015) has been developed within III component of the IPA project 2008 “Labour Market Reform and Labour Force Development II“. Creators of the Strategy were representatives of: MoES, Employment Agency, VET Centre, BES, Ministry of Labour and Social Welfare, University of Montenegro and Federation of Employ-ers. The Strategy identifies measures, activities and tasks within these institutions, which will provide qual-ity services of career guidance to our citizens (youth and adults), as the support in the life-long career de-velopment in line with personal capabilities, interests, characteristics and labour market needs. VET Centre representative for this component is J.Knežević.

mania and Serbia, as well as for the representatives of the Centre for Educational Policies and ETF. At the meeting, participants presented drafts of the texts which will be found in the Compendium of Examples of Good Practice, which will be the final output of the Cluster, chaired by Romania. There was a visit to the Ministry of Education as well as to two VET schools in Vienna. Montenegrin delegation was represented by D.Rajković and I.Mihailović from the VET Centre and Z.Bogićević from the MoES.

II Andragogical Regional Academy ”Development of �Curricula /Training Programmes in Adult Education“ was held in Kotor on 27-29 October 2011. Lecturers were professors M.Despotović, PhD, and A.Bulajić from the Faculty of Philosophy from Belgrade.At this event, the following topics were dealt with: Sig- �nificance and role of curricula/programme develop-ment in adult education, Functional analysis of busi-ness-ideas, concept and procedure, Development of functional job analysis maps, Development of pro-

grammes based on functional job analysis, DACUM and other approaches for curricula development in adult education, Development of curricula/ training programmes and their implementation, Assessment of programmes and Learning Outcomes. Participants of the Academy visited Maritime School �in Kotor, Azalea Training Centre from Bijela and Per-ast town. Lj.Garić and D.Bošković represented the VET Centre at the Academy.

Activities within the project „Step by step – THE CHANGE“

From 29 September to 3 November 2011, the imple- �mentation of the planned activities within the project „Step by Step – THE CHANGE“ continued, and the workshops for domicile Roma population were orga-nized, related to the following subject matters:

“Marriage“, with a view to raising awareness on the �importance of marriage, understanding its essen-tials, main feelings and the need for its preservation, led by G.Bošković from the VET Centre;“The position of a child in a family“, with a view to �understanding the position of a child within a fam-ily as a factor of individual psychological develop-ment, children needs corpus, characteristics of chil-dren mental development in relation to adults, as well as basic difficulties, problems and impediments in child development, school achievements, devel-opment dynamics in the period of youth, adolescent crises and ways of their overcoming, as well as pro-viding support to children towards their complete independence;“The role of parents in life and education of children“, �implemented within the school for parents, with a view to understanding the core motives of being a parent, common role of parents in upbringing, as-sessment of efficiency of award and punishment in improving the relation parent – child, ways of solv-ing the disputes as a basic driver of development of future high quality relations parent - child;“Communication and overcoming conflict situa- �tions“, with a view to understanding the importance of leading good communication and successful over-coming of conflicts. The workshops were prepared and led by Lj.Garić from VET Centre.

Secondary Vocational School „Sergije Stanić“

Secondary Vocational School „Sergije Stanić“ is an educational in- �stitution with the tradition of 45 years. It was established on 27 July 1966 by merging school for Hospitality Management and Trade School and was called “School Centre for Education of Staff in Hospitality Management, Tourism and Trade“.After the school was established there were 23 classes with 714 �students. Today there are 37 classes with 1239 students who attend seven curricula including: Tourism Technician, Servicing Tech-nician, Culinary Technician, Sales Technician, Chef, Waiter and Confectioner. Having invested considerable funds in equipping, optimal conditions were established for the delivery of vocational theoretical and practical teaching process. The school has cabinets for servicing, cabinet for culinary, two cabinets for language train-ing, two ICT cabinets, a cabinet for tourism technicians and a cab-inet for sales technician.During all these years the school accomplished outstanding re- �sults: students won gold medals at various distinguished competi-tions in their fields of vocation in the former Yugoslav countries, and this tradition continues even nowadays. High results the stu-dents also proved at eminent competitions outside state borders: the students won first place and a gold medal on 11 April 2010 in Brac (Croatia) at an international culinary festival „See pearl“, where 16 countries competed. In the same year, the students won gold medal at the International Competition of Chefs and Waiters in Burgas (Bulgaria). At the national competition in Budva held in the period 24-27 March 2011 the school was an absolute winner. At the competition of eighteen countries in Sarajevo held on 11 November 2011, students of this school won six gold medals.

The school has a very good cooperation with social partners, elite �hotels at Montenegrin coast, where students perform practical work in better hospitality and trade facilities in coastal towns. The school is also involved in series of projects financed by interna- �tional institutions: KulturKontakt, GIZ and others. The school in-cludes restaurant „Radovče“, supermarket Zabjelo, bakery, butch-ery, which are at the same time school workshops, where students do their practical work. Within the school there is also a school for adult education (a former Workers’ University „Milun Božović“). In the school there are 146 employees: 67 teachers and associates in teaching process, while the remaining staff includes manage-ment members (a director, two deputy directors), pedagogue, psy-chologist, legal department, accounting department and staff of the mentioned facilities that work within the school. O 4 January 1975 the school was awarded for an extraordinary �contribution to adult education - „Oktoih“ award.

Secondary School of Economics “Mirko Vešović“

Secondary School of Economics “Mirko Vešović“ is the old- �est vocational school of this kind in Montenegro. According to available data it was established on 15 October 1923 by the Ministry of Trade and Industry of the Kingdom of Serbs, Croats and Slovenes pursuant to the Law on state trade schools. A few years after the successful work, the Ministry of Trade and Industry passed the enactment no. 15764 on 8 August 1927 by which the then two years lasting trade school became State Trade Academy (lasting for four years).

Until the Second World War the school was working under �this name. After the war, the school continued to work in the academic year 1945/46 under the name Trade Academy. In the academic year 1948/49 the school changed its name and was called Economic Technicum. As of 1952/53 it was known as Secondary School of Economics.The school is now working under the name Public Insti- �tution Secondary School of Economics “Mirko Vešović“, wherein three curricula (forth degree of vocation) are being implemented: Marketing and Trade Technician, Economic Technician, and Legal and Administrative Technician.On 1 September 2006 the school was moved in to new facili- �ties which was designed and equipped in a modern fashion and it provides optimal working conditions.In 2011/2012, 1550 students enrolled this school in 45 classes. �The school established cooperation with various institutions �and social partners providing students with the possibility to obtain practical knowledge and skills. In addition to this, the school is involved in the ECO NET project financed by international organization KulturKontakt, and has signed an Agreement on Cooperation with Economic Faculty in Podgorica.Vocational knowledge obtained in the teaching process was �successfully presented by students of third and fourth grade of the Economic Technician course at national and inter-national fairs of training firms where they won numerous awards. Students of this school were participating at the Sec-ond International Fair for Investment in Montenegro held in Milocer, in many sport competitions where they won sig-nificant results and also in human actions such as voluntary blood donation.The work of the school and all curricular and extra-curricu- �lar activities of students were covered by various media with which the school has good cooperation.
