Introduction

It is our pleasure to present the third edition of the Informative Newsletter of the Centre for Vo-cational Education (the VET Centre).

The year of 2011 started by a large number of activities such as: teacher trainings, publishing textbooks, organizing workshops and semi-nars for employers, school management and teachers, as well as forming numerous working bodies with a view to improve vocational and adult education.

The texts in this edition are related to the period from the end of November 2010 to the end of Fe-bruary 2011. This time, we are also honoured to present two very important partners from the fi-eld of international cooperation, KulturKontakt Austria and British Council, which jointly with the VET Centre implement successful projects and contribute to more efficient implementation of the reform and the improvement of the educa-tion sector in Montenegro.

We are using the opportunity to inform you that on 1 January 2011, GTZ (the Deutsche Gesells-chaft für Technische Zusammenarbeit) united with DED (the Deutscher Entwicklungsdienst) and Inwent (Capacity Building International, Germany), thus forming the GIZ (The Deutsche Gesellschaft für Internationale Zusammenar-beit), and this acronym will be used further in the texts.

Study visit to schools in Croatia and Bosnia and Herzegovina

In the period 16-19 November 2010, the delegation of eight �directors and teachers from VET schools from Tivat, Podgor-ica, Nikšić and Pljevlja, VET Centre and GIZ representatives, visited VET schools in Croatia and Bosnia and Herzegovi-na which cooperate with GIZ offices in those countries. The visit was organized within the Project ”VET Reform towards the improvement of employment“ implemented jointly by the Ministry of Education and Sports (MoES), the VET Cen-tre and GIZ. Participants had an opportunity to visit VET schools in Zagreb, Slavonski Brod, Nova Gradiška and Bo-sanska Gradiška, and to exchange experience about the im-plementation of curricula Automotive mechatronics and Fitter for plumbing, heating and cooling systems, the im-provement of the school management, cooperation with economy sector, etc. The return visit of the teachers and di-rectors from Croatia is agreed to be organized in spring 2011, when the schools will jointly work on a project related to the occupation Fitter for plumbing, heating and cooling systems. The VET Centre was represented by V.Koprivica, adviser for Mechanical engineering and metal processing.

Teacher training from the field of Tourism and hospitality

Within the second cycle of teacher training from the field of �Tourism and hospitality, there was a second workshop, held on 18-21 November 2010, in the Secondary Mixed School “Danilo Kiš“ Budva. The topic of the workshop was “Planning of teaching by activity-based teaching model”. Participants were teachers of vocational and theoretical subjects from the following schools: Secondary Mixed School “Bratstvo-Jedin-stvo“ Ulcinj, Secondary School of Economics and Hospitality Bar, Secondary Mixed School ”Danilo Kiš“ Budva, Second-ary Mixed School “Ivan Goran Kovačić“ Herceg Novi and Secondary VET School Cetinje. Within four-day training, around 35 teachers had the opportunity to inform themselves about the principles of activity-based teaching and to apply them on specific examples from the subjects they teach. The seminar was conducted by national experts Lj.Lukačević and I.Marković, Secondary VET School “Sergije Stanić“ Podgor-ica and V.Medigović, Secondary Mixed School “Danilo Kiš“ Budva, who underwent this training during the first cycle. The seminar was organized by GIZ and VET Centre, within the Project ”VET Reform towards the improvement of em-ployment“. In the forthcoming period, this seminar will be organized by KulturKontakt Austria and Project MNE/011 for the central and northern region of Montenegro.

X CEI Youth Forum: ”Education and Employment of Young People – Challenges and Perspectives“

The X CEI Youth Forum “Education and Employment of �Young People - Challenges and Perspectives” was held in Bud-va on 25-26 November 2010, under the Montenegrin Presi-dency of the Central European Initiative (CEI). The goal of the Forum was consideration of challenges and possibilities for successful transition of young people from education sys-tem into the labour market. This was an opportunity as well as the platform for the exchange of best practices, and for the creation of joint conclusions and recommendations for de-cision makers and young people in participating countries. Participants of the Forum were representatives of the minis-tries and youth organizations in charge for employment and/or education, including the MoES and the VET Centre.

Conference ”The Use of Competences in Management of Civil Servants in Western Balkans”

The Regional School for Public Administration and the �Association of Practitioners, supported by the Human Resource Administration, organized the fifth annu-al Conference of the Association of Practitioners for the field of human potential management in public ad-ministration in Western Balkans. The Conference was held in Danilovgrad on 25-26 November 2010, and the VET Centre was represented by N.Šekarić, legal affairs officer. The conference was about “The Use of Com-petences in Management of Civil Servants in Western Balkans”. The participants had an opportunity to see how competences are applied in different countries of the region as well as in the EU Member States. They were informed about the practical aspects in the appli-cation of competence-based models through Estoni-an experience as well as about the competences in the employment process in public administration, throu-gh panel sessions and workshops.

Vocational Education Drop-out Study Technical working group for writing “Vocational Educa- �tion Drop-out Study” was appointed in December 2010, composed of psychologists/pedagogues from the following VET schools: Secondary Medical School Podgorica, Sec-ondary VET School “Sergije Stanić“ Podgorica, Secondary Nautical School Kotor, Secondary VET school “Vukadin Vukadinović“ Berane, Secondary Mixed School “Bećo Bašić“ Plav and Secondary Mixed School “Vuksan Đukić“ Mojko-vac, along with the representative of MoES, as well as the rep-resentatives of the VET Centre - D.Rajković, V.M. Radošević and I.Mihailović. The task of this working group is to exam-ine reasons why students leave vocational education with-out qualification, as well as to create measures and activities for the prevention of this problem. This has been another activity from a range of activities supported by the Project MNE/011.

Meeting of Training Firms Service Centre coordinators in Vienna

KulturKontakt organized regional meeting of the coordina- �tors of Training Firms Service Centres in Vienna in the peri-od 29 November – 1 December 2010. The meeting, attend-ed by the representatives of Serbia, Bosnia and Herzegovina, Romania, Moldova, Albania, Kosovo and Montenegro, was composed of two workshops dedicated to the discussions about the organization of work after the end of the project, systemic establishment, organization of fairs, and there was the exchange of experience on the banking software. The possibility of organizing international training firms fair in one of participating countries was taken into account. Mod-erators of the workshops were J.Linder and M.Pull, and there were representatives of Austrian Service Centre as well. The representatives of the Montenegrin Service Centre were S.Brkanović and S.Obradović.

Professional orientation – Handbook for Trainers

Handbook for trainers – Professional orientation has been �completed within GIZ Project “Designing Transition of the Youth into the World of Labour in South-western Balkans”. This Handbook is the result of five-stage training of trainers for the implementation of the professional orientation pro-grammes conducted by Austrian expert, E. Kemmerer, as well as the pilot project implemented in nine primary schools in Montenegro. The authors are well trained trainers – represen-tatives of the MoES, pri-mary schools, VET Centre and Employment Agency: B. Kankaraš, R. Mujović, K. Vučinić, J. Knežević and J. Đukić respectively. The Handbook contains a large number of practical workshops which will be a great support to trainers in further teacher trainings for the implementation of the professional orienta-tion programmes in pri-mary schools with the aim to timely direct young people towards the choice of adequate occupations.

Teacher training from the field of Mechanical engineering and metal processing

At the beginning of December, there was the second work- �shop (Module 2) in Training Centre in Podgorica, orga-nized by the VET Centre and Project ”VET Reform to-wards the improvement of employment“, whose aim was training and improvement of teachers from the field of Me-chanical engineering and metal processing. The workshop: “Modern teaching tools in vocational education: the use of the applied software – hydraulics” was conducted by train-ers V.Koprivica, adviser in the VET Centre and D.Mojović, teacher in the Secondary VET School Pljevlja. The three-day training was attended by teachers from VET schools from Nikšić, Tivat, Bijelo Polje and Berane. Participants dealt with development of activity books for students and problem sit-uations in hydraulics, in the sense of activity-based teaching and with the use of didactic software Festo FluidSym.

Workshop “Development of Guidelines for Professional Practice”

On 5-9 December 2010, in Vienna, KulturKontakt organized �a regional workshop dedicated to the development of guide-lines for professional practice for the sector Tourism and hos-pitality. Montenegrin delegation was composed of the repre-sentatives of economy sector and schools from that sector and D.Bošković represented the VET Centre. The representatives of the participating countries - Serbia, Macedonia, Bosnia and Herzegovina, Austria and Montenegro exchanged expe-rience on the professional practice quality and the ways of its implementation. They agreed that the participating countries develop guidelines as a document intended for the improve-ment of the professional practice quality along with specific instructions with all actors in the process.

Project “Safety Culture of Young People in Montenegro”

Project “Safety Culture of Young People in Montenegro” was �implemented in the period 6-17 December 2010. On that occasion, the VET Centre engaged an expert for security who conducted the workshops. These workshops were or-ganized in secondary schools in eight municipalities of the central, north and south region - Podgorica, Nikšić, Cetinje, Bijelo Polje, Kolašin, Budva, Bar and Tivat. The Project cov-

ered around 14 classes of II and III grade students, who were informed about the term, significance, goal, dimensions and other elements of the safety culture in a family, school, among peers, on the internet and other media, sport mani-festations, as well as the essence of safety culture for the pre-vention of violence, addiction diseases, sect joining, etc. The workshops were attended not only by students, but by par-ents, teachers and the school principals.

Visit to the Secondary VET School “Sergije Stanić” Podgorica

In December, the representatives of the Department for Oc- �cupational Standards and Curricula attended the practical class of the first grade in the Secondary VET School “Sergi-je Stanić” in Podgorica, upon the initiative of the teacher in charge for practical classes and the school principal. In line with the recipe envisaged for the class, the students cooked national broths and presented their meals, which was fol-lowed by mutual assessment together with the teacher. The goal of the visit was the demonstration of the implementa-tion of practical class – the choice of methods, active en-gagement of students and a teacher. The students of this school regularly take part at national and international com-petitions in this area, and achieve impressive results by win-ning the first prizes.

Curricula Analysis and Occupational Standards Development

Department for Occupational Standards and Curricula, an- �alyzed previously adopted 98 curricula from all sectors, with the aim to identify needed amendments and prepare for the modularization and credit rating. This Department also worked on the development of eight occupational standards with their working groups: Hiking guide, Inspector in pro-tected areas, Babysitter, Youth activist, Hygiene officer, Mu-nicipal hygiene officer, Social inclusion work organizer and Social inclusion associate.

External Quality AssessmentExternal quality assessment of the work of the Secondary �School of Economics and Hospitality in Nikšić was orga-nized in the period 6-10 December 2010. The team compris-ing 16 advisers of the VET Centre was assessing the quality of key areas of the school work, the quality of teaching voca-tional and theoretical subjects as well as practical classes.

The Construction-Geodesy Secondary School “Ing. Marko �Radević” was monitored within a four-year regular quality assessment, in the period 20-24 December. The team com-prising eight advisers monitored the teaching of vocational and theoretical subjects as well as practical classes. In the pe-riod January – December 2010, there was the external qual-ity assessment of 10 vocational and mixed schools. For this activity there were 12 advisers engaged per school. A total number of 571 students were surveyed. Within the assess-ment of teaching quality of 284 teachers, there were 463 classes observed.

In January exam period of academic 2010/11, the implemen- �tation of vocational and graduation exams was monitored in secondary VET schools in Bijelo Polje, Nikšić and Cetinje. The schools implement exams in accordance with laws and bylaws, as well as with recommendations for the preparation and organization of exams.

Merit SystemThe VET Centre representative, N.Šekarić, participa- �ted at the Workshop related to the new Law on Civil Servants and Public Employees – Merit system – the system of employment by merits. The Workshop, held in Budva on 9 December, was organized by the Human Resource Administration in cooperation with Norwe-gian Project DSSR. The aim of this workshop was the introduction to the Merit system of employment and improvement as well as the new Draft Policy paper, containing recommendations and principles needed to be included in the Law on Civil Servants and Public Employees and the information about the future plan in terms of civil servant system.

Regional Workshop for Senior Officials and Experts on Cooperation around Clusters of Knowledge

On 14 – 15 December 2010 representatives of Ministries �for Education, Science and Research from Bosnia and Herzegovina, Croatia, the Republic of Moldova, Montenegro, Romania and Serbia, as well as representatives of the European Commission (EC), the European Training Foundation (ETF), the Centre for Education Policy on behalf of the Education Reform Initiative of South Eastern Europe (ERI SEE), KulturKontakt Austria, the OECD, the Regional Cooperation Council (RCC) and the RCC Task

Force Fostering and Building Human Capital (TFBHC) gathered for a regional workshop on cooperation around clusters of knowledge: “Modernizing the VET system – improving performance, quality and attractiveness of VET” and “Development of NQF“. Participants welcomed the TFBHC`s proposal of enhancing regional cooperation through clusters of knowledge and expressed commitment to furthering cooperation, which shall contribute to the creation of knowledge, support policy development, policy in action and policy evaluation. The EC expressed willingness to support this process and the RCC invited SEE countries to get actively involved in cluster activities, based on thematic areas proposed and lead by the SEE region. Director of the VET Centre, D.Rajković, I.Mihailović and S.Brkanović attended the Conference.

School development plan – School development strategy

In 2010, the MoES and the VET Centre, supported �by the Project MNE/011, formed a technical working group whose task was to develop a unique Form for School development plan, as well as the Instructions which could help each school in the process of creating their development plan. Due to the support of the Pro-ject MNE/011, the Form and Instructions were adap-ted to the needs of the schools which provide voca-tional education. Therefore, the management of each vocational school in Montenegro was informed abo-ut the content of these documents at the one-day tra-ining, held on 16 and 17 December 2010 in the VET Centre. The management of the Project target schools had a wider cycle of consultations with the technical working group, due to which these schools provided their own development plan related to the future four-year period. The training was held by the working gro-up members: D.Rajković, Z.Bogićević, D.Miranović and R.Kolašinac.

Workshop for teachers from the field of Architecture, construction and geodesy

Within the second cycle of trainings, on 16–19 December, �the VET Centre and the Project ”VET Reform towards the improvement of employment“ organized the first workshop for teachers in charge for vocational and theoretical subjects, as well as practical teaching for the field of Architecture, con-struction and geodesy. The topic of the workshop was “Activ-ity-based teaching applied on bricklaying“. The training was attended by teachers from the VET schools from Podgorica, Nikšić, Berane and Plav. Teachers were introduced with the above-mentioned teaching concept, and had an opportunity to make a preparation for teaching units from the subject they teach, and to apply the concept and activity-based teaching methodology on the specific example of bricklaying. Apart from widening their methodical and didactic knowledge, the teachers improved their practical skills, which has been one of significant components of the training itself, the linking of theory and practice. The training was conducted by teachers V.Radišić and M.Aleksić who underwent this improvement concept in the first training cycle.

Visit to the Bureau for education and professional rehabilitation of disabled children and youth

Representatives of the VET Centre, S.Obradović and �S.Brkanović, as coordinators of the Training Firms Service Centre, together with representatives of Secondary school of economics “Mirko Vešović“, teacher N.Šarović and his stu-dents, visited the Bureau for education and professional re-habilitation of disabled children and youth from Podgori-ca. The aim of this visit was to include the students of this institution into the work of training firms as well as to set up virtual enterprises. Thus the students will acquire entre-preneurial knowledge and skills, which will enable them to find appropriate job or set up their own business after the completion of the secondary school. Students from the Bu-reau and the Secondary school of economics presented their business ideas, work and organization of training firms among each other. The outcome of the visit was the continu-ation of the cooperation and the return visit to the Second-ary School of Economics.

Campaign “Strengthening the image of vocational education in the field of agriculture and tourism in Montenegro”

INCOGNITO company, in charge for the campaign �“Strengthening the image of vocational education in the field of agriculture and tourism in Montenegro” with special focus on the north east of Montenegro, at the meeting, held on 20 December 2010, presented the sequence of activities during the life of the campaign. The meeting was organized by the Project MNE/011 and attended by the representatives of the VET Centre, MoES and the Ministry of Tourism.

Cooperation of vocational education and employers in Montenegro – SWOT analysis and action planning

British Council, Project MNE/011 and the VET Centre, on �21 December 2010, organized SWOT workshop on the top-ic: “Improvement of Education and Business Cooperation”. Participants were the representatives of vocational educa-tion, employers, public and private institutions which are in-

directly involved in education issues, employment, training, skills and knowledge. The main goals of this workshop were the analysis of the existing situation and agreement on the action plan. Long-term results are the creation of the plat-form for more successful long-term cooperation and im-provement of its quality. The implementation of the Action plan started in February, and its first activity was related to trainings of school principals and employers. The workshop was focused on the negotiation skills with an emphasis on practical exercises and simulations.

Round table – “Alignment of the VET Strategy and Agriculture Development Strategy “

Round table on “Alignment of the VET Strategy and Agri- �culture Development Strategy“was organized on 22 Decem-ber 2010, in Hotel Podgorica. The Project MNE/011 in co-operation with the VET Centre, has been providing support to the MoES for alignment of the Montenegrin Vocational Education Development Strategy (2010-2014) with the ex-isting strategies in agriculture and tourism sectors. After consultations and research, there was a Discussion Starter provided which initiated the discussion for bridging the gap in this topic, summarizing the current situation and identi-fying possible priority activities for alignment. The Round table was attended by the representatives of the VET Cen-tre, D.Rajković, director and D.Pejović, adviser for the field of Agriculture, food production and processing and veteri-nary, as well as the representatives of schools from this field, representative of the Ministry of Agriculture and the chair-man of the Sectoral Commission for Agriculture. Partici-pants provided comments and suggestions, and thus tried to contribute to the process of alignment of priorities and find-ing adequate solutions.

Draft programmes for Tourist Guide and Driver of a Motor Vehicle

At the beginning of 2011, the representatives of the VET �Centre with working group members prepared draft ver-sions of training programme for occupation: Tourist Guide on the V level, as well training programme for Driving a mo-tor vehicle.

Training of professional services – “Systematic Approach in Work with Children With Special Education Needs“

KulturKontakt, in cooperation with the VET Centre and �the MoES, organized the training of professional services on the topic “Systematic Work Approach to the Children with Special Education Needs” in Miločer on 20-22 Decem-ber 2010. The training was conducted by national experts: the chairman of the Association of Parents of Children with Special Education Needs, S. Dujović and the member of the Commission for Directing Children with Special Education Needs, defectologist J. Radulović.

Directors of VET schools and Austrian experts H. Man- �hartsberger and M. Kastenhuber-Jakopeh attended the first day of the training in order to consider the needs for further teacher training and the conditions of social inclusions. The VET Centre representative, J.Knežević, took part in the or-ganization of this training.

Approved textbooks for VET schoolsThe Council for Vocational Education (2nd composition), �at its session held on 17 January, approved the following textbooks: “Rudiments of Law” and “Constitutional Orga-nization of Montenegro” (authors: M.Vukčević, M.Dokić and Ž.Bošković), “Rudiments of Electrical Engineering I” and ”Rudiments of Electrical Engineering II” (author: G.Joksimović), “Business Communication and Birotech-nics” (author: V.Bulatović) and “Marketing in Tourism” (au-thors: Lj.Lukačević, M.Božović, V.Medigović and T.Šebek).

Follow-up of the Cooperation with dvv international

At the beginning of 2011, the VET Centre and dvv �international signed the Cooperation Agreement on adult education. The cooperation will be based on the support for the implementation of the Programme of Andragogical Training of Teachers Working in Adult Education (8 seminars – 4 from the first cycle, which started in 2010 and four from the second cycle). After these seminars, dvv international will organize Tracer study with participants of the first training cycle in the field of adult education.

The cooperation will also be continued in the field of �organizing X Adult Education Festival. The MoES, dvv and the VET Centre will organize Confintea Info wor-kshop “Before and After CONFINTEA VI”. The new project in the field of lobbying will be implemented jo-intly with the VET Centre and a national expert will be engaged.

Teacher training from the field of electrical engineering

Within the Project ”VET Reform towards the improvement �of employment“, implemented by GIZ, there was a five-day seminar organized for teachers of electrical engineering, on 12-16 and 19-23 January 2011 in the Secondary Mixed School “Mladost“ in Tivat. The topic of the seminar was: “European Installation Bus – EIB and developing equip-ment for practical classes“. The participants were introduced to the equipment and software, completed project tasks and assignments for the work with students, and, at the end, de-veloped teaching aids by using EIB and LOGO! system.

EI BUS was developed in 1990 and since then, it has been �improved by the Association KNX from Belgium, estab-lished for achieving joint European and international stan-dard for automatic control in households and smaller and bigger business buildings.

The seminar was attended by 50 teachers from the Secondary �School of Electrical Engineering “Vaso Aligrudić“, Podgor-ica, Secondary VET School, Pljevlja and Secondary School of Electrical Engineering and Economics, Bijelo Polje. The lecturers were the same as in the previous modules of the second phase, national experts M.Drašković, D.Dubljević, A.Grgurević and A.Božanović, who underwent the same training before, and the representative of the VET Centre was S.Brkanović.

Training of secondary school teachers: Career Development Programme

In the framework of the IPA III Project component �“Labour market and workforce reform II” the first part of teacher training was organized with the topic “Ca-reer Development Programme”. This training was im-plemented by expert from England Ms L. Stivensen, on 20-21 and 26-28 January. The training was attended by the representatives of the VET Centre and the Bu-reau for Education Services (BES): J. Knežević and V. Kašćelan respectively.

Andragogical seminar for teachers from the Secondary Nautical School in Kotor

A two-day Andrgogical seminar was held for the needs of �the Secondary Nautical School in Kotor on 21-22 January 2011. During this seminar three modules of the Programme on andragogical training of teachers working in adult ed-ucation were addressed and implemented including: Main characteristics of adult education and training, Communi-cation in adult education and Methods in adult education. The seminar was attended by teachers from the Secondary Nautical School in Kotor and trainers were Lj. Garić and G.Bošković from the VET Centre.

Final conference of the Project – Training for the use of MEIS applications

Final conference of the Project “Training for the use of MEIS �applications”, summarizing the results achieved, was orga-nized in Mojkovac on 31 January 2011. The trainings were held from 10 November to 1 December 2010 in 12 pilot schools (secondary schools in 6 municipalities of the north Montenegro) and they are the part of the activities of the Project MNE/011. The participants were all employees in target schools, and the trainings were organized through 3 cycles (according to the type and purpose of the appli-cations): for administration, evaluators and headmasters. Apart from the representatives of the MoES ICT sector, the representatives of Microsoft for Montenegro, BES represen-tatives, regional and local ICT coordinators, the conference was attended by the director of the VET Centre, D. Rajković and professional associate for ICT system, D. Stanić.

Seminar “Interactive training of trainers”

Aiming at following modern trends within the area of �vocational training of teachers in Montenegro, applying new learning methods so as establishing appropriate standards, the Seminar on interactive training of trai-ners was held in the BES in the period from 31 Janu-ary to 3 February. Participants of this seminar were in-troduced with methods of development of the training programme, preparation and organization of training characteristics of the learning process of adult training skills, presentation skills so as with methods to provide support to individual learning. The seminar was atten-ded by the VET Centre representatives: M.Vuković, I.Mihailović, N.Šekarić, J.Radunović and J.Knežević.

Follow-up of training of teachers who educate students for Automotive Mechatronics

The sixth workshop, within the Project ”VET Reform towards �the improvement of employment“, implemented by GIZ, was organized in the Secondary VET school “Ivan Uskoković“ in Podgorica on 3-5 February. The aim of the workshop was training and improvement of teachers in charge for practical and theoretical classes, who educate students for the occu-pation: Automotive mechatronics. The workshop “Electron-ic Regulation of Injection and Common Rail“ was conduct-ed by D.Hars, from specialized VET school for automotive mechatronics from Hamburg. The participants were teach-ers from secondary VET schools from Podgorica, Nikšić, Tivat and Pljevlja. The participants dealt with problem sit-uations and solutions related to electronic control of fuel in-jection and diagnostics of car failures, in the sense of activi-ty-based teaching.

Published textbooksDuring February, the VET Centre published three new text- �books for secondary vocational education. Textbook “Ac-counting“, whose authors are V. Leko and O. Markišić, is in-tended to students of the second grade of the curriculum for Economic technician in the areas of Economics, law and

administration. The competent Council approved the usage of the textbook “Business Information technology I“ whose authors are G.Tasić and M.Matijević for the second and the third grade of the same subject within the curriculum for Marketing technician and Economic technician, for an elec-tive subject “Rudiments of computer software” in the first grade of the curriculum for Electronics electro technician and Telecommunication electro technician and for an elec-tive subject “Business Information technology” in the first grade of the curriculum for Forwarding Agents and Cus-toms technician. The textbook “Electro technical materi-als“, whose author is Z.Sekulić, is planned for students who choose this elective subject in the area of electrical engineer-ing. Aware of the importance of textbooks in educational process, modern concepts of the content and illustrations have been designed and adapted to the new curricula and modern pedagogical standards.

International Training Firms Fair Slovenia

Secondary School of Economics from Celje and the Ser- �vice Centre of Slovenian Training Firms organized VI Inter-national Training Firms Fair in Celje on 2 February 2011. This year, there were 65 exhibitors at the Fair organized in Celjski Golovec hall, most of whom were from abroad (Ger-many, Austria, Italy, Croatia, Bulgaria, Romania, Czech Re-public and Montenegro). The following three training firms from Montenegro presented their services and products: Secondary School of Economics “Mirko Vešović“ - Podgori-ca, Secondary School of Economics and Hospitality - Nikšić and High School - Kotor, which organized the participation themselves, along with the support of the Training Firms Ser-vice Centre of Montenegro. Besides students and teachers in charge for training firms, advisers in the VET Centre and co-ordinators of the Montenegrin Training Firms Service Cen-tre, S.Obradović and S.Brkanović, participated at this event.

Final exam from linguistic and mathematical literacy for Adult Roma

Exam on linguistic and mathematical literacy was organized �on 2 February for adult Roma, participants of the Programme of Elementary Functional Literacy, who attended classes in the Primary School “Božidar Vuković Podgoričanin“. The exam was taken by 18 participants, and organized by a com-mission composed of the representatives of the Examination Centre, the VET Centre and BES.

Methodology of internal evaluation in VET schools – Focus group meeting

The VET Centre organized the 2 � nd meeting of the Focus group, the key actor in the process of establishing internal evaluation system in schools, on 2 February, within the project: “Quality Assurance – Internal Evaluation in VET Schools”, supported by the British Council. The meeting was attended by the rep-resentatives of six schools. This project represents the support to the establishment of sustainable internal evaluation system – self-evaluation in educational institutions in Montenegro, in line with regulations defined by the Amendments to the Gen-eral Law on Education. Revised version of the Draft Hand-book for internal evaluation, the structure and the content of the strategic document of internal quality assurance in school, as well as the catalogue were presented at the meeting. The development of the strategy and the catalogue was supported by the Secondary School of Economics and Hospitality from Bar. Defining null indicators and drafting the concept of the strategy of internal quality assurance in six schools was per-formed on 21-25 February. Data processing and preparation of the presentation will be done at the beginning of March. The conference related to the presentation of the Handbook and the internal evaluation methodology in VET schools will be organized on 25 March.

Workshop “Successful Negotiation“British Council organized two-day workshop: “Successful �Negotiation” in the period 9-10 February. The training, based on the learning through practical work and understanding through simulations, was led by N.Rakočević. The target group of the workshop were school principals and employ-ers, and its basic goal was to improve negotiation skills of the participants, as well as to make them better understand the process of successful communication. The representative of the VET Centre at the workshop was G.Bošković.

Meeting of the Commission for modu-larization and credit rating of curricula

For the sake of successful education reform implementation, �as well as for the sake of modern and attractive system of vo-cational and adult education, the VET Centre formed the Commission for modularization and credit rating and cur-ricula. The Commission, composed of the representatives of the VET Centre and a representative of MoES, held the first meeting on 9 February and considered priority activities, the choice of methodology and dynamics of the work.

Draft Action plan for the implementation of NQF

The MoES in cooperation with IPA 2007 organized the �seminar for drafting “Action Plan for the Implementati-on of NQF“ on 10-11 February. The working group was composed of the representatives of economy sector, Mi-nistry of Labour and Social Welfare, University, educa-tion institutions and representatives of EU Delegation, i.e. all institutions which may contribute to the quality of the Action plan. The representatives of the VET Cen-tre were D.Rajković, D.Bošković and Lj.Garić.

Training of teachers – trainers for adult education in the field of entrepreneurshipKulturKontakt organized a seminar for additional training of teachers-trainers for adult education in the field of entre-preneurship, in the period 11-13 February in Podgorica. The Seminar was conducted by adult education expert from Vien-na, J.Lindner. The training was attended by ten teachers-train-ers from VET schools in Montenegro as well as by the repre-sentative of the VET Centre, M.Vuković. During the seminar, participants evaluated the training from the aspect of its con-tent, method and communication, and assessed the working material they received during the training. At the end, further steps were defined, on the basis of analysis of joint planning of future activities.

Education of teachers – “Voluntarism and charity work“

Association for Democratic Prosperity – ZID organi- �zed the training of teachers for the implementation of elective subjects in high schools and extra curricular activities in VET schools in line with the programme “Voluntarism and Charity Work” on 12-15 February in Žabljak. The workshops related to the successful com-munication, constructive conflict disputes and succe-ssful team work, were conducted by the representati-ves of the VET Centre, Lj.Garić and G.Bošković.

Seminar “Combating Corruption”Human Resource Administration and Directorate for Anti- �Corruption Initiative, organized seminar: “Combating Cor-ruption” on 14-15 February in Podgorica. Besides the direc-tor of the Directorate, the lecturers were the officials of the Police Directorate and the Ministry of Interior. The semi-nar was attended by representatives of public administra-tion bodies, as well as the representatives of the VET Centre, M.Jovanović and I.Janković.

Project “Angragogical training of teachers working in adult education“

Supporterd by dvv international, the VET Centre started �the implementation of the Project “Andragogical Training of Teachers Working in Adult Education“. The Project will support the organization of four two-day seminars in each of the four Montenegrin regions (central, south, north-east and north-west), which will cover all modules from the “Pro-gramme of Andragogical Training of Teachers Working in Adult Education“ (The Programme was adopted on the 33rd session of the first composition of the Council for Adult Ed-ucation on 29 June 2006). The trainers who have been con-ducting these seminars are Lj. Garić and G. Bošković from Department for Adult Education in the VET Centre.

I Andragogical seminar

The first andragogical seminar for teachers from the cen- �tral region, was organized in Podgorica on 19-20 Novem-ber 2010 in the Training Centre for Teachers (Secondary VET School “Ivan Uskoković“). The Seminar was attended by 20 representatives of the adult education licensed institu-tions and organizations. The first andragogical seminar for teachers from the south region was organized in Budva on 3-4 December 2010 in the Secondary Mixed School “Danilo Kiš“ Budva. The Seminar was also attended by 20 represen-tatives of the adult education licensed institutions and orga-nizations.

II Andragogical seminar

The second andragogical seminar covered the module on �the Methods on adult education and their application in teaching process. The seminars from the second cycle were organized in the central and south region. The seminar for the central region was held on 10 and 11 December in the Secondary VET School “Ivan Uskoković“ in Podgorica. The Seminar was attended by teachers who were involved in the cycle of four seminars related to andragogical training. The second andragogical seminar for the south region was orga-nized in Miločer (Budva) on 24-25 December 2010 in the hotel “Residence“. The Seminar was attended by 14 partici-pants.

Study visit to Belgium - Tempus project “Development of LLL Concept at the University of Montenegro“

University of Montenegro is a coordinator of the Tem- �pus project “Development of Lifelong Learning Concept at the University of Montenegro“, implemented in coope-ration with EU partners, Asrchus University, Katholieke University of Leuven, Univesity of Alicante, WUS Austria and local partners, MoES, Chamber of Economy and the VET Centre. The Project has been implemented from 15 October 2010 and will last until 14 October 2012. One of the project activities was the study tour to the Universi-ty of Leuven (Belgium) on 21-25 February 2011, where Lj.Garić and I.Janković represented the VET Centre.

KulturKontakt AustriaKulturKontakt Austria sees itself as European Competence �Centre for Education, Culture and Art with a geographical focus on Austria, Eastern and South-eastern Europe. One of its key areas among others is Education Cooperation. And in this field KulturKontakt supports partner countries in the reform of their Education Systems and in the exchange of experiences. In Montenegro KulturKontakt is working very successfully since 2005 and has grown since then to a well known and well established partner in the education area. It has built up a close relationship to bodies of the Monte-negrin education sector and a lot of other international in-stitutions.

The work of KulturKontakt is project orientated with two big �long-term projects ECO NET and TOUR REG financed by ADA (Austrian Development Agency) and a wide range of smaller projects in the field of CIVIC EDUCATION or SEN (Special Educational Needs) for example. The two big projects are carried out not only in Montenegro but also in other coun-tries in the region and they are both in their final exit phase la-sting till 2012.

The aim of ECO NET is to support practice-oriented business �education with the training firm model. This is an innovative form of instruction, which promotes entrepreneurial thinking, the ability to work in a team as well as autonomy, a sense of ini-tiative, decision-making competence, flexibility and intercultu-ral sensitivity. At the end of 2010 the teaching in training firms is obligatory in all economical vocational schools in Montene-gro and so successful that this model is even spread into other school types and areas like adult education. In the final phase the focus lies on a further strengthening of the processes and the involved parties.

In TOUR REG KulturKontakt supports the development of fu- �ture-oriented tourism training. It compromises of a wide range of measures like preparation of teaching materials and curri-cula, support for the cooperation between schools and the bu-siness sector and the formation of networks. Here to the focus lies on strengthening the processes like practical work for pu-pils and the autonomous acquisition of new methods through Montenegrin experts.

In SEN KulturKontakt started activities like a fact-finding wor- �kshops, visiting of schools and organizing a seminar for psyc-hologists and pedagogues in 2010. At the moment an expert team consisting of local and Austrian experts is working on a teacher training concept consisting of three seminars which will take place in 2011.

British CouncilThe British Council is the UK’s leading cultural relations orga-nization operating in over 110 countries around the world. The office in Montenegro was established in 1994, and since than, its main focus has been English, Arts, Education & Society. By sha-ring ideas and expertise, building skills and connecting people and institutions in Montenegro, UK and the region, British Co-uncil supports Montenegro’s economic development and social reform on route to the EU integration.

The major projects and activities include: �Support to English teachers and learners, as well as private �and state institutions and organizations in accessing high qu-ality resources using the latest technology and creative ideas. The administration of internationally recognized Cambrid- �ge and LCCI exams in general and professional English and IELTS, as well as the Chevening scholarship programme for postgraduate studies.Support to the reform of Vocational Education and Training �through institutional capacity building and skills develo-pment.Support to the capacity building of the Public Administration �through skills development of government officials in a range of communication skills in the EU context. Connecting artists and cultural leaders through collaborative �arts projects from SEE region and the UK.

Skills for Employability is a regional project which aims to su- �pport the reform of Vocational Education and Training in near 20 countries. The office in Montenegro joined the programme in 2007 and is working around two major themes: quality assu-rance through institutional self-assessment and the cooperati-on of education and business. The central activity of the QA strand is the development of the new model of self-assessment of VET schools as a coherent and comprehensive evaluation system based on objective, measurable and standardized indi-cators of quality. The “cooperation of education and business” comprises a range of activities where the two stakeholders work together on eliminating barriers and creating new opportuniti-es for cooperation through skills training, workshops, work on documents, study visit, discussions and competition. In additi-on to this, British Council conducted a comprehensive research in the tourism sector in 2009 in the area of skills gaps and root causes of mismatch between supply and demand (this research was done in partnership with the Employment Office of Monte-negro and SNV) and based on the analysis of gaps, developed a teacher manual on Customer Care followed by workshops whi-ch included both teachers and employer representatives from the hospitality sector. British Council maintains good coopera-tion with related organizations and has worked on the project in partnership with KulturKontakt, SNV, Employment Office of Montenegro, Lux Development, ETF and the Centre for Voca-tional Education as the key partner.
