INTERVENTIONS ANNOUNCED BY GOI
Amendments to Essential Commodities Act
With objective of increasing competitive intensity in
Agri - Cereals, Pulses, Potato, Onion etc. will be
kept out of Essential Commodity Act
No stock limits to be applied for processors, value
chain participants (including exports) subject to
their capacity
In case of 100 % price increase for horticulture and 50 %
price increase for others - related action may be taken
In additional, in case of national disaster,
government may re-look and act accordingly
Marketing reforms: A Central law to be promulgated to
provide
adequate choices to farmer to sell at remunerative price,
barrier free inter-state trade, and
a framework for e-trading of agriculture produce
Agriculture produce price and quality assurance
Facilitative legal framework will be created to enable
farmers for engaging with processors, aggregators,
large retailers, exporters etc. in a fair and transparent

Promotion of herbal cultivation
Outlay of INR4,000 crore for promotion of cultivation
of medicinal plants/herbal cultivation
National Medicinal Plants Board (NMPB) will bring in
800 hectare area by developing a corridor of
medicinal plants along the banks of Ganga
Animal Husbandry Infrastructure Development Fund
Outlay of INR15,000 crore
Incentives to be given for establishing plants for
export of cheese, milk powder etc.
New scheme for dairy cooperatives for 2020-21:
Interest subvention of 2% per annum
INR30,000 crore additional liquidity (over and above
INR90,000 crore) for farmers through NABARD for crop loan
requirement of Rural Co-op Banks and RRBs
INR2 lakh crore credit boost through Kisan Credit Cards;
animal husbandry farmers and fishermen will also be covered

INTERVENTIONS ANNOUNCED BY GOI
Education:
PM eVIDYA to be launched immediately; consisting of:
o DIKSHA for school education in states/UTs: e-
content and QR coded energized Textbooks for all
grades (one nation, one digital platform)
o One earmarked TV channel per class from 1 to 12
(one class, one channel)
o Extensive use of radio, community radio and podcasts
o Special e-content for visually and hearing impaired
o Top 100 universities will be permitted to
automatically start online courses by 30th May,
2020.
o Manodarpan initiative to be launched
immediately
EXPECTED IMPACT OF INTERVENTIONS
The PM eVidya scheme aims to consolidate various
existing schemes such as DIKSHA, SWAYAM PRABHA and
online education under one umbrella.
Shall lead to strengthening of content under these
various schemes.
The use of TV and radio as a medium will be particularly
useful for students in rural areas who do not have
access to internet and/or device to access online
courses
Manodarpan initiative is a welcome move that will
ensure mental well being of students in these
times when there are reports of rising cases of
stress and related health issues amongst students

focus to expand testing capabilities and coverage
Prepares India for any future pandemics with increasing
research on pandemic and increase use of point of

Boost in Digital health adoption in India with increasing
acceptance and usability to bridge the current health
system gaps and need of an hour
Promote setting up of Health Infrastructure in PPP Mode

INTERVENTIONS ANNOUNCED BY GOI
Affordable Rental Housing:
Scheme to be launched under PMAY to provide affordable
rental homes for migrant workers and urban poor – this
will be achieved through:
• Converting government funded housing in the
cities into Affordable Rental Housing Complexes
(ARHC) under PPP mode through concessionaire
• Incentives to manufacturing units, industries,
institutions, associations, State government
agencies/Central government organizations to
develop ARHC on their private land/Govt Land
and operate.
Middle Income Housing:
Extension of Credit Linked Subsidy Scheme (CLSS)
upto March 2021
EXPECTED IMPACT OF INTERVENTIONS
Provides ease of living at affordable rent to migrant
workers and urban poor paying a sizeable part of
their income as rent
This can also boost construction activity, which has
a higher multiplier effect
Detailed guidelines to be issued by GoI, under
Pradhan Mantri Awas Yojana (PMAY)
Atleast 2.5 lakh middle income families (Annual
income: INR6-18 lakhs) will benefit during 2020-21
Investment of over INR70,000 crore expected in the
housing sector, which could in turn stimulate
demand for steel, cement, transport and other
construction materials.

Revenue sharing mechanism instead of regime of
fixed Rupee/ton:
Earlier, only captive consumers with end-use
ownership could bid
Now, any party can bid for a coal block and sell in
the open market
Entry norms will be liberalized:
50 blocks to be offered immediately
No eligibility conditions, only upfront payment with
ceiling
Exploration-cum-production regime for partially
explored blocks
Against earlier provision of auction of fully explored
coal blocks, now even partially explored blocks to be
auctioned
Will allow private sector participation in exploration
Production earlier than scheduled will be
incentivized through rebate in revenue-share
EXPECTED IMPACT OF INTERVENTIONS
Change in coal block auction regime to revenue share
which may be seen as a more equitable risk sharing
with Bidders
Encourage Participation of bidders
Earlier only explored blocks were possible to be
auctioned in coal. Also, private sector could not
invest at the exploration stage since the inception of
CMSP

production stage. In addition incentive has been given
