I little imagined that my duties as Treasurer would take me to the vast Palace in Bucharest which is the infamous monument to the late President Nicolae Ceausescu of Romania. This is a most extraordinary building, the second largest in the world after only the Pentagon. A little more about it anon. to do it – who tend to be the judiciary and theexecutive rather than the political class – enjoy abetter prospect of success if assisted by externalEuropean institutions. Hence the Romanians turnedfor assistance to the British Embassy in Bucharestand to the Rule of Law Programme for South EastEurope of the Konrad Adenauer Stiftung.

Through the good offices of Adelina Brad, aRomanian barrister member of the Inn, currentlyserving as Senior Political Officer at the BritishEmbassy in Bucharest, the Inner Temple was invitedto send a delegation to take part in the Conference.Thus it was that the Sub-Treasurer and I travelled toBucharest, accompanied by Masters Alison Saunders,the DPP, Alistair McCreath, Resident Judge atSouthwark Crown Court, our foremost courtdealing with white-collar crime and Barry Rider, aleading academic authority on economic crime, whoeach contributed to the sessions on “AdjudicatingHigh-Level Corruption Cases”, for which I acted asmoderator, and “Tracing and Asset Recovery”.

We were confident that our participation helpedstrengthen the already excellent relationship betweenour Embassy and the Romanian Ministries ofForeign Affairs and of Justice, which it was clear wasitself the product of tireless work by ourAmbassador, HE Martin Harris, since despatched toMoscow as our No.2. We tried to stress that centralto the fight against corruption must be that there areno exemptions or privileges for anyone, and that no-one is above the law. It was gratifying to be told bythe Embassy after the event that the RomanianCourts are seeking to establish this as a fundamentalprinciple. As the Chargé d’Affaires wrote to me:-

“In time, this is changing the climate in thecountry – for business, for politics, for the evolutionof vibrant democratic institutions. It is making the

Romanian State stronger and less vulnerable, moresecure and more successful as a NATO ally and amember of the European Union.”

Back to the Palace. Construction started in1984 and for the next five or six years consumed40% of Romania’s GDP. It was unfinished at thetime of Ceausescu’s overthrow and execution andindeed is still unfinished, but he did see thecompletion of the enormous Hall in which wemet. Designed and used for meetings of theCommunist Politbureau and built withRenaissance influences in mind, the Hall’s crystalchandelier (the second largest of the 480 in thebuilding) weighs two tons. Sixty identical oakarmchairs are placed at a huge circular table, whereapparently there was intended to be placed at ahigher level than the others a yet more grand chairreserved for the President alone. The Romanians,who evidently have a keen sense of humour, haverenamed this Hall “The Human RightsConference Hall”.

I could go on. The entire building is onlynaturally ventilated and apparently insufferable inhigh summer. Ceausescu feared poisoning throughthe medium of an air conditioning system. It nowhouses the Romanian Parliament, and much elsebesides. The enormous Boulevard Unirii whichleads up to the Palace was designed to be exactlyone metre wider than the Champs Elysees and it iscertainly impressive, though not altogethercomparable.

All in all, an interesting and unexpected trip.

This will be the firsttime that this prestigious biennial event will havebeen held in the United Kingdom bringingtogether academics and practitioners from all overthe world. The Inn is providing the speakers for a

keynote session chaired by Master Nicholas Green,Chairman of the Advocacy Training Council. We will also be welcoming all delegates to theconference dinner in our Great Hall on 11 July and toChoral Mattins in The Temple Church on 13 July.

Michaelmas is always a busy time for theoutreach team as they attend 20 law fairs acrossthe country in coordination with the BarCouncil and Commercial Bar Association.

The Inn also runs four large universityevening presentations annually in London (23 October 2014), Bristol (28 October 2014),Cambridge (22 October 2014) and Oxford (30 October 2014) for university students whoare considering a career at the Bar.

In addition, other receptions on circuit arebeing organised, including a reception inNewcastle in November 2014. These eventswill bring local practitioners together withuniversity students in the area in order toinform them about careers at the Bar in aninformal atmosphere. UNIVERSITY, REGIONAL RECEPTIONSAND LAW FAIRS

MOCK INTERVIEW SCHEME – VOLUNTEERS NEEDEDThis scheme gives students a chance to practisetheir interview technique in front of establishedbarristers prior to their ‘real’ pupillage interview.The scheme is very popular, and student feedbackis consistently positive. As the pupillage

interview season is in full swing, the schemeneeds more volunteers. The time commitmentis flexible but is usually around 1–3 hours peryear. For more information, or if you wouldlike to volunteer, please contact Carys Nelkon.

On 9 April 2014, the Inn hosted an Open Dayfor non-London school students participatingin the national Pathways to Law programme.Pathways to Law is aimed at high-achievingstate school students with no family history ofhigher education and supports them through atwo year legal programme in conjunction withleading law faculties. Over sixty Year 13students who are on the Pathways programmethrough the coordinating universities ofBristol, Leeds, Manchester, Southampton andWarwick were all welcomed to the Inn for aday learning more about a career at the Bar.

The event comprised presentations ontraining for the Bar, a panel discussion on lifeas a barrister in different practice areas andgroup case law and plea in mitigation exercises.The day culminated in visits to chambers,which provided students with an insight intolife as a barrister as well as an opportunity totalk to members of chambers and clerks orpractice managers.

ADVOCACY PRIZE FOR PUPILSWe are very grateful again to Master Simon Davisand his wife Caroline for their generous donationfor the Advocacy Prize, awarded to pupilsdemonstrating the best advocacy skills on the

Inn’s pupils’ advocacy courses. Congratulationsto Andrew Carruth (Quadrant Chambers) andJessica Elliott (1 Crown Office Row) who weredeclared joint winners.

APRIL NEW PRACTITIONERS’ADVOCACY & ETHICS WEEKENDIn April, the E&T Department held the first ofits two annual Advocacy and Ethics weekendsfor New Practitioners. The weekend wasaccredited for 17 CPD hours including ninehours of advocacy training and three hours ofethics training and was attended by 40 juniorbarristers. The course allowed NPs theopportunity to cross examine expert medicalwitnesses and to tackle a series of hypothetical

ethical problems with the assistance ofpractising solicitors. A hugely entertainingafter-dinner speech on the Saturday night wasgiven by Alastair Hodge, known to some as‘the Rory Bremner of the Inner Temple’! The E&T Department would like to thank allthose advocacy trainers who gave up theirweekend to teach.

LAWSON MOOTOn Monday 28 April 2014, the final of theLawson Mooting competition was held atInner Temple. The Lawson Moot is an internalcompetition open to student members of theInner Temple. This year was the inauguralaward of the Sachs Cup, a silver golfing trophydonated to the Inn by Lord Justice Sachs in1965. To mark the occasion, the Inn wasfortunate enough to welcome Richard Sachs,the son of Lord Justice Sachs who observedthat his father would have been “delighted tosee his cup put to such an admirable use”. Thisyear’s final was judged by the followingMasters of the Bench: The Rt Hon The LordHughes, Sir David Maddison and HHJ WilliamDavis QC.

The problem for the final raised two points ofappeal. The first related to the definition ofconsent under section 74 of the Sexual OffencesAct 2003. The second raised the question as towhat extent a disease of the mind may be relevantwhen considering whether a defendant has a

reasonable belief in the consent of thecomplainant.

The finalists, Sam Stevens, Wonu Sanda, Ella Davis and Matthew Gaunt, were verypersuasive in their submissions and demonstrateda clear understanding of the law in theirresponses to judicial intervention. Ella Davis, aBPTC graduate, was the winner of thecompetition. Sam Stevens, a current BPTCstudent, was the runner-up.

Pump Court, this year’s sponsor, alsoawarded a mini-pupillage to both Ella and SamStevens. The Junior Bar Association kindlyawarded book tokens to Ella Davis and each ofthe finalists.

The actual functionality of the catalogue hasnot changed: it can still be searched by author,title, subject, keyword and series, in variouscombinations. We welcome feedback on thenew version of the catalogue from PC usersand from mobile users.

ANGLES OF INCIDENCE1 JUNE – 20 JULY

ART IN THE GARDEN

From June, visitors to the garden will be ableto experience Angles of Incidence, acollaborative art installation by Singaporeartist-architect Randy Chan and British artistPhilippa Lawrence. These two artists werebrought together through the Artist-in-Residence Exchange Programme (AiRx), acollaboration between the Singapore

International Foundation and the BritishArts Council. Angles of Incidence was firstshown at the Singapore Botanical Gardensin January 2014 and will be on display inthe garden until 20 July. The installationhas also formed the inspiration for ourSummer Party theme Singapore Sling on 10 July (details on page 6).

Normally this page is the sole preserveof Andrea, the dedicated and talentedHead Gardener; a space for her to tell

us all her plans and her thoughts. I am able toview the changing seasons from my room at 5Paper Buildings and I know that many othermembers of the Inn keep a keen eye on thegoings on in the garden!

I know too how much her column isappreciated as is the work which she and herteam of assistants and volunteers do all yearround. She has been in charge for seven yearsnow and the effect has been enormous.

Some gardeners talk of putting the gardento bed over the winter months... Not here!!Winter is a vital time for planting, restorationand tree work and we have a busy plan for eachseason. The subject of the trees is one whichcauses us a lot of thought, work and someanxiety. There are a growing number ofdiseases which afflict trees in England and wehave a few vulnerable species. The line ofLondon Plane Trees along the broad walk arefine and mature specimens but they are at realrisk from both storms and disease. We maysoon have to take some hard decisions as theessential pruning which we do for safety ishaving the effect of leaving a number of very long horizontal branches, creating“umbrella” trees.

On a happier note I can now report that the

planners have given the green light to our longawaited scheme to make the pavement in frontof the garden wider and more accessible and torealign the cars in front of the gate and therailing. I hope that the new emphasis onpedestrian ease of use will not only transformthe entrance to the garden but may in time befollowed in other parts of the Inn.

As I write this in mid-April we haveenjoyed the mildest of winters and an earlyspring with some wonderful sunny days.
