Call for Candidates to fill all vacancies of The Wa:k O’odham Foundation Board

As Wa:k Ceksan Hemajkum, you are invited to send your letter of interest to the San Xavier District (SXDC) Council Secretary to serve on the Wa:k O’odham Foundation (WOF) Board. There are a total of five members on the board, and we need three community citizens to fill three of the five positions; the SXDC will appoint one of their members to the board; and the SXDC Administration will recommend an appointee to represent them. The terms are staggered, and are for a two or four year period. All applicants must be over the age of 18.

The WOF was created to apply for grants only made available to non-profit entities. In our case, the WOF will apply for, and administer grants that primarily benefit low-income, seniors and handicapped SXD citizens for economic development, housing, health and education programs.

Please submit your letter of interest by April 15, 2019. You may drop off your letter off with our receptionist, or mail it to Ernie Reyes, SXD Council Secretary at 2018 W San Xavier Road, Tucson, AZ 85746. You may also call the secretary at 520 573-4026 with any questions.

Hello Wa:k Community!

For the month of March, mostly we took care of administrative duties such as our regular monthly Department Meeting with Natural Resources, Rangers, and Survey & Mapping staff, including our individual weekly staff meetings; we held interviews for the NR Specialist, attended Land Assignment Committee meetings, and began the annual staff performance evaluations. Staff also attended the Water Summit meeting with the SXD, SX Allottees Association Board/Staff, and Cooperative Association Board/Staff to discuss the drought contingency plan, and the upcoming meeting with the TON Water Resources Committee regarding CAP long-term storage credits.

Seasonal Groundskeeper: Starting on April 1st, we will have our new Seasonal Groundskeeper joining our team. The Seasonal Groundskeeper will be assisting our Groundskeeper Crew at the riparian sites with the upkeep and maintenance of the Wa:k Hikdan and Site II during the growing season. Stay tuned for next month’s newsletter and we will feature our new employees a little more in depth.

Monitor Program: Staff met with TEP last month to discuss pole replacement that will be taking place in the areas of the Mission and Valencia Road intersection, and the Mission and Pima Mine Road intersection. In total, 4 wooden poles will be replaced with 3 metal poles. Also, staff is coordinating with the JPAR FCAP Joint Facilities Project to have a Monitor present at the main and service entrance areas of the Desert Diamond Casino-Sahuarita, while JPAR and T&T Construction connect CAP connection service to the Green Valley area.

Hello WA: K community, it’s finally getting warmer after all this cold weather and one day of snow, which we all enjoyed seeing fall in our community. Our department has received a new vehicle for our home health techs, thanks to the District. Vice Chairman Carlyle took our staff on a tour of our new building, we can’t wait to move in. (pic attached). I want to wish everyone a Happy Easter this month, happy Easter egg hunting. I will be helping at the Elder Day Event scheduled for May 11, 2019 at the Desert Diamond Casino II, I-19 site, you can still register online on the link below, and also we have the paper applications at the District Senior Services Department. http://www.tonation-nsn.gov/health-human-services/senior-services/ Activities February 21, 2019, took our elders to see the Tucson Rodeo Parade, although it was cold in the morning, and then lunch at golden corral, everyone enjoyed themselves.

February 28, 2019 some of our clients attended the Grandparents Gathering at the Casino Del Sol.

March 13, 2019 some of the elders attended the Sopri Ranch Tour, to visit historical sites, near Arivaca Road, and it was cold, because the wind was blowing.

March 14 & 15, 2019 clients made bread & Wiskojula for the pow wow sale, they will be at the same place, this time under a tent, due to the Watho being taken down because it was unsafe.

Upcoming Activities March 21, 2019 visit District 7 Elders in Laveen,

Arizona. April 4, 2019, Arizona Indian Council on Aging (AICOA) Quarterly Meeting at the Desert Diamond Casino on

Nogales Road.

Importance of Road Shoulders

Paramount to road safety, is the importance of having a safety shoulder on a road. A design of efficient roads will always include this invaluable safety feature as a means to mitigate unsound traffic incidents. A shoulder serves numerous roles in regards to the safety of drivers, and safety to the area that the road may serve. A few notable safety components/benefits associated with having a road shoulder include: In the occurrence of a vehicle breakdown, the driver

can pull on to the shoulder to prevent traffic delay and also stay safe from the flow of traffic

A shoulder serves as a needed place for emergency vehicles to bypass traffic congestion

A paved shoulder allows for space needed to take eva-sive action, such as avoiding a wrong-way driver or a place for the driver to regain control of a possible out of control vehicle

A paved shoulder allows for longevity of the road as they move water away from the roadway before the water has a chance to affect the subbase of road

A shoulder also serves as lateral structural support to any road

The Planning Department of the San Xavier District is presently working with Tohono O’odham Planning Department and Pima Association of Governments to secure Highway Safety Improvement Program (HSIP) funding for safety shoulders to be added to some of our roads, here within the District. It is common for roads within the District to only have the traffic lane design of a road, and not the full carriageway. It is a goal of the San Xavier District Planning Department to bring this safety to numerous roads within the District limits. Greetings from Survey and Mapping, DANCE IN THE SPRING APRIL SHOWERS!!

FIELD SURVEY ACTIVITIES The Survey Crew have completed setting boundary monumentation in concrete on (15) homesites along Sudagi Wog,

some of those home sites legal descriptions will be revised. The next phase in the project will be revising legal descriptions and write up a description for Sudagi Wog. Please continue to use caution if you are in the area, due to construction work zone just west of Sudagi Wog and on Herman’s Road.

Two homesites on Tribal Land in the vicinity of Nahagio Daha Wog and Skomig Wog were completed with Land Survey legal descriptions.

One homesite on Tribal Land in the vicinity of San Xavier Road and Mission Road is in the process of Land Survey legal description.

One homesite on Tribal Land in vicinity of San Xavier Road and Community Lane will be starting with Land Survey in April.

For your information, land survey request(s) takes awhile to complete due to the process it goes through, which in most cases slows down because the data i.e. (record of survey for roads, utilities, leases, etc.) is not readily available or none at all. The Registered Land Surveyor (RLS) will not continue until data is confirmed or accepted, because they (RLS) is accountable for stamping the land survey legal plat/description. We, appreciate your patience and understanding if you had to or are waiting for a Land Survey to be completed.

ROADS In the area along Sudagi Wog, there is an access road on south end of the Tohono O’odham Ki:Ki Association (TOKA)

project, which has been named “Tolo Wog”. It is proposed to extend “Tolo Wog” to the west by approximately 600 feet, which would serve as ingress/egress to (3) homesite lots.

In the area of Mission Road and Nahagio Daha Wog, there is a proposal to close off a waterline easement. It is currently labeled as ‘Skomig Wog’ in google and other programs/applications with mapping resources. Residents in the area have reported the waterline easement is utilized as an alternative road by the public, when traffic is heavy on Valencia or Mission Roads; and causing potential danger of accidents, etc. Please check your local postings for possible public meetings to provide input or be informed of decisions.

CONTRACTED SURVEYOR ON DISTRICT LAND – The District passed a resolution SXDC Res. No. 05-16-08 (adopting AZ Boundary Survey Minimum Standards and Consultant Application Form – SM001, and SXD Confidentiality Agreement Form). In March, (2) Land Surveyor registered to conduct survey work on District Land.

Indian Health Service (I.H.S.) hired Sanchez Design Services, Inc. to create composite mapping for all water/sewer facilities in T.O. Nation; their scope is to gather survey grade as-built on existing mains, manholes, valves, septic tanks and create composite maps to format in GIS. The tentative completion date is April 2019.

T.O. Gaming Enterprises hired AECOM to conduct a Rodeo Arena feasibility study in Section 23, 24 and 25 (NE of I-19 to Los Reales, Nogales H.W to E. Herman’s Road), upon review and approval of consent to survey from B.I.A. Superintendent’s office, they plan to conduct an aerial fly-over, and field survey. The tentative completion date is August 2019.

Ha:san Cemetery - The S&M office has the Cemetery as an on-going project, in the upcoming months there will be some concentration on field survey activities, in which the Survey Crew will continue to collect field data to update the project drawing. Meanwhile, please try to keep vehicle traffic on the road path and keep it trash free; use caution if you see construction zone tape or survey lathes, please do not pull or destroy the markers.

The library is now in full swing I deeply apologize that we had been closed for a couple of weeks due to a water heater problem and some damage to our floor. However thank goodness we are up and running. So please do not hesitate to come and utilize our computers and books. We are currently preparing for our summer infant/toddler pro-gram so please be on the lookout for dates and detailed information and do not hesitate to call Gertie or Therese at 520-807-8621.

Hello My Fellow Community Members, My name is Loretta Encinas. I am a lifelong resident of San Xavier. I started on January 09, as the temporary liaison, but as of February 01, I have been hired as the Education Community Liaison. I am working with the 3rd and 4th graders in the After School Program. In the program they get help with their homework, a lite snack and indoor/outdoor activities are also a part of our schedule. We also provide O’odham language and culture with Ms. Rowena Carlyle. All your children are amazing! I look forward to working with all, to help find the right path as we work towards your educational needs. We welcome you to stop by the Liaison office to get information and help you find resources. You are also welcome to come in and use the computers in the library, staff will be available to help you with the computer, if needed. The Liaison office is located in the Library.
